The eight Cluster Energy projects Longlife, SPIN, Bioenergy Promotion, Urb.Energy, Baltic Biogas Bus,

REMOWE, PEA and Co2olBricks are represented by partners from the following six countries:

Denmark, Estonia, Finland, Germany, Poland and Sweden. The projects are linked with each other

through their main outputs. The aim is to prepare the implementation as real investments to create

In regard to the EU 2020 Strategy and the EU Strategy for the Baltic Sea Region the Cluster Energy is stimulating and contributing to an Eco Region through:

3. Introduction

The Monitoring Committee of the Baltic Sea Region Programme 2007-2013 initiated in 2010 a new

instrument for cooperation, i.e. cluster initiatives. The cluster of "Energy efficiency and renewable

energy sources" was selected for piloting the concept. Three further clusters "Sustainable,

multimodal and green transport corridors", "Baltic Impulse - saving the Baltic Sea waters" and

"Innovation in SMEs" were established in 2012. The Cluster Energy lasts for one year, starts in

October 2011 and ends in September 2012. The Technische Univerisität Berlin, Department of

Design and Structure, tek - the lead partner of the project Longlife - is the cluster leader.

The eight Cluster Energy projects are sharing with transnational actions the common thematic interest to work on sustainable energy solutions and to build up an Eco Region with focus on:

Increasing the visibility of single project results in a bigger framework

4. Method

The Cluster Energy was initiated to improve the dialogue between single projects and to increase the

awareness of the achievements of the Baltic Sea Region Programme 2007-2013. The focus lies on

Energy efficiency and renewable energy sources. Four areas of competences make it clear:

Renewable energies, sustainable technologies, resource saving solutions in buildings and energy

efficiency in the urban context.

All eight cluster projects allocated to the four fields of competences. The Cluster partners who

represent the eight projects, represent too the science, the administration and the business. With

this triple helix structure the projects SPIN, REMOWE, Co2olBricks, Baltic Biogas Bus, Bioenergy

Promotion, Urb. Energy, PEA and Longlife develop strategies in energy efficiency and resource saving.

The Cluster Energy forms a network in order to create an Eco Region by transferring knowledge,

generating synergies and new jobs.

The proceeding of Cluster Energy includes to find out doublings in research and to compare similar

results. In fact doublings in Cluster Energy project topics exist (e. g. research on biogas REMOWE and

Bioenergy Promotion), nevertheless the results deal different aspects and levels.

Definition of Cluster and Eco Region

In general, clusters are considered to increase the productivity with which companies can compete,

regionally, nationally and globally. The Cluster Energy is a transnational collaboration of

interconnected projects, represented through specific institutions from science, administration and

business in the field of Energy efficiency and renewable energy sources.

The Cluster Energy is a business cluster based on different kinds of knowledge and competences,

reached in the eight single projects.

The Cluster Energy combines the main results and performance of the single projects retrospectively.

With the Cluster Energy we try to use the cluster effect to promote the Baltic Sea Region as good for

the Energy efficiency and renewable energy sources.

To sustain cluster performance in the long term, we are suggesting some ideas in the chapter

recommendations.

The Eco Region is the big picture of sustainable cooperation. It is an area with the focus ecology,

economy and social adjustment. The Covenant of Mayors has defined indicators to define a specific

Eco Region, a city. The defined area for the Cluster Energy is the Baltic Sea Region.

"Covenant of Mayors" as an instrument to establish an Eco Region

The Covenant of Mayors is an European movement of local and regional authorities with the goal of implementing sustainable energy policies focusing on following thematically fields: • Power and heating: strategy for heating and energy supply

• Buildings: municipal buildings, private and public houses

• Transport: public and private transport, mobility plan

• Planning: Strategic town planning, raising building density, transport and parking,

"Car out - bus and bicycle in"

• Civic participation: Public involvement and cooperation through campaigns, green funding,

local climate councils

5. Longlife

5.1. Description

Longlife buildings and technologies are innovative solutions for economic,

energy efficient and resource saving growth in the Baltic Sea Region. Longlife developed practices,

unified procedures and guidelines for the design of sustainable, energy efficient and resource saving

buildings. These buildings are constructed with the Longlife Prototype Catalogue and are issued by

the Longlife Performance Pass.

Longlife guidelines and procedures lead to low lifecycle costs and reduction of energy consumption

during a building’s life cycle.

The above mentioned knowledge was transferred between Denmark, Germany, Lithuania, Poland

and Russia and can be applied in other countries too. By its participation in the Cluster Energy,

Longlife aims to contribute its project outputs to the framework of an Eco Region. The project directs

the integration of practices, technologies and procedures of all Cluster partners. Moreover, Longlife

draws up proposals for the future funding period of 2014-2020 in the Baltic Sea Region.

5.3. Contribution to an Eco Region

Longlife's specific outputs for buildings are prior applicable by those clusters partners that deal with buildings. The Longlife Prototype Catalogue is a database of plenty materials, elements and technologies for sustainable and energy efficient buildings. SPIN can enlarge its database for selected eco-innovative technologies by the technologies Longlife has already researched. When being commissioned for the planning of public or service buildings, PEA can include sustainable and energy efficient technologies and materials out of this catalogue. Urb.Energy and Co2olBricks are able to plan the refurbishment of building stock with elements of the Longlife Prototype Catalogue and ensure consequently an energy efficient and sustainable building that can also be certified by the Longlife Performance Pass. This certification indicates low energy demand of the building, ecological impacts such as CO2 emissions and economical figures in terms of initial, maintaining and operating costs.

"Longlife Institute e.V. is an association for sustainable, energy efficient and resource saving buildings with respect to certification and life cycle analysis."1 The membership in the Longlife Institute is an option for all Cluster Energy partners and offers synergy effects within a network of public authorities and enterprises. Moreover Cluster Energy projects like Urb.Energy and Co2olBricks can benefit from planned education sessions for craftsmen, architects, engineers and administration staff.

6. SPIN

6.1. Description

SPIN is based on the simple but normally successful business equation of matching supply and

demand. European directives and regulations require enterprises to comply with environmental

standards and to ensure eco-efficient production processes. As a response numerous environmental

technologies and management systems have been developed throughout the Baltic Sea Region.

Despite, many SMEs still struggle or even fail to respond to EU requirements, as they do not have

access to the existing technological or managerial solutions developed in other parts of the region.

On the other side, many innovative ideas & technologies are lost as those SMEs that offer such

innovative tools do not have access to big enough markets. To overcome this mismatch, SPIN

connects some of the most outstanding expert institutions for eco-innovation in the BSR in order to

combine their efforts both on practical as well as policy level.

6.3. Contribution to an Eco Region

The SPIN database for selected eco-innovative technologies is applicable by all projects. Whether they use technologies in practice or compare the quality and performance with their own technologies in order to optimization. Longlife for instance can offer an expanded selection of technologies by implementing SPIN technologies into the Catalogue. Urb.Energy and Co2olBricks can use energy efficient technologies for heating and ventilation in refurbishment of housing stock.

For countering various challenges, entrepreneurs can operate with the SPIN Toolbox for industry sectors of sustainable construction, processing with bio-waste, bio-gas and decentralized wastewater treatment.2 Different tools in topics of financing, business and markets as well as several competences in a company give assistance for entrepreneurial ideas and are thus usable by all cluster partners through innovative processes.

National contact points for small and medium enterprises as the third main output of SPIN leads to an international competency network where all cluster partners can benefit from and participate in. A small connection potentially exists to the Longlife Institute that under certain circumstances serves as contact point for experts.

7. REMOWE

7.1. Description

Waste is a resource which has to be used in order to help reducing harmful carbon dioxide

emissions. The project REMOWE focuses on renewable resources of waste from cities, farming and

industry. Project partners from Sweden, Finland, Poland, Lithuania, Estonia and Germany represents

both far developed regions in the field as well as regions in which the level of energy utilisation of

waste is currently low. Main objectives of the project are to contribute to regional action plans and

strategies in the participating regions; supporting innovations for a sustainable development; identify

bottle-necks and possible solutions for waste-to-energy solutions and to facilitate transnational

transfer of knowledge and technology. Further REMOWE project contributes with activities for

improved knowledge on how waste can be disposed and processed in regions under varying

conditions, but also gives guidance to stakeholders who want to build-up or improve waste-to-energy

systems.

7.3. Contribution to an Eco Region

The efforts in regional modelling platform is mainly address authorities for more strategic decision making and companies preparing investment based on regional conditions of supply and demand. By planning sustainable neighbourhoods, Urb.Energy can model the energy production by a certain amount of waste. With regard to public waste management, PEA is predestined to include this modelling tool into their regional energy strategies. A further combination consists to the report on regional bio-energy potential of Bioenergy Promotion. When modelling regional potentials it is possible to amount the energy supply adequately.

Innovations from all projects - whether in terms of technologies or strategies and methods - can be evaluated on a platform under certain technical and functional aspects.

The report on biogas potential is also an output of Bioenergy Promotion and can be practiced as comparison or expansion of their own report. Regional potentials of biogas compose a basis for regional energy supply by PEA. The knowledge about suitable substrate mixtures can be useful for the service of biogas driven buses from the project Baltic Biogas Bus. But also SPIN has the ability to analyze whether new substrate mixtures are applicable for their biogas technologies.

8. Co2olBricks

8.1. Description

Co2olBricks is a project that is looking for solutions to modernize historical brick buildings. The aims are to protect the historical value as well as reducing the energy consumption. The conservation of heritage, in particular of historical buildings, is a common goal in the Baltic Sea Region (BSR). Modern heating, thermal insulation and windows of a high thermal standard are the technical solutions for new buildings. In historic buildings the boundary conditions were often not investigated; in many cases serious damages, defects or disadvantages are caused by applying technical solutions that were originally developed for new buildings to existing buildings. In Co2olBricks for the first time a combined insulation and heating concept for old buildings is developed. Nowadays climate protection goals and heritage conservation are often in conflict with each other. Regarding the restoration of old buildings it is difficult to decide between no/bad climate protection and no/bad heritage conservation. This project aims to find solutions to combine the necessary CO2 reduction targets with technically, administratively and historically adequate approaches to heritage conservation. Especially the BSR‘s brick architecture in the former area of the Hanseatic League presents an excellent possibility to find transferable methods and solutions.

8.3. Contribution to an Eco Region

Main outputs from the project Co2ol Bricks are applicable by cluster projects in the field of buildings. Common activities of Co2olBricks and Urb.Energy in the housing stock implicate a benefit from the database for technical solutions for Urb.Energy when refurbishing an existing building. The innovative technical solutions to implement, monitor and evaluate energy refurbishments of historical buildings with optimized energy performance is moreover figuratively useful for the project Longlife. The Longlife pilot projects are already planned and disposed to be built. Although it is not a historical building the method of monitoring and evaluation could be conveyed.

Craftsmen, architects and engineers are working within the projects Longlife, Urb.Energy and SPIN. According to that training sessions to improve their knowledge concerning energy saving in the building stock is an applicable output and worthy investment in human resources for these projects.

9. Baltic Biogas Bus

9.1. Description

Global warming and the rising costs for fossil fuels force society to break new grounds for

sustainable energy supply. One of the cornerstones of the EU Baltic Sea Strategy is to make the

region more environmentally sustainable. One of the key challenges will be found in the sector of

transportation.

The comprehensive picture that will emerge as the result from the project will demonstrate

economic and environmental benefits of biogas as a renewable fuel that contributes to make public

transport an even stronger part of the solution of global environmental problems.

A change from fossil to sustainable fuel is crucial to develop the transport system of the future. The

main project objective is to increase the use of biogas buses in public transport in the Baltic Sea

region - with the long term aim of improving air quality and reducing CO2. Furthermore the Baltic

Biogas Bus project aims to increase the knowledge and acceptance of biogas as fuel for public

transport. The Baltic Biogas Bus project will stimulate cities and regions around the Baltic Sea to use

biogas driven buses.

9.3. Contribution to an Eco Region

Baltic Biogas Bus provides local passenger traffic to public areas with strategies, life cycle cost and greenhouse gas emission analysis as well as an infrastructure overview of biogas in the Baltic Sea Region. From those three outputs the projects PEA and Urb.Energy can benefit. PEA shows up opportunities to supply public areas with priory renewable energy. Local traffic as a part of public areas can also be supplied by renewable energies so that a biogas driven bus forms a good solution for PEA. But also to a sustainable neighborhood belongs an alternative local traffic system like the usage of biogas buses. 10. Bioenergy Promotion

10.1. Description

The aim of the project Bioenergy Promotion is to promote and to increase the sustainable use of

bioenergy in the Baltic Sea Region. There are huge biomass resources and only a fraction of it is

utilized so far. At the same time there is an increasing interest for these large but limited resources

and therefore the use has to be sustainable and the competition between the use for food, fodder,

fibre and fuel has to be balanced. The project strengthens development towards a geographically

integrated, competitive and sustainable bioenergy sector in the Baltic Sea Region.

The project contributes to development of sustainable bioenergy business and regions. In addition,

the project has highlighted the development of technology and cooperation between different actors

in the bioenergy field and has provided support to policy development on national, local and regional

level.

Bioenergy Promotion reinforces sustainable agriculture and forestry and improves the functioning of

the energy market, facilitates the creation of networks, clusters and public-private partnerships in

the bioenergy sector and fosters conditions that will support the Baltic Sea Region in reaching the

20% target for renewable energies by 2020.

10.3. Contribution to an Eco Region

Bioenergy Promotion developed certain criteria for sustainable biomass supply as well as their use and trade. To be efficient and on the same level in the field of biomass, there should be at least similar benchmarks and requirements. By using these criteria a kind of standardization and high quality in supply, use and trade is ensured. Biomass in its different specifications is focused in the projects PEA, REMOWE and Baltic Biogas Bus. All of them are able to operate with these criteria and augment consequently the quality of their products and services. The virtual brokerage platform "biobrokers" intends to establish a common bioenergy market in the Baltic Sea Region.3 Bioenergy Promotion informs that not only biomass products were taken into account at the platform, moreover technologies and services concerning bioenergy are included and accessible for businessmen. Input from the projects SPIN, PEA, REMOWE and Baltic Biogas Bus are imaginable. A report on bioenergy potential was also generated by REMOWE in a more general consideration. So that REMOWE itself and Baltic Biogas Bus benefit in the same way as explained in 7.3. PEA can take more advantage out of this report because of its regional consideration. A more detailed knowledge simplifies the planning of biogas usage in specific public services.

11. Urb.Energy

11.1. Description

In view of the increasing significance of energy efficiency in the field of urban development, the

transnational cooperation project Urb.Energy was launched in January 2009. The aim of the project

was to combine measures of energy efficient refurbishment of the housing stock with the overall

improvement of residential neighbourhoods. The project was co-funded by the territorial

cooperation programme “Baltic Sea Region Programme 2007-2013” as well as by the German federal

programme “Transnational Cooperation”. 15 partners from Estonia, Germany, Latvia, Lithuania,

Poland and Belarus took part in the project and represented key actors in national activities for

energy efficient settlement structures.

Urb.Energy’s key objective is the development and implementation of integrated concepts and

strategies for the comprehensive energy efficient renewal of residential areas in the Baltic Sea

Region. The partners worked together to develop Integrated Urban Development Concepts (IUDC) to

combine energy efficient housing refurbishment with the renewal of the energy supply

infrastructure, the upgrading of the residential environment, the improvement of the social and

economic infrastructure and the participation and mobilisation of residents.

11.3. Contribution to an Eco Region

Within the Cluster energy only Co2ol Bricks and Urb.Energy cover the treatment of the building stock. Accordingly Co2olBricks takes advantage from the manual on holistic strategies for energy efficient refurbishment of the housing stock that includes general recommendations for developing energy efficient concepts as well as good practice examples.

The integrated urban development approach that is targeted at energy efficient residential areas highlights not only buildings refurbishment but also the modernization of energy supply structure and aspects of social and economic infrastructure. Collectively this output can be interesting for Longlife, Co2olBricks and also PEA in respect to their particular array.

Although some projects in the cluster are determined, a guideline for an innovative use of EU funds can be useful also in further projects. Concerning the housing sector, this guideline addresses priory Longlife and Cool Bricks. Different funding options were listed and explained; examples of their use by Urb.Energy are also given in the guideline and can be conveyed to other projects.

12.1. Description

“During the last years the costs for fossil energy resources are heavily increasing. Even though

the prices for these resources will not be rising to ever new peaks it is obvious that they will remain

on a high level and in medium and long term rise continuously. Consequently, the costs for public

services, such as transportation or the provision of heat and electricity, are rising as well. This

situation is creating the necessity to explore alternative energy sources, especially regenerative

energies. With this a real alternative for the exploitation of so far not profitable fossil energy sources

can be generated. Another approach to absorb rising costs is to critically question the status quo of

energy consumption in order to be able to use existing energy saving potentials and find new ways

for energy saving. Rising energy costs are contributing to a steadily increasing financial pressure for

public utilities. These are the initial thoughts behind the PEA project.”4

Strategies for regional energy production and demand were transnational promoted by Bioenergy Promotion. Additional strategies from other perspectives can widen the range of Bioenergy Promotion. Usable in practice are these strategies by REMOWE producing energy out of regional waste supply. Moreover Urb.Energy is able to integrate regional energy production into the sustainable neighbourhood so that this component completes an independent urban area.

The Baltic Energy Compendium will be a guideline for restructuring and modernization processes in the public energy sector. As long as REMOWE, Bioenergy Promotion or also Urb.Energy will be instructed by public institutions or cooperate with them, this guideline can be a precious instrument regarding energy supply. Public local traffic companies in energy-conscious regions are more and more interested in transport services that are operated in sustainable manner. Thus Baltic Biogas Bus can transfer the Baltic Energy Compendium in connection with their own strategies to implement biogas buses into the public sector.

Referring to Co2olBricks, PEA similarly developed an education concept which is more general and targets the whole group of energy related personnel and hence all projects of the energy cluster.

13. Covenant of Mayors in the Cluster Energy

“The Covenant of Mayors is the mainstream European movement involving local and regional authorities, voluntarily committing to increasing energy efficiency and use of renewable energy sources on their territories. By their commitment, Covenant signatories aim to meet and exceed the European Union 20% CO2 reduction objective by 2020.”5 For a successful and holistic implementation of energy and CO2 emission reducing measures in municipalities, it is necessary that more European cities join the Covenant of Mayors.

Three partners of the Cluster Energy are member of the Covenant. The city of Niepolomice joined the Covenant in 2010, one year later the Covenant was signed by the mayor of Roskilde and the city of Hamburg already joined the Covenant in 2008. To implement an Eco Region, the Cluster Energy has chosen the Covenant of Mayors (CoM) as a corresponding instrument. Due to the large variety of expertise and range of energy topics, the different Cluster projects can serve the Covenants' focused aspects. Based on the city of Roskilde, the operating mode of the Covenant of Mayors will be shown related to the Cluster Energy working fields and the eight Cluster Energy projects:

1. Which targets has the city of Roskilde set for the use of renewable energies?

The municipality’s ‘Strategy is to reduce CO2 emissions from heating by 80% which is a

scenario which can be implemented in 10 to 20 years through different actions and actors.

Solar cells are implemented on municipal buildings at the amount of EUR 1.5 million. The EU

ELENA project contributes with support to administrative expenses. Windmills are planned

with the capacity of approx. 50 MW. Use of biomass is surveyed in cooperation with villages

outside central district heating areas. Establishing a new biogas plant is considered in

cooperation with the regional energy cluster to determine the best place (-es) for biogas in

the region with respect to transport of biomaterial and use of biogas.

2. What is the role of bio energy for reaching the target?

At the moment the biomass forms approx. 30% of the fuel in the central district heating

system. The amount of bio energy used to exchange fossil fuel is not yet calculated but will

be reported in the following accounts to the EU according to the Covenant of Mayors

agreement. In the Zeeland region biogas can be a possible solution to improve bio heating

performance.

3. Which actors and initiatives are participating in the discussion on sustainable bio energy

strategy development?

The municipality council has representatives in the board of the metropolitan area of

Copenhagen transmission company (VEKS) and in the local distribution company (Roskilde

Forsyning A/S). VEKS is a major actor to fulfil ambitions of more sustainable energy together

with power/heating plants in Copenhagen and the surroundings. The Region of Zeeland is an

important actor in supporting the municipalities in the region with knowledge and

cooperation to improve their energy performance. Here at, the City of Roskilde plays a key

role in implementing initiatives towards the citizens, industry, shops, schools and institutions

in the municipality. Village councils and citizens are important to create and implement

initiatives into daily actions in the life of families in their transport, housing, maintenance,

shopping etc.

4. How do you finance the cost for the introduction of renewable energies?

Some of the expenses will be put on tariffs on district heating and power for the end-user. A

new national energy agreement seems to favour renewal fuels on behalf of fossil fuels which

might end up with lower tariffs for users of district heating. At the municipality level the EU

funds are the crucial factor. These initiatives are only implemented in case the long term

profitability of the project seems to be positive.

5. How do you reduce heating energy consumption of the existing building stock without

destroying their cultural value? This refers to buildings that are not protected historic buildings

but which are important for the look of the city.

Apart from protection of buildings registered in the national database of buildings worthy to

preserve, which is the most secured way to protect historical buildings. The local plans in the

municipality are the strongest tool to describe the image of buildings, the size and the

materials for façade, windows and roof.

6. Does any kind of certification for sustainable and energy efficient buildings exist in the

Covenant of Mayors?

Not to the knowledge of the municipality. 7. How do you engage the topic of awareness rising? Which channels are most successful?

Rising awareness is handled between employees within the environmental and climate

section together with our departments for schools, buildings and technique. It is of great

interest for the municipality to mobilize the end-user in the effort to motivate to a more

sustainable living. Our dialog with citizens, shops, private companies, authorities and other

municipalities gives the base to find solutions on the present needs for creating initiatives for

a more sustainable life and governance of the city.

8. What advantages do you have gained since the beginning of sharing the Covenant of Mayors?

The Covenant of Mayors have made us focus on ways to gain knowledge, to cope with

challenges in implementing solutions with citizens and companies and sharpen our

cooperation with the companies where we are in the boards to urge for back up to the

municipality politics. Until now the efforts have not shown any decrease in the CO2 emissions

but the efforts goes on as it is well known, that if changes may take time the measurable

results surely takes more time.

9. What factors are most critical for the implementation of an energy strategy?

The municipality’s possibilities to implement activities in this broad field are critical due to

our ability to motivate local actors in joining the tasks to support the municipal goals in their

daily life. Another critical factor is the existence of national (and maybe international)

agreements on climate reductions with the status of minimum standards, which will direct

the national legislation into fulfilment of the agreements. From this point the national

legislation or directives are of great use for the municipalities in case the initiatives are well

coordinated with the national politics on tariffs, incentives and taxes. The knowledge of the

existing technical systems of production and distribution and consumption of heat and power

is crucial to the understanding of today's challenges, tomorrows actions and future solutions.

10. How do you think more municipalities can be convinced to start with renewable energies and

participate in the Covenant of Mayors?

I think that the present initiative on Cluster energy contributes to gather knowledge and

cooperate on solutions on the great, broad variations of tasks in which the municipality has

to manoeuvre to create results on CO2 reductions in the city. Inspiration from universities,

professionals and practical orientated authorities is good to broaden experiences and share

knowledge. Such activities can be of great inspiration and motivation for others to join the

covenant in the challenge to cope with problems, achieve knowledge, implement solutions

and achieve reductions in climate change. EU projects and funds are crucial to start

cooperation, support dialog, exchange experiences and implement solutions between actors

and participants with knowledge and motivation.

14. Summary

In the Cluster Energy each project can build connections to the other projects through its outputs, its strategies and its further proceeding. Under the focus of sustainability and energy efficiency the Cluster Energy covers the fields of construction and refurbishment of buildings and building heritage, waste to energy production, transport and infrastructure as well as renewable power generation and its specific technologies. The Cluster Energy strengthens potentials in the region to trigger new competences, business opportunities, investments and new jobs. The Cluster Energy retrospectively draws conclusions and evaluates projects processes, outputs and synergies in the final phase of the funding period.

Opportunities and growth in the Baltic Sea Region

The regional labour market of Baltic Sea Region can extend by knowing and using regional resources, competences and technologies. Out of demographic development possibilities have to be created for ensuring employment and preserving qualified staff in the BSR. Cluster Energy network for green economic growth

During the Cluster Energy work excellent competences of all cluster partners led to new co operations. For instance Longlife takes part in the advisory board of the Co2olBricks Project. New partnerships within the Cluster Energy have been built and new project proposals have been drawn up for the future. The common platform through the collaboration of the eight Cluster projects will be sustained and contribute to the expanding of the Covenant of Mayors.

Our proposal to develop an Eco Region

The target of an Eco Region is to establish green growth in means of economic, ecologic and social aspects in a bordered region. Moreover, the Cluster Energy Eco Region is defined by the existence of the combination of fields of competences to foster a strong economic performance of the set region: renewable energy, energy efficiency in urban context, resource saving in buildings and sustainable technologies.

1) Education in form of training modules will strengthen the regional labour market, assumed that local employees participate at prepared courses. Currently Co2ol Bricks, Longlife, PEA and Baltic Biogas Bus have worked out training modules for planers, engineers, technician and craftsmen. To reach the target of creating an Eco Region as a compound of the different facets of cities and regions, an education program with all Cluster partner’s knowledge is needed.

2) The energetic refurbishment of building stock contributes to energy savings in cities. In order to realize the savings, Urb.Energy delivered strategies and Co2ol Bricks delivered methods and suitable technologies. For cultural heritage buildings, Co2olBricks developed qualified products like wall heatings for internal refurbishments. Urb.energy dealed with energetic improvements of external building elements. The usage of regional materials and renewable energy out of PEA’s regional analysis improves sustainability in the Eco Region.

3) The construction of new residential sustainable buildings will be implemented with the help of Longlife Prototype Catalogue; eco-innovative technologies can be added by SPIN. A certification by the Longlife Performance Pass is also possible. Information about advantageous regional resources and subsequent installed technologies are adequately given through PEA’s regional analysis.

4) Corresponding technologies and infrastructures have to be supplied for regions with sustainably produced energy. SPIN’s eco-innovative technologies register technologies to produce energy, but also heat. Small producing units come along with the EU request for decentralized energy supply. PEA intends public investments into individual units like photovoltaics or wind turbines. Similarly the reuse of waste for the production of energy contributes to an Eco Region and is treated in the project REMOWE. Infrastructure for the transport of bio-waste from e.g. buildings to power stations has to be considered. PEA provides for the Eco region technical innovations and raises the of energy efficiency while reduction of costs for electricity, heat and transport via implementing renewable energy. Bioenergy Promotion provides the Eco region with a free of charge marketing and networking platform for bio energy producers and consumers.

5) Public transport as an important sector of an Eco Region has to be provided with renewable energy and its energy efficient implementation. The project Baltic Biogas Bus offers a transport plan with biogas driven buses. Under certain conditions the Eco Region will be able to supply the busses with its own produced biogas supported by the projects REMOWE and SPIN.

15. Recommendations

Within the work of the Cluster Energy good experiences were made and results should be used for

next projects and further programmes.

1. Clustering in the programme 2014-2020 to build up a new quality

The Cluster Energy draws conclusions and evaluates projects processes, outputs and synergies in the

final phase of the funding period retrospectively.

As result of this Cluster Energy there are great chances in coordinating the cooperation between the

projects from the start of the programme for better use and dissemination of project results within a

programme. By forming the clusters at the beginning of the funding period synergies between

projects shall be organized, coordinated and monitored from the very start by a cluster manager.

The proposal forsees a Master Cluster Project as the general funding programme manager (level 1).

The programme will be subdivided into four or more clusters which are compatible to the priorities

of the recent funding programme: Energy, Water, Waste, Innovation and N.N. For better

coordination and monitoring a Cluster manager is needed in level 2. The funded projects will be

integrated thematically into the four clusters (level 3).

Cluster Manager for the Cluster quality management The Cluster Manager (CM) accompanies Cluster projects throughout the whole funding period,

monitors and manages the process of linking the projects and their results. That process includes to

check crossings in topics and results with reference to sphere of influence, level of influence and

associated groups as well as the development of a product in every cluster project that ensures the

EU 2020 targets and brought up a solution for the problems of a region. In this way synergies can be

used systematically. Cluster Energy experienced that crossings do not lead automatically to

inefficient work, as long as there are still differences in influencing factors. The absence of crossings

leads to unique selling points in a cluster. The CM is a project in itself.

2. Cluster Energy Action plan test run The Cluster Energy Leader will apply for a test run, to build up an Eco City as an example for a small

Eco Region. As a model city the City of Wittenberge is chosen. The project idea is in progress.

Eco-cities forwarding a new type of energy efficient and clean model region. Increasing the efficiency

of the EU budget and maximize the EU added value through using the knowledge and

recommendations of common EU-projects by implementing their results within “from- cluster-result-

to-action-model-cities” through a test run with the City of Wittenberge6.

For the implementation a preceding phase is required. The first step will be an evaluation of current

CO2 emissions in different sectors (like CoM working fields: power & heating, transport, buildings,

etc.). Considering this state is and specify the greatest potentials in savings, the second step can be

taken: the implementation of efficient measures in means of investments.

A funding framework is needed for the implementation of future eco-regions which realize

innovative, economic and social solutions are wanted. The Cluster Energy is looking for financial

support in order to continue the fruitful Cluster Energy work.

Improvements of further funding programmes In the field of energy the EU aims to reach defined targets. European funding programmes are

oriented at these targets and for several projects these targets are basic guidelines. But in the end of

the project an evaluation according these targets is still missing.

The Cluster Energy ask for measurable indicators of the EU 2020 targets

20 % increased share of renewable energy

20 % reduction of greenhouse gas emission

20 % improvement of energy efficiency

With defined indicators, every project, including projects which work on renewable energy, should

set a self defined target concerning the basis line of the EU strategy. The Cluster Energy already tried

to calculate its sustainability, but indicators were chosen more arbitrarily than certain and

consequently the majority of Cluster Energy projects could not be evaluated. Therefore it would be

helpful to create certain methods of measurement that will be implemented into the funding

programme. Calculations referring CO2 should already be considered in the application phase.

“Economy meets science” should be an overriding principle in order to invest into applicable project

results that are verifiably useful in commerce. With that approach projects can demonstrate the

economic added value of their research results and involve the private sector.

The Glossary is a collection of terms and definitions concerning the Cluster Energy work and

aspects of an Eco Region with respective translations in six languages.

Originally the Glossary is an output of the project Longlife and was

modified and enlarged within the Cluster Energy to improve

international communication on a daily working level about energy,

ecology and politics.

The Glossary of the Cluster Energy comprehends currently 25 words.

The above mentioned questions are so far unanswered. With a Cluster Manager,

accompanying the cluster projects from the very start, answers will be found.
