○ Experience and Expertise of members include: • School experience from all levels, construction expertise, school

design experience, forecasting and planning, curriculum design

and implementation, school operations management, real estate and more.

• Reviewed development of current Master Plan• Discussed current assests • Discussed options for ECLC

• Who are we serving? What are our needs? What should we be mindful about going forward?

• Began with possible proposals • 3 groups worked to develop facilities options• Each group came up with options that led to our first draft of 4 possible

recommendations for the Superintendent and BOE.

• Develop a final draft recommendation for the superintendent and BOE. • 2 options

• Option A: Reconfiguration of grades • Option B: No reconfiguration, new Elementary at Talley St, new

Elementary at ECLC building, ECLC moves to Columbia Ventures• Discussion: The team agreed that it was happy with both

recommendations and if the Superintendent and BOE decided not to pursue the option that included reconfiguration it would be in full support of the remaining option. We discussed the impact of time and cost associated with an option that included reconfiguration.

• 1- Birth – PreK (Early Learning) will remain together at a site other than

College Heights.

• 5 – Grades K-2 Elementary Schools: Buildings: Clairemont, College

Heights, Glennwood, Winnona Park and Westchester.

• 3- Grades 3-5 Elementary Schools Buildings: Fifth Ave., New school on

Talley St., and Oakhurst (or Other School)

• 1- Grades 6-8 Middle School Building: Renfroe

• 1- Grades 9-12 High School Building: Decatur High School

● Other considerations for Option A:○ F.AVE SLT brainstorm resulted in this idea ○ Creates a balanced elementary/middle continuum (3-year

span)○ The 3-5 grade band allows for collaboration and expansion of

IB program beyond one school at elementary level similarly to EL

○ More community involvement○ Several successful k-2; 3-5 models in the state (Oconee County,

Sarah Smith (IB), +30 others)○ All state testing for elementary occurs within 3-5 grade band○ Rezoning will take place regardless

● Reconfiguration:○ Many other options that required reconfiguration of schools

were presented○ During the session the team asked if we could consider a

limited and specific reconfiguration from K-3 and 4-5 to K-2 and 3-5

○ We explored this option with many facility benefits• Keep the schools smaller• Allow for more flexibility in re-zoning• Would better address the projected capacity needs

○ Beginning construction is not contingent upon a decision regarding reconfiguration

• The “CSD Capacity” for these elementary schools, in total, would be around 1,900, so taking away any other current K-3 school (for use as a 3-5 academy) would still accommodate the projected enrollment of 1,500. (Projection for 2020-2021 school year).

• Would maintain the small-ish neighborhood school concept.• Wouldn’t be terribly disruptive from a redistricting perspective• Enrollment in grades 3-5 is projected to be almost 1,560 kids by 2020.

With the current F.Ave’s capacity of 660, plus the Talley St. property’s projected capacity of 550, plus any other current K-3 school, we can accommodate the projected enrollment.

• Requires reconfiguration process which will have potential time/cost impact along with significant rezoning

schools
