Whether you are a new or seasoned private practitioner, a public interest attorney, or a pro bono attorney, this course focuses on issues that are currently hot topics throughout the legal community!

Delivering public interest law to poor and disadvantaged citizens is a job that is largely undertaken by the more than thirty public interest law organizations in the Philadelphia area, as well as the numerous volunteer pro bono attorneys. Public Interest Law Day is designed to assist these practitioners and their colleagues throughout Pennsylvania in continuing to provide high-quality legal services to this under-served population. In addition to attorneys in public interest practice, this program will be of interest to pro bono practitioners and private practice attorneys who are interested in learning more about public interest law and other timely issues affecting the pro bono community.

9:00 - 10:30 Opening Plenary: The Nickleby Family Navigates A Brave New World of Changing Rules 1.5 Substantive CLE creditsUsing the lens of a family with multiple problems, this session will address the changing landscape in public benefits, unemployment compensation, and family law. Attendees will learn about new rules, new challenges, and new issues facing low income clients and responses from public interest lawyers.

10:30 - 10:45 Break10:45 - 12:15 Concurrent Sessions: Choose one (1, 2 or 3) 1.5 Substantive credits per session

(1) The Impact of Health Care Reform on Low-Income Pennsylvanians—Understanding What’s AheadOn January 1, 2014, the Affordable Care Act will significantly increase coverage options through the creation of new health insurance exchange marketplaces, and hopefully, the expansion of Medicaid for adults. Attendees of this session will become knowledgeable about eligibility for the programs, how to apply and renew coverage, how to appeal adverse decisions, and where assistance is available. Attendees will also learn about whether and how legal aid programs are inquiring about the health insurance status of their clients—e.g., revising intake forms and interviews.(2) Public Records: Nuts-And-Bolts and Changes in the LawPennsylvania’s Right-to-Know Law is a powerful tool for uncovering information about state and local government. Learn how to take advantage of this law, and find out about important pending amendments to the statute. (3) Advocacy: Collaboration with Non-traditional PartnersLegal services work with social service providers, law enforcement and medical providers to advocate for individual clients and for positive systemic change. This session will discuss the positive impact and the potential challenges of working with these nontraditional partners.

Supreme Court ReviewThis session will provide an overview of the most significant U.S. Supreme Court decisions of the past year.(5) Civil Legal Needs and Remedies for Sexual Assault and Domestic Violence SurvivorsWe will discuss the potential legal issues that may arise for survivors of sexual assault and domestic violence, and the particular legal remedies available for survivors dealing with housing, immigration, employment, and family law.(6) Cultivating Alliances with Academia: Equipping practitioners with resources, research, and writing on povertyForming alliances with academic institutions and faculty can create powerful partnerships between theory and practice. This session will provide an overview of selected areas of academic research and writing on poverty-related subjects, and will elicit strategies for connecting practitioners to resources that can enhance their advocacy.

3:00 – 4:30 Closing Plenary: Can We Expand Access to Justice Through Limited Representations? Innovative Tools, Tips & Ethical Challenges of Serving Self-Represented Litigants 1.0 Ethics and .5 Substantive creditsThis session will explore successful diverse models of limited representation as an element of addressing the Civil Justice Gap. In a time of declining resources and growing demand, how do we launch new tools that will have a meaningful impact on the legal needs of clients? What are our ethical duties? How do we manage expectations and outcomes?
