WATERWAY AND LOCATION: Shaw Creek, M.P. 289 of the Richardson Highway, 0.02 miles above confluence with Tanana River, 22 miles northwest of Delta Junction, Alaska. CHARACTER OF PROPOSED WORK: Replacement of an existing 38' x 160' three- span pre-stressed concrete bulb tee girder bridge with a new 43' x 166' three-span pre- stressed concrete bulb tee girder highway bridge. In addition, a temporary detour bridge will be placed immediately upstream of the existing structure. The existing to-be- replaced bridge will be removed when the new bridge is completed. MINIMUM NAVIGATIONAL CLEARANCES: Proposed Bridge Existing Bridge Temporary BridgelWork Platform Horizontal Clearance * (at OHW) 56 feet 55 feet 20 feet Vertical Clearance (above OHW) 8.4 feet 6.5 feet 6.5 feet Ordinary High Water (OHW)= 908.5 feet * Distance between piers, normal to the axis of the channel ENVIRONMENTAL CONSIDERATIONS: The State of Alaska Department of Transportation and Public Facilities (AKDOT&PF), the lead agency, has determined that the bridge replacement is a categorical exclusion for purposes of the National Environmental Policy Act (NEPA). The Coast Guard anticipates concurring if the project satisfies criteria for such actions listed in the Coast Guard's NEPA implementing instructions. The project is located within a flood plain. The 100 year Flood Elevation is 910 feet. The applicant applied to the State of Alaska Dept. of Natural Resources for a General Waterway/Waterbody permit on May 6, 2008. A Section 401 Water Quality Certification pursuant to P.L. 92-500, as amended, was applied for on April 21,2008 via a joint agreement between the Alaska Department of Environmental Conservation and the Alaska District Corps of Engineers. Fill consisting of 1600 cubic yards of abutment and bridge piles will be placed below OHW. 0.25 acres of shrub wetlands will be impacted. The State Historical and Preservation Officer concurred with the applicant that there would be no adverse affects pursuant to Section 106 of the Historic

PUBLIC NOTICE (17-02-08)All interested parties are notified that an application, completed July 22, 2008, has beenreceived from the Alaska Department of Transportation & Public Facilities (AKDOT&PF)by the Commander, Seventeenth Coast Guard District for approval of location and plansfor replacement of a bridge across a navigable waterway of the United States.

WATERWAY AND LOCATION: Shaw Creek, M.P. 289 of the Richardson Highway,0.02 miles above confluence with Tanana River, 22 miles northwest of Delta Junction,Alaska.

CHARACTER OF PROPOSED WORK: Replacement of an existing 38' x 160' three­span pre-stressed concrete bulb tee girder bridge with a new 43' x 166' three-span pre­stressed concrete bulb tee girder highway bridge. Preservation Act to an adjacent historic site. No parklands or wildlife refuges will beaffected by the project. Shaw Creek is not considered Essential Fish Habitat (EFH) inaccordance with the Magnuson-Stevens Fishery Conservation and Management Act.

SOLICITATION OF COMMENTS: Mariners are requested to comment on the need forpier protection and other navigational safety issues, including the need for clearancegauges and extent of nighttime navigation past the bridge site.

Interested parties are requested to express their views, in writing, giving sufficient detailto establish a clear understanding of their reasons for support of or opposition to theproposed work to include possible impact on minority and/or low income population.Comments will be received for the record at the Office of the Commander, SeventeenthCoast Guard District (dpw), P.O. Box 25517, Juneau, Alaska 99802, through June 21,2008.
