      PLANS to develop Fiji’srst helpline to address domesticviolence cases, is in progress.

    The Minister for Women,Children and Poverty Alleviation,Rosy Akbar highlighted themeasures taken by her Ministry todevelop a helpline for the women ofFiji.  “The Ministry has advertisedthe Expression of Interest in oneof the local dailies to look for anagency that will assist with theestablishment of the DomesticViolence Helpline. A 24-hour toll-Free Help-Line will provide asupport system for women victims

    and survivors of domestic violenceand sexual assault. It will also bea referral mechanism for service providers to reach out and assist thewomen victims of domestic violenceand sexual assault.  “The Ministry is working withrelevant agencies to develop theDomestic Violence Helpline, whichwill be a rst of its kind service to be offered to the women of Fiji. Lastyear, the Ministry had also signeda Memorandum of Understandingwith the Fiji Police Force tostrengthen collaboration towardseliminating domestic violence toensure that there is a greater urgencyin responding to domestic violencecases.

      “There are laws in place, theDomestic Violence Decree, CrimesDecree, Employment RelationsPromulgation, Family Law Act,Child Welfare Decree, Sentencingand Penalties Decree and CriminalProcedure Decree,” Minister Akbar

    explained.

      Minister Akbar has also urgedcommunities to report cases ofdomestic violence to the police.  “Violence is a hindrance todevelopment; so take action today, break the culture of silence byreporting violence, you and I have

     NEWLY inducted student leaders of a prominent Lautoka secondary institute were provided professional leadership trainingrecently.  Prefects of Tilak High School were the rst batch of student leaders to undergo training byEmpower Pacic counsellors.  More than 50 school prefects were part ofthe training programme conducted on April 16at the school premises.  According to Empower Pacic chief

      Over 50 students of the Australia-Pacic

    Technical College (APTC) were awarded with

    qualications in 15 programs in Nadi on 22

    April 2016.

      APTC is an innovative development

     project funded by the Australian Government,

    delivering

    Australian-standard skills andqualications for a wide range of vocational

    careers for skilled workers across the Pacic.

    Since APTC’s establishment, the college

    has graduated more than 2840 Fiji citizens

    with Australian-standard qualications.

    Culinary Ambassador for Fiji Airways and the

    Ministry of Industry, Trade and Tourism “Fiji

    Grown” campaign, Mr Lance Seeto delivered

    the keynote address.

    Speaking at the ceremony, Mr Seeto said

    that it is an exciting time for Fiji’s development

    as a nation.

    “We are undergoing an extraordinary

    renaissance of bridging the traditional with

    the modern. We see it in our food, agriculture,

    fashion, trade and tourism. But we need a

    highly skilled workforce to achieve and deliver

    world class goods and services to a global

    market.”

    “Gone are the days when mediocracy and

    Fiji time was the accepted standard. We need

    workers who will go above and beyond to

    challenge the status quo. This is where APTC

     programs play a critical role in giving Fijians

    internationally recognised qualications and

    exposure to overseas knowledge,” he added.

      Five students graduated with a Commercial

    Cookery qualication. APTC cookery students

    in Fiji are trained to prepare dishes using

    locally grown produce at the Pacic Fusion

    Restaurant.

    Earlier this month, the Pacic Fusion

    Talei Apparel, Jacks Garments and Nagsun

    Apparel. The skills gained from the training is

    anticipated to boost the local fashion industry

    and encourage more locally-made garments.

    These employers supported their employees to

    attend training two days per week. The training

    space for the students was provided by Danam

    (Fiji) Ltd and Motiram.

      The APTC Fiji campus has also been

    actively assisting with relief efforts in Fiji, after

    Tropical Cyclone Winston. Staff and students

    MAJOR repairs and upgrading works has

     been taken by Ba Provincial Holding Company

    Limited at the Ba Provincial Freebird Institute

    from last month.

    Works undertaken by the Ba Provincial

    Holding Company Limited Technical and

    Works department will end this month on the

    13 classrooms including the refurbishment and

    upgrading of the Institute’s Dining Hall.

      Floor tiling, roof works, ceiling, electrical,

    guttering and extension works at a budget of$92’704.00.

      As part of the Management team of the Ba

    Provincial Freebird Institute, Ba Provincial

    Holding Company Limited, is planning for

     building a tness center to advance sporting

    activities in the school and also a new library

    for the Institute.

      Ba Provincial Freebird Institute is currently

    Restaurant hosted its rst dinner service for

    the year. The four-course meals were prepared

    and served to guests by APTC’s cookery and

    hospitality students.

    Also present at the graduation ceremony

    was the First Secretary of the Australian High

    Commission in Fiji, Mr Simon Starr who

    delivered the closing address.

    The graduating class included 16 Fashion

     program graduates who are employees of

    Danam (Fiji) Ltd, Treekams, Motiram,

    travelled to remote villages and settlements

    in Naitasiri and Tailevu to help clean up and

     provide relief supplies. APTC carpentry

    students, led by national trainer Mr Sajendra

    Bali, helped repair and rebuild houses. A water

    tank donated by R.C. Manubhai was also

    installed at Dranu village in Tailevu.

    In addition to its campus in Fiji, APTC

    has campuses in Papua New Guinea, Samoa,

    Solomon Islands and Vanuatu.

      FIJI like other Pacic Island countries

    is heavily dependent on imported goods

    and materials from industrial nations and

    considering the small size, environmental

    issues, land rights and isloated location, sound

    waste management and disposal is becoming

    a signicant CHALLENGE !!!. Increasing

    waste generation amounts if not managed

     properly will result in negative impacts on our

    services, garbage collection, maintenance of

    disposal site etc.

    Lautoka City Council after implementation

    and evaluation of “Separate Collection of

    Recycables” in Veitari Ward decided to extend

    the RECYCLING INITIATIVE to all residents

    and visitors .

      In light of above issues, council has

    constructed a “COMMUNAL RECYCLING

    fragile environment, tourism, trade, economy,

    living conditions, food supplies, public health,

    water and air quality, climate change, severely

    constraint existing limited resources etc

      The key facts remains that 48.1 tons of

    waste per day is generated in Lautoka City

    which tantamount to about 0.830kg per person/

    day. Council spends about 20% (more than

    $1.06 million) of its annual budget on cleansing

    CENTRE” at IYC Park located along

    Thompson Crescent so all the citizens of

    Lautoka get opportunity to practice recycling.

    The council therefore request cooperation of all

    citizens of Lautoka City to practice recycling

     by discharging the recyclable materials at the

    centre.

      THE Lautoka City Council has noted

    with concern that there are increasing number

    of non-conforming and illegal development

    taking place within the city residential areas.

      Ratepayers that advised to ensure that

    all the developments are in compliance with

    council’s requirement and building permits

    EDITORIAL -Zika Virus: Symptoms, Diagnosis, & Treatment

      IF you have been having fever,vomitting,rash, joint pain or conjunctivitis (redeyes) then you are in danger of being infected by Zika virus.  The Centres for Disease,Control andPrevention says most people infected with Zikavirus won’t even know they have the disease because they won’t have symptoms. Theincubation period (the time from exposure tosymptoms) for Zika virus disease is not known, but is likely to be a few days to a week.  The illness is usually mild with symptoms

    lasting for several days to a week after being bitten by an infected mosquito.  The Centers for Disease Control andPrevention (CDC) in early April added Fijito its list of countries and territories where theZika virus is actively spreading.  The archipelago joins 40 other locations,including recent additions such as Kosrae (inMicronesia), Dominica and Cuba.  “We are fortunate that there is no outbreakof Zika virus in Fiji,” said Jone Usamate,Fiji’s honorary minister for health andmedical services. “We continue to intensify

    surveillance activities for testing suspectedcases, considering that Fiji is a hub for tradeand travel in the region.”  People usually don’t get sick enough to goto the hospital, and they very rarely die of Zika.For this reason, many people might not realizethey have been infected.  Zika virus usually remains in the blood ofan infected person for about a week but it can be found longer in some people.  Once a person has been infected, he or sheis likely to be protected from future infections.Diagnosis:

      The symptoms of Zika are similar to thoseof dengue and chikungunya, diseases spread

    through the same mosquitoes that transmitZika.  There is no vaccine to prevent or medicineto treat Zika virus.  Treat the symptoms by getting plenty ofrest.Drink uids to prevent dehydration.  Take medicine such as acetaminophen(Tylenol®) or paracetamol to reduce fever and pain.

      MOTHER nature is known to be cruel

    at times and the people of Fiji have certainly

    received a nasty blow from cyclone Winston in

    February.

      Thousands of families have been affected

    and of utmost concern is the extent of damage

    to infrastructure and homes which has never

     been seen during the natural disasters that have

     been experienced over the years.

      The main concern after the disaster for

    affected families is to ensure that the basic need

    of shelter is fullled and for parents who have

    very young children it is more of a concern as

     protection is essential for their children against

    disease outbreaks.

      One such family who have lost their home

    during the disaster is the Naidu family of

    Velovelo tramline road who are now struggling

    to re-build their home for their two young

    children, three year old Krishant and two year

    old Krishav.

    Their plight was highlighted on social

    media and Soroptimist International Lautoka

    club members visited the family to access their

    situation and provide assistance.

      Since, the family had completely lost their

    home the club decided to assist with building

    material through funds that had been donated

     by a well wisher of the club Reshma Singh

    of Australia. SI Lautoka has provided 150

     building blocks and roong iron to the family

    this month.

      It has taken a while to secure the building

    material since there has been a shortage of

    materials after the cyclone.

      According to Mrs Naidu the family is

    thankful to the club for their vital assistance as

    their family has faced a lot of difculties after

    the disastrous effect of the cyclone.

      “My elder son got really sick and was

    diagnosed with dengue fever since we only

    have a basic shelter of a tent at the moment

    which has been provided by the government.

      “There is a lot of health issues after the

    cyclone and it is a struggle to ensure that our

    children’s health is protected.”

      Meanwhile, SI Lautoka President Ranjini

    Sanjay informed that the club decided to assist

    this family since they are in great need and

    also since they are in Lautoka it is easy to visit

    on a regular basis and keep updated on their

     progress.

      She also mentioned that it is not possible

    to assist everyone who has been affected so the

    goal of the club is to rehabilitate at least one

    needy family for now.

      THE month of April has once again givenHindu devotees across the world an opportunityto celebrate the ideals of Lord Rama duringeight days of Ram Naumi observance whichculminated on Friday 15.  In Fiji the catastrophic effect of cycloneWinston and the subsequent oods did notdampen the spirit of the devotees who gatheredtogether in their Mandalis and at temples tolisten to the recitations from the holy Ramayan.  Also, in some places electricity has not been restored after the cyclone and even whereelectricity has been restored followers had todeal with constant power cuts which resulted

    dispassionate in thought, word and deed.A true devotee of Lord Rama is His

    representative, with His power and Hisknowledge.  In keeping with the tradition of Ram Naumicelebrations devotees decorated their prayervenues, prepared garlands for the deities, prepared savories and food for the eight daysand sang kirtans in reverence of the Lord.  These activities together with the wholehearted donations and offerings transformedthe prayer venues and brought people closertogether in harmony with each other and theLord.  According to the scriptures Lord Ramawas the best of men with a sterling character

    in people being proactive in keeping standbygenerators.  Lord Rama is the main protagonist of theRamayanwhich actually outlines the history before his birth, the reason for his birth andhis admirable deals despite facing difcultsituations in life.  There are a lot of lessons to be learntfrom the Ramayan and each chapter takes ona deeper meaning when recited on subsequentoccasions.  The beauty about the Holy Scriptures isthat its teachings have relevance even today.It has been said that one who approaches LordRama with love and worshipfulness becomeslarge-hearted, pure in spirit, good-natured and

    in the country, the Ministry of Agriculture inconjunction with the Food and AgricultureOrganisation of the United Nations, is assistingareas that were badly affected by CycloneWinston.  Director Animal Health and Production,TomasiTunabuna said that the CycloneWinston relief program is a short-term program, focussed on bringing relief to thosewhose lives were affected during the cyclone.Government is fully aware of the hardship that people are facing following the devastatingeffect of cyclone Winston and the recent ood.  “We are working with all Fijians increating more awareness on the importance offood security to affected neighbouring islandsespecially the coastal Northern and Eastern

      MOTHER’S Day is a celebration honoringthe mother of the family, as well as motherhood,maternal bonds, and the inuence of mothersin society.  The bond between a mother and childis a very special one and is not an easy oneto explain. The fact of the matter is that this bond is created in a mother’s womb well before the birth of the child which makes thisattachment so special and different from anyother relationship.  Traditionally mother’s day is celebrated on

    the second Sunday of May and this year it fallson May 8.  On this day most mothers are given specialtreatment where they take a day off from housework and cooking and families either have aspecial menu which they prepare or mothers aretaken out to their favourite restaurants.  Children also take this opportunity to givespecial gifts to their mothers, mother-in-law,grandmothers and aunts.  This special time for families is also onewhich has commercial benets for businessesas they promote products through sale priceswhich they know will appeal to mothers.

    This in turn makes the process of buying giftsfor their mothers easier for the children.  However, on this occasion those motherswho are unfortunate should not be forgottenas we do have mothers who live alone eitherin their own homes orat aged care homes wholook forward on this day for families to visitthem.  So on this day these mothers need to begiven a gift of time by their families.  While versions of Mother’s Day arecelebrated throughout the world, traditions varydepending on the country.  From the religious aspect theRoman

    Catholic Church strongly associates mother’sday with revering of the Virgin Mary wherespecial service is held in churches and homeswhich have the shrine of Mother Mary.  In Islam mothers hold a very high positionin religious matters. According to the Quran,Heaven is said to be found under a mother’sfeet, meaning that one can attain admission intoheaven after death if they are caring and lovingsons and daughters to their mothers.  While in the Hindu tradition, Mother’s Dayis called “MatraDiwas” and is celebrated incountries with a Hindu population.

      THE Le Cordon Bleu New Zealand

    Institute awarded their third graduate, under

    the Fiji based Sustainable Seafood Project,

    with his diploma recently.

      Ms Jenny Jenkins, General Manager of

    LCB New Zealand presented Mr Mohammed

    Shameer Khan, with his diploma at a small

    graduation ceremony at the Outrigger Fiji

    Beach Resort. Mr Khan is a resident chef at the

    Outrigger resort.

      Speaking at the graduating ceremony

    Miss Jenkins said “Le Cordon Bleu has a long

    history of training chefs and we are proud to

    have had the pleasure of having Mohammed

    come and train with us to help enhance his

    culinary skills in the art of preparing cuisines

    using locally sourced seafood.”

      “His three-month training is part of

    an exciting project Le Cordon Bleu is part

    of, in partnership with WWF and the New

    Zealand Aid Programme which is contributing

    to community empowerment sustainable

    sheries, responsible seafood sourcing.”

      The Sustainable Seafood Project is an

    innovative partnership between Le Cordon

    Bleu New Zealand Institute, WWF-Pacic,

    WWF-New Zealand and the New Zealand Aid

    Programme working, to secure food, sheries

    and a sustainable seafood future in Fiji. As part

    of the project, Le Cordon Bleu trains, educates

    and supports local chefs from partner hotels

    in Fiji in working with and handling local sh

    species.

      WWF-Pacic’s Sustainable Seafood

    Project manager Mr Francis Areki says the

     partnership with the Wellington based institute

    is something new and innovative for Fiji.

      “The hospitality industry plays a major

    Tourism Fiji aims to raise the bar everyyear at the Fijian Tourism Expo (FTE), notonly by bringing in the best buyers and trade

    media from around the world to sell destinationFiji, but by also by assisting ordinary Fijians to benet from the tourism industry.

    In 2015, Tourism Fiji integrated theMinistry of Industry, Trade and Tourism’s(MITT) Fijian Crafted Village into the expo, as part of the Fiji Made-Buy Fijian Campaign that

    “We see this partnership heading down a path of natural progression, which aligns to ouroverarching message that FTE 2016 is about‘Team Fiji.’ We fully support this governmentinitiative to empower our fellow Fijians and

      WEST Indies players will share the entire

    $1.6 million in prize money for winning

      WITH Kenya’s famed track and eldteam still unsure whether it will be allowed tocompete at the Rio Olympics, an unlikely newmedal prospect has emerged for the Africannation — their men’s sevens rugby outt.  Hardly a world power in the 15-a-sidegame, Kenya has suddenly popped up as a

    genuine medal contender in sevens, whichwill be played in Rio as rugby returns to theOlympics after a 92-year hiatus.  Currently ranked seventh in the world,ahead of traditional heavyweights includingEngland and France, Kenya served noticeof their intentions for Rio by winning theSingapore leg of the sevens world series, beating Fiji in Sunday’s nal.  It was Kenya’s rst tournament win ina world series event after they had made two previous nals, in Australia in 2009 and NewZealand in 2013, and it could not have comeat a better time with the Olympics just fourmonths away and the country’s athletics teamunder a doping cloud.  “For our players, this win will give themhuge amounts of self-belief,” Kenyan coachBenjamin Ayimba said.  “We’ve always had the potential, butknowing now that we can beat the best will give

    us even more condence for success in futuretournaments. This will make us an even betterand more dangerous team to play against.”  As Kenya’s players celebrated their win witha gospel song and impromptu jig at Singapore’s National Stadium, their victory lit up rugby’ssocial media sites, with even Kenyan PresidentUhuru Kenyatta tweeting his congratulations tothe underdog team.  Their emergence is well-timed for Kenya,with the country’s track and eld team facingthe possibility of being banned from Rio unlessit passes a new anti-doping law following astring of positive tests.  Kenya has only ever won medals in twodifferent sports at the Olympics: athletics and boxing.       THE Vodafone Fiji Olympic team will

     begin its campaign against Korea Republic

    in the Olympic Football Tournament 2016 on

    Pool C with Korea, Mexico and Germany.

      Fiji plays its second match against Mexico

      “It was a great experience to be in between

      Dutt said he had an opportunity to meet

    Ronaldinho who picked Fiji’s name in Group

      AFTER their unsuccessful attempt at the

    Oceania Champions League in Auckland,

     New Zealand, Nadi and Suva are set to resume

     participation in the domestic competition

     beginning with the Vodafone National Football

    League.

      Both the Jetsetters and the Capital City

    side recorded a win each from three group

    matches respectively to bow out of the regional

    competition.

      Both camps would agree that the level of

    competition in the O-League is far superior

    compared to Fiji soccer and a lot needs to bedone in order to match other Island nations.

      However, the two teams may have gained

    knowledge and experience from playing

    against semi-professional and professional

     players and it would only be appropriate if

    they adhere to the lessons learnt and come

     back stronger and better in future challenges

    and attempts in such high prole competition.

    Meanwhile, Lautoka earned its rst points in

    the National League following its 2-0 win over

     Nadroga at Prince Charles Park. Striker Valerio

     Nawatu has scored two from two appearances

    and is surely one of Coach Johnny Williams

    reliable front man. The other goal for the Blues

    was scored by young Moh’d Shazil Ali.

      Speaking to Fiji FA media, Williams saidhis side now has the mindset to ght for the

    win in every game.

    “We have started to ght for the win as I

    think it’s been long coming for Lautoka.

    “We still not there yet as we getting into the

    shape but I believe we will do better in our next

    We’ve said it before with the likes of Sonny

    this weekend we saw Nate Ebner return to the

    USA Sevens side. He’s played before but never

    on the series and, having headed off to NFL

    where he won the Super Bowl with the Patriots

    last year, Ebner has returned with one eye on

    Rio. It was quite the welcome back into the

    sport from France’s Virimi Vakatawa.

      THE Fiji Rugby Union would like to reiterate that all the Fiji Rugby

    Union Teams both in the Sevens and in the Fifteens Code that participate

    in any World Rugby sanctioned Tournaments are covered by the Travel

    and on Field Medical Insurance policy which is a mandatory requirement

    from World Rugby to allow for participation. The insurance policy cover

    includes coverage for all contracted and non-contracted players of any

    Fiji Team including the National under 20 Team.

      Vodafone Fiji 7s player, Savenaca Rawaca was injured during the

    Fiji’s match against Canada at the Hong Kong 7s, as such is fully covered

     by the FRU insurance cover which include any form of treatment or

    surgery required anywhere in the World.

    In the case of Savenaca Rawaca, upon returning to Fiji and following

    his medical assessments, Rawaca’s initial treatment plan diagnosed by

    his Physician who advised him to continue treatment as an outpatient in

    the Outpatients Department at the Suva Private Hospital which FRU had

    facilitated.

    We acknowledge the assistance provided by the Fijian Teachers

    Association; however, as the Employer for Rawaca, FRU is deeply

    concerned since Rawaca had accepted the offer of assistance in good

    faith not knowing that FTA would turn their offer of assistance into a

    cheap publicity stunt compromising the provisions of his employment

    contract with the FRU.

      The FRU had received calls from Rawaca in relation to his concerns

    about the media being involved and FRU had tried to intervene but the

    matter had already been covered by the Media.

    FRU is calling on those intending to assist our National Rugby

    Representatives in a similar circumstance to contact FRU to avoid

    similar situations.

    Auckland City

      AUCKLAND City Football Club turned the tables on Wellington

    FC 3-0 when it mattered recording its sixth successive win in the

    Oceania Champions League nal.

      Wellington had beaten City in the domestic nal, but a goal from

    Micah Lea’alafa two-minutes into the match ensured there was not

    going to be a repeat of their earlier meeting.

      Solomon Islander Lea’alafa scored again with less than

    10-minutes to play, the third for City to seal the match after Clayton

    Lewis had made it 2-0 on the 67th minute.

      Fiji’s representative Nadi and Suva bowed out in the pool stages

    after recording a win and two losses respectively.

      The win means City are the rst team to book a spot in the FIFA

    Club World Cup which will be held in Japan in December.

    Barcelona FC took out the 2015 CWC title beating Argentine side

    River Plate 3-0 in the nal.

      THE Hong Kong and Singapore 7s

    tournaments has been described as the toughest

    so far for the Vodafone Fiji sevens team.

      Coach Ben Ryan told world rugby that the

    national side was really put into pressure in the

    last two tournaments which is what they should

    expect at the Olympics in Rio.

      The national side won all their six games

    at Happy Valley but lost twice at the National

    Stadium in Singapore, going down to Samoa

    (14-28) in the opener and allowing Kenya to

    create history losing in the nal 7-30.

      Ryan said they had to play their get out of

     jail card early on.

      “In Hong Kong against Canada and Kenya

    we were put under pressure. That is why sevensis so good, teams put you under pressure and

    with limited time you try to decide the game

    on your last play. I hope it continues to be like

    that,” said Ryan.

      “You have to have a number of ingredients

    right. You have to be t on purpose. You have

    to have clarity on your top two-inch (head) and

    we have to make sure we stick to our game

     plan and work your plan and trust the ability of

    everyone.

      “Adding on to that we have last plays where

    we cannot afford to knock-on or get the ball

    turned over, we have to get forward and do all

    the things right when it matters,” the English

    man added.

      He said teams have their own style of play

    and they have decided they are going to stick

    to their own style which is playing a high risk

    game.

      “It’s certainly a r
