The property is adjacent to the east side of the Price Road/101 Freeway, on the south side of Randall Drive, north of Apache Boulevard and south of University Drive in the Victory Acres neighborhood.The properties consist of four parcels, one of which crosses over the termination of Randall Drive. The Subdivision Plat will combine the lots into two standard R1-6 Single- Family Residential Lots. The property is owned by the City of Tempe, and through a development agreement with Habitat for Humanity, two single-family homes are proposed to be constructed on two lots. COMMENTS: This site is located at the south west corner of Randall Drive and the Price Road frontage road. The property consists of four vacant lots owned by the City of Tempe. This request will amend the Subdivision Plat with the existing parcels into two lots, with a portion of the northern-most lot being dedicated to Randall Drive. This request will allow the sale of the land to Habitat for Humanity for the construction of two single family homes. This request includes the following:

A Final Subdivision Plat consisting of four parcels into two (2) lots. REASON FOR APPROVAL:

1. The Subdivision Plat conforms to the technical standards of Tempe City Code Chapter 30, Subdivisions. CONDITIONS OF APPROVAL: 1. The Subdivision Plat shall be put into proper engineered format with appropriate signature blanks and recorded with

Maricopa County Recorder’s Office through the City of Tempe, Community Development Department on or before September 6, 2013. Failure to record the plat on or before September 6, 2013, one (1) year from date of City Council approval, shall make the approval of the plat null and void.

2. All property corners shall be set and verified with staff upon final recordation of the subdivision plat, no later than three

(3) months from the date of County recordation or as determined by staff.

HISTORY & FACTS: 1973 City of Tempe purchased a vacant parcel of land that would become part of this plat. 2005 The western-most lot had a single-family residence that was removed from the site and the property acquired by the

City of Tempe. 2012 A Request for Proposal was awarded to Habitat for Humanity with a development agreement to construct two

LETTER OF INTENT Habitat for Humanity Central Arizona received a Request for Proposal from the City of Tempe on December 5, 2011. The Request for Proposal issued was for the construction of affordable housing on two vacant lots situated at 2227 and 2237 East Randall Drive (No. 12-057). Habitat for Humanity Central Arizona completed the RFP for the two (2) lots on Randall Drive and submitted to the City of Tempe on January 19, 2012. The City of Tempe granted Habitat for Humanity Central Arizona exclusive negotiation rights with respect to the redevelopment of the Project Property. A Development and Disposition Agreement between the City of Tempe and Habitat for Humanity Central Arizona was entered into on June 28, 2012 (Ordinance No. 2012.33, C2012-109). Habitat for Humanity is scheduled to develop the Project Property as single family housing for low and moderate-income persons. A Final Plat of the Randall Drive lots is a requirement of the Agreement. The conveyance of the lots will occur when building permits have been received and a formal, written request is made to the City of Tempe. The property situated at 2227 East Randall Drive is scheduled for slab and under-slab plumbing to commence the first week of December, 2012. Vertical construction for this property is scheduled to begin on January 12, 2012. The property situated at 2237 East Randall Drive is scheduled for slab and under-slab plumbing to commence the second week of December, 2012. Vertical construction for this property is scheduled to begin on January 26, 2012. Habitat for Humanity Model 1336D will be constructed on the lot at 2227 East Randall Drive. Model 1336D is a three bedroom, two bath, home containing 1,336 SF of livable square footage and also includes a 457 square foot garage, 125 square foot porch, and a 112 square foot patio. Total square footage under roof is 2,030 square feet. Habitat for Humanity Model 1336C will be constructed on the lot at 2237 East Randall Drive. Model 1336C is a three bedroom, two bath, home containing 1,336 SF of livable square footage and also includes a 457 square foot garage, 125 square foot porch, and a 112 square foot patio. Total square footage under roof is 2,030 square feet. Construction of the homes will be completed over a fifteen-week timeframe in order to allow the families, sponsors, and volunteers the opportunity for volunteer hours on each of the homes.
