NAVI MUMBAI: If ev-erything goes as perplan, Navi Mumbai willhave a veterinary hos-pital within six months,says Navi Mumbai Mu-nicipal Corporation’s(NMMC) Veterinarydoctor, Dr. Vaibhav Zun-zare.

The Navi Mum-baikars have been de-manding a veterinaryhospital in the city sincelong. The residents ofthe satellite city cur-rently have to visitParel for the treatmentof their pets.

Speaking with theNewsband Dr. Zunjaresaid, “ The plot number5 and 6 in Sector-24,Sanpada has been allot-ted by the NMMC forVeterinary Hospital.The construction workis going on and it is ex-pected to get completewithin six months.”

He further added,“The veterinary hospitalwill also include a dog

NAVI MUMBAI: Hun-dreds of needy peoplehave bought houses inthe newly establishedsettlements in Nereand surrounding vil-lages in Panvel taluka.However, in the lastfew months, the resi-dents of the area havebeen suffering due tofrequent power outag-es. The residents havedemanded that the Ma-harashtra State Elec-tricity DistributionCompany Limited(MSEDCL) shouldcome out with solutionon the power supplyissues in the area andtry to keep the powersupply in the area inorder.

Residents from Bh-ingari to Dhodani inPanvel taluka havebeen experiencing pow-er outages for the lastthree to four years.“There is no electricityfor one or two hoursdaily. Also, after a pow-er outage, it is not cer-tain when the powersupply will resume”,said a resident.

The power supply tothe area was cut off at6.30 am on August 11.However, residents ofthe area said that thepower supply was re-

KHARGHAR: The an-tigen test started by thePanvel City MunicipalCorporation (PCMC)administration at theCivil Health Centre inKharghar is gettinggood response from thecitizens. About 200 sus-pected patients havebeen identified and allthe patients are under-going treatment athome under the guid-ance of doctors.

As the number ofcorona patients is in-creasing in Kharghar,Nawade and Taloja ar-

eas and people have togo to the sub-districthospital at Panvel forcorona testing, Munic-ipal CommissionerSudhakar Deshmukhsaid that the coronasuspects in Kharghar,Nawade and Taloja ar-eas should be examinedat one place. The anti-gen test started on July20 at the Civil HealthCentre in Sector-12,Kharghar.

784 patients over aperiod of 20 days in theCentre and 334 peoplewere examined by mu-nicipal mobile vans.

Nearly 200 infected peo-ple were found. Most ofthe infected patientsare undergoing treat-ment at home underthe guidance of a mu-nicipal doctor, it islearnt.

Salute to the nationMemories of struggle for freedom and the sacrifices that were

made for achieving the freedom, seem to have faded away fromthe minds of most of the Indians today. Especially the post inde-pendence generation has least knowledge of the nation. Just afterindependence, leaders who had waged struggle for independencetook steps to consolidate India, inch by inch, into a strong democ-racy and a self reliant country.

While there is no doubt that our country has made great stridesin these five decades of independence in all the spheres of life likescience, medicine, space technology etc., but still a lot remains tobe achieved on economic front. Still we are in the category of “de-veloping countries” and we are gradually heading forward to earnthe dubious distinction of being Asia’s biggest debtor country.Though remarkable development in infrastructure like transpor-tation, power sector and the field of communication has taken placeespecially during the last decade but we have fared disastrouslyon the population control and on poverty control which are inter-linked. Though the statistics might not be projecting the true pic-ture but the fact is more and more people are sliding below thepoverty line. We have been unable to improve the condition inrural areas most of whom are still unaware of the development asthe benefits of development have not trickled down to them.

Literacy growth rate is also miserable and because of virtualpopulation explosion, even though the quantum of development ishuge, but visible improvement in the quality of life of most peopleis miniscule. Liberalization of economy did bring in temporary gainsbut has also brought in its stride further vices which have proveddetrimental to the development process, in the absence of properchecks and controls. The common slogan “eradication of pover-ty” by every political party, today sounds hollow because thoughthe chances have been given to all the political parties but none ofthem have succeeded in bringing any changes in the life of a com-mon man.

Without increasing overall literacy and improving the livingconditions and family welfare measures, no nation has ever achievedsuccess in reducing the abnormally high population growth rate.Only with unity re-installed and ignorance banished can we hopeof eradicating poverty and illiteracy. This will be the right way ofpaying tribute and homage to our freedom fighters.

Earlier in the year2013, the NMMC haddecided to construct aveterinary hospital inorder to provide propertreatment for sick/strayanimals. Also at thattime in 2013 the civicbody had allocated abudget of Rs 1 crore forconstructing the build-ing. The sources fromNMMC during thattime said that the civicbody has given the bud-getary provision of Rs 1crore but the actual costmay go to around Rs 7crore just for the con-struction of the build-ing. The then NMMCCommissioner Abasa-heb Jarhad said that theNMMC will be the firstcivic body in the state tohave its own veterinaryhospital. He said, “Vet-erinary Hospital is lo-cated in Parel and peo-ple from Navi Mumbaihave to go all the waythere for the treatmentof the pets. Also, thereis no other hospital foranimals in MumbaiMetropolitan RegionDevelopment Authority(MMRDA) region. Thefacility at Sanpada willcater to the needs of theresidents of Raigad,Thane and other neigh-bouring districts aswell.”

This was in the year2013 when the estimat-ed price from theNMMC sources was Rs.

7 crore but now afterseven years’ delay thesources says that thebudget for the construc-tion will increase. News-band has got thephotographs of the pro-posed veterinary hospi-tal where the noticeboard placed by the civ-ic body at the site showsthat the estimated costof the construction isRs. 4,78,59,308. Thework was started on

30th January, 2019 andthe deadline for the com-pletion was 29th May,2020 which has alreadypassed.

demanding the veteri-nary hospital and alsothe crematorium for thepets since long in theNMMC’s standing com-mittee and general bodymeetings. Many timesthere was approval forthe same but till date weare waiting for it. If theveterinary hospital willcome up in six monthstime then it will be real-ly a good news for theNavi Mumbaikars. It isreally very hectic to goall the way to Parel forthe cremation and also

for the treatment of thepet animals.”

In India, section498A was introducedby our lawmakerswith the intention toprotect the right inter-est of women and toprotect them from cru-elty in their matrimo-nial home. In laymanwords, it transited intolaw to protect womenfrom domestic violence.Over the years we haveseen that this perk iswidely being misusedby many women withselfish intent, therebycausing to innocentsouls. Hence, it is themost fiercely debatedsection of the IPC.

Based on the filedcases even ‘The Su-preme Court of India’termed Section 498A as“Legal Terrorism”. Inmany cases, whichwere filed by educatedwomen it was clearthat the misuse of thisvery law was to fulfilltheir selfish needs. Inalmost all cases whichwere filed, the husbandwas prosecuted alongwith his entire family.

A violation of sec-tion 498A are the risebecause over time,many women are friv-olously making falseaccusations againsttheir husbands and hisrelatives on ridiculousgrounds like gettingrid of them or simplycausing harm or hurt-ing the family. The

abuse of this perk issteadily spreading likefire in the forest andthe many women aremisusing upon beingprovoked and learningthat this section is cog-nizable and non-bail-able. 3. Under the pre-text of case under sec-tion 498A filed by thewoman against herhusband or his rela-tives is false, the hus-band has an option tocounter sue under sec-tion 227 (violation ofcondition of remissionof punishment) of theIPC.

Throughthe ‘Mobile Antigen TestVan’, the doctors will beable to reach out to peo-ple and conduct tests inthe society and colonies.The Indian Jain Asso-ciation responded posi-tively to the Commis-sioner’s concept andthrough them planswere made to start an-

tigen testing mobile ser-vices. This initiative issupported by UnitedWay, Credai MCHI,Desh Apanaye.

Under this initia-tive, awareness on Cov-id 19 will also be spreadin the municipal area.In the societies and col-onies where antigentesting will be conduct-ed, information will begiven about the antigentesting on the previousday so that people willcome forward to get thetest done.

Special emphasiswill be given to seniorcitizens as well as peo-ple with co-morbiditieslike diabetes, hyperten-sion, heart disease andkidney disease. In addi-tion, people with symp-toms such as cough, fe-ver, cold, difficulty inbreathing will be test-ed.

In need of urgent repairsAfter few days of torrential rains, the condition of roads in al-

most all the nodes of Navi Mumbai has become pathetic. They arerutted with deep potholes making the daily trips a nightmare forthe commuters. The deteriorated wearing course provides poorriding quality in turn imparting more stresses to the base course.This is still worse on the flyovers where the impact of vehiclewheels due to potholes cause severe fatigue to the structure be-cause of reversal of stresses.

The quality and quantity of infrastructural facilities of a city isthe barometer for assessing its development. It is not only indica-tive of economic progress, but also aids it. It helps in starting de-velopment process as well as in sustaining the growth rate. Oflate, we have also realized the importance of inter connectivitythrough roads. The golden quadrangle project, the expresswaysand the free ways being planned and constructed are evident ofthe realization of this fact in our country too. The paved roads withgood riding quality not only facilitate uninterrupted movement ofvehicles, but also help in saving the vehicle operational cost. Thisis all the more significant from the point of view of energy conser-vation and saving the already meager and fast depleting irreplen-ishable petroleum resources. Unfortunately, in Navi Mumbai thepicture on this front is not very rosy. In spite of being a well-plannedcity, developing the road network has been completely ignored bythe development authorities for Navi Mumbai. To make the mat-ters worse, the existing road network is also not being maintainedproperly. Roads with poor riding quality also cause distress in thevehicles besides increasing the vehicle operational cost. Althoughquite a large amount is earmarked every year in the budget for themaintenance of the roads, but going by the quality it is evident thatthese funds are not being effectively utilized. One of the majorreasons for poor roads is that they are frequently dug up by theservice providers. As they are not restored afterwards, these por-tions initiate the deterioration of further stretch.

Concrete roads although require relatively higher initial invest-ments are beneficial in the long run as they have longer servicelife. Further, due to its better resistance to water, they do not havethe recurring problem of potholes, localized depression etc. dur-ing rains. Since such works require huge investments, it is essen-tial that they are carried out under the strict supervision of theauthorities with high standards of quality control for achieving long-er life and better riding quality. If Navi Mumbai is to integrate withother cities for economic development, all out effort is required tobe made to develop the road network as these are the life- lines ofan economy.

Ban on heavy vehicles on Mumbai-Goahighway on the occasion of Ganeshotsav

NAVI MUMBAI: Gane-shotsav will be cele-brated from 22nd Au-gust to 1st September.The state governmenthas decided to releaseextra ST buses for theconvenience of Ganeshdevotees going to Kon-kan for Ganeshotsavthis year.

During Ganeshot-sav, a large number ofvehicles ply on Na-tional Highway No. 66(Old Highway No. 17)from Mumbai to Kon-kan. Therefore, in or-der to make the jour-ney of Ganesha devo-tees to Konkan com-fortable and safe, themovement of heavyvehicles on the Mum-bai-Goa highway hasbeen banned from

10th August to 2ndSeptember as per theorders issued by theHome Department.

All vehicles weigh-ing 16 tonnes or moreare prohibited on theMumbai-Goa NationalHighway from 8 p.m.on August 10 to 8p.m. on August 12.Similarly, heavy vehi-cles have been bannedfrom plying on thisroute from earlymorning on August 19till 8 pm on August 22.Heavy vehicles willnot be allowed on theMumbai-Goa highwayfrom August from 8am on 28th to till 8 pmon 29th August and onSeptember 1 from 8pm till 11 pm.

However, vehiclescarrying essential com-

modities like milk,petrol-diesel, cookinggas, liquid medical ox-ygen, vegetables, etc.are excluded. The or-der also clarified thatthe ban would not ap-ply to vehicles carryingmaterials and goods re-quired for road widen-ing and repair work onthe Mumbai-Goa Na-tional Highway. 2-2lane work has beencompleted at manyplaces on Mumbai-GoaNational HighwayNo.66. Therefore, ithas been suggested inthis order that the Su-perintendent of Policeof each district shouldtake a decision at theirlevel regarding the re-laxation of traffic re-strictions on heavy ve-hicles.
