DROUGHT - Affecting 8.3 million Ha of land.

FLASH FLOOD –Unpredictable, recurring, uncertain.

FLOOD - Inundates more areas, increases river erosion, breaches embankments, damage infrastructures.

CYCLONE - Remain to be the deadliest and most destructive hazard. It is recurring, with lingering aftermath, complex recovery.

First rank climate change vulnerable nations.

Fifth rank in the world risk index 2012

SALINITY INTRUSION - Spreading from 1.5 to 2.5 Mha (2007).

AND CLIMATE CHANGE HAZARDS, EARTHQUAKES, FIRE BREAKOUT, INFRASTRUCTURE COLLAPSE ETC.

Number of people exposed yearly

45 Million

20 Million

5 Million

Bangladesh incurred an average annual loss equal to 1.8% of GDP due to natural disasters in the past two decades (source Sixth Five-Year Plan)

CCA ACTIVITIES : IN CDMP

CDMP seeks to translate the hard science of CC prediction into tangible, community-level actions to support adaptation to increasing hydro-meteorological hazards. It attempts to ensure better understanding of impact of CC and DRR at various level and for different stakeholders.

In brief -

Establishment of CCA and DRR capacity within the partner Ministries, DMCs

Mainstream CCA and DRR considerations in policies, programmes

CCA and DRR tools, techniques and methods developed to enhance community resilience and policy advocacy

Gaps bridged in community, institutions and climate science for improved and effective climate responsive initiatives

ACHIEVEMENTS : CDMP I

Increased awareness among the professionals and public representatives, other stakeholders.

A Climate Change Cell within the Department of Environment (DoE), MoEF

Climate Model results (1st generation) generated using the PRECIS modeling with the help of BUET.

A national climate change database and knowledge network has also been established.

LESSONS LEARNED : CDMP I

Establishing an integrated approach to climate change adaptation across the sectors stands critical.

Providing regular technical support on climate change adaptation to major national sectors is highly required.

Climate change modeling will need to be more geographically extensive and more precise to meet the needs of ever more diversified users.

CDMP II: APPROACH TO ADDRESS CCA

Training module, training materials, adaptation options, climate trends, scenarios shall be building on the knowledge

resources developed

Working together with strategic partners, implementing partners,

line ministries, and local government institutions

Advocate both at local and national level to mainstream

the process in to the local development planning, national

development planning

Page 11: CLIMATE CHANGE ADAPTATION IN REDUCING DISASTER RISK CDMP’S APPROACH

Comprehensive Disaster Management Programme (CDMP II) Ministry of Disaster Management & Relief

BUILDING GOVT. (CENTRAL TO LOCAL) CAPACITY ON CCA

Improved capacity of government officers on climate change impact prediction, vulnerability/risk assessment and planning

CCA training manual prepared, shared

About 100 govt. officers trained, capable to impart training

Local govt. are trained and can facilitate training for the community people

Support the functioning of Climate Cell in the Dept. of Environ.

Page 12: CLIMATE CHANGE ADAPTATION IN REDUCING DISASTER RISK CDMP’S APPROACH

Comprehensive Disaster Management Programme (CDMP II) Ministry of Disaster Management & Relief

SENSITIZING LOCAL LEVEL PLANNING WITH CCA CONSIDERATIONS

Provide climate lens and other tools to assist the community risk assessment (CRA) process to prepare local risk reduction plan

Climate lens prepared and facilitated with the rural risk reduction team to be able to utilize in the CRA

1700 Union Fact Sheets / Union Profiles prepared, distributed, used in the local planning, uploaded in the website

Risk Atlas is prepared, targeted the DMCs (printing process)

Toolkit is prepared, targeted the DMCs (printing process)

Comprehensive Disaster Management Programme (CDMP II) Ministry of Disaster Management & Relief

IMPROVING COMMUNITY RESILIENCE WITH ADAPTATION PROJECTS

Provide both technical & financial supports to implement adaptation and risk reduction projects for the most vulnerable communities

LDRRF/risk reduction projects – Disaster Resilient Habitat

Non-farm adaptation projects – Vulnerable/Indigenous Communities

Livelihood adaptation projects – Internally Displaced HHs

Page 14: CLIMATE CHANGE ADAPTATION IN REDUCING DISASTER RISK CDMP’S APPROACH

PROVIDING SCIENTIFIC EVIDENCE WITH DATA AND INFORMATION

Completed studies to generate new knowledge and data on the climate parameters, vulnerability, impacts, livelihood options. Reports and policy briefs prepared, shared with the policy makers and the stakeholders

Studies on climate parameters – developed the scenario

Studies on drought vulnerability – identified the hot spots

Sea upsurge, floods, salinity intrusion – baseline and CC condition

Non-farm livelihood studies – identified options and strategies

Climate induced internal displacement – national database

Few local level adaptation test/studies are ongoing

MAINSTREAMING CCA IN THE SECTORAL POLICY, PRACTICES

Development project proforma (DPP) revised

CCA indicators, benchmarks are incorporated in DPP (CDMP contributed)

Mainstreaming CCA in agricultural/food security sector

Mainstreaming guideline is getting prepared for crop, fishery and livestock

Flood forecasting/early warning capacity strengthened in Water Dev. Board

Lead time for flood forecast has been extended from 3 to 5 days

Mainstreaming CCA in the health sector

Vulnerability data due to climate change and disaster are collected

Mainstreaming CCA in women and children development initiatives

Action plan on DRR and CCA inclusion is prepared

CCA issues incorporated in the books of primary to higher secondary levels

DRR & CCA issues are incorporated in 23 textbooks (class 3 to 9-10)

Page 16: CLIMATE CHANGE ADAPTATION IN REDUCING DISASTER RISK CDMP’S APPROACH

FOSTERING COLLABORATION, SHARING AND LEARNING

Policy and advocacy dialogue with the national government Organized (contributed) in the DRR and CCA Convergence Seminar Pursued climate change parameter, other study results with policy makers National strategy on the management of climate induced displaced people

(preparation in process)

Support and contribute in regional and international CC and DRR fora Prepared, shared and pursued the integration/convergence of CCA in the

UNFCCC/COP process, Rio+20 summit Contributed to the preparation of national position in the work programme on

Loss and Damage (UNFCCC) Contributed to the HFA country progress report, UNISDR summits

Facilitate the academic and training institutions for wider education Providing regular technical and knowledge supports to the Universities and

Training Institutes (with CCA knowledge products, training materials)

KEY CHALLENGES

Translating the mainstreaming guidelines (sectoral, departmental) into operational modality/business process

Integrating the CCA in the partner ministries where there is weak inter-ministrial coordination

Maintaining the pace of integration and capacity building process ongoing given the continuous change of staff

Page 18: CLIMATE CHANGE ADAPTATION IN REDUCING DISASTER RISK CDMP’S APPROACH

Comprehensive Disaster Management Programme (CDMP II) Ministry of Disaster Management & Relief

WAY FORWARD

Translating the study, research findings into useful methods, tools and process, policy briefs, prepare (IDP) strategy

Sharing of results and lessons with the Policy Makers and the greater audience

Institutionalizing and mainstreaming of the lessons and process in the partner department/ministries
