On April 7, the five North County cities – Carlsbad, Escondido, Oceanside, San Marcos andVista – launched Innovate 78, a new brand thatwill collaboratively promote North County as apremiere destination for businesses, residents and investors. The brand waslaunched at a forum with businesses and stakeholders at Cal State San Marcos.

At Innovate78.com, visitors can explore theunique career options, business opportunities and the dynamic living options available alongthe 78 Corridor. The website also features an interactive map of the businesses, attractionsand other areas that make the corridor unique.

Home to some of the country’s most innovative companies and most desired attractions,the 78 Corridor cities have come together to collectively promote the region’s assets. The effort, backed by a comprehensive economic development strategy, will position the cities tobetter support industry and key clusters. Employers throughout the North County area willalso use the website as key tool to attract talent to their companies.

In order to collectively promote North County, residents and businesses are encouraged toshare and explore this interactive website. Although each 78 Corridor City is special in theirown right – by working together we will be a force to be reckoned with. Together, we are sharing the corridor’s – and San Marcos’ – story with the rest of the world.

City launches onlinereporting tool

In March, the City launched an online direct reporting tool that gives residents theopportunity to report any non-emergencyconcern or issue 24 hours a day, sevendays per week.

“Residents are our eyes and ears in San Marcos,” said City Manager Jack Griffin.“If you see a pothole, a street light out, graffiti or just have a general concern, theCity wants to know about it so we can continue improving the quality of life in ourcommunity.”

Through the online reporting portal, residents can submit service requests andprovide information on neighborhood issuesby clicking the “Report a Concern” icon onthe City’s website, www.san-marcos.net.Submissions can include the location of theproblem, detailed information and even aphoto.

Once a report is submitted, it is routed the next business day to the appropriateCity department. Email alerts with statusupdates will inform the concerned residentof case progress and resolution.

San Marcos foundationsupports community programs

Over the last year, the San Marcos Community Foundation hasawarded nearly $50,000 in grants to nonprofit organizations servingSan Marcos residents.

Most recently, Interfaith Community Services received more than$6,000 for their San Marcos-based Senior Services Program, and Solutions for Change, Inc. wasawarded $6,534 to help end family homelessness. Just in Timefor Foster Youth also received$3,600 to provide transitioningfoster youth with the necessarycomputers, technology tools andschool supplies to support college success.

Grants to help provide servicesto the senior community wereawarded to Meals-on-Wheels, theAngel’s Depot and the Foundationfor Senior Well Being. Grants tobolster services to youth were awarded to the Boys & Girls Club of San Marcos, Casa de Amparo, Positive Action Community Theatre, San Marcos High School Music Boosters and Bayshore PreparatoryCharter School. Other grant recipients include North County Health Services, Tri-City HospitalFoundation, Alzheimer’s Association of San Diego Imperial Chapter, Partnerships with Industry, the Kiwanis Club of San Marcos Foundation and REINS (therapeutic horsemanshipprogram).

The San Marcos Community Foundation (SMCF) accepts grant applications throughout the year from charitable organizations with 501(c)(3) status serving City of San Marcos residents. Annually, SMCF grants funds for arts and culture projects on behalf of the City ofSan Marcos.

The San Marcos Community Foundation is a nonprofit organization established by the City in 1988 with a $1 million endowment provided by a local developer.

Motorists traveling in San Marcos this summer will notice crews working along RanchoSanta Fe Road and several other City streets to improve overall pavement condition, ride and safety.

“Maintaining City streets is one of the City’s highest priorities,” said City Manager Jack Griffin. “We appreciate patience during this important roadway repair project.”

Beginning early this summer, Rancho Santa Fe Road fromState Route 78 to Lakeridge Drive will undergo a $3 millionfacelift to restore the roadway. The entire street will berehabilitated and repaved to extend the overall lifeof the driving surface to keep motorists and bicyclists moving smoothly. Some portions ofthe roadway will require pavement removaland replacement, while other segments willneed a surface grinding prior to the finalrubberized asphalt pavement overlay.

“Traffic flow is important to our residentsand keeping our roads in good conditionmaintains overall traffic safety and mobility,”said Griffin.

Several other streets in San Marcos willalso receive a chip and slurry seal treatmentto significantly extend the life of existing pavement by protecting the undersurface from the effects of aging and the environment.

During construction, businesses in the area will remain open. Residents and businessesdirectly affected by the street restoration work will receive notice of scheduled work so thatthe appropriate parking arrangements can be made.

Motorists are advised to expect detours and delays and use caution when traveling aroundwork areas.

Teen drivers START SMART

in San MarcosProgram teaches teen drivers about the dangers of distracteddriving

Since 2010, the City of San Marcos hasteamed up with the San Diego Sheriff’s Department to educate more than 2,000 parents and students through the START SMARTprogram.

Offered monthly during the school year, theSTART SMART program provides an opportunityfor teen drivers and their parents/guardians toclearly understand their responsibilities when ateen starts to drive.

“We care about our kids and want them tobe safe on the roads,” said Public Safety Coordinator Veronica Martinez. “It’s importantthey learn about the consequences of distracteddriving before getting behind the wheel.”

Taught by trained law enforcement deputies,START SMART teaches young drivers about thedangers of distracted driving – texting and driving, eating in the car and driving under theinfluence. Through graphic video presentationsand hands-on driving simulators, students learnthat focusing only on driving when you are behind the wheel can save lives.

Following the class, each teen is presented a certificate of completion along with a custom-designed key-chain bearing the theme of theTeen Safe Driving Program, which will serve asa reminder each time he or she starts the car. SAN MARCOS has one of San Diego County’s lowestcrime rates

Public safety is on top of the City’s priority list and the Sheriff’s Department takes a no-nonsense approach to fighting crime in San Marcos.

San Marcos continues to be one of the safest cities in San Diego County, and in2014 the community continued to see a drop in crime rates. By embracing information-led policing, deputies have been able to work smarter and utilize resources more efficiently.

Crime prevention is an important element of public safety, and to that end the Sheriff’s Department works closely with Mental Health Systems to assist at-risk, criminally inclined youth. The Community Oriented Policing Unit developed the RESPECT mentorship program aimed at helping our most at-risk teens. By investing in the community and in our schools,deputies work directly with teens to help getthem back on the right track and heading towards a brighter future.

These efforts are paying off. Over the past year, Part 1 crime in

San Marcos dropped by nearly 10%. Thesecrimes include murder, assault, robbery, burglary and theft of motor vehicles and high-value property.

The fight against crime never goes away,and the City remains committed to infusing innovative crime-fighting solutions into itslong-term plan and becoming safer every year.

house?Community members are welcome to anonymously dispose of unwanted medications

at the San Marcos Sheriff Station, 182 Santar Place, Monday through Friday between 8 am and 5 pm. Safe disposal of these items keeps them out of landfills and our watersupply.

Emergency response training offered in San Marcos

The City of San Marcos, in partnership with Palomar College, will be sponsoring a tuition free, five-part Community Emergency Response Team (CERT) training series beginning in September.

Almost a year ago, a devastating wildfire in San Marcos burned hillsides andhomes, catching the nation’s attention and reminding us of the importance of emergency preparedness.

CERT training includes courses in fire safety, terrorism, basic disaster responseskills and disaster medical operations. These skills prepare CERT members to helpthemselves and their family members, neighbors or coworkers during crisis events.

Culminating in a disaster response scenario, successful CERT graduates will receivea certificate of completion and an invitation to join the San Marcos CERT team. CERTteam members are issued equipment kits and attend periodic Saturday morning training refresher sessions and participate in rescue drills with the San Marcos FireDepartment.

Together, the San Marcos CERT team and an educated community is a vital piecein the survival and recovery of our region in the event of a disaster.A complete class schedule will be posted at www.san-marcos.net when available.

San Marcos’ nationally recognized Poolside CPR program returns

The City’s fire and community services departments have joined forces to offer the nationally recognized Poolside CPR program to equip residents with hands-only CPR skills.

Lifeguards and firefighters will demonstrate and guide practice sessions for pool visitors throughout the swim season. Poolside trainings will be held over the summer at Las Posas Pooland Woodland Park Pool. Because trained professionals are rarely the first at an incidentscene, the Poolside CPR program aims to empower pool patrons to take action to save a life if needed.

Drowning is still a leading cause of accidental death in many age groups, and the ultimate benefit of the CPR training is safer San Marcos residents in, on and around the water.

Children can drown without a soundTips for staying safe inand around the water

With summer right around the corner, the San Marcos Fire Department reminds residents of the importance of water safety atany age, especially for residents with children.

With no warning or splashing sounds, childrencan drown without a sound. Drowning can happenvery quickly and in less than one inch of water,so filled bathtubs, swimming pools, wadingpools, hot tubs and even buckets of water andsinks can be dangerous.

Follow these simple tips to stay safe in andaround water this summer:

Bathroom: Never leave a baby unattended in thebath. If you must answer the telephone or door,don’t rely on an older sibling to watch the baby.Never use a bathtub seat or supporting ring without constant adult supervision as the seatcan overturn or a baby may slip out into thewater. Install a toilet-lid locking device and keepbathroom doors closed at all times.

Pool: If you have a pool in your backyard, installfencing at least four feet high on all sides of thepool, as well as a self-closing and self-latchinggate with a lock that's out of a child's reach.Consider installing a pool alarm and cover andremove toys from the pool when children are finished swimming.

Residents urged to cut water

use this summerAs summer approaches, the Vallecitos Water District (VWD) is calling for increased

conservation efforts, especially outdoors by asking residents and businesses to reconsiderkeeping or installing turf grass.

Studies have shown that a typical lawn requires more than 37 gallons of water per year, persquare foot, and when establishing new turf, that number can almost double. With annual landscape irrigation representing almost 50 percent of San Diego County’s residential waterusage, turf grass is expensive, water intensive and high maintenance.

This summer, residents should consider planting low-water use plants and reducing turf area.Reducing each irrigation cycle for lawn or landscape by one to three minutes from the normalsummer schedule can save 15-25 gallons for each minute. Eliminating one irrigation cycle perweek can save up to 250 gallons per cycle.

In addition to following VWD’s water use restrictions, there are many other ways to conservewater. Residents and businesses should test irrigation systems for leaks, breaks and misalignedsprinkler heads to ensure that irrigation systems operate efficiently. For homeowners, this cansave up to 20 gallons a day per sprinkler head, and business parks, multi-family housing unitsand large landscape areas can save even more.

City does its part to conserveduring unprecedented droughtWith California facing continued water shortfalls and more water conservations requirements

anticipated, the City of San Marcos has actively implemented several water saving measures. The actions taken below will remain in place until drought conditions improve.

Splash pad and fountain closures: Splash pad water features at City parks will remain closeduntil drought conditions improve. By closing the splash pads, the City anticipates saving between8,100 and 12,150 gallons of water per day. City Hall’s two fountain features have also been shutoff until drought conditions improve.

Reducing irrigation schedules: The City has adjusted irrigation schedules and cut back on watering in all San Marcos parks and other landscaped public spaces such as center medians,street parkways and trails by 20 percent.

High-efficiency sprinklers: Over the last year, the City’s Public Works Department installed nearly1,400 new rotator nozzles in turf areas and medians. Five new SMART controllers covering 7.5acres were also installed to make real-time adjustments based on weather information to avoidwater waste.

Native/drought tolerant plants: Native and/or drought tolerant plants are used extensively innew public space landscaping projects.

Irrigation water audits: Certified City staff perform water audits of existing maintenance projectsand public parks to improve irrigation efficiency.

Civic Center front lawn to transforminto water-wise landscaping

To go the extra water-saving mile, the City of San Marcos will betransforming the Civic Center front lawn along San Marcos Boulevardinto a water-wise landscape this summer.

Instead of water intensive, high maintenance turf, residents willsee an oval-shaped border with meadow grass and succulents orperennials. Higher efficiency sprinkler technology with drip irrigationand high-efficiency nozzles will also be put in place.

These changes, paid for in part by funding from the Water Security, Clean Drinking Water, Coastal and Beach Protection Act,will reduce water use and minimize run-off into the streets while creating a beautiful space for City Hall visitors.

On March 7 City officials and residents gathered to re-open Double Peak and Ridgeline Trails and Stone Canyon after the 2014wildfires left hillsides charred.

“The restoration work hasbeen critical to making thetrails safe for hikers,” saidDeputy Public Works DirectorJim Chafe. “With new railingsand re-leveled pathways, theareas bear little resemblance to how they looked just daysafter the May wildfire.”

Fixes to Stone Canyon included 100 tons of pathwaydamaged by the firefighting efforts with hundreds of feet of fencing repaired or replaced. TheCity also replaced 1,900 feet of brow ditch, the concrete drainageditches that run alongside the trail. To the east, on a trail adjacentto Twin Oaks Valley Road, restoration work included replacing landscape irrigation and replacing some 120 oak trees withsaplings.

The restored eight miles of trail are part of the City’s Master Plan to build 104 miles of trail through the canyons to connect thecommunity.

Dog cleanup stations help keepSan Marcos clean

Over the past year, the City has received more than 360,000 free dog litter bags for 28 “adopted” cleanup stations located throughout San Marcos to

give residents the resources to clean up after pets.Not only is it the law, but cleaning up after pets helps keep parks

and trails clean for the enjoyment of all residents and visitors.For more information, call San Marcos Community Services at

Leash Law Reminder When you are out and about with your four-legged

friends enjoying the many parks and other outdoor activities San Marcos has to offer, remember that dog owners must keep their animal(s) on-leash at all times.

Safety is the City’s primary concern and dogs that run free in parks and on trails may encounter snakes, opossums, mountain lions or poison oak. Keeping your dog on a leash can also prevent disturbance of wildlife habitat and limit personal liability.

Ultimately, keeping your four-legged family member on-leash is the law and owners can be cited and/or finedfor compliance failure.

First place winners received $50 in San MarcosBucks used towards one session of enrichment camps or specialty classes put on by the City. Secondplace winners received $25 in San Marcos Bucks redeemable towards thesame.

The San Marcos Rock, Blues and BBQFestival will return to Walnut Grove Park onFriday, June 5, from 5 to 9 pm and Saturday,June 6, from 12 to 8 pm for two days ofsoulful music and tasty BBQ.

The annual event, co-presented by theCity of San Marcos and Allen’s Wrench, willfeature music from acoustic guitar toChicago-style old school blues, to rock ofthe ‘60s and ‘70s. Bands slated to play at the festival include Surf’s Up, Missy Anderson, Bill Magee Blues, Stoney BBlues, Woodstock Mud, Earl Thomas andCraig’s Band.

In addition, the Friends of San MarcosParks and Recreation will sponsor a beerand wine garden. Local beer from StoneBrewery, Markstein Beverage Co. and morewill be available for sale.

Preschool Learn-to-Swim | Ages 3 - 5 yrs.Level 1 - Provides an introduction to the most elementary aquaticskills. At this level, children start developing good attitudes and safepractices around the water.

Level 2 - Offers children further success with fundamental aquaticskills performed at a slightly more advanced degree. Most skills inthis level are performed with assistance, but it marks the beginningof independent aquatic locomotion skills.

Adventure camp operates during non-school times and offers childrenKindergarten through 6th grade the opportunity to participate in creativeprojects, games, field trips and specialevents. Raggedy Ann & Andy Preschoolers Programis a recreational enrichment program for children ages three to five years. Children learn social skills while participating in arts andcrafts, music and movement, storytelling, outdoor play and learning fun!

Monday/Wednesday/Friday Kindergarten Readiness (KR) Classes These classes are designed for children ages four to five years who are preparing for Kindergarten. The curriculum includes activities to enhance math and reading readiness skills.KR classes are not offered during the Summer session.

Tuesday/Thursday Classes These classes are designed for children ages three to four years who are fully potty-trained.These classes focus on socialization with an introduction to basic academic concepts.

Registration Procedure New parents come to the San Marcos Community Center, 3 Civic Center Drive, during the pre-registration time to fill out a registration paperwork. Parents then receive registration information and an online registration date. All necessary paperwork must be completed beforeregistering online. An original birth certificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual family registration fee and a 10% discount for siblings. The NON-RESIDENT fee is $50 per child, per session.

Facility ReservationsThe City of San Marcos has 10 rentable rooms at five sites for business meetings, family celebrations or wedding receptions. A Facility Use Application is required with deposit to reserve a date.Reservations are taken no less than 30 days in advance and nomore than nine months in advance. Park ReservationsDesignated group areas are available at Bradley, Buelow, Connors,Double Peak, Hollandia, Jack’s Pond, Lakeview, San Elijo, Simmons,Sunset, Walnut Grove and Woodland parks.

Reservations are required for groups larger than 50 or groups of any size that will be having a jump house. Groups with less than 50 people are encouraged to make reservations in order to securepicnic shelters. Reservations must be made at least two weeks in advance and are available to resident and non-resident groups andnonprofit organizations during normal park hours. Group areas canaccommodate from 50 to 200 people. Fees are based on a two-hour minimum for up to 50 people. Additional time may be reservedin one-hour increments. Additional fees apply for groups larger than 50.

Reservations do not include exclusive use of any other park amenities, including sports fields. Sports field reservations must bemade through staff at the Corky Smith Gymnasium.
