Draft Zoning By-law Amendment – June 3, 2020
CITY OF TORONTO
BY-LAW XXX-2020 To amend Zoning By-law 569-2013, as amended, with respect to the land municipally known in the year 2020 as 284-290 Lawrence Avenue West and 1507-1545 Avenue Road Whereas Council of the City of Toronto has the authority pursuant to Section 34 of the Planning Act, R.S.O. 1990, c. P. 13, as amended, to pass this By-law; and Whereas Council of the City of Toronto has provided adequate information to the public and has held at least one public meeting in accordance with the Planning Act; Therefore the Council of the City of Toronto enacts: 1. The lands subject to this By-law are outlined by heavy back lines on Diagram 1 attached
to this By-law.
2. The words highlighted in bold type in this By-law have the meaning provided in Zoning By-law 569-2013, Chapter 800 Definitions.
3. Zoning By-law 569-2013, as amended, is further amended by amending the zone labels on the Zoning By-law Map in Section 990.10 respecting the lands outlined by heavy black lines to CR 3.0 (c2.0; r2.8) SS2 (xXXX), as shown on Diagram 2 attached to of this By-law.
4. Zoning By-law 569-2013, as amended, is further amended by amending the Policy Area labels on the Policy Area Overlay Map in Section 995.10 respecting the lands outlined by heavy black lines to PA 4, as shown on Diagram 3 attached to this By-law.
5. Zoning By-law 569-2013, as amended, is further amended by amending the height labels on the Height Overlay Map in Section 995.20 respecting the lands outlined by heavy black lines to HT 16.5, ST 5, as shown on Diagram 4 attached to this By-law.
6. Zoning By-law 569-2013, as amended, is further amended by amending the lot coverage labels on the Lot Coverage Overlay Map in Section 995.30 respecting the lands outlined by heavy black lines as shown on Diagram 5 attached to this By-law.
7. Zoning By-law 569-2013, as amended, is further amended by amending the rooming house
labels on the Rooming House Overlay Map in Section 995.40 respecting the lands outlined by heavy black lines as shown on Diagram 6 attached to this By-law.
8. Zoning By-law 569-2013, as amended, is further amended by adding Article 900.11.10 Exception Number XXX so that it reads:

Exception CR XXX The lands are subject to the following Site Specific Provisions, Prevailing By-laws and Prevailing Sections. Site Specific Provisions: (A) On the properties municipally known as 284-290 Lawrence Avenue West and 1507-
1545 Avenue Road, if the requirements of By-law XXX-2020 are complied with, buildings or structures may be erected or used in compliance with (B) through (R) below;
(B) Despite Regulation 40.10.40.40(1)(A), the total gross floor area of all buildings and structures on the lands must not exceed 43,000 square metres;
(C) Despite Regulation 40.10.40.40(1)(B), the maximum gross floor area for non-
residential uses must not exceed 5,000 square metres; (D) Despite Regulation 40.10.40.40(1)(C), the total gross floor area for residential uses
must not exceed 38,000 square metres; (E) Despite Regulations 40.5.40.10(1) and (2), the height of a building or structure is
measured from the Canadian Geodetic Datum elevation of 172.05 metres to the highest point of the building or structure;
(F) Despite Regulations 40.10.40.10(2), 40.10.40.10(7) and 40.10.40.70(2)(G), a
building or structure must not exceed the maximum height in metres specified by the numbers following the "HT" symbol as shown on Diagram 7 of By-law XXX-2020;
(G) Despite (F) above, the following elements of a building may exceed the maximum
permitted height shown on Diagram 7 of By-law XXX-2020, to a maximum of:
(i) 5.0 metres for a mechanical penthouse and mechanical screen; (ii) 5.5 metres, for a structure on the roof of the building used for outside or
open air recreation, a rooftop amenity room, roof top access hatches or stairs, stair enclosures, parapets, mechanical equipment and any associated enclosures or structures, elevator overruns, chimneys, stacks, heating and cooling equipment, ventilation equipment, air shafts, roof drainage, maintenance and safety equipment, wind and privacy screens, pergolas, awnings, ornamental elements, landscaping elements, lighting fixtures, balcony and terrace guards and dividers, railings, window washing equipment on the roof of the building, antennae, satellite dishes, elements of a green roof, architectural features; and

(iii) the projections as permitted in Regulations 40.5.40.10(3) - (7) unless such
projections are included in (i) or (ii) above, in which case (i) and (ii) applies;
(H) Despite Regulation 40.10.40.10(5), the height of the first storey must be at least 3.7 metres;
(I) Despite Regulations 40.10.40.70(2), 40.10.40.80(2) and (4) the required minimum building setbacks are shown on Diagram 7 of By-law XXX-2020;
(J) Despite (I) above, the following elements of a building may encroach into a
required building setback a maximum of: (i) 5.0 metres, for eaves, cornices, window sills, lighting fixtures, awnings,
canopies, architectural features, ornamental elements, parapets, terraces, canopies, trellises, guardrails, columns, balustrades, bollards, railings, bollards, wheel chair ramps, stairs, stair enclosures, vents, shafts, chimneys, mechanical fans, satellite dishes, antennae, retaining walls, curbs, underground garage ramps and their associated structures, stairs, stairs landings, stair enclosures or covers, fences, privacy screens, mechanical and architectural screens, bicycle parking, landscape planters and other similar architectural projections;
(ii) 2.0 metres for balconies, balcony dividers, balcony roofs; and (iii) the encroachments as permitted in Clause 40.10.40.60 unless such
encroachments are included in (i) or (ii) above, in which case (i) and (ii) applies;
(K) Regulations 40.10.40.1(1), (2), (4), (5), and (6) do not apply;
(L) Regulations 40.10.50.10(1), (2) and (3) do not apply; (M) Despite Regulations 200.5.1(2) and 200.5.10.1(1), parking spaces must be
provided and maintained on the lands in accordance with the following minimum requirements:
(i) 0.70 parking spaces for each bachelor dwelling unit for residents of the
mixed-use building;
(ii) 0.80 parking spaces for each one bedroom dwelling unit for residents of the mixed-use building;
(iii) 0.90 parking spaces for each two bedroom dwelling unit for residents of
the mixed-use building;
(iv) 1.10 parking spaces for each three or more bedroom dwelling unit for residents of the mixed-use building;

(v) 0.15 parking spaces for each dwelling unit for residential visitors to the mixed-use building; and
(iii) 1.00 parking space for each 100 square metres of non-residential gross
floor area for all permitted non-residential uses for use by non-residential visitors to the mixed-use building; and
(N) Despite Regulations 200.15.1(1) and 200.15.10(1), a minimum of 16 accessible
parking spaces must be provided and maintained on the lands in accordance with the following dimensional requirements:
(i) a minimum length of 5.6 metres; (ii) a minimum width of 3.4 metres; and (iii) a minimum vertical clearance of 2.1 metres.
(O) Regulations 200.15.1(4) and 200.15.1.5(1), with respect to the location of
accessible parking spaces, do not apply;
(P) Despite Regulations 230.5.10.1(1), (2), (3) and (5), bicycle parking spaces must be provided and maintained on the lands in accordance with the following minimum requirements:
(i) 0.68 long-term bicycle parking spaces for each dwelling unit; (ii) 0.07 short-term bicycle parking spaces for each dwelling unit must be
provided for residential visitors; (iii) 3.0 short-term bicycle parking spaces, plus 0.25 short-term bicycle
parking spaces for each 100 square metres of non-residential gross floor area must be provided;
(iv) 0.13 long-term bicycle parking spaces for each 100 square metres of non-
residential gross floor area must be provided; (Q) Regulation 230.40.1.20(2), with respect to the location of short-term bicycle
parking spaces, does not apply;
(R) Despite Regulation 220.5.10.1(1), a minimum of five loading spaces must be provided and maintained on the lands comprised of three Type “B” loading spaces, one Type “G” loading space, and one Type “C” loading space.

9. Despite any future severance, partition or division of the lot as shown in Diagram 1, the
provisions of this By-law apply to the whole of the lot as if no severance, partition or division occurred.
