DEVELOPMENT BLOCK GRANT PROGRAM

NOTICE IS HEREBY GIVEN that on Tuesday, October 22, 2019 at 7:15 p.m., in the Sidney City Hall Council Chambers at 1115 13th Avenue in Sidney, Nebraska, the City of Sidney will hold a public hearing concern-ing an application to the Nebraska Department of Economic Development for a Community Development Block Grant. This grant is available to local gov-ernments for community development activities.

The City of Sidney, Nebraska is requesting $38,000 in Community Development Block Grant funds for the development of an updated downtown redevelopment plan. The plan was originally com-pleted in 2008 and has not been updated since that time. The updated rede-velopment plan will outline additional redevelopment updates for an area locat-ed in downtown Sidney, Nebraska from 9th to 13th Avenue from Hickory Street to King Street. The plan will outline improvements that will be made includ-ing façade and structural improvements to busi-nesses in this area as well as improvements to side-walks and curb and gut-ter installation. The total project cost is expected to be $46,750. Of that amount, a total of $ 8,750 will come from the City of Sidney, Nebraska and $38,000 from CDBG funds. Of the $38,000 in CDBG funds, $3,000 will be used for general grant admin-istration. It is estimated that 39.2% or $18,326 will benefit Low and Moderate-Income individuals. No displacement of individu-als is expected to occur

as result of this project based on the Residential Anti-displacement and Relocation Assistance Plan adopted by the City as part of this CDBG application.

The grant applica-tion will be available for public inspection at the Sidney City Hall. All inter-ested parties are invited to attend this public hear-ing at which time you will have an opportunity to be heard regarding the grant application. NDOT shall be solely responsible for performing all rough and final grading services and is also respon-sible for preparing a “pad ready” site for the success-ful bidder to build on that is to meet (or exceed) mini-mum soil bearing capacity requirements stipulated in the Construction Drawings.

The Small Wireless Facilities Deployment Act was discussed that as adopted in 2019 by the Legislature. It was tabled until the November 2019 Village Board meeting to give sufficient time for the Village Attorney to review and follow up with the board.

Motion was made by Savely, seconded by Block that Janet Fox be hired to help out at the Nancy Fawcett Library at times when the librarian needs a fill in during their absence with Minimum wage of $9.00 per hour. The east well VFD was struck by light-ning and needs replaced. The Board directed Bartling to follow up with the insur-ance company in regards to the coverage. A window at the Library has been damaged. Bartling was directed by the Board to contact Sidney Glass to provide an estimate for repairs.

The Scottsbluff/Gering United Chamber of Commerce Agribusiness Committee was one of the early groups I was includ-ed in when I arrived in Scottsbluff as Director of Panhandle Research and Extension for the University of Nebraska.

During my first meeting, I remember recognizing that this group was an assembly of many of the pertinent and prominent organizations and busi-nesses in the Panhandle.

During the interven-ing months and years, I have further come to appreciate the many con-tributions and impact the Agribusiness Committee has had on so many who are directly, or indirectly,

involved in agriculture. It has been said that if you eat, you are involved in agriculture. So, isn’t that all of us?

This month, I’d like to give a shout out to this group, and mention a few of the contributions they make to the region. The most recent event was the Ag Safety Day held at the Scotts Bluff County Fairgrounds in Mitchell. This event is coordi-

nated by Agribusiness Committee and I con-fess this was the first Ag Safety day I have attend-ed in person – shame on me!

Wow, what an event and impactful experience for the 120 third-, fourth-, and fifth-graders from local schools. It consisted of 11 safety-learning sta-tions where capable vol-unteers used “show and tell” teaching techniques

to impress the importance of safety on this young, attentive audience.

Many of the young stu-dents had never seen the danger of unsafe prac-tices from a power take-off (PTO) on a tractor attached to a hay baler. However, seeing Balloon Bob immediately pulled into the PTO shaft, after the shaft grabbed a piece of baling twine wrapped around Bob, created an indelible memory that will live in these students’ minds for the rest of their lives.

Another impressive and memorable station at Ag Safety Day was the irrigation canal safety display taught by Dennis Strauch, general manager of Pathfinder Irrigation District. Dennis built a model canal system with running water to illus-trate the risks of people floating in the canals on innertubes, going over a spillway and being caught in the current. In my mind I can still see the little toy model spinning hopelessly in the back current as the water from the spillway kept it rotat-ing under the water after he floated off the drop-off into the whirlpool.

Including local FFA students as group guides was another brilliant idea by the organizers. I applaud this committee for the work and wisdom to host such an impactful event as Ag Safety Day each year.

In addition to the Ag Safety Day subcommit-tee, currently co-chaired by John Dillman and Dennis Strauch, there are four additional subcom-mittees of the Chamber

Agribusiness Committee:The Sugar Tour sub-

committee, co-chaired by John Dillman and Branden Hessler, coor-dinates a tour of the Western Sugar factory in December. The date for this tour will soon be announced and adver-tised. This is a great opportunity for commu-nity members to go into the sugar factory and see first-hand the amazing process of making sugar from the sugar beets grown in this region, and to better understand the economic impact of the sugar industry to our region.

The Water Tour Subcommittee is co-chaired now by John Berge and Jack Whittier. This is a popular tour of the canal, reservoir and hydropower system built upstream from this val-ley in the North Platte River drainage in the late 1800s and early 1900s by the U.S. Bureau of Reclamation. The irriga-tion system brings water to more than 300,000 acres of cropland to great-ly increase productivity. The system includes the canal tunnels prevalent in the news this summer.

Bob Busch previously coordinated the water tour since its inception many years ago. Bob announced early this year that he would like to pass the water tour torch to others. As a result, John Berge and myself will lead coordination of the tour in 2020. Filling Bob’s shoes is a monumental task, but we will try our best. The dates for this tour are now set for Aug. 4-5, 2020.

Lincoln – Nebraska is leading the nation as an early adopter of the federal Family First Prevention Services Act (Family First), which goes into effect with the start of the new federal fiscal year, today. The state has committed to implementing preven-tion-focused child wel-fare programs as part of the first major mod-ernization and overhaul of the national child welfare system in three decades.

“Family First sup-ports our mission of helping people live better lives and cre-ates an opportunity to be responsive to the specific needs of chil-dren, teens and fami-lies,” said Dannette R. Smith, Department of Health and Human Services (DHHS) Chief Executive Officer. “By providing a fed-eral funding stream that supports qual-

ity prevention services, Family First creates an opportunity for us to engage the entire com-munity in our effort to keep children with their families and out of the child welfare system.”

Previously, federal funding for child wel-fare was largely avail-able to states only after a child enters the fos-ter care system. Under Family First, states can utilize federal funds for programs that strengthen families and reduce the trauma that occurs when a child is removed from his or her home.

As an early adopter of Family First, DHHS has submitted a five-year prevention pro-gram plan to its fed-eral partners. The plan includes the implemen-tation of an array of evidence-based preven-tion services designed to empower families at-risk of entering the

child welfare system. The services include in-home, skills-based training for parents; mental health care, including family thera-py; and substance abuse treatment programs.

“We know that sepa-ration causes trauma that can lead to a life-time of emotional and psychological prob-lems,” Smith said. “Children and youth do best in strong families and supportive commu-nities.”

When children do need to be removed from their families for safety reasons, Family First calls for main-taining child and fam-ily connections and for children to be placed in the least restrictive, most family-like setting to meet their individual needs.

DHHS’s Division of Children and Family Services (CFS) has been focused on prevention

and reducing the num-ber of children removed from their families in recent years. In the last two years, those placed in out-of-home set-tings for safety reasons has declined by near-ly 15% and a major-ity of the children who are removed have been placed with family or friends.

“CFS’ stated mis-sion is to provide the least disruptive ser-vices when needed, for only as long as need-ed, to give children the opportunity to succeed as adults,” Smith said. “Family First aligns with that mission and will allow our agency to continue to strengthen families and keep chil-dren safe.”
