Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. PATROL DUTIES: Patrols Santa Monica Pier and surrounding beach, beach parking lots and ocean areas by vehicle, vessel, bicycle, or on foot, to maximize the safety of the public; responds to incidents on the pier, beach and ocean; performs other related duties, as assigned. It was clarified in interviews that incumbent patrol assigned pier, beach and ocean locations via bicycle, gator, City vehicles, City boats and on foot to enforce municipal, penal, vehicle codes and City regulations; provide patrol support to enforce all City ordinances and laws regarding pier and beaches’ use, address homeless encampments, identifying and managing property issues, permit violations, pier performers, etc.; works on pier and beach, in ocean, parking lots, public streets/roads, sidewalks, common areas, etc.; facilitate the safe and efficient opening of businesses for pier merchants/employees, etc. by ensuring homeless are managed, identifying and removing any safety hazards, answering questions of merchants, involving police officers in issues as required; may engage support from other parties as required to address identified crime issues requiring further attention (i.e. broken windows, gate locks, etc.); patrols surrounding area in boat twice per day during certain shifts; enforces buffer zone between swimmers and boaters.

RADIO CALLS / MONITORING: Monitors police, fire, life guard and VHF marine radio to make appropriate responses to pier, beach, or ocean-related emergencies; maintains a 24-hour weather station, records conditions, and posts warnings and storm advisories using foghorns, lights and other warning devices; performs other related duties, as assigned. It was clarified in interviews that incumbent monitor multiple radio frequencies and MDTs in vehicles; constantly monitors radio calls throughout shift; utilizes two-way radio to monitor/answer dispatched calls; may be dispatched to handle a specific situation; has authority to decide to answer a call nearby and cancel the dispatched police unit; responds to assigned calls; may hear emergency issues arising (i.e. boat needing assistance, lifeguard situations, etc.) and has authority to respond proactively without being specifically dispatched or call for additional help. It was further clarified in interviews that incumbents monitor weather conditions; raises flags for appropriate wind speed and ocean conditions; posts weather warnings; records conditions and weather advisories; operates foghorn when needed. Incumbent is expected to monitor assigned radios and respond to all dispatched calls immediately throughout shift.

It was clarified in interviews that incumbent provides patrol and support of permitted events (i.e. pier vendors, movies, concert events, street/pier performers, merchants, etc.) in assigned patrol area(s); monitor proper use of facility for private parties’ use; enforce film permitting rules and policies; ensures all involved parties are following established rules and regulations; helps parties interpret permitting and pier/beach rules; answers dispatched radio calls, receives emails, and uses personal observations to identify violations; engages with parties to resolve non-violent disputes peacefully; mediates disputes between parties; issues administrative and parking citations; uses authority to call for police back-up and criminal activity if necessary.

TRAFFIC / CROWD CONTROL: It was clarified in interviews that incumbent provides traffic/crowd control to various vicinities within the assigned patrol area(s); may provide support around pier/street performers blocking merchant entrances; monitors the behavior and ensures safety of visitors; assist central parking service to provide traffic control/flagging support at pier and beach parking structures to limit access, etc.; may assist in diverting pedestrian and vehicular traffic in emergency situations (i.e. PCH accidents, sinkholes, hillside construction, vehicle hazards, etc.); provide crowd control and traffic support for large events such as but not limited to Concerts in the Park, marathons, etc.; directs boats away from swimming areas.

PIER / MARINE EQUIPMENT OPERATION / MAINTENANCE: Operates and maintains two rescue vessels; inspects, maintains, repairs and replaces navigational buoys; fabricates anchors for navigational buoys utilizing arc welding techniques; utilizes gas and arc welding techniques for maintenance of ladders and pier catwalks; replaces and maintains davit lines for securing rescue / fire vessels; performs preventive maintenance activities on Harbor, vessels and hoist; operates fire pumps, salvage pumps and boat towing lines; performs other related duties, as assigned. It was clarified in interviews that incumbent repairs and maintains a variety of pier and ocean equipment including, but not limited to davit lines, navigational buoys, pier ladders and catwalks, boat/vessel repairs and maintenance, etc.; constructs and welds anchors for buoys; splices and cuts ropes and chains; welds ladders, hoists, catwalks, etc.; inspects and cleans navigational buoys on a quarterly basis; replaces buoys, anchors and chains as needed. It was further clarified in interviews that incumbent practices and maintains proficiency in the use of appropriate officer gear and equipment; utilizes ocean rescue gear (i.e. paddle board, floatation devices, binoculars, blow horns, etc.); maintains and utilizes SCUBA gear (regulators, gauges, masks, fins, snorkels, dive belts, tanks, valves, etc.); may use a bicycle and gear; utilizes all terrain / beach vehicle and City-provided vessels/boats. Clarification was provided during the meeting that each incumbent is assigned a vehicle to drive; is responsible for keeping vehicle clean; report need for service; other tools and equipment that incumbent may be required to utilize on occasion include but are not limited to: pepper spray, two-way radios, flashlights, MDCs, digital cameras, digital dictation equipment, radios, gloves, keys, ballistic vests, boat-mounted water cannon, fire hoses, etc. It was also clarified in interviews that incumbents will utilize standard office equipment such as computers, printers, scanners, copiers, fax machines, telephones, etc.; hand tools (i.e. wrench, hammer, etc.); power tools (i.e. drills, saws, etc.); grinders; bolt cutters; arc and electrical welding equipment; hoists; fire pumps, etc.

EMERGENCY RESPONSE / FIRST RESPONDER: Fights boat and pier fires; performs ocean rescues of victims and responds to vessels in distress; performs Scuba rescue, search and recovery operations; performs other related duties, as assigned. It was clarified in interviews that incumbent may be first on scene at emergency situations; investigates altercations; searches for and rescues drowning swimmers, surfers and pier jumpers; attends to boating accidents and fires; responds to plane crashes; scuba dives for drowned victims and wreckage debris; provides basic and advanced medical services, first aid and CPR for injured citizens, medical issues, accident scenes, etc.; administers emergency action (i.e. oxygen, life support techniques, etc.) as required to stabilize patient; requests additional medical assistance when required; may independently observe or be flagged down by a citizen to assist with an injured/sick individual in need of help. Incumbent serves as part of the LAX air/sea disaster response plan. Incumbents are not expected to engage in physical altercations nor insert themselves into a violent situation already in progress; may observe the situation while calling in for additional help/back-up; provide assistance to colleagues in distress.

VII. Environmental Exposures:

Brief Description: Job is performed primarily outdoors on City streets, beaches, sidewalks, parking structure, pier, ocean, etc.

Outdoor surfaces can be inconsistent and encompass a variety of surfaces such as concrete, grass, tile, wood, gravel, sand, temporary flooring, wood planks, boats and other uneven surfaces. High school graduation or equivalent; training in scuba diving, boating and maritime environment such that licenses and certificates can be successfully obtained and maintained; one year of recent, paid work experience in a related field, including heavy public contact.

Work is regularly performed in both an office environment and outside in seasonal climate and weather and ocean conditions and a very crowded environment. Moving objects, vibrations, and noise and constant factors. Slippery surfaces and high elevations are frequent occurrences as is the presence of chemicals, sewer and other storm drain runoff. Physical demands include walking, swimming, paddling on rescue boat. Must have the ability to lift and move heavy objects. Work on weekends, holidays, evenings, on-call and overtime is required.
