VaticanCity(CNA)-PopeFranciscouldmeetwithPresidentDonaldTrumpattheendofMay.TheBritishnewspaperThe Tablet, citing diplomatic sources, saidthetwowillmeetduringPresidentTrump’s visit to Italy.Trumpwill go totheG7summitofworldleadersmeetingheldMay26-27inTaorima,Sicily. The president and the Popehave sometimes been put at odds.DuringaFeb.18,2016 in-flightpressconference, Reuters reporter PhilipPullella asked the Pope to respondtoDonaldTrump’s immigration stand.Pope Francis answered: “A personwho thinks only about building walls, wherevertheymaybe, andnotbuildingbridges, is not Christian. This is notin the Gospel.” The pontiff added hewould“givethebenefitofthedoubt”tothepoliticalcandidate.Oneweekprior,Trump had bashed Pope Francis asa “pawn” for theMexicangovernmentand“averypoliticalperson”whodoesnot understand the problems of theUnitedStates. Holy See spokesman FatherFederico Lombardi on Feb. 19 toldVaticanRadiothatthePope’scomment“wasneverintendedtobe, inanyway,a personal attack or an indication

of how to vote” and had repeated alongstanding theme of his papacy,bridge-building. TheU.S.bishopshaverespondedcritically to theTrumpadministration’srecent executive orders. One barsrefugee admissions for 120 days andplaces an indefinite ban on Syrianrefugees. It bars visa permissionsfor seven predominantly Muslimcountries on the terror watch list andrestrictions on refugees for 90 days.Theexecutiveorders,whicharefacinglegalchallenges,alsocaprefugeesat50,000, compared to the2016 capof117,000andactualadmittedrefugees,whonumbered85,000lastyear. The Pope has made refugeeassistance a key focus of his papacyand has temporarily named himselfhead of the refugee and migrationsection of the new Vatican Dicasteryfor the Promotion of Integral HumanDevelopment. FatherMichaelCzerny,secretaryofthedicastery,toldCNAthattheHolySeeplansfortheU.S.bishopstobeitsfirstlineofcommunicationandengagementwiththeU.S.governmentonimmigrationandrefugeeissues. “They’re responding very well,”Fr.Czernysaidofthebishops.“Andfor

themoment, they’rethepeopletolistentoonthisissue.” Other positions of the newpresident could have a bearing onU.S.relationswiththeHolySee.WhilePresident Trump previously favoredlegal abortion, as a candidate hecampaigned on promises he wouldsupport pro-life policy goals and here-instated a policy barring federalfunds for overseas organizations thatpromoteorperformabortion. Although President Trump wasa deeply controversial presidentialcandidate, his surprise victory inNovember took place with significantCatholic support. According to thePew Research Center’s analysis ofexitpollsbyNBCnews.comandCNN.com, Trump secured 52 percent ofCatholic voters, including 60 percentof non-Hispanic white Catholics. HelostHispanicCatholicvoterstoformerSecretaryofStateHillaryClintonbyamargin of 67-26, though this was animprovement over 2012 Republicanpresidential candidate Mitt Romney’sperformance among the samedemographic.

Is a meeting between Pope Francis and Donald Trump on the horizon?

Chur,Switzerland(CNA/EWTNNews)-ReferringextensivelytoPopeFrancis’writing in Amoris Laetitia, a Swissbishop on Thursday gave directionon how to implement the exhortation, emphasizingrespectforthesanctityofthemarriagebond. “The task of pastoral care is toconveytothepeopleanawarenessofthesanctityofthemarriagebond,ortoconveyitagain,”BishopVitusHuonderofChurwroteinhisFeb.2letter“TheHolinessoftheMarriageBond.” After an extensive introductionwhich quoted at length from AmorisLaetitia, Bishop Huonder asked thepriestsoftheChurdiocesetoobservenine points, the first of which is that“thestartingpoint foraccompaniment, discernment, and integration must bethesanctityofthemarriagebond.” He emphasized the holiness ofmarriage, present in thenatural orderand strengthened in the sacramentalorder. “The formation of conscienceregardingthistruthisanurgenttaskinourtime,”henoted. “The marriage bond itself is agift of the love, wisdom, and mercyof God, which grants to the spousesgrace and help. Therefore, referencetothemarriagebondmustbethefirststepinaccompanying, discerning, andintegrating,”BishopHuonderwrote.

Thebishopdirectedthatif, duringaconfession, apriestseesthattherearequestionsaboutthepenitent’sstateoflifethatneedtobeclarified, heshouldask the penitent to begin a longerprocessofpenitenceandintegration. “In the pastoral care andaccompanimentofdivorced-and-civilly-remarriedpersonsitisfirstnecessarytoexaminewhetherthemarriagecontract(the‘firstmarriage’)wasvalid,”BishopHuonder said. “This examinationcannotbemadebytheindividualpriest, andespeciallynotintheconfessional,”andhealludedtothenecessaryroleofthetribunalininvestigatingvalidity. “Whatever is found out aboutthe validity of the marriage, a failedmarriage must in any case be dealtwith humanely and faithfully,” heemphasized.“Thismeansthatalongerpastoral path, demanding patience, mustbepursued.” Bishop Huonder noted that “thereception of Holy Communion by thedivorced-and-civilly-remarriedmaynotbeleftuptoasubjectivedecision,”andit isthus“necessarytobeabletorelyonobjectiveconditions.” “Inthecaseofdivorced-and-civilly-remarried persons, respect for theexistingmarriagebondiscrucial.” If a divorced-and-remarriedpenitent requests absolution, the

confessor must establish that if theycannot separate from their partner, theyarewilling to takeon theduty tolive as brother and sister, as directedby St. John Paul II’s 1981 apostolicexhortationFamiliarisConsortio. “This remains the case becausethe new apostolic exhortation AmorisLaetitia expressly does not provide ‘anewsetofcanonicalrules’(cf.AL300).Thepenitentwillfirsthavetomanifestafirmintentiontoliveinrespectofthemarriagebondoftheir‘first’marriage.” Bishop Huonder concluded byexhorting priests to always keep inmindthewordsofSt.Paulthat“thisisagreatmystery. IspeakofChristandtheChurch.”

The full text of Bishop Huonder’s letter, translated by CNA follows.

The Holiness of the Marriage Bond – A word on the post-synodal apostolic exhortation Amoris Laetitia

Dearbrothersinthepriestlyministry, In the discussion around thepost-synodal apostolic exhortationAmoris Laetitia, the eighth chaptercenters on the question of divorced-and-civilly-remarried persons. For thisreason I give, in my responsibility asbishop, someadviceonthistopastors(confessors). I would like to express thefollowing:TheHolyFathersaysintheintroductiontoAmorisLaetitia“thatnotall discussions of doctrinal, moral orpastoral issues need to be settled byinterventions of the magisterium” (AL3).Thisstatementhelpsus recognizethe level of authority of post-synodalapostolicexhortations. “If we consider the immensevariety of concrete situations, it isunderstandablethatneithertheSynodnorthisExhortationcouldbeexpectedtoprovideanewsetofgeneral rules, canonical in nature and applicable toallcases.Whatispossibleissimplyarenewedencouragement toundertakea responsible personal and pastoraldiscernment of particular cases” (AL300), says thePope in the context ofthediscernmentofirregularsituations.Thismeans, however, that thebishopis all the more required to speak awordofdirection, becausepriestshavethe task to “accompany [the divorced

and remarried] in helping them tounderstand their situation accordingto the teachingof theChurchand theguidelines of the bishop” (AL 300).Further, “every effort should bemadeto encourage the development of anenlightened conscience, formed andguidedbytheresponsibleandseriousdiscernment of one’s pastor, and toencourage an ever greater trust inGod’sgrace”(303). This is precisely what the HolyFather, in Amoris Laetitia 307, says:“‘Young people who are baptizedshould be encouraged to understandthat the sacrament of marriage canenrichtheirprospectsof loveandthatthey can be sustained by the graceofChrist in thesacramentandby thepossibility of participating fully in thelifeoftheChurch.’Alukewarmattitude, any kind of relativism, or an unduereticenceinproposingthatideal, wouldbea lackoffidelity to theGospelandalsoof loveonthepartof theChurchfor young people themselves.” GivenallofthesepassagesinAmorisLaetitiaIaskprieststoobservethefollowing:

1. The starting point foraccompaniment, discernment, andintegrationmustbethesanctityof themarriage bond. The task of pastoralcare is to convey to the people anawareness of the sanctity of themarriage bond, or to convey it again. The Holy Father speaks of “pastoralcare centred on the marriage bond”[Seelsorge der Bindung] (AL 211; intheItalianitreadsvincolo).TheofficialGerman translation of vincolo withBindung [connection] is too weak.ThereforeIspeakexplicitlyofthebond.

2.Asthemarriagebondisalreadyholy from creation (natural marriage),themoresoisitfromthenewcreation(the order of redemption) thoughsacramentalmarriage(thesupernaturalorder). The formation of conscienceregardingthistruthisanurgenttaskinourtime(cf.AL300).

3. This formation of conscienceis all the more necessary becausea pastor cannot be content “simplyto applymoral laws to those living in‘irregular’ situations, as if they werestones to throw at people’s lives” (AL305). The marriage bond itself is agift of the love, wisdom, and mercy

of God, which grants to the spousesgrace and help. Therefore, referencetothemarriagebondmustbethefirststepinaccompanying, discerning, andintegrating.

4.Ifaconfessor,inthecourseofaconfessionwithanunknownpenitent(atan‘occasionalconfession’),recognizesquestions about the marriage bondwhich need clarification, he will askthepenitenttoconfideinapriestwhocanaccompanyhimona longerpathof repentance and integration; or thepenitent will contact the confessorhimselfoutsideoftheconfession.

5. In the pastoral care andaccompanimentofdivorced-and-civilly-remarriedpersons it isfirstnecessaryto examine whether the marriagecontract(the“firstmarriage”)wasvalid, whether amarriage bond truly exists. This examination cannot bemade bythe individual priest, and especiallynotintheconfessional.Theconfessormust refer thepersonconcerned toadiocesanofficial.

6. Whatever is found out aboutthe validity of the marriage, a failedmarriagemustinanycasebedealtwithhumanely and faithfully. This meansthatalongerpastoralpath, demandingpatience, must be pursued. “Usefulin this process is an examinationof conscience through moments ofreflectionandrepentance.Thedivorcedandremarriedshouldaskthemselves:howdidtheyacttowardstheirchildrenwhen the conjugal union enteredinto crisis; whether or not they madeattempts at reconciliation; what hasbecomeoftheabandonedparty;whatconsequences the new relationshiphas on the rest of the family and thecommunity of the faithful; and whatexampleisbeingsetforyoungpeoplewho are preparing for marriage. Asincere reflectioncanstrengthen trustinthemercyofGodwhichisnotdeniedanyone” (AL 300). “The Church’spastors, inproposingtothefaithfulthefullidealoftheGospelandtheChurch’steaching, mustalsohelpthemtotreatthe weak with compassion, avoidingaggravation or unduly harsh or hastyjudgements”(AL308).

7. The reception of HolyCommunion by the divorced-and-

civilly-remarriedmaynot be left up toasubjectivedecision.Itisnecessarytobeabletorelyonobjectiveconditions(on theChurch’s prescriptions for thereceptionofHolyCommunion). In thecase of divorced-and-civilly-remarriedpersons, respect for the existingmarriagebondiscrucial.

8. If duringa conversation (in thecaseofconfession)theabsolutionofadivorced-and-civilly-remarried personis requested, it must be establishedthatthispersonisreadytoaccepttheprescriptions of Familiaris Consortio84.Thatis:where,forseriousreasons,aman andwoman cannot satisfy theobligation to separate (cf. AL 298),they are called to live as brother andsister.Thisremainsthecasebecausethe new apostolic exhortation AmorisLaetitiaexpresslydoesnotprovide “anewsetofcanonicalrules”(cf.AL300).Thepenitentwillfirsthavetomanifestafirmintentiontoliveinrespectofthemarriagebondoftheir“first”marriage.

9. In the preparation andaccompaniment of the engaged,spouses,andfamilies,letusrememberalwaysthewordsofSt.Paul:“Thisisagreatmystery.IspeakofChristandtheChurch.(Eph5:32)”Sacramentumhocmagnumest,egoautemdicoinChristoetinEcclesia.

Withmy thanks foryourfidelity tothe Lord and his mission, I cordiallygreet you, togetherwithmyepiscopalblessing.

Washington D.C. (CNA/EWTN News)-TheHouse votedThursday to allowstates to choose not to fund PlannedParenthood and other abortionproviderswithfederaldollars, repealingan Obama administration rule fromDecember. “As a registered nurse, I knowthat vulnerable women seeking truecomprehensive care deserve betterthan abortion-centric facilities likePlanned Parenthood,” Rep. Mexico City, Mexico (CNA/EWTNNews) - The Catholic weekly of theArchdiocese of Mexico City criticizedthecity’snewconstitution, sayingthat“it does not recognize what is mostvaluable for any human being, evenfrom the maternal womb, the dignityof life.” In their editorial publishedFeb. 5, Desde la Fe described thenew constitution as “an illegitimatedocument, hasty, arecipeofideologiesandjuridicalabsurdities.” The voting on the articles of theConstitution ended on Jan. 31.
