Pat Kelly says CVSI intends to startsmall, do a good job and be back again nextyear.

He has worked most of his life in theAlaska seafood industry, some 30 yearsworth, from Southeast to Bering Straits.His experience includes buying,processing and marketing “every speciescaught in the state.”

Getting it right is important to Kelly.This first year he emphasizes the need tobe a conservative and responsible buyer,and to establish solid relationships withfishermen. Part of getting it right is forCVSI to return a second year, and manymore after that.

Kelly said the Kuskokwim salmonbuying project is a small, traditional start-up. CVSI has contracted Norquest

Seafoods, the owner of the floating processor Crusader, to produce a headed and gutted,frozen salmon product primarily for Japanese and European markets.

CVSI will also try out a salmon processing plant in Quinhagak on a limited basisthis summer. The plan is to produce dressed salmon for the fresh fish market.

Kelly said the fish industry is in tough shape, which is why he feels strongly abouttaking one step at a time towards CVSI’s long-term goal of doing it’s own processing,value added processing and marketing.

In Toksook Bay the halibut plant is nowoperating after cold weather delayed thestart of the fishing season. The first fishwere landed June 18, about 2 1/2 weekslater than usual. For the first time, CoastalVillages is acting as a buyer, processor andmarketing agent in this fishery. Thepurpose is to reduce operating costs andincrease the financial return to fishermen.Nick Chanar, CVSI’s HalibutSuperintendent, operates the plant and isproviding bait, gear and gas at cost tofishermen. CVSI expects to break evenon this project, paying all revenue afterexpenses to fishermen. The Tununakhalibut plant has also been permitted.

A community potlatch to celebratecutting loose from dependency on drugs,alcohol and welfare was held inScammon Bay on Friday, June 4. It wasco-hosted by the Native Village ofScammon Bay, CVRF, and the ChemicalMisuse Treatment Recovery Services(CMTRS).

George Smith, a CVRF Boardmember and Scammon Bay TribalCouncil Administrator who co-organizedthe “Petuillta” event also promoted thepotlatch as a way to encourage thecommunity to let go of dependence onthe schools to teach their children Yup’iklanguage and cultural values, and for theresidents to reconnect with their Nativeheritage of passing on the traditionalYup’ik wisdom and knowledge.

Live music was provided by “Sammyand the Do” as the guests feasted on abountiful assortment of foods.Community members brought strips,akutaq, and soda. CVRF and seafoodpartners Westward, Icicle, and Tysondonated crab and cod (perfectly cookedby Mattie Simon and Wanda Kaganak),and barbecue items (expertly grilled byMarvin Aguchak).

Guest speakers included Tim Kaganakof CMTRS and a potlatch co-organizer;Mike Uttereyuk, Sr., traditional Chief ofScammon Bay; Byron Ulak, CVRFCDQ/Fisheries Development Specialist;Willie Smith, LYSD Asst.Superintendent; Michael Hunt, LYSDSchool Board Chairman; Michael Lake,CVRF Employment Facilitation Coach;and George Smith.

The potlatch was a great success!Thank you to all who participated.

In her new job as AdministrativeAssistant at the Bethel Office, Joanne Nevakcontinues an employmentrelationship with CVRF thatstarted more than three yearsago.

In April, Joanne moved toBethel from Toksook Bay,along with her 2 year olddaughter, Amber Nicole, totake the AdministrativeAssistant position. She saysshe likes the job, “there’salways something to do.” Itsher voice you hear when youcall the Bethel office. Theday of this interview Joannewas making travelarrangements for CVSI Operations ManagerPat Kelly to fly to Goodnews Bay, and hadconducted an exit interview with anemployee just back from an at-sea processingjob. Other times she uses computer skills tocreate databases, or her favorite things, eye-

catching flyers. Flyers are used to promoteCVRF job opportunities.

Joanne worked for CVRFas an Employment Coach inToksook Bay for more than ayear before moving to theBethel Office. Prior to thatshe completed a then-CVFC(CVRF) sponsored HumanResources internship inSeattle. Her internshipfollowed graduation from JobCorps in Astoria, Oregon,where she concentrated onbusiness and clerical skills.

About her lengthyrelationship with CVRF,Joanne said it’s because

“they’ve helped me out a lot, I’m sograteful.” And she singled out CVRF’s MaryOslin, whom she first met in 1996, as verysupportive. In her new job, Joanne is readyto be that supportive person to others.

The 4-SITE Program,started in 1995, wasnamed in a play ofwords. Foresight means“prudent anticipation ofthe future.” 4-SITEmirrors that definitionand describes a programwith four majorelements designed tobetter the region’seconomic and socialfuture.

The elements of 4-SITE are: scholarship,internship, training, and employment. A central goalis to expand access to employment, training andadvancement opportunities for residents of CVRFmember villages. So far, hundreds of residents havesuccessfully participated in one or more elements ofthe 4-SITE Program, and outreach activities whichinclude popular community potlatches.

4-SITE also oversees Intern and ApprenticeshipPrograms, which provide an important learningexperience while individuals work with partnercompanies. We are always looking for people to fillthese positions. Before Lena Mathlaw became ourEmployment Manager, for example, she did a humanresources internship with Icicle Seafoods. Lena saidshe gained skills in interviewing and problem-solvingthat better-prepared her for the new job. Read on tolearn if an intern- or apprentice-ship is for you, orsomeone you know.

INTERNS, APPRENTICES SOUGHTprogram, most of theindividual’s knowledge orskill training is gainedprior to being placed in theinternship. In theinternship arrangement,the intern gains practicaland tactical knowledge byworking with a supervisor (mentor) to gain theexpertise in applying their knowledge to a certainfunction (e.g. accounting, human resources, marketing,operations, etc.).

While working, interns receive a housing stipendand per diem to help cover living expenses.

Q: What is an Apprentice?A: Apprentice-One who is learning a trade under askilled seaman or technician. Typically, in CVRF’sapprenticeship program, most of the training is on thejob without requiring previous technical or vocationalcertification. Apprentices are selected based on apositive prior work history and apparent aptitude for

the chosen work field. In theapprenticeship arrangement, asupervisor (mentor) takes theapprentice as their student and they

train the individual over a periodof time to gain a certain

amount of expertise andknowledge in a specific

skilled area.Apprenticeships usually

occur at the vessel orplant level in such

field as engineering, maintenance, food service(galley), deck operations, and quality assurance/control. A number of apprentices are needed now. CVRF set up the Paniyak scholarship by contributing $10,000 to theUniversity of Alaska Foundation to honor Joe’s leadership in the CVRFregion. The contribution was matched by the chancellor to create a $20,000scholarship. It provides a major new source of funds to students in thetargeted fields.

The CVRF Leadership Team met on May 21st towork on four on-going communications outreachprojects: an informational slide show for elders, arecruitment video for young adults, interactive gamesand activities for grade school children, and a displayfor conferences and career fairs (AFN, LKSD, LYSD,Kashunamuit, etc.). Members of the team broke intotask force groups that each focused on furtherdeveloping one of the four projects. Each task forceidentified the characteristics of the target audience,

and the primary and secondary messages to becommunicated through the selected media vehicle(video, slides, display or games). The purpose is toproduce effective and culturally relevant ways ofgetting information about CVRF’s programs to membervillages.

Warren and Willard, along with fellow classmates, made a variety of food products from fish and reindeerharvests. They learned production techniques through hands-on OJT, plant demonstrations, classroom lecturesand the study of written materials.

In addition to making the products and maintaining the equipment, theclass participants gained an understanding of food safety and sanitation,business management, cost analysis, marketing and regulatory compliance.

“It was really good training, very educational and gave me a lot of ideason the processing steps for value-added salmon. We could take cheap chumshere and turn them into pate and salmon jerky pretty easily if we just had theright equipment,” Warren Jones said.

Pollock: The 1999 “B” Season began mid-July.One of CVRF’s pollock patners, Tyson SeafoodsGroup, has been sold to Trident Seafoods Corporation.As a result, Trident will be harvesting CVRF’s 1999“B” Season pollock beginning the last week of July.Trident will harvest the CDQ on the vessels it ispurchasing from Tyson as well as on its own vessels.Currently, Trident uses catcher vessels to harvestpollock and the vessels deliver the catch to its surimi

plant in Akutan, in the AleutianIslands. Now, with the purchase ofTyson, Trident also will harvest andprocess pollock in catcher-processors at-sea. CVRF continuesa second partnership with WestwardSeafoods, Inc. and Westward willalso fish a portion of the “B” Seasonallocation.

Pollock is fished in four seasons.“A-1” and “A-2” Seasons occur inJanuary and February, “B” Seasontakes place in July, and “C” Season

occurs in September.The pollock industry employs the greatest number

of residents from the CVRF region. Trident Seafoodshas agreed to make available all of the employmentopportunities currently being provided by Tyson. Jobsare available.

For the year 2000, CVRF is continuing to considerseveral companies to harvest its pollock CDQ. TheBoard has been reviewing proposals from ninecompanies and reduced that number to three. Adecision on the 2000 pollock CDQ will be made bythe end of July. CVRF will submit the company itchooses to the State as part of the application processfor allocations of the 2000 pollock CDQ, which isdue mid-August.

AREA 4E HALIBUT FISHERIESby Moses Tulim, Fisheries Development Specialist

Cold weather and ice conditions caused a late startof the 1999 halibut fishing season in Area 4E. As aresult, our new halibut buying stations/fish processingplants were idle when we expected to be working.Fishing in Area 4E normally starts the first week ofJune; this year, however, it was June 18 when the firsthalibut landing report was made.

By the end of June, commercial fishermen inMekoryuk and Toksook Bay had landed about 33,000pounds of halibut. This leavesa considerable 230,000 poundsto be harvested this summerunder our new increased quota.If successful, a significantamount of revenue will begenerated for our halibut fishingcommunities.

An exciting developmentoccurred mid-June nearQuinhagak. Test-fishing bylocal residents turned up halibutnear that community. This isgood news for Quinhagak area fishermen who nolonger will have to travel far to participate in theNelson and Nunivak Islands halibut fisheries.Kuskokwim halibut fishermen from CVRF membervillages will be able to sell their catch in Quinhagak.
