Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

BUS STOP TERMINAL MAINTENANCE: Cleans and maintains bus shelters, bus benches and other bus stop amenities; sweeps and pressure washes area surrounding bus shelters; replaces and affixes signage; removes graffiti from bus stops and bus stop terminals; paints over graffiti using appropriate paint and picks up and disposes of litter, as necessary; uses hand and power tools to perform grounds maintenance duties around bus shelters, including the trimming of shrubs and trees, and makes repairs to surrounding concrete; performs other related duties, as assigned. It was clarified in interviews that incumbent participates in cleaning of City bus stops; receives daily work orders from Supervisor; wipes down and pressure washes bus stop structures, windows, benches and trash cans; sweeps and shovels debris; collects all debris and bags of trash from assigned bus stops utilizing a cart to move trash can or hand-carrying trash bags; ties off trash bags; replaces trash receptacle liners; washes and sanitizes trash receptacles as required; loads full trash bags into truck bed and drives to City dumpster at Big Blue Bus; lift full trash bags into dumpster; performs graffiti removal and painting of bus stop structures; removes graffiti with razor blades, pole scrapers or by applying graffiti/adhesive removal chemicals and wiping down affected areas; may paint primer and paint over graffiti without removal; prepares area with drop cloths; ensures work site safety via coning and taping off work area; paints structure utilizing paint rollers, brushes and sprayer; may paint street curbs for designated bus stops; removes physical graffiti consisting of, but not limited to, garage sale signs, advertisements, missing pets posters, concert/festival announcements and any other unauthorized signs, posters or stickers placed on public property. It was further clarified that incumbent performs bus stop sign and bench installation and removal; bolts benches to ground; uses a jackhammer and drill to core through concrete and stamp sign anchor into the ground; loads debris into wheelbarrow or truck for removal; may mix concrete to secure posts and pour foundations; shovels and pours concrete from wheelbarrow to perform patch work and secure sign; straps and saddles signs to poles using clamp and bolts; performs maintenance on overhead signs by cleaning and re-attaching to poles; secures temporary signs and banners for special events. Clarification was provided that incumbent performs tree trimming and hedging; prepares site for safe tree trimming of overgrown tree limbs and shrubs; trims trees with various hand saws, loppers and pruners from the ground or ladder; collects limbs and debris from trimming and inclement weather; disposes of debris in appropriate green waste location.

MAINTENANCE SHOP DUTIES: May perform custodial duties at bus layover zones, including cleaning, disinfecting and replenishing supplies; performs other related duties, as assigned. It was clarified in interviews that incumbent participates in various basic repairs to the Big Blue Bus facilities.; adjusts and lubricates stuck doors or locks; replaces light bulbs; repairs or replaces air and fluid hoses and nozzles; utilizes forklift to assist with scrap metal removal and storing materials; maintains, organizes and cleans storage area for bus stop signs and benches; saws old sign poles into smaller pieces for disposal. It was further clarified in interviews that incumbent will be responsible for performing a variety of custodial duties at layover zones and the Big Blue Bus facilities; cleans up spills; vacuums, sweeps or dust mops depending on type of flooring surface; dusts and cleans walls and base boards; assists with cleaning buses; may assist with restroom care by replenishing soap, towel and toilet paper dispensers; sanitizes floors, stalls, partitions, mirrors, walls, toilets, urinals, sinks and fixtures; picking up debris and placing in trash receptacles; utilizing plunger for minor unclogging of sink drains and toilets. Clarification was provided that incumbent may assist mechanics by holding and lifting bus repair items into place, handing tools, etc. when needed.

FIELD SERVICES DUTIES: Responds to road calls for buses and drives buses that are not in service back to bus yard; refers problems to appropriate staff; performs other related duties, as assigned. It was clarified in interviews that incumbent may perform road calls on surface streets or work sites to assist malfunctioning City buses; sets up cones and other emergency awareness devices to ensure worker safety; assists with immediate repairs when possible; may exchange buses with operator to continue on assigned route with minimal disruption; absorbs oil and fuel spills dispersed on City streets.

DRIVING: It was clarified in interviews that incumbent drives City vehicle inside and outside of City borders to clean and maintain bus stops along assigned routes; exchanges buses with operators of malfunctioning buses to continue on route; operates forklift. It was further clarified in interviews that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy, urban city environment filled with pedestrians, skateboarders, bicyclists, etc.

IX. Personal Protective Equipment / Safety Training and Devices:

Personal Protective Equipment and Safety Training and Devices: It was clarified in interviews that the following safety equipment is provided to incumbent: safety glasses; hearing protection (buds or muffs by choice of incumbent); leather gloves, latex gloves, or nitrile gloves; rain gear; steel-toed boots; knee pads; back brace; safety cones, tape and delineators; fluorescent vests; two-way radio. Education/Training/Experience:

Graduation from high school or the equivalent; two years of recent, paid work experience performing facility maintenance duties or custodial work. Experience maintaining service vehicles is desirable.

Skill In: Reading, writing and communicating at an appropriate level.

Licenses/Certificates: Possession of a valid Class C driver license. Must obtain a California class B driver license within one year of date of hire. Must obtain forklift operator certification within one year of date of hire.

Supervision Received: Works under the general supervision of the Transit Facilities Maintenance Superintendent and/or designee, who outlines work assignments, frequently reviews work in progress and periodically reviews completed work.

Supervision Exercised: None.

Special Requirements:

Work is regularly performed outside in seasonal climate and variable weather conditions. Work requires regular use of various cleaning supplies and solutions, paints, oils and staining products. Safety training and equipment are provided. Work requires exposure to moving objects, noise, vibrations, dust, dirt, odors, slippery surfaces, and oily conditions. Physical demands include moving, carrying, bending, reaching and lifting up to 85 pounds.
