    Class participation assignment to work on during week of Mar 4 and Week of Mar 11.

    Due Monday March 11 by midnight: A draft of your chosen policy problem definition (point #1 below

    only)

    Due Monday March 18 by midnight: A rewrite of your chosen policy problem definition that is sure to

    incorporate the remaining points below and ties in course readings (both Patton and Bardach).

    All responses should be posted to Blackboard site. Answers should be in a Word doc, 12 point font, 1

    margins, and proofread.

    Working with your policy issue, use the readings to date to explore your chosen policy issue. Particularly,

    using Barachs book (pages assigned thus far), define the problem.

    1. Statement of the problem. Succinctly define the issue. Recall, Bardach states problems may bein the future and your task is to analyze options for preventing or slowing the growth of the

    problem. Also recall his discussion of issue rhetoricis your problem statement free of it? Is

    your statement descriptive and diagnostic? Does your problem definition include a solution to

    the problem?> it should not! Check your language.

    2. Who is your client?3. Background.

    Discuss the context of the situation: why is your topic a policy problem? What are the key components or attributes of the policy problem? Delineate the boundaries of the problem.

    4. Quantify the problem. Develop a fact base. Use back of the envelope calculations.

    5. Determine your evaluative criteria. What evaluative criteria do you think are important in evaluating the policy problem? What practical criteria do you think are important in evaluating the policy problem?
