Chapter Meeting Dave Woolley Will Make A Presentation About Aerial Drones And The Land Surveyor Another tale about the modern-day candlestick maker or typewriter manufacturer? In 1990 the largest land surveying firm in Orange County had 42 land surveying crews- most of which were 3 man crews. In 2006 the same firm had 23 crews-all of which were 2 man crews. Today they have 12 crews operating at their peak-all of which are 2 man crews. Many of their contemporaries are gaming the profession and running one man crews. The math is simple, they went from survey crew staffing of 126 field people in 1990 to 24 in 2015- a reduction of 80% in 25 years. Why? Technology. The largest single factor? Machine control. We know how machine control changed our work and eliminated many land surveying jobs. Drones are the next game changer for the land surveyor. The aerial mapping drones, once legalized, will eliminate most small local ground topography surveying and aerial mapping. Where does that place the land surveyor in the future? Dave Woolley will talk about his plan for a land surveying future and our community’s plan for the future. Dave Woolley, P.L.S. is the principal at D.Woolley & Associates in Tustin CA. Editor’s Corner!Micro-Drones On February 15, 2015, the FAA finally released it’s proposed rules for the regulation of Unmanned Aerial Vehicles (UAVs). The proposed rules are intended to regulate UAVs weighing under 55 pounds. The proposed rules are less stringent than many experts expected and will help to jump-start the UAV industry. Most UAVs won’t require a pilot’s license or meet strict airworthiness standards.!

The proposed rules allow for UAVs under 4.4 pounds to be flown under 500 feet with a “UAS Operators Certificate,” which is relatively easy to obtain. The FAA has called for comments on a possible “micro UAS rule” that may allow for even less regulation of activities with UAVs weighing less than 4.4 pounds. Below is a quote from the FAA website:!

The proposed rule also includes extensive discussion of the possibility of an additional, more flexible framework for “micro” UAS under 4.4 pounds. The FAA is asking the public to comment on this possible classification to determine whether it should include this option as part of a final rule. The FAA is also asking for comment about how the agency can further leverage the UAS test site program and an upcoming UAS Center of Excellence to further spur innovation at “innovation zones.” (FAA Website)!

This proposed light regulation of micro-drones, combined with the inevitable miniaturization of equipment as technology advances will open the floodgates for very small UAVs. Cameras, sensors, scanners, navigation, batteries, and all of the other components needed to make mapping UAVs will quickly be developed to meet the proposed 4.4 pound FAA limit. Many hobbyist type UAVs are available now that will meet this weight limit, and more capable

professional models will soon follow.!

A 4-pound micro-drone with a LIDAR, high definition camera, corrected GPS, and other features needed to make an aerial mapping powerhouse is easy to imagine. The Trimble Gatewing UX5 weighs about 5.5 pounds today, but it has only a camera sensor and GPS. With the recent developments in aerial imaging, an aerial camera may be all that is needed to capture very accurate topographic mapping suitable for engineering design uses.!

All of this will generate both opportunity and potential loss of mapping market share for the Land Surveyor, depending on how the technology is adopted, and other factors. One thing we can be relatively sure of is that UAVs will weigh under 4.4 pounds.!

General Meeting Minutes!Meeting held at Best Western Seven Seas Lord Jim Room 411 Hotel Circle South San Diego, California.!!President, Steven Heise opened the meeting at 7:10 PM and welcomed all the attended members.!Steven introduced the evening’s Guest speakers, Val Wood, Chief Deputy Recorder/Clerk and Bill McGukin, Division Chief 1, Assessor/ Recorder/Clerk at San Diego County.!Ms. Wood present information on the status of the new recording system and e-recording, the most common reasons documents are rejected before recording, and projects their office is working on. She discussed how the new San Diego County Recording System will impact surveyors. After her presentation she answered questions about the new system. !Mr. McGuckin discussed changes to the San Diego County recording system and the future direction of the San Diego County Recorder’s office. Bill hopes that the Land Survey Professionals will be more involved with his office in the future. After the presentation he answered questions in an open form.!Vice-President Mark Macfarlane awarded Val Wood and Bill McGukin with certificates of appreciation on behalf of the Chapter and thanked both of them for taking time to come and speak.!Several great raffle prizes were awarded at the end of the evening. A big thanks to Vice-President Mark & Prism Surveys for their generous donations to the raffle.!This month chapter meeting attendance was 24 members. The meeting was adjourned at 8:37 pm.!Raffle tickets prices were donated by Lewis & Lewis and Prism.!Meeting adjourned at 5:50PM!

!Steven Heise called the meeting to order at 4:39 PM.!President’s Report-Steven. Steve made a MOTION to approve the minutes from last month meeting. MOTION SECONDED and PASSED.!Tony Nothdurft and Blake Torgersen will finalize updates to the SD-CLSA Board Handbook. In the future, the Past President will maintain and update the handbook as a guide to the incoming Board members.!Armand will research different possible options for our maturing CD’s for long term investment strategies for better interest rates and discuss the results with the board in our next meeting.!Gary made a MOTION to set a price for Brass Disks to be awarded to our life members for ($200) a piece, MOTION SECONDED and PASSED.!Cuyamaca College is looking for a qualified Licensed Land Surveyor to teach Survey 218 CAD drafting for a 18 week period. If anyone is interested in teaching the class please contact John Butcher.!County of San Diego published flood control report regarding the area affected by the new FEMA flood map update. Mike Pallamary TV Station will discuss the issue with Mike Turko with local media on KUSI and explain to the public the issue and how it would impact homeowner’s insurance.
