Clarence (known as "Clancy") Sayen was an important figure in the world of aviation. For over ten years (1951-1962), he was President of the Air Line Pilots Association, and for twelve years (1952-1964) was President of the International Federation of Air Line Pilots Associations. His executive and administrative experience included the following activities: Staffing and administering a legal division which processed approximately 350 cases per year before administrative bodies, governmental agencies, and in state and federal courts. Staffing and administering an employment agreement department which negotiated approximately 130 collective bargaining agreements per year. This included a research organization and preparation and presentation for arbitrations, Presidential Emergency Boards etc. The development, administration, and negotiation of insurance and pension programs. Planning and administering an engineering and safety program covering U.S. and international aviation and including evaluation of new transport aircraft, investigation of all air carrier accidents, participation in the formulation of governmental or international regulations affecting aviation, airways systems and airport development, Congressional liaison, investigations, or hearings. Administration of a national and international public relations program. Representation and personal appearances before municipal, state, federal, and international bodies. Frequent preparation and presentation of testimony before Congressional Committees. Addresses to national and international groups, radio and television appearances, press relations and university lectures.

The papers of Clarence Nicholas Sayen were deposited with the LaborHistory Archives in 1967, 1968, and 1969, by Marjorie Sayen.

Clarence (known as "Clancy") Sayen was an important figure in theworld of aviation. For over ten years (1951-1962), he was Presidentof the Air Line Pilots Association, and for twelve years (1952-1964)was President of the International Federation of Air Line PilotsAssociations. His executive and administrative experience includedthe following activities:

Work or representation required travel and work with local groups orinternational conferences in the following countries: Australia, Japan,Philippines, U.K., France, Italy, Switzerland, Finland, Sweden, Denmark,Greece, Turkey, U.S.S.R., Columbia, Peru, Mexico, Cuba, Southern Rhodesia,and Canada.

Clarence Sayen was born February 11, 1919, in the upper peninsulatown of Rock, Michigan. The son of a lumberjack, he lost his rightindex finger in an accident, while still a youngster. Because of thisdisability he was later rejected by the U.S. Air Force, and faced somefrustration as a flyer.

He was an honor student and athlete at Rock High School, from which hegraduated in 1936. During a summer vacation he worked on a lake freighteras an ordinary seaman in the Merchant Marine. He studied at NorthernMichigan State Teachers College (now NMU) and graduated "with distinction"in 1942. He married Marjorie Alvord, of Marquette, in 1942.

Undeterred by his handicap, Mr. Sayen studied aviation at MichiganTechnological College (now University) at Houghton and the University ofMinnesota. He became a flight training and flying instructor duringWorld War II.

While working (1944-1949) as an airline pilot for Braniff InternationalAirways, he also earned an MA degree at Southern Methodist University, andtaught in the Geography department there. His thesis was on CommercialAviation in South America with a Detailed Study of Colombia.

He was a delegate and co-pilot representative at the 1948 ALPA Board ofDirectors meeting. His constructive work on a pilot pension program broughthim to the attention of David Behncke, the first president of ALPA, who hiredhim as Executive Vice President in 1949. In 1951 at a special Board ofDirectors meeting he was elevated to the presidency. At 32, he had become theyoungest union leader in the country.

In June 1962 Clarence Sayen stepped down as president of ALPA and wassucceeded by Charles H. Ruby, a pilot with National Airlines since 1934 and amember of ALPA since 1938. In 1962 Mr. Sayen accepted another term aspresident of IFALPA that ended in 1964.

Throughout his life Clarence Sayen never lost contact with Rock, Michiganand the Michigan Teachers College at Marquette. In 1958 Northern MichiganCollege, at the instigation of Dr. Lynn Halverson conferred on him an honoraryDoctor of Science degree. Clarence Sayen's pride in his school and the honorit extended to him could only be equalled in the pride of Northern Michigan,now grown to University status, in his most illustrious alumni.

Series I Early Years

This series includes correspondence, mementos and materials whichreflect the course of Clancy Sayen's early life and career. It continuesthrough the year 19 52, because that year included lawsuits, internaldifficulties at ALPA, and controversies. By the end of that year,Sayen's control of that organization had become steady, and "the ALPAyears" will follow as series II.

Sayen's special interest in labor peace, safetystudies, and pilot security are indicated here, and will again appear inlater series.

Series III Later Years

This series includes the personal correspondence of Clarence Sayen,from 1963-1965. Correspondence, however, dealing with IFALPA and ICAO waskept in the series to follow. Among correspondents here are David Cole,Charles H. Ruby, N. E. Halaby, Bill Masland, V. Mishinkin, and John Hoving.

Material in this group deals with the Executive Reserve, FAA,insurance and pensions, labor mediation, loss of license studies, andsafety studies.

For the sake of coherent flow, the memorabilia, awards and personalitems, as well as memorials, eulogies and clippings from the period after Mr.Sayen's death, are grouped right after his correspondence. The othermaterial noted above will follow that.

Series IV IFALPA, 1962-1965

Clarence N. Sayen was president of the International Federation ofAir Line Pilots Associations from 1952 until 1964. The files here are therecords after 1962, when, after his resignation as ALPA president, hedevoted much time, and maintained his own files. IFALPA is a federationof the pilot organizations of 48 or more countries, which maintains asecretariat in London. This group develops policy on industrial andtechnical subjects, working through the ICAO and through nationalgovernments.
