Coming to terms with 30 days Clackmannanshire Council is one of 32 Scottish unitary local authorities, serving a community of over 51,000 citizens in central Scotland. They have a huge diversity of spend, ranging from national contracts with the Scottish government to low-spending institutions such as schools, which results in thousands of monthly invoices.

Due to its expansive area and lengthy manual invoice system, Clackmannanshire Council was finding it difficult to meet national performance indicators. It required an effective, streamlined purchasing card solution to improve the efficiency of its end-to-end procurement process.

Project objectives:

– comply with legislation which demands payments to be completed within a 30-day period

– allow for a wide diversity of spend

– maximise the number of payments processed in a 30-day window.

Barclaycard is a trading name of Barclays Bank PLC. Barclays Bank PLC is authorised by the Prudential Regulation Authority and regulated by the Financial Conduct Authority and the Prudential Regulation Authority (Financial Services Register Number: 122702) and subscribes to the Lending Code which is monitored and enforced by the Lending Standards Board. Registered in England No: 1026167. Registered Office: 1 Churchill Place, London E14 5HP.

I think the fact that we can make payments happen in a 30-day period, allows us to be modern in the payment space. This means that our local suppliers get paid in time, and helps save cash for ourselves and them.

A foundation for future growth We first partnered with Clackmannanshire Council in 2003, beginning with a pilot for construction and building spend before diversifying with the implementation of GPC.

– After introducing a straightforward GPC programme, it was later expanded through a targeted supplier strategy.

– Strong relationships with dedicated Account Development Managers has led to consistency and responsiveness in service.

– Offers a fast and effective way to process payments with greater transparency.

More value with every transactionThe programme was successfully implemented and has seen steady growth. Procurement over the past 12 months has increased to approximately £2.5m, which represents an increase of 30%. There are now 60 cards in use as a greater focus has been placed on card payment by businesses and suppliers within the council.

Benefits for Clackmannanshire Council:

– improvement in the efficiency of internal processes

– better cashflow

– maintaining compliance with 30-day payment legislation

– receiving a rebate.

Ready for tomorrowThe integration of Barclaycard GPC into Clackmannanshire Council’s procurement processes has been invaluable. It has increased the visibility of daily expenditure and streamlined their invoicing to comply with legislation. It has also proved essential with the growing number of suppliers who only accept purchases that are online and completed with a purchasing card.
