Delivering learning through digital platforms for adult learning and for young

• CLD staff have been placed on a rota to support essential work; supporting in schools, delivering food and medicines to vulnerable people within the community.

Using existing partnerships

• Youth Services and partners have developed local services to maintain contact and continue to offer informal learning and employability programmes, youth clubs, information, advice and guidance to young people individually and in groups.

• Youth Services are using a range of communication methods including social media groups; Facebook, WhatsApp, Zoom, email, texting and phone calls. Vulnerable young people have access to one-to-one Keyworker services supporting their transition into employment, education and training.

• Youth Services offer a professional counselling service for young people, where appropriate.

• Youth Services are also working closely with Third Sector partners, and the council’s Employability and Anti-Poverty Services signposting young people, their parents/carers to the most appropriate support.

• Adult Learning is still working with a significant amount of existing learners. 90% of ESOL classes are still running weekly via Zoom and literacy/numeracy/digital learners are engaging with their tutors on a 1-1 basis,

• Getting all staff appropriate IT to be able to work from home.

• Upskilling of staff to use digital technology for team meetings,

• Upskilling of staff to use digital technology to maintain contact with young people, keep youth groups going, and provide online learning content.

• Maintaining staff morale through social distancing and remote working, which is not our way of working. The majority of staff are used to 60 -70% face to face working and being in the same physical space as the young people and colleagues they work with.

• Many Adult Learning students don’t have the digital skills, devices or online access to enable them to continue with learning remotely.

• Reduction in new referrals to the Adult Learning team since lockdown. We are looking at new ways to promote our service and ensure we reach those who need support.

• The service is becoming more digitally agile.

• Some young people who have struggled to engage in our HYPE employability programme (previously Activity Agreements) due to mental health issues are progressing well with online learning.

• Loss of impact of planned programmes of work due to re-allocation of services and staffing resources to work in other areas

• Less work experience placements, and employment opportunities for young people due to challenges facing businesses

either using Zoom or over the phone. Email and post are being used to send resources and worksheets to learners and online resources have been researched and are being utilised.

• Adult Learning is promoting parental support through schools and nurseries. Parents can be supported to help their children with home schooling and carry out family learning activities. We are also able to help parents with new technology (Zoom MS Teams etc) and can focus on their own skills development.

• Adult Learning is ready to support the Scottish Government’s No One Left Behind project. The team can deliver digital training to targeted residents and can ‘train the trainers’ for wider roll out. Online/digital user guides are also being developed to enable more confident learners to teach themselves.

• Some learners will lose ground due to not being able to engage as well or at all remotely.

• The Regeneration Team is focussed on supporting the Shielding group through provision of a prescription deliver service and a initial coordinating point for other inquires around food, mental health and other support and referring to agencies

• The Regeneration Team is working closely with VSGWL (TSI) to support volunteering and community groups supporting communities directly. These are both existing organisations we currently work with and new groups that have come to the fore.

• Working in partnership with other council services, community organisations and local pharmacies.

• 3 wellbeing Hubs have been set up by Education Services for vulnerable learners in Manor Park, Tilly Campus and Tullos Primary Community School. Our 3 Youth Work Development Officers are giving support to working with these young people.

• YDO’s also giving 1:1 support to vulnerable young people online with whom they had worked previously supporting their mental health and well being

• Youth work D.O. working with Youth Council to deliver online services to young people, such as Breakfast clubs, Ted talks, netflix parties

Befriending and Volunteering within Local Communities

Helping Hands - requests are being matched with volunteers, either through community groups or individuals.

Fife Voluntary Action, Abbeyview Day Care, Fife Council services, community groups (SW). Social Work Health and Social Care

Having frameworks of support to manage and co-ordinate the vast numbers of people who wish to volunteer across SW Fife and nationally across Scotland through the Government’s initiative led by the Red Cross. Reports of 1,864 people registered to become volunteers across Fife

More complex issues being identified with referrals to adult social work and Community Psychiatric Nurse.

Volunteers who have not been matched into a service or project leads to frustration and potential for people to ‘switch off’ from volunteering in the future. Mental Health

Leads with SW Fife CLD Team have emailed out to all Fife Council and partnership staff who wish to contribute or receive personal care as well as befriending forms to staff and volunteers interested to identify people in communities at risk of social isolation - 3 new requests received.

All Fife Council and partnership services staff and volunteers within South West Fife

Not all staff and volunteers have access to IT facilities - depends on staff within services to ensure this process is communicated to volunteers without IT access. Ensure we use services and networks who can help reach the most marginalised and socially isolated clients across SW Fife.

The Dunfermline Community Assistance Hub (previously the Anchor Hub) is set up at the Dell Farquharson centre to co-ordinate food delivery and stock to bolster up shortages at the Foodbank or the Pantry and arrange delivery of the Shielding boxes. Food for your Future group have set up a Pantry at the Tryst community centre in Dunfermline – open and free to anyone in the Abbeyview area.

Potential to create long term new partnerships in future service delivery

Rosyth EATS – now operating out of Camdean Community Centre with home deliveries. To date they have delivered 223 parcels in Rosyth and Inverkeithing area, reaching 270 adults and 109 children. Valleyfield Community Council operate a fruit and veg delivery from High Valleyfield Community Centre assisted by Communities and Neighbourhood service staff and local volunteers. PPE is supplied through our service for this provision. The taxi service for deliveries is working well within the SW Fife area. This continues to be monitored as part of the pilot provision.

Due to the demand for fresh fruit and veg ongoing funding support from C & N budgets is being explored. The recipients of the deliveries are asked to make a donation.

C&N staff have been supporting Blairhall Community Council to set up a Fruit and Veg project which will start this week and run on Thursdays from 2pm-4pm in Blairhall Community Centre for deliveries and collections.

Financial support has provided by Blairhall Community Council and Blairhall Community Centre Management Committee.

Due to the number and size of deliveries a larger minibus has been accessed to move food boxes, fruit & veg supplies. The larger minibus enables social distancing requirements to be met as well.

C & N staff collected additional food boxes to cover weekend requirements and any additional evening requests. A partnership with local organisations has been initiated. These organisations are delivering essential food packs within the three local villages. Funding opportunities being explored with the various groups in SW Fife including a possible joint bid to SCVO’s wellbeing fund. HVF CC have already registered their interest with this funder and have also applied to the Coalfields Emergency Response Fund.

Within Levenmouth targeted online sessions continue to maintain contact with vulnerable young people and groups including LGBT known to and working with the service. Online consultation with young people via social media has achieved some engagement /feedback, however, this is lower than the team anticipated. Local promotion of the Fife wide initiative to engage/support young people including online competition continuing.

Home working and limited access to systems Engaging young people digitally: Local feedback indicates many young people in Levenmouth area no longer use Facebook. FC policy decision to no longer use zoom due to safety/security issues has resulted in a downturn in the numbers of young people engaging with the team this week. Zoom has been the most successful platform for engaging with groups locally. Work is ongoing to identify suitable and secure social platforms to further develop and sustain digital engagement with young people in area.
