CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Discovery Area located in Hoima District.

CNOOC invites Expression of Interest (EOI) from professional competent companies to provide various drilling and completion associated services as will be tendered with their respective reference numbers given below:

1. Combined Coring, Wellhead Cold Cutting, Special Fishing Tools and Service on Call out Basis -ITT REF: RFP-CUL-LD-00173

2. Artificial Lift: Electric Submersible Pump with accessories , associated service and completion tools -ITT REF: RFP-CUL-LD-00174

3. Wellheads & Xmas Tree -ITT REF: RFP-CUL-LD-001754. OCTG: Casing & Tubing -ITT REF:RFP-CUL-LD-001765. Drill Bits with Nozzles -ITT REF:RFP-CUL-LD-001776. Screens & Blank pipes -ITT REF:RFP-CUL-LD-001787. Downhole Pressure Gauges -ITT REF:RFP-CUL-LD-001798. Provision of Drilling Waste management services including treatment,

transportation and final disposal -ITT REF: RFP- CUL-LD-00199

Minimum Requirements:• Registration on the National Supplier Database (NSD) maintained by

the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;

• Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;

• Performance and /or provision of similar services, products and/or equipment in Uganda, East Africa or international;

• Suitably qualified and experienced personnel;• Operational capacity to provide the scope of services, products and/or

equipment in a given package; • Financial capacity to undertake the eventual contract;• Compliance with the Local and National Content statutory laws and

regulations of the Government of Uganda; • Possession of relevant certification/licensing from national and

international bodies; • EOIs from suitable partnerships and consortiums/ventures for the

provision of the required services and/or equipments are encouraged. Preference shall be given to suitably qualified in-country registered entities demonstrating commitment to statutory National Content requirements for oil and gas operations.

2. Site Medical Services: Provide integrated site medical solutions for Kingfisher site, including but not limited, to an on-site emergency and primary care medical facility including hygiene and sanitary services, meeting International Standards - ITT REF: RFP-CUL-LD-00186

3. Security Services: Provide 24/7 Professional Security Services at CNOOC field sites in Kingfisher as well as head Office premises at the Simba Towers, Acacia Avenue, Kololo, Kampala. In case of any emergency situation, the security service provider shall prepare for evacuation, search and rescue response - ITT REF: RFP-CUL-LD-00187

4. ICT Support Services: Including Telephone System; Trunking Radio System; CCTV System; Video Conference System; WLAN and Internet Access; Satellite Communication; Leased internet line; Infrastructure - ITT REF: RFP-CUL-LD-00188

5. Provision of waste management services including treatment, transportation and final disposal - ITT REF: RFP-CUL-LD-00198

• Lot 1: Hazardous Waste (Solid & Liquid) • Lot 2: Electronic-Waste • Lot 3: Non-Hazardous Waste (Solid & Liquid)

Upon closure date of the EOI, pre-qualification questionnaire will be released to those who are found to have met the minimum requirements specified above, and Request for Proposals will be issued to those who have successfully passed the Pre-qualification stage.
