BIOVOICES: Object ives

OBJ1: Promote Multi-actor dialogue and Multi-stakeholder co-creation of research, innovation, development and political context in Bio-based economy

OBJ2: Design and promote a MML (Mobilisation and Mutual Learning) platform, engaging different stakeholders at European, National and Local levels, including a plurality of perspectives, experiences, interests, aspirations and knowledge

OBJ3: Increase the quality, relevance, social acceptability and sustainability of research and innovation outcomes in the Bio-based domain, thus minimizing the technology mismatches

OBJ4: Through the BIOVOICES multi-stakeholders platform, design and implement an action plan fostering the awareness of the wider public about the benefits and potential social, economic and environmental impact of the Bioeconomy and widening the diffusion of BBP (Bio-based products)

BIOVOICES: Methodology

The Quadruple Helix (Yawson, 2009) approach is grounded on the idea that innovation is the outcome of an interactive process involving different spheres of actors, each contributing according to its “institutional” function in society (OPEN INNOVATION).

BIOVOICES is establishing a multi-stakeholder platform and animating open dialogue and collaboration between the above mentioned Quadruple Helix stakeholders to co-create the future, using the Mobilisation and Mutual Learning (MML) approach. This methodology promotes the sharing different perspectives, ideas, knowledge and experiences in open facilitated settings.

12 Chal lenges for market uptake of bio -based products

A) deals with the creation of markets by businesses that produce bio-based products

B) concerns the building of awareness and trust with users by improved communication

C) concerns the development of European and national supporting strategies (incentives), regulatory frameworks, legislation and standards to stimulate the production and use of bio-based products

D) relates to the environment required to improve the production of resources, such as more 2G feedstock and intermediaries to stimulate the production and use of bio-basedproducts

E) relates to regional/local action plans and activities designed to stimulate the production and use of bio-based products

Mobil isat ion and Mutual Learning (MML ) approach

The MML workshops aim for achieving actionable knowledge (Argyris, 2004). Actionable knowledge refers to finding a strategy and an action perspective for the participants. So MML workshops should go beyond merely furthering our understanding by describing and explaining and seek for ways to assist participants in discovering the capabilities to act (i.e. their action potential).

To that end, each MML workshop, organised by the partners at international, national and regional/local level will address one or more of the challenges identified, elaborating them based on:

1) The expected outcomes, that should be relevant and actionable by the QH stakeholders

2) The specific national/regional/local context/conditions

3) The most relevant key questions to be addressed in the selected challenge to reach and impact

In total 70 MML workshops will be organised: 4 European; 22 National; 44 Local

Building on the INNPROBIO project experiences in facilitating green public procurement of bio-based products, the mobilisation and mutual learning (MML) BIOVOICES workshop was aimed at mobilising the most relevant quadruple-helix stakeholders to identify challenges, opportunities and barriers to boost bio-based economy in Europe through GPP.

Question 1: How to boost bio-based products through GPP?

Research/Academia/CSO:

There are many issues and challenges to analyse such as: what are the bio-based products? What is the bioeconomy?

What is the sustainability of production and their availability?

Incentivise bio-based products by reducing taxes.

Business:

What are the priority categories of products and services for which there is large market availability that don’t involve too much technical knowledge?

It is important to identify categories that each public procurer could buy, such as textile products or furniture (desk offices, chairs, etc).

Question 1: How to boost bio-based products through GPP?

Business:

Consider what is green and what is sustainable by considering the lifecycle assessment.

A company pays to prove its products are bio-based. Other companies do not have any cost, as they do not produce bio-based products. This generates an asymmetry.

Support companies in the production of bio-based products.

To boost the use of bio-based products, private organizations and companies should collect feedback relating to the adoption of bio-based products (not only in the economic terms).

In the ethical code of companies and organisation sections related to the procurement of bio-based products could be added.

Market consultation, identifying which are the products, which are the standards, i.e. what the market can offer, especially in connection with the circular economy.

Question 1: How to boost bio-based products through GPP?

Policy makers:

The first issue is how to measure the biochemical challenge (lifecycle assessment) between bio-based and non-bio-based products (to avoid internal competition among bio-based products).

Bio-based does not necessarily mean that these products are more sustainable. A standardization of the labelling of bio-based products is necessary, and also an assessment which makes clear how much pollution a product generates during its lifecycle.

All the steps of the lifecycle have to be considered in terms of costs. It is important to have clear rules regarding standardisation of the lifecycle assessment process.

Bio-based products do not usually have the best price on the market; when the public administration launch a public tender, the best price is the most relevant criterion; however social and environmental costs should also be considered.

Public administration should merge the regulation for public procurement with Green Public Procurement.

Question 2: How GPP of BBP will contribute to the implementation of Sustainable Development Goals (SDGs)?

Research/Academia:

Quality of education: it is necessary to educate people about the importance of the use of bio-based products.

Business:

Difficulties in the interpretation of procurement rules: a large amount of information that is not easy to understand and manage. The rules are too strict and sometimes enterprises (especially start-ups), but also public administration, do not have adequate staff with the right knowledge and skills to properly apply these rules.

A change in the regulation but also effective transfer of knowledge and continuous dialogue between enterprises and staff is needed.

Question 2: How GPP of BBP will contribute to the implementation of Sustainable Development Goals (SDGs)?

Policy makers:

The measurability of the contribution of BBP to SDG is not clear, as well as the current legislation and regulation.

Regulation: a stricter regulation addressed to inform consumers is required. It is important to make people aware about bio-based products.

Political level: all European countries plan to achieve the SDGs, but it is important to create synergies and provide incentives, as well as share best practice among countries and finally to change regulations and laws.

The aim is global, but its achievement requires local action. The aspects to be taken into account are the following: reuse of existing resources at local level; use of local and regional resources and products for the community; change of rules to encourage people to buy bio-based products; and make bio-based products more accessible.

Change of standards and taxation regulations, performing risk analysis. Standards should be focused on the results. Also for local municipalities, it is not easy to act because of unclear legislation. Transparent rules are also required to bring GPP in line with the SDGs.

Civil society:

The SDGs are far from reality; citizens agree with the SDGs, but the strategy on how to reach the goals are not clear.

Research/Academia:

Many scientific publications are ignored, undeveloped and not transferred to the market.

Not all the stakeholders could be involved due to a lack of knowledge.

Competition and lack of dialogue between the stakeholders.

Create guidelines aimed at the specific stakeholder category.

Public administrations tend not to purchase bio-based products.

Need to have specific laws and regulation.

Encourage local production compliance. Support local development.

Gap between Italian legislation and administrations.

Lack of training.

Establish incentives for public authorities (sustainability performance).
