Neighborhood Association Fall 2015 Our neighborhood association is made up of many multifamily housing complexes including Shorewood East and West Condominiums, Shorewood Apartments, The Trees Mobile Home Park, Evergreen Pointe Apartments and the newest member of our association; Columbia View Apartments, along with four businesses and two single family residences. Although small in size it is not small in population, as this area represents nearly 600 households and counting with more to be added in the next few months as we WELCOME new neighbors/residents of Columbia View complex. Letter from the Chair: 

Hi Neighbors, 

Time for another neighborhood update:  As you know the big elephant in our neighborhood is the Columbia View Apartment project.  With the inconvenience, we have gained an improved intersection of Fifth St. with Evergreen Blvd.  A major goal of our association is to work with the city to minimize the impact of the increase of 320 households over the next year. The increase of projected 1,248 average daily trips raises two issues of concern; increased traffic on Shorewood Way and pedestrian‐bike access on Evergreen Blvd. and Shorewood Way.  The city will collect $524,480 in park fees and we are asking that some of that money be spent in our area.  The Director of Vancouver Parks has been invited to attend a future meeting to explain how the money is allocated. With the increase in population, neighborhood emergency planning becomes more urgent.  The city recommends all neighborhoods have two volunteers with Community Emergency Response Team (CERT) training.  The next 20 hour CERT class will be held early spring.   Our association will pay all expenses.  You can contact any board member for information. 

Do you know about the new 311 Number?  311 is the 24/7 number to use to contact the police for non‐emergency issues such as reporting a theft. 

Peggy Anderson has led the successful effort to get a grant from the Watershed Alliance to install dog waste stations throughout the neighborhood and at the city water well station on Blandford.  Good job, Peggy! 

Our next meeting will mark the end of my term as neighborhood chair. My term has been an interesting opportunity to meet council members and administers.  We have had a few successes such as replacing a stop sign with a yield sign at Evergreen Blvd. and Shorewood Way and having the traffic island cleaned up. If you are interested to know how the city works, this is a good position for you.  

I want to thank board members Cindy Johnson, Betty Barkley and Jan Snyder for their help. Thanks also to Neighborhood Police Officer Stuart Hemstock and Neighborhood Liaison Weston Dorszynski.   Weston has been especially helpful with city contacts.

Columbia View Apartment Project update:  

Columbia View Apartments is officially open and as of mid‐October have 39 units occupied in the community. They have another 69 approved applications and a dozen more pending applications. A 16‐unit building is open and tenants are moving in as this newsletter goes to press. They say that interest from the community remains very strong. The construction schedule is set to release one building at a time for move‐ins until late January (2016) when Phase I‐ will be complete. Norris & Stevens is the property management company. Columbia View representatives look forward to continue participation in the Evergreen Shores Neighborhood Association meetings. Columbia View has offered up their club house to host a future neighborhood association meeting!      

Neighborhood History Tidbit:  

Shorewood East Condominiums  

Built in 1972 as Vancouver’s first major condominium at Shorewood East Condominiums located at 5565, 5575 and 5585 East Evergreen Blvd. Shorewood East Condos has 115 attached units in three reinforced concrete buildings each of which are four stories tall. The property is convenient to Vancouver and Portland and offers a panoramic view of the airport and Columbia River. Units range from 907 square feet to 1391 square feet. All but two units have a private patio or deck which overlooks the Columbia River and city of Portland. Amenities include an indoor‐outdoor swimming pool with a sliding roof, spa, two saunas, a fully equipped exercise‐fitness room, and dressing rooms in a separate building. Shorewood East also has a storage building, eleven guest rooms, an accounting office, a small office and a large recreational room which houses a library, billiard table, table tennis table and lounge chairs. The property is extensively landscaped and covered parking is provided for 116 cars.  

Buyers in 1972‐73 could choose among five different models ‐ two bedroom models included Estate, Manor, Squire and Columbia, and a one bedroom model, the Chalet. Sale prices in 1973 ranged from $21,350 to $36,750. Dave Christiansen, Inc was the designer and builder. Quarterly dues range from $551 (1 bedroom, no patio, first floor) to $1,043 (2 bedrooms, deck, 4th floor) and are determined by size, view and floor level. Quarterly dues include hot and cold water for all units, garbage, recycling, parking and natural gas, electricity, water and heat for the common areas. Rental units are limited to eleven (11) and there is a waiting list. Shorewood East is HUD approved. A five‐member board, elected by the owners, oversees the affairs of Shorewood East Owner’s Association.
