Q34. Read the extract and answer the questions that follows: 1+2+2=5 The earliest factories in England came up by the 1730s. But it was only in the late eighteenth century that the number of factories multiplied.

The fi rst symbol of the new era was cotton. Its production boomed in the late nineteenth century. In 1760 Britain was importing 2.5 million pounds of raw cotton to feed its cotton industry. By 1787 this import soared to 22 million pounds. This increase was linked to a number of changes within the process of production. Let us look briefl y at some of these.

A series of inventions in the eighteenth century increased the effi cacy of each step of the production process (carding, twisting and spinning, and rolling). They enhanced the output per worker, enabling each worker to produce more, and they made possible the production of stronger threads and yarn. Then Richard Arkwright created the cotton mill. Till this time, as you have seen, cloth production was spread all over the countryside and carried out within village households. But now, the costly new machines could be purchased, set up and maintained in the mill. Within the mill all the processes were brought together under one roof and management. Our Constitution did not give the status of national language to any one language. Hindi was identifi ed as the offi cial language. But Hindi is the mother tongue of only about 40 per cent of Indians. Therefore, there were many safeguards to protect other languages. Besides Hindi, there are 21 other languages recognised as Scheduled Languages by the Constitution. A candidate in an examination conducted for the Central Government positions may opt to take the examination in any of these languages. States too have their own offi cial languages. Much of the government work takes place in the offi cial language of the concerned State.

Unlike Sri Lanka, the leaders of our country adopted a very cautious attitude in spreading the use of Hindi. According to the Constitution, the use of English for offi cial purposes was to stop in 1965. However, many non-Hindi speaking States demanded that the use of English continue. In Tamil Nadu, this movement took a violent form. The Central Government responded by agreeing to continue the use of English along with Hindi for offi cial purposes. Many critics think that this solution favoured the English-speaking elite. Promotion of Hindi continues to be the offi cial policy of the Government of India. Promotion does not mean that the Central Government can impose Hindi on States where people speak a different language. The fl exibility shown by Indian political leaders helped our country avoid the kind of situation that Sri Lanka fi nds itself in.

Source A : The Napoleonic CodeThe Civil Code of 1804 — usually known as the Napoleonic Code — did away with all privileges based on birth, established equality before the law and secured the right to property. This Code was exported to the regions under French control. In the Dutch Republic, in Switzerland, in Italy and Germany, Napoleon simplifi ed administrative divisions, abolished the feudal system and freed peasants from serfdom and manorial dues. Source A : Simon CommissionAgainst this background the new Tory government in Britain constituted a Statutory Commission under Sir John Simon. Set up in response to the nationalist movement, the commission was to look into the functioning of the constitutional system in India and suggest changes. The poems of another Kanpur millworker, who wrote under the name of Sudarshan Chakr between 1935 and 1955, were brought together and published in a collection called Sacchi Kavitayan. By the 1930s, Bangalore cotton millworkers set up libraries to educate themselves, following the example of Bombay workers. These were sponsored by social reformers who tried to restrict excessive drinking among them, to bring literacy and, sometimes, to propagate the message of nationalism.

Source A : Accountable, responsive and legitimate governmentThere are some things that democracy must provide. In a democracy, we are most concerned with ensuring that the people will have the right to choose their rulers and people will have control over the rulers. Whenever possible and necessary, citizens should be able to participate in decision making, that effects them all Therefore, the most basic outcome of democracy should be that it produces a government that is accountable to citizens, and responsive to the needs and expectations of the citizens.

Source B : Economic growth and developmentIf all democracies and all dictatorships for the last 50 years i.e. between 1950 — 2000 are considered, dictatorships have a higher rate of economic growth. The inability of democracy to achieve higher economic development is worrying. But this alone cannot be a reason to reject democracy. Economic development depends on several factor: Country; population, size, global situation, cooperation from other countries, economic priorities adopted by the country, etc. Overall, we cannot say that democracy is a guarantee of economic development. Source A : The Age of Indian TextilesBefore the age of machine industries,silk and cotton goods from India dominated the International market in textiles. Coarser cottons were produced in many countries, but the fi ner varieties often came from India. Bales of fi ne textiles were carried on camel back via the north-west frontier through mountain passes and across deserts. A vibrant sea trade operated through the main pre-colonial ports.

Source B: What Happened to WeaversThe East India Company appointed a paid-servant, the gomastha to supervise weavers, collect supplies, and examine the quality of cloth. Company weavers were prevented from dealing with other dealers. This was achieved through the system of advances Once an order was placed the weavers were given loans to purchase raw material. Those who took loans had to band over the cloth they produced to the gomastha. They could not take it to another trader.

Source C : Manchester Comes to IndiaAs cotton industries developed in England, industrial groups began worrying about imports from other countries. They pressurized the government to impose as on cotton textiles so that Manchester goods could sell in Britain without facing competition from outside. At the same time industrialists persuaded the East India Company to sell British manufactured cloth in India. Cotton weavers thus faced two problems at the same time; their export market collapsed, and the local markets shrank, being glutted with Manchester imports.
