Development of the Village at the Civic Center. Ron Bare


field, Acting Housing Manager, reported that an eval


uation committee is close to reaching a consensus re


garding the developer-design team that will be recom


mended to City Council on December 13, 2005. Staff i


ntends to provide the Commission with an opportunity


to review the committee’s recommendation prior to c


onsideration of the developer-design selection by th


e City Council (acting as the Redevelopment Agency)


.

B. Office Mitigation Fee

gation Fee Program as a follow up to the Commission’


s October meeting. The information involved the esta


blishment of the fee amount, basis for exemptions an


d other California cities that have similar program

6. NEW BUSINESS

A. Redevelopment Agency Relocation Appeals Board

Tina Rodriguez, Redevelopment Administrator, explained to the Commission that a new Redevelopment Agency Appeals Boa


rd was recently established by the City Council. One


seat on this Board is to be occupied by a member of


the Housing Commission. The Commission discussed an


d considered this item. Vice Chair Bird volunteered


to serve on the Board. A motion was made to recommen


d to the Mayor the appointment of Vice Chair Bird to


the Redevelopment Agency Appeals Board.

CHAIR/COMMISSIONERS/COUNCIL LIAISON/HOUSING MANAGER REPORTRon Barefield, Acting Housing Manager reported th


at proposed affordable housing development on Centin


ela Avenue was considered and approved by the City C


ouncil on October 11t

related to the issuance of ta


x-exempt bonds and the replacement housing plan. At


the October 25t

Council meeting, the relocation pla


n for this proposed development was approved. Also a


pproved at the October 25t

meeting was the concept


of a homeownership development at High Place East fo


r moderate income households with a recommendation t


o pursue a community land trust model of ownership.


Staff will be also be identifying best practrices fo


r the selection (of homeowners) process, and returni


ng to City Council sometime in January for their con


sideration.

Mr. Barefield requested that the Housin


g Commission consider agendizing a forthcoming staff


proposal regarding a mobile home replacement progra


m, involving financial assistance from the City, to


those households at the City’s two mobile home parks


that are income eligible and whose mobile homes are


in need of replacement. Another topic of discussion


focuses on the proposed affordable housing developm


ent sponsored by Habitat for Humanity. Staff intends


to return to Council to inform them on the status o


f this proposed development and possible deal struct


ure changes since this development was originally ap


proved by Council.

an Services attended a conference sponsored by the C


orporation for Supportive Housing focusing on perman


ent housing strategies for the homeless, specificall


y called, “Housing First”. He would also like to pla


ce this topic on a future agenda for the Commission


in order to provide feedback to the Human Services s


taff in order to present to Council for further dire


ction.

Council Liaison McKeown informed the Commissi


on that the City is proceeding with amending its Zon


ing Ordinance to comply with the new State Density B


onus law. He also noted that this is a prerequisite


to revising the Affordable Housing Production Progra


m to require on-site affordable units in every multi


family development.

Commission Gerwitz thanked Mr.


Barefield for joining him on a discussion panel for


the California Redevelopment Association, (CRA-ALPHA


) Housing Conference, and sharing his point of view


on the number of developments that the City of Santa


Monica has completed. Attendees were from the Citie


s of Carlsbad and San Diego.

hat a Disabilities Commissioner informed him of a ha


lf hour program currently being aired on CityTV at 9


:30AM, profiling non-profits. The next segment will


focus on the Disabilities Commission and related hou


sing issues.

There was a suggestion at this time to


revisit, reconsider, and re word a motion under the


November 17, 2005 Housing Commission Agenda Item 6B
