EMPLOYMENT NOTICE NO. 04
The Registrar, Cluster University of Jammu invites applications from the
eligible candidates for the post of Assistant Professors on permanent basis in the Pay
Level 10 of 7th CPC Rs. 57700-182400 on all India basis, so as to reach in the office of
the Registrar, Cluster University of Jammu, adjoining GGM Science College, Canal
Road, Jammu Pin code: 180001 on or before 31-08-2019 up to 3.00 p.m. for the
following subjects:

Qualifications/Eligibility conditions (A or B) A.
i. A Master‘s degree with 55% marks (or an equivalent grade in a point-scale wherever the
grading system is followed) in a concerned/relevant/allied subject from an Indian
University, or an equivalent degree from an accredited foreign university.
ii. Besides fulfilling the above qualifications, the candidate must have cleared the National
Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited
by the UGC, like SLET/SET or who are or have been awarded a Ph. D. Degree in
accordance with the University Grants Commission (Minimum Standards and Procedure
for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments
from time to time as the case may be exempted from NET/SLET/SET : Provided, the candidates registered for the Ph.D. programme prior to July 11, 2009, shall
be governed by the provisions of the then existing Ordinances/Bye-laws/Regulations of
the Institution awarding the degree and such Ph.D. candidates shall be exempted from
the requirement of NET/SLET/SET for recruitment and appointment of Assistant
Professor or equivalent positions in Universities/Colleges/Institutions subject to the
fulfillment of the following conditions:-

a) The Ph.D. degree of the candidate has been awarded in a regular mode;
b) The Ph.D. thesis has been evaluated by at least two external examiners;
c) An open Ph.D. viva voce of the candidate has been conducted;
d) The Candidate has published two research papers from his/her Ph.D. work, out
of which at least one is in a refereed journal;
e) The candidate has presented at least two papers based on his/her Ph.D work in
conferences/seminars sponsored/funded/supported by the UGC / ICSSR/ CSIR
or any similar agency.
The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned. Note: NET/SLET/SET shall also not be required for such Masters Programmes in
disciplines for which NET/SLET/SET is not conducted by the UGC, CSIR or similar
test accredited by the UGC, like SLET/SET.

B. The Ph.D degree has been obtained from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).
GENERAL CONDITIONS
1. A relaxation of 5% shall be allowed at the Bachelor's as well as at the Master's level for
the candidates belonging to Scheduled Caste/Scheduled Tribe/Other Backward Classes
(OBC)(Non-creamy Layer)/Differently abled (a) Blindness and low vision; (b) Deaf and
Hard of Hearing; (c) Locomotor disability including cerebral palsy, leprosy cured,
dwarfism, acid-attack victims and muscular dystrophy; (d) Autism, intellectual disability,
specific learning disability and mental illness; (e) Multiple disabilities from amongst
persons under (a) to (d) including deaf-blindness) for the purpose of eligibility and
assessing good academic record for direct recruitment. The eligibility marks of 55%
marks (or an equivalent grade in a point scale wherever the grading system is followed)
and the relaxation of 5% to the categories mentioned above are permissible, based only
on the qualifying marks without including any grace mark procedure.
2. A relaxation of 5% shall be provided, (from 55% to 50% of the marks) to the Ph.D.
Degree holders who have obtained their Master's Degree prior to19 September, 1991.
3. A relevant grade which is regarded as equivalent of 55%, wherever the grading system is
followed by a recognized university, at the Master's level shall also be considered valid.
4. The period of time spent by the candidates to acquire M.Phil and /or Ph.D Degree
shall not be considered as teaching/research experience to be claimed for
appointment to the teaching positions. Candidates must provide details with
regard to the date of registration/date of joining date of submission and date of
award of degree for both M.Phil and Ph.D degree, as the case may be, in the
application form.
5. Candidates applying for the post of Assistant Professor shall submit a certificate
from the concerned University to the effect that the Ph.D degree obtained by
them is in the compliance with UGC (Minimum standard and procedure for award
of M.Phil, Ph.D degree) Regulastion-2009. In case of failure to submit the required
certificate and having not qualified NET/SET, they shall be declared ineligible for
the post expect the candidates who qualify under condition ‘B’.
6. If the number of applicants for any post is large, the University reserves its right to
place reasonable limit on the total no. of candidates to be called for interview.
Short listing of the applicants shall be made on the basis of criteria based on 100
point scale as notified with the advertisement. The interview letters shall be sent
UNDER REGISTERED/SPEED POST". THE UNIVERSITY SHALL,
HOWEVER, NOT BE RESPONSIBLE FOR ANY POSTAL
DELAY/LAPSE
7. Applications received late or on plain paper or incomplete in any respect shall not
be entertained. However, it will be open to the University to consider the names of
suitable candidates who may not have applied for after condonation of delay by
the Vice-Chancellor.
8. The candidates are advised to write their names st rictly as per
Matriculation/Higher Secondary Certificates.
9. All enclosures attached with the application form should be self -attested by the
candidates.
10. Only those candidates should apply for the posts, who fulfill the eligibility
criteria on or before the last date of receipt of application.
11. The number of vacancies indicated in Advertisement notice is tentative. The
University reserves the right to increase/ decrease the number of posts at the
time of selection.
12. Impersonation of submission of false/fabricated/ tempered documents of making
Incorrect/false statement by a candidate, will, in addition to debarring him/her
permanently or for a specific period from any employment in the University, also
render him /her liable for criminal prosecution.
13. The candidates shall have to produce the original documents relating to their age,
qualifications, experience, fitness and other claims whatsoever at the time of
interview. The selected candidates shall also be required to produce the said
documents before joining the post to which they are appointed.
14. Addendum/Corrigendum, if issued, to this advertisement shall be uploaded on the
University website only.
15. Candidates are advised to submit the Relation certificate w.r.t. relative/s if any
working in the Cluster University of Jammu indicating Name, Designation and
Department of relative/s.
16. Applications by Government servants should be sent through the Administrative
Authority concerned. In the case of the University Teachers/Employees, through
the Registrar of their respective University and in the case of persons employed in
the private firms and Institutions through the Head of the firm/institutions
concerned . APPLICATIONS NOT ROUTED THROUGH THE
RESPECTIVE CHANNELS ARE LIABLE TO BE REJECTED.
17. Application form found incomplete in any respect shall be rejected without any
notice.
18. Envelope containing duly filled application form should be super scribed as
"Application for the post of advertised vide Notice no. _________________
Dated ________________”.
19. The University reserves the right not to fill up any vacancy, if circumstances so
warrant without assigning any reasons thereof
20. Canvassing in any form by or on behalf of the candidate will be a disqualification.
21. The candidates selected and invited for interview will have to present themselves
for interview at their own expenses.
22. For general information, it may be pointed out that in the University Teaching
Departments, the medium of instruction and examination are in English in all
subjects except in Sanskrit and modern Indian languages where the medium of
instruction and examination are in the language concerned.
23. During the period of probation, the candidate shall be required to make consistent
efforts for bringing out the equality publications in UGC approved Journals with
ISSN Number etc., besides pursing research work of tangible standards they will
be required to take one Research Project in the area of their specialization.
24. The candidates selected for appointment will have to produce the original
documents relating to their age, qualifications, experience and fitness etc. before
joining the post to which they are appointed.
25. Terms and conditions of appointment of candidates shall be governed by the
provisions of the Kashmir and Jammu Cluster Universities Act, 2016 and Statutes
and Regulations made there under from time to time.
26. Where the University does not have its own service rules, those prescribed by the
State Government for its employees are, mutatis mutandis, applicable to the
University employees also.
27. The University shall verify the antecedents of all documents submitted by the
candidates at any time i.e. at the time of appointment or during the tenure of
service. In case, it is detected that the documents submitted are fake/invalid or the
candidate has a clandestine antecedents/background and has suppressed the said
information, his/her services shall be terminated forthwith and the action shall be
taken as warranted under rules.
28. In addition to pay bands, D.A. as admissible under rules is also payable. Medical
Allowance as prescribed by the State Government for its employees is admissible
to the University Employees which, at present, is paid at a uniform rate of Rs.
300/- p.m. besides coverage under J&K Civil Service Medical (Attendance) Rules
1990. City Compensatory Allowance and House Rent Allowance are also paid to
the University employees as is being paid to the J&K State Govt.
29. Candidates must enter the relevant API score in the Performance Based Appraisal
System (PBAS) Performa, if applicable. Each API score must be supported by the
documentary evidence, without which no claim on account of API Score can be
entertained. It is mandatory that a candidate shall mark Page No's on all the
supporting documents and that of the document page No's be recorded against
the claimed score. The details with regard to ISSN/ISBN, sole author/ Co-
authors/ Joint publication, referred/ Non-refereed/ indexed/ Non-indexed and
local/ national/ international status etc. Must also be reflected in the publication
part of PBAS Performa supported by documentary evidence.
Period of Probation and Confirmation:-
i. The minimum period of probation of a teacher shall be one year,
extendable by a maximum period of one more year in case of
unsatisfactory performance.
ii. The teacher on probation shall be confirmed at the end of one year, unless
extended by another year through a specific order, before expiry of the
first year.
iii. It is obligatory on the part of the university/the concerned institution to
issue an order of confirmation to the incumbents within 45 days of
completion of the probation period after following the due process of
verification of satisfactory performance.
iv. The probation and confirmation rules shall be applicable only at the initial
stage of recruitment, issued from time to time, by the University.
v. All other University rules on probation and confirmation shall be
applicable mutatis mutandis.

The candidates who have already applied against notification no.
CLUJ/HR/Adm/17/162-66 dated 18-07-2017 are not required to apply a fresh. However,
they can submit additional information relating to their qualification, category or any
document helpful in selection procedure if they so desire. However, all candidates are
required to fill up the Performa Annexed as ‘A’ and mail it to [email protected]
