earegoingtoclosethefirstyearofactivityinCityLog,afteralmosttwelveintensemonthsoffruitfulcooperation.AsaConsortium,wearefullysatisfiedoftheresultsweachieved,andwewouldliketohighlightespeciallythesuccessoftheCityLog-CityMovejointworkshopheldlastJuneinBrusselstocollectinputsforourprojects:inthisissue
ofthenewsletteryouwillfindasynthesisofwhatwasdiscussedbythe80participants.
Ifyouareinterestedinknowingabouttodayssituationofcitylogisticsorwhatisstillneededinmoredetail,allthedeliverablesfromthefirststageoftheprojectarenowavailable.Specifically,thedeliverableD1.1onTrendsofurban
logisticsinEurope27proposesananalysisoftheexistingliteratureandinputsmainlycomingfromlogisticoperators
andcities.Awebquestionnairecirculatedamongfreightoperators,publicauthorities,vehiclemanufacturersandtheir
associationsallowedthecollectionofawiderangeofissuesthathavebeengroupedandpresentedinthedocument
D1.2onStakeholdersneeds.Finally,D1.3reportsonthemethodologythatwasappliedtodefinetheUseCaseswhich
willbeinvestigatedindepthduringthenextmonths.
Asyoucansee,muchhasbeendonebytheCityLogpartners.Nevertheless,thiswasjustthefirststepandwehavenow
enteredthehotphaseoftheproject:wearenowworkingtodesignalltheCityLogsolutionsthatwillbedevelopedand
testedinBerlin,LyonandPiedmont.Ourengineersarebrainstormingtointegrateinfotelematicservicesandtoimprove
thetraditionalfreightdistributionvehicles,whileexpertteamsareplanningthefuturefieldtrialsandtheevaluationtasks.
OnthesideoftheCityMoveprojectweareveryproudtobeinvitedto theConferenceonUrbanFreightTransportand
CityLog-CityMoveStakeholdersWorkshopDiscussingtheneedstowardsurban

nowfocusedinthedefinitionof thespecificationandarchitectureof theCityMove
vehiclesandtheirfunctionalities,basedontheresultsoftheuserneedsanalysis.
We believe all these efforts should be well communicated: for this reason we
are strongly committed to attending the most relevant international events on
infomobilityandlogisticsin order todisseminateourresults. Inthis newsletterwe

ofFrance,withalittlemorethan
5millioninhabitants.Privileged
crossroadoftheexchangesbetween
northandsouthEurope,the
dynamismoftheLyonagglomeration
isclearlyexpressedeveryday.The
populationofGreaterLyonisabout
1,300,000inhabitants.Itis82%ofthe
populationoftheRhonedepartment,
forasurfacewhichaccountsfor
only16%oftheterritoryofthedepartment.
TodayinLyon,thepublicauthority
isinchargeofthemanagementof
trafficandtheairqualityaswell.Two
administrativelevelsareincharge:
CityofLyonandGreaterLyon,and
theyworktogethertoimproveair
qualityandmanagementoftraffic,
especiallytargetingheavyduty
vehicles.Themostremarkableactions
todayarethefollowing:
The Plan de Protection de

whole urban area
TheFrenchgovernment,through
itslocaldepartment(Direction

withstrongobjectivesonairquality.
Importantstudieshavebeenled
todeterminethepreciselevelsof
pollutionandgasconcentrations
intheair(particles,fumes,NOX)
withintheperimeteroftheurban
area.Severalactionsareplanned,
dividedintodifferentfields.Oneofthe
fieldsisdedicatedtoroadtransport,itsrelatedactionsshouldlead,inthe
shortterm,toanoverallregulation
thatincludesEUROnormsforfreight
vehiclesoperatinginsidetheurbanarea
perimeter,andtonewspeedlimitations
ontheroadnetwork.Theseactions
aretobedefinedbytheendofthe
year2010,andshouldberealisedsoon
afterwards.
TheperimeterforthisPlanandits
actionsistheurbanarea,widerthan
GreaterLyon,counting105communes.
The Plan Climat (Climate Plan),
Greater Lyon
Followingimplementationofthe
Kyotoprotocol,theGreaterLyonurban
communityplacedthefightagainst
greenhousegasesasasecondaimofits
Agenda21in2005.AspartofitsClimate
Plan,in2007itundertooktoreduce
CO2emissionsby20%for2020andby
75%for2050.Thegoalisalsotoreduceenergyconsumptionby20%andto
consume20%ofsustainableformsof
energyby2020.
Thiscommitmentservesthreemajor
ambitions:
Topreservetheenvironmentandto
adapttoclimatechange.
Toimprovethequalityoflifeandto
preserveaccesstobasicrights.
Tocontributetoeconomic
developmentbykeepingupwith
climateissues.
GreaterLyoncountsenvironmental
protectionasamajorfeatureofits
internalorganisation,centraltoits
publicpoliciesandattheheartofthe
relationsithaswiththepeopleinits
region.Itoperatestransversally,usingalltheleversforactionavailableas
theownerofindustrialfacilitiesand
land,ofhousing,transport,andurban
planning,andusingitsabilityto
bringtogetherthosewhoareactive
intheregion,especiallyintermsof
economicdevelopment.

GreaterLyonhasinitiatedaprocess
ofpermanentimprovementofnoise
levels,togetherwithitspartners
andinfrastructuresmanagers.A
diagnosticwasmade,showing
noisemapsforroad,railroad,and
airtransport,andalsoforindustries.
GreaterLyonisnowleadinganaction
planaimingatreducingthemain
causesofnoise,andatprotecting
quietareas.Optimisingmobilityand
transportisoneofthekeyfactorsforreducingnoiselevelsintheGreater
Lyonperimeter.
Since2005,theurbantravel
andtransportplans(Plande
dplacementsurbains:PDU)
authorisedGreaterLyonandCityof
Lyontoworkonurbandeliveries.
Acoordinationcommitteecalled
Transportofgoodsintown,was
createdforimprovingtheexchanges
betweenlocalauthoritiesandlogistic
companiesandgoodsdeliveryinthe
urbancentre.

Freighttransportrepresents7%ofthe
vehiclesmoves.
- 120,000movesadayforgoods
deliveriesinGreaterLyonamong
whichapproximately25%onthe
townsofLyonandVilleurbanne;
- about1millionkilometresaday
and10to15%ofthetotaltraffic(in
vhicles.kilometres).
Thedistanceoftheplatformsfrom
thecitycentreresultsinincreasing
difficultiesfortheroutingofgoods
intheagglomeration,withmore
kilometresandaccesstimestothe
centrefromtheperiphery,lowering
theeconomicperformancesofthe
professionals.
Today,mostof thelogisticplatforms
arewithinaradiusof15to40km.
Hauliesestimateitistoofarforlast
kilometredelivery,addingtothecost.Intheurbancentre,the
numberofdoublelane
parkingissignificant,
generatingconflict
betweeninhabitantsand
shopkeepers.Inabusy
shoppingarea,thiscan
represent90%ofallstops.
Goodsdeliveryisalsoasourceofnoise
andpollution,aswellasasafetyrisk
andnuisanceforothervehiclesand
pedestrians.
Inspiteoftheprogressofthe
motorisationsofindustrialvehicles,
thepartofheavytrucksandvans
ingreenhousegasemissionsand
pollutantsremainsimportant:
-Approximatelyaquarterof
theCO2emissionsofthesector
transport
-Nearhalfofnitrogenoxides
emissionsofthesectortransport

accountsfor63%ofroadtraffic
emissions.Amongtheseemissions,heavylorriesaccountfor39%and
lightcommercialvehicles13%(one

goodstransport).Thatistosaymore
than50%oftheemissionsofNOx
ofthesectortrafficisrelatedtothe
vehiclesofgoodstransport.
NOxcontributionofgoodstransport
isthusasimportantasthatofthe
passengertransport.
