One-on-one contact between adult leaders and youth members is prohibited both inside and outside of Scouting. (Youth Protection and Barriers to Abuse FAQs)
In situations requiring a personal conference, the meeting is to be conducted with the knowledge and in view of other adults and/or youth.
Private online communications (texting, phone calls, chat, IM, etc.) must include another registered leader or parent. Communication by way of social media (Facebook, Snapchat, etc.) must include another registered leader or parent.
Q: What are the youth protection guidelines if I am using a commercial video conferencing platform that allows for breakout rooms? All breakout rooms for youth must have at least one registered adult and either another registered adult or a parent/legal guardian of a participating
Scout. Q: Can merit badge counseling or Nova/Supernova counseling be done using digital technologies like Zoom or WebEx?
Yes, registered merit badge counselors or Nova counselors/Supernova mentors may work with youth using digital platforms, ensuring that all youth protection measures noted in the Guide to Safe Scouting and BSA’s social media guidelines are in place. In addition to youth protection, the advancement guidelines in Guide to Advancement (GTA) Section 7 are required.
Q: How can a youth continue to work on advancement requirements if they don’t have internet or high-speed internet for videoconfer-encing?
Youth may take a picture of their completed activity/requirement and share the work with unit leaders. In keeping with youth protection policies, all communications from youth should be sent to at least two adults. See our Barriers to Abuse for details. Parents or guardians may send advance-ment work on behalf of their child.
Use unique meeting identification numbers for each session, password features and “waiting room” features for all meetings. Do not publish meeting invitations via public forums and remind attendees not to pass along invitations. Do not record online activities/meetings that include youth participants.
To help ensure that all communication on social media channels remains positive and safe, these channels must be public, and all communication on or through them must be public. This enables administrators to monitor all communication and help ensure there is no inappropriate com-munication between adult leaders and Scouts or between Scouts themselves. Therefore, no private channels (e.g., private Facebook groups or invite-only YouTube channels) are acceptable in helping to administer the Scouting program.
As it relates to social media, two-deep leadership means there should be no private messages and no one-on-one direct contact through email, Facebook messages, Twitter direct messaging, chats, instant messaging (Google Messenger, AIM, etc.), or other similar messaging features provided through social media sites. All communication between adults and youth should take place in a public forum (e.g. the Facebook wall), or at a bare minimum, electronic communication between adults and youth should always include one or more authorized adults openly “copied” (included) on the message or message thread.
