1a) Area covered: Coastguard Waimakariri Ashley;– • 11 POB in Enclosed Limits; Lyttelton, Akaroa, Sumner, Kaiapoi, All South Island Lakes. • 8 POB Inshore Limits; Banks Peninsular, the following area to which Inshore Limits have been assigned ; Motunau within lines 130 degrees from Motunau to the 12 mile Territorial Limit, South along the 12 mile Territorial Limit to a point 090 degrees from the New Brighton Pier to the New Brighton Pier.

Purpose & General Description

2a) Outline purpose of this SAR Readiness Plan: Rescue of persons in difficulty in sea, lakes, estuaries, & river environments in Coastguard Waimakariri Ashley’s area of operation. 2b) Overview of area and activities undertaken: Recreational fishing, boating, sailing, surfing, swimming, in sea and rivers in an area extending from Motunau to The New Brighton Pier and out to the 12 mile limit as outlined in Administration. Possible safe havens are; • Kaiapoi River • Waimakariri River • Brooklands Lagoon • Ashley River • Waipara River • Salt Water Creek 2c) Geography of area: The area includes approximately 150 square miles of ocean, 5 river mouths and potentially dangerous bars, as well as 3 braded rivers one of which extends back to the alpine ranges, and inland lakes. Rocks and reefs exist to the North of Amberly and to the South around Banks Peninsular. The rest of the coast consists of sandy surf beaches and river bars. The rivers are mainly sandy bottom near the coast and braided shingle bottom inland. Sea temperatures vary from 10 degrees in winter to 17degrees in summer The area is as generally described in LINZ Chart number NZ63

2d) Currents in area: Sea currents in the area are generally North 0.2knots but vary with tide and river flow volumes around river mouths. For example; river flows from the Waimakariri flow to the North from the North bank and South from the South bank as they meet the sea. Sea swell is usually 1 to 2M and vary with wind direction but they can reach up to 3M along the coast and up to 5M or even 6M near the 12 mile Territorial Limit. Refer LINZ Chart number NZ63.

Initial Actions

3a) What are the deployment locations? Deployment location is Waimakariri Ashley’s Base, (Lion Foundation Maritime Rescue Centre) on the North bank of the Kaiapoi River 2.5Nm inland from the Waimakariri River mouth. Activation is by pager. First person to arrive confirms details with activating agency (eg; Police), while others launch the CRV. Skipper signs off prelaunch log and Hazard Analysis Matrix. CRV proceeds down Kaiapoi River, into Waimakariri river and to incident location. Launch time from page activation is 7 to 10 minutes.

3b) What are the SAR assets? Assets available are; • Kaiapoi 1 a 6.8M Naiad rigid hull, inflatable with weather protected cockpit, 2 – 150HP Evinrude Etec two stroke outboards, Broad Band Radar, GPS, FLIR, 2 VHF Radios, GPS Epirb, Tracplus transmitter, full inventory of safety equipment, capable of carrying 11 POB in enclosed limits and 8 POB in inshore Limits. Range approximately 10hrs at 20knots. • RHR Inflatable Arancia Surf rescue boat. Both vessels are capable of being trailered to inland rivers and lakes. Response time is 7 to 10 minutes, launched and underway from pager activation.

3c) Any common reflex taskings eg checking of boat ramps? Regular patrols (training), boat ramp checking, checking of recreational fishermen, salmon fishers, whitebaiters, jet skis, pleasure boats, assisting vessels in bar crossings, escorting commercial vessels (M.V.Tuhoe etc.). Education of river user etiquette etc.

Safety

5a) What are the general health and safety considerations for SAR Readiness Plan?

CRV properly prepared for launch, prepared for sustained operation, condition of PFDs, electronics working & serviceable, fuel topped up. Prelaunch log completed.

• Hazard Management Matrix completed and agreed upon. • Crew Qualifications – Skipper appropriately signed off for the vessel and area. • Weather conditions. • River Conditions – height of flow eg; flood phase rising or falling. • Bar conditions – to be assessed before crossing. • All Crew members must be comfortable in decision to proceed. Obligation to opt out. • General health of each individual member. • Thorough briefing on task, additional safety requirements. • Consideration of night effects – crossing bar during hours of darkness. • Conditions outside the bar – type of task – sea sickness – water and food provisions.

5b) Actions to be considered for Risk Management: • River levels – is the Waimakariri in flood if so by how much – what is the phase of the flood – still rising, static or falling? Check details on Ecan River level web site. Then decide whether it is safe to proceed. • Bar conditions – is the bar affected by flood conditions if in doubt travel to Kairaki by motor vehicle a visually inspect the bar. • Is there a heavy swell on the bar? -, check Marine Swell Map – stop the CRV before crossing and visually inspect the bar – identify deep water channels, surf break direction – type of break • Ensure all crew know the “brace position” and how to react when the call; “Brace, Brace, Brace” is made. • Ensure all hatches are secure, equipment and stores properly secured. • Ensure radio contact has been made with a monitoring station before attempting to cross and confirm when safely across. Use Tracplus to monitor progress whenever possible. • Check that crew are appropriately dressed for the conditions. PFD’s properly fitted. 5c) Detail sign-in and sign-out procedures: • Master and crew must agree the Hazard Management Matrix evaluation. The Master must ensure that all crew are listed on the prelaunch Log before sailing and checked off on return. • Radio Duty Officer must record all crew on radio log, sign the station in and out at the end of the event.

Setup. • Tracplus network. • Large kitchen. • Emergency generator. • Large meeting room prepared for Planning & Intelligence, Operational Management, Logistics functions, and Incident Control centre. • Centrally situated with all shops, supermarkets, cafés, Banks, Police Station, Fire Station, St John Ambulance, and Civil defence facilities close at hand. • Separate interview room, • Toilets & showers. • White boards, TV and projection screens. All within 15 minutes of Christchurch Airport and 25 minutes of Christchurch city. 7c) Location of ICPs: At the Coastguard unit or Waimak yacht club at Kairaki Beach

8a) Access to area and travel times: • Easy access serviced by central business street system. • 3 minutes from Northern Motorway • 15 minutes from Christchurch Airport. • 25 minutes from Christchurch city. • 6 minutes from Waimakariri River mouth and open sea by motor vehicle. • 3 minutes from Waimakariri River mouth and open sea by CRV. • Situated next to Kaiapoi wharf with full power and fresh water supply, with ample room to moor up additional rescue vessels. • 2 minutes from Caltex fuel station • Boat ramp and jetty as part of Coastguard building. • Public car park and public boat ramp next door to Coastguard building. • Extensive area beside Coastguard building suitable for helicopter landing facility, (no overhead obstructions). • 6 minutes from 4X4 drive access tracks along beaches at Kairaki, Pines Beach, Woodend Beach Waikuku Beach and the Ashley River Mouth. • 15 minutes from beach access at Brooklands Lagoon, Spencer Park and beaches South of the Waimakariri River.

The unit is fully contained.
