1 INTRODUCTION

1.1 Purpose

This Operation and Maintenance manual is for the Class II Hybrid Functional Supply Point (FSP) transformers in the range:

• 250VA

• 500VA

• 1000VA

• 1400VA (4x output)

• 2000VA

• 3000VA

These are to be used within Class II Signalling Power Distribution Systems in line with NR/L2/ELP/27410, Specification for Class II based Signalling Systems.

1.2 Audience

The intended audience for this operation and maintenance manual are all authorised and competent persons involved in, but not limited to, designers, installers, asset managers and maintainers.

1.3 Product Description

KEY FEATURES:

• Double Insulated primary side protection in-line with NR/L2/SIG/30007, Product Specification for power Transformers for Signalling Systems (note: 100VA units have double insulated primary and secondary).

• 4 No outputs at 350VA each (1400VA type only)

• Inrush equal to the full load current i.e. 1 x FLC

• Patented spray on covering technique for the FT coating to provide a further level of electrical and corrosive protection and future proof the unit.

• There is also a powder coat enclosure available

• Fits within the standard Rail apparatus (location) case, REB (Relocatable Equipment Building) and rack frame to BR-SM-440

• THIS PRODUCT IS A REPLACEMENT FOR LEGACY TRANSFORMERS TO

BR924A

• THIS PRODUCT CAN BE USED AS A CLASS I REPLACEMENT

• THIS PRODUCT IS NOT SUITABLE FOR USE IN TUNNELS

1.4 Product Operation

The transformers are designed and built to be supplied from a two wire 650VAC ( +/-10% ) supply at a nominal frequency of 50hZ ( +/-4 to 6% ).

The transformers are designed and built to supply 110V (+/- the accepted Network Rail tap settings) at a nominal frequency of 50hZ

We offer a standard warranty period of the equipment procured and supplied by FT Transformers 12 months from putting into service. However FT Transformers will not accept liability for any costs incurred by others. Extended warranty is available at extra cost subject to agreement.

1.6.2 Quality Assurance

All contracts employ the Company Quality Assurance System, which complies with the requirements of ISO9001 and has been independently assessed by Lloyd's Registered Quality Assurance

1.7 Asset Management

All units have a unique number which is completely traceable as required by BSI 9001. This number can be aide to any asset management system for a life log of the unit.

2 SAFETY

2.1 General

Personal protective equipment PPE shall be in-line with Network Rail and group standards. All persons are to make an assessment of the required level of PPE in-line with authorised site requirements.

The Nominate Competent person should do risk assessments and Method statement before any electrical installation is undertaken.

2.1.1 Manual Handling

The manual handling procedures in section 3.1.1 ‘Delivery and Transportation’ of this document should be followed together with ‘Manual Handling Operations Regulations 1992 (as amended)’.

2.1.2 Rules For Electrical Safety

The Low Voltage Directive - ‘Guidelines On The Application Of directive 2006/95/EC’, regards the voltage of the signalling power system as ‘low’ but ‘SUFFICIENT TO KILL’.

Assume all equipment is live until proven dead

The rules of electrical isolation within BS7671 and best practise should be adhered to through out by ‘Authorised Nominate Competent’ persons.

Network Rail Safety Procedures should be followed throughout for permissions required for isolation and safe disconntection of signalling supplies.

If required the appropriate Warning and /or Danger notices must be displayed

All tools including personal tools must be suitable for the operation for which they are being used and must be in good condition.

3 INSTALLATION AND COMMISSIONING

Although outside the scope of this manual, electrical Inspection and testing must be in accordance with BS 7671 17th edition “Requirements for Electrical Installations” and Guidance Note 3, and in accordance with N.I.C.E.I.C testing guidelines / standards.

3.1.1 Delivery and Transportation

The transformer(s) will arrive at the arranged delivery address intact. If there is damage to the transformers of any kind please contact FT Transformers Ltd.

When delivering to the final site installation the transformer(s) should be fixed securely within the vehicle for transportation. It is advised that the transformer(s) and GLS-100 R coating be inspected before installation.

During on loading and offloading it is advised that two or more competent person manually lift the transformer in place. Note the Health and Safety Executive Manual Handling Charts (MAC) assessment is attached in Appendix B for reference and can be used to aid any manual handling risk assessment. However, this does not invalidate competent person(s) from their responsibilities. The Manual Handling Operations Regulations 1992 (as amended) shall be adhered to in this regard. FT transformers advise the use of a mechanical lifting aid such as a stacker for weights 40kg and below as shown in figure 5

3.1.2 Installation

Before installation commences the installer must carry out a risk assessment. The mounting rails, brackets or other such arrangement must be assessed for its capability of bearing the transformer weight.

It is advised that the transformer be mounted at the lower portion of any cubicle or rack to reduce the risk of stress on any such cubicle or rack.

Although the FT-100 R coating is extremely durable, care must be taken not to scratch it. If damage does arise, please see Section 7 Repair Procedure for FT-100 R

The transformer must be mounted in the orientation shown in figure 3 below with the fixing holes to the bottom. The transformer must be securely fixed to the mounting rails, brackets or other such arrangement capable of bearing the transformer load. The Plastic nuts and bolts supplied must be used ONLY. If these are lost, please contact FT Transformers and arrangements will be made to supply replacements. Otherwise, plastic nuts and bolts can be readily obtained from the standard electrical wholesalers.

To gain access to the cable connection plate the method followed in figures 6 & 7 should be followed.

Once the stacker is in position and the appropriate adjustment made to the tray height (1) the transformer(s) can be slid (3) off the tray and into a maintenance vehicle or trailer (2) for removal/ transport to site.

3.1.3 Cables and Cable Connection

All cabling should meet the requirements of NR/L2/ELP/27410. For connection faceplate see Appendix B

POWER CABLES

Only Class II enhanced cable shall be used on the 650V primary side of the transformer as part of a Class II signalling power distribution system and required by NR/L2/ELP/27410.

NOTE: CABLES MUST NOT BE SWA!

The signalling power distribution cable is connected to the transformer with terminal blocks, which are designed to accept a cable size between 0.5-mm.

The supply is connected to the transformer with KS terminal Blocks which are touch proof and designed to accept a cable size between 0.5-2.5mm.

110V cables on the secondary side shall be the standards signalling cable and/or PVC cable as required by the installation scheme.

EARTH CABLES

All earthing and bonding on the transformer to any such, installation, which it is fixed, shall comply with BS 50122-1, BS 7430 and BS 7671: The requirements for Electrical Installations.

The functional earth terminal block which are designed to accept a cable size of between 0.5-10mm

3.1.4 Commissioning

Before electrical energisation takes place, make sure that all ventilation louvers are clear of any obstruction.

Visually check that the coating is undamaged. If the coating is damaged on the outside but is undamaged internally the transformer is good for use. No maintenance is required and there is no need to change the transformer under these circumstances. See Repair Procedure

3.1.5 Voltage Adjustment

The transformer terminals should be set to the nominal voltage T0/650v and t0/t110v

Under load conditions, monitor the input voltages for a few minutes and obtain an average value.

Disconnect the incoming supply and use the table below to set the primary taps

3.1.6 Energisation Of Equipment

Wherever possible electrical equipment should not be connected to or energised until all work on that equipment and associated circuits is complete. The first energisation of LV electrical equipment will be authorised by the Authorised Nominated Competant Person.

Once the electrical supply to LV electrical equipment has been made Live a Danger Live notice, must be attached to the LV electrical equipment to prevent interference where danger may arise. This notice should remain in place until all envisaged installation, extension or modification work on the LV electrical equipment or systems, which the LV electrical equipment forms a part of, is complete.

Organisational Policies and procedures should be adhered to.

4 MAINTENANCE

Ensure that all ventilation louvers are clear.

The maintenance schedule is set by Network Rail under its maintenance scheduling procedures and control of asset register information ( NR/SP/SIG/10661 ) Signalling Maintenance Task Intervals

A Class II Hybrid transformer must only be replaced with a Class II Hybrid or fully Class II transformer of equal specification. NEVER replace a Class II Hybrid transformer with a Class I transformer.

Each transformers is provided with a unique I.D. located on the transformer label, this should be quoted when the unit is examined for maintenance.

4.1.1 Routine and Preventative Maintenance

FT Transformers advise that routine maintenance be carried so as not to shorten the life expectancy of the transformers. This may also include preventative maintenance as part of the asset management.

4.1.2 Recommended Spare Parts

No spare parts are required for these transformers

4.1.3 Onsite Testing Procedure

1. Disconnect the incoming supply and secondary connections.

2. Using a 500v megger check insulation resistance ( primary to functional earth )

3. ( Secondary to Functional Earth ) ( Primary to Secondary ) All values to be greater than 100M ohms.

4. Check Input and Output winding resistances with the values on data sheet at the rear of this manual.

5. Reconnect the incoming supply to Primary Terminals.

6. Check the incoming supply voltage, adjust primary taps if required using the table in 3.1.5.

7. Check secondary voltages, voltages should be within 10% of the terminal voltage.

8. Reconnect the secondary and check the load current

9. The load current should not exceed the values shown on the data sheets

10. Check output tap voltages, voltages should be within 2% of the terminal voltage, adjust output taps if required.

4.2 Training and Competence

All works involving the installation, commissioning, testing, and routine maintenance shall be carried out by persons competent, trained and authorised to do so to Network Rail, Group and British Standards.

4.3 Disposal

Equipment may be returned to FT Transformers Ltd or a waste disposal organisation certified but not to limited to the WEE Directive 2002/96/EG

6 REPAIR PROCEDURE

A repair procedure is not required for the FT Class II transformers.

The transformer housing has been flash tested to 10kV on the inside and outside, a total of 20kV. Therefore integrity is maintained even if there is damage to one side of the housing. It does need to be replaced in this instance.

If there is damage internal and exernally to the housing then the transformer must be sent back to FT transformer Ltd for reconditioning or replacement.

The transformer must only be replaced with a Class II hybrid or better transformer
