    As we wrap up this months issue, the Coatings World staff is busy making the final preparations to attend CHINACOAT2013. For those that are not familiar with CHINACOAT, it is an annual event alternating between Guangzhou and Shanghai. This year CHINACOAT will be held November 20-22 at the Shanghai New International Expo Center. Since its inception in 1996, CHINACOAT has been a key event for coatings, printing inks and adhesives suppliers who wish to enter, expand and consolidate their positions in the Chinese market.

    We have dedicated considerable space in this issue to covering the Chinese paint and coatings market, since this issue will be distributed at the Show.

    Contributing writer, Don Watson examines the current state of the Chinese economy in his article China: Will it Survive the Global Downturn (pg. 55). In this article Watson predicts that the Chinese econo-my will eventually weather the current global downturn, but cautions that its leaders must choose wisely and implement true economic measures. For certain, the economic and social reforms that have started in China must continue if China is to survive long term and overtake the U.S. Economy and until the bulk of its population enjoy the benefits of Chinas remark-able growth over the past 30 years there is concern for the countrys its long term stability, Watson reported.

    Investments in China Continue (pg. 50) takes a look at the invest-ments paint and coatings manufacturers and their suppliers are making in China. Major investments have been made by AkzoNobel, Axalta and PPG, just to name a few.

    If you are planning on attending this years CHINACOAT our CHINACOAT2013 Preview (pg. 61) will give you a good starting point for getting yourself organized.

    As this issue went to press, a total of 920 exhibitors from 33 countries/regions were booked to showcase their products and services in an exhibit area of 60,000 square meters. There were a total of 186 new exhibitors this year. The largest exhibiting group is from China, with 649 Chinese suppliers signed up to provide international visitors with a convenient way to source Chinese products in one place.

    AkzoNobel Completes Sale of Building Adhesives Business to Sika AG

    AkzoNobel has finalized the 260 million divestment of its Building Adhesives busi-ness to Sika AG. The deal was announced on August 8, 2013.

    Under the terms of the deal, all of Building Adhesives approximately 550 employees have transferred to the new owners, along with the business two manufacturing facilities in Rosendahl (Germany) and Damville (France) and its products and brands.

    The sale of Building Adhesives is in line with the strategic review of the business fit within AkzoNobels portfolio, whereby the focus of the Decorative Paints business is on the strong strategic paints positions the company has in Europe and the growth markets of Asia and South America.

    BASF Receives the Pierre Potier Award in FranceBASF was awarded the Pierre Potier prize 2013 within the Innovative Processes category for its automo-tive paint application process called Integrated Process II (IP II). This pro-cess for waterborne paint application to

    car bodies is characterized by its par-ticularly efficient and ecological pro-cedure. The prize rewards innovations in the field of chemicals and promotes sustainable development. It was cre-ated eight years ago at the instigation of the French Federation for Chemical Sciences (FFC) and French Chemical Industries Union (UIC) and placed un-der the supervision of Frances Minister for Economic Regeneration.

    The innovation of the IP II consists in eliminating the second paint layer, the primer coat and its baking phase. In their place, two thinner coats are applied

    directly to the cathodic e-coat without an intermediate drying phase. The coating is resistant to stone chipping and UV rays. This approach has become established at new automotive paint shops. BASF develops new processes which are more economic in terms of energy consump-tion and quantity of raw materials. The Integrated Process II allows reducing the quantity of paint used. It also helps to decrease the CO2 emissions and energy consumption by up to 20 percent, ex-plained Yannick Pichot, BASF technical manager basecoat color and formulation in Clermont de lOise, France.     The Sherwin-Williams Company has completed the acquisition of the U.S./Canada business of Consorcio Comex, S.A. de C.V. Sherwin-Williams will pay $90 million in cash and assume liabili-ties currently valued in the range of $75 million.

    Sherwin-Williams and Comex remain fully committed to securing regulatory approval from the Federal Competition Commission of Mexico for Sherwin-Williams to complete the acquisition of the operations of Comex in Mexico. To that end, the Stock Purchase Agreement was amended to extend the exclusivity period to March 31, 2014.

    Comex operations in the U.S. and Canada consist of 314 company oper-ated stores 234 in the U.S. and 80 in Canada and eight manufactur-ing sites five in the U.S. and three in Canada. In addition, Comex supplies paint and coatings products to approxi-mately 1,500 external retail locations in Canada. The company manufactures and sells products under well-respected brands such as Frazee, Kwal, Parker Paints, General Paints, Color Wheel and Para. Both Sherwin-Williams and Comex place heavy emphasis on sup-plying high-quality architectural paints and coatings products in the U.S. and Canada, the company reported.

    Chris Connor, chairman and CEO of Sherwin-Williams, said, This is an exciting step forward in our ongoing ef-fort to bring these two respected com-panies together. The Comex business model in the U.S. and Canada is a good strategic fit for Sherwin-Williams and will improve our ability to serve cus-tomers in some of our most important geographic markets.

    Axalta Coating Systems Announces Cromax as the New Brand Name for DuPont RefinishAxalta Coating Systems recently

    announced Cromax as the new brand name for DuPont Refinish, a leading global brand of automotive refinish sys-tems. Along with a bold new logo that visually conveys the spirit of the brand; the launch of Cromax is part of Axaltas on-going commitment to its customers to be built for performance.

    The Cromax name and vibrant logo provide a fresh, new look to a superb line of refinish products that enjoy tre-mendous loyalty among thousands of body shop customers, distributors and importers involved in the refinish busi-ness around the world, said Charles Shaver, chairman and CEO of Axalta Coating Systems. Cromax is already an established, well-known product name in our key markets. Today, were elevating the Cromax name to embrace a portfolio of products that together will provide our customers with choices to support them from the front of the body shop to the back.

    The Cromax family of brands prom-ises improved productivity, backed by products engineered for easy, quick and accurate application, accord-ing to the firm. Cromax includes all of the product lines that are part of the DuPont Refinish franchise today such as Cromax Pro, Chroma Premier, ChromaBase and Centari. Everything about the individual product lines will remain the same.

    The complete roll out of the new Cromax identity across the full port-folio of products will take some time. Recent announcement is the first step in this process and more information about Cromax will be communicated throughout the remainder of 2013. New Cromax product labels will begin to appear in 2014 depending on loca-tion. In the meantime, all products, color tools and other resources with the DuPont Refinish name may contin-ue to be used by importers, distributors or body shop customers.

    ACAs PaintCare Pilot Program in Oregon Marks its Third AnniversaryACAs PaintCare pilot program in Oregon marked its third anniversary in July, and recently submitted its annual report for the program to the Oregon Department of Environmental Quality (DEQ). The report details all the operational aspects and successes of the programs third year, including collection infrastructure, vol-ume and disposition of paint collected, program costs, and education and out-reach activities.

    In its third year, PaintCare main-tained 100 collection sites, consisting of both municipal and retail outlets, with some new sites being added in previously underserved areas. With PaintCares infrastructure, 95 percent of Oregon resident have access to a permanent site within 15 miles of their home. In addition, PaintCare contin-ued its large volume direct pick-up program for painting contractors, uni-versities and other entities with large volumes of postconsumer paint 31 pick-ups were conducted. As expected, collection volumes increases moder-ately from Year 2, with 580,693 gal-lons of postconsumer paint collected. This takes the Oregon program to over 1.5 million gallons collected since its launch. As in previous years, most of the latex was recycled into new re-cycled-content paint, and almost all of the alkyd paint was used for fuel blending. An independent financial audit deemed the program financially sound, with approximately $950,000

    In 2009, Oregon became the first state

    in the nation to enact a law requiring paint manufacturers to safely manage leftover latex and oil-based paint from consumer and contractor painting jobs. This historic product stewardship legislation responds

    to the issue of managing leftover paint - the largest component of local household hazardous waste collection programs. ACA created the incorporated PaintCare program on behalf of architectural paint

    BASF Coatings Protect New Wind Turbine in Hamburg

    Since mid-August, Hamburgs port has hosted a new inland wind turbine whose rotor blades are nearly 60 meters long. BASFs RELEST coatings make a crucial contribution to the longevity of the turbine. They ensure high surface quality and protect the glass-fiber reinforced plastic rotor blades from enormous stress-es brought about by weathering, erosion and UV radiation, for example. The turbine manufactured by Nordex has a 141-meter high tower. The towers height, which is extraordinary for Ham-burg, makes it especially productive.

    The N117/2400 turbine provides a container terminal at the port with up to 8.7 million kilowatt hours of electricity per year. This is equivalent to the annual energy needs of nearly 2,000 four-person households in Germany. The rule of thumb is, the higher the wind turbines tower, the greater the yield, which in-creases by 0.7 to 1 percent per meter of height. This means that the wind turbines height, which is above Hamburgs average, will pay off in terms of both economic and ecological efficiency.

    Rotor blades have to withstand extreme stressesIn order for wind energy to pay off, it must be guaranteed that the turbines production will be efficient but also that it will have a service life of at least 20 years, said Wolfgang Kranig, head of Postcoatings at BASF. For this reason, our paints are designed both to provide efficient coating and to fully protect the rotor blade surface from the enormous environmental stresses. At speeds of up to 300 kilometers per hour at the blade tips, rain, snow and hail attack the surfaces, which can lead to erosion. In order for the rotor blades to be as aerodynamic as possible, the surface finish must also be smooth and flawless.

    Using robots to speed up coatingPrior to assembly in Hamburg, the turbines rotor blades were coated in Rostock. In a highly automated process, Nordex ap-plies BASF gelcoat and topcoat to the surfaces. The gelcoat performs the function of a safety coat to make the finish resis-tant to impacts. The topcoat provides surface qualities such as smooth flow and mat appearance. This prevents problems such as airplane pilots being blinded by the reflecting sunlight. The paintline in Rostock is set up to handle a rotor blade length of 60 meters. Two application robots apply the coating simul-taneously. Using robots makes application 50 percent faster than application by conventional methods. The process has a number of advantages. The uniform layer thickness allows us to use materials economically, which makes it easy on the environ-ment, explained Felix Losada, press spokesperson at Nordex.

    The applicability and properties of BASFs coatings comple-ment our technology very well. Pooling our competence allows us to achieve first-class surface performance that is reproducible and consistent.

    Partnership for sustainable energy recovery worldwideThe partnership between Nordex and BASF was established in June 2008. Nordex has installed multi-megawatt turbines us-ing BASFs RELEST Wind industrial coatings product group at many wind parks throughout Germany, for example in the states of Hesse, Bavaria and Schleswig-Holstein. The two companies have also teamed up for wind-turbine construction internation-ally, in countries such as Sweden, South Africa and Turkey. One of the largest joint projects is the wind park installed in the U.S. in 2012 that comprises 34 turbines. The next project to be un-dertaken by Nordex and BASF is a new medium-wind system. The installation at the Hamburg port starts between late 2013 and early 2014.

    manufacturers, and in July 2010, the paint industry kicked off the PaintCare program in Oregon to reduce paint waste, increase re-

    use and recycling, and safely dispose of remaining unusable paint. Costs for safe-ly managing leftover paint are incorpo-rated in the purchase price of new paint.

    ACAs PaintCare program is at the forefront of the producer responsibility movement, in which Oregon is a national leader. Producer responsibility means manufacturers take responsibility for re-ducing the lifecycle impacts of a product, including internalizing the end-of-life management costs, rather than having government set up and fund collection programs for waste products. In response to the success of the Oregon Program, legislation mandating the creation of the PaintCare program has been enact-ed in six additional states since 2009: California (2010), Connecticut (2011), Rhode Island (2012), Minnesota (2013), Vermont (2013) and Maine (2013). The California program launched in October 2012, the Connecticut program launched in July 2013, and program operations will commence in Rhode Island, Vermont, and Minnesota by July 2014 and in Maine by July 2015.

    The PaintCare program is expected to result in the proper management of millions of gallons of leftover paint each year. Paint recycling is now more con-venient throughout participating states and many communities that were previ-ously underserved for household haz-ardous waste services have a PaintCare drop-off site available in their area for paint. Partnering government programs are realizing a direct financial savings as PaintCare covers the cost of paint transportation and recycling from their programs.

    Following submittal of PaintCares inaugural report in 2011, DEQ recom-mended to the Oregon Legislature that the PaintCare pilot program be made permanent, echoed by ACA. This July, the Oregon Legislature passed legislation to repeal the sunset date on the states four-year pilot industry paint stewardship pro-gram, and made the program permanent.

    BASF to Build European Production and Competence Center for Flooring and Waterproofing SystemsBy the end of 2014, BASF will have built a new European center of expertise for its flooring and waterproofing systems at the BASF Coatings GmbH site in Oldenburg, Germany. The company is investing in the production and development of polyure-thane and epoxy-based systems for floor-ing and waterproofing, together with logistics, research, sales and service. The investment is the next step in the devel-opment of these businesses, following the sale of the CONICA Sports Surfaces busi-ness line and the Swiss Schaffhausen site on July 1st, 2013.

    Our new center in Oldenburg under-lines our strategic and operational target to expand and develop permanently and sustainably our Performance Flooring and Waterproofing segments. We are set-ting ourselves up for the future and want to remain a reliable and innovative so-lution partner for our customers, said Roland Nowicki, vice president at BASFs Business Unit Construction Chemicals Europe, to which the Performance Flooring and Waterproofing segments belong.

    Oldenburg is very well positioned thanks to the technical competence and experience of its employees and its in-frastructure, said Mark Pakowski, Oldenburg site manager.

    Results of U.S. Architectural Coatings Industry Research Report Which Compared Business Trends in August 2013 vs. August 2012

    Each month, Northcoast Research surveys a large sample of paint retailers throughout the U.S. to get a sense for current business trends. Please note that of the three primary architec-tural coatings channels (paint stores, home centers, and retail distributors), this survey is primarily reflective of the distributor channel which tends to see volume growth less than the indus-try; therefore, we view the results as a directional indicator more so than absolute industry volumes.     Architectural Coatings Sales Volumes Up 2.5% in August vs. Last YearAccording to industry participants, average sales volumes in August rose 2.5% year-over-year following a slight slowdown in growth of 0.8% in July, and momentum picked back up where it left off from the 2.3% growth seen in June. Coatings volumes improved in August as a result of underlying strength in the U.S. housing market coupled with more normalized weather condi-tions compared to challenging weather patterns seen through-out most of 2013. Overall, 68% of respondents witnessed an in-crease in volumes vs. only 18% that saw volumes decline, which averaged out to 2.5% volume growth and a net increase of 50%.

    Price of Paint from Suppliers Paint Prices Up vs. Last Year but Growth Slows57% of contacts noted a year-over-year increase in the cost of a gallon of paint from suppliers in the month of August as our paint price index increased 1.0%. This compares to a year-over-year increase of 1.5% and 2.1% in July and June, respectively. Price increases issued by paint manufacturers in 2012 as a result of recovering raw material inflation are starting to anniversary and thus year-over-year price increases are becoming less pro-nounced, a trend that is likely to continue.

    We believe the trend of flat pricing will be sustained as 86% of respondents reported that there have been no price increase notifications issued from paint suppliers at this time.

    Raw Materials TiO2 Prices appear to be Bottoming OutThroughout 2013, titanium dioxide (TiO2) has been on a down-ward trend but our research suggests a floor is being reached. Propylene prices have been rebounding since April; however, they are still below highs seen in February. TiO2 manufactur-ers have recently issued price hike announcements although our data suggests these increases are not sticking. With that said, TiO2 inventories are beginning to become more balanced and as utilization rates increase, we would not be surprised to see successful price increases by the end of 2013.

    Paint Inventory Levels Inventories Remain Fairly Balanced81% of respondents stated that current paint inventory levels at their location are in-line with current business conditions and they are maintaining current levels of purchasing activity. Only 7% of contacts noted that current paint inventory levels are too high while the remaining 13% of participants revealed that paint inventory levels were too low in August. Overall, we believe that inventories are well aligned with current demand levels.

    3 Month Outlook Outlook Strong with Improvement from JulyOur proprietary Architectural Coatings Outlook Index reached a 0.57 for the month of August compared to a level of 0.30 in July. Please note that the highest possible reading is +2 (indicating all contacts have a very positive outlook) and the lowest possible reading is -2 (indicating all contacts have a very negative out-look. A reading of 0.57 is a positive translation as it represents an improved outlook from July and indicates that contacts within the industry maintain a favorable outlook and are anticipating business to improve from current levels.

    BASF Opens Production Facility for Concrete Admixtures in Kazan, RussiaBASF opened a new production plant for concrete admixtures in Kazan, Russia. Together with the facility inaugurated in Podolsk near Moscow in 2012, BASF now supplies the Russian construction sector with a broad range of concrete ad-mixtures from two production sites. This enables BASF to even better meet the spe-cific requirements of its customers in the growing Russian market.

    Russia is an extremely attractive market for our business. We anticipate above average growth in the Russian con-struction industry in the coming years. Our investment in an additional produc-tion plant enables us to support our cus-tomers in Russia even more flexibly and efficiently, said Tilman Krauch, head of BASFs Construction Chemicals division.

    At its Kazan site, BASF manufactures 20 varieties of concrete admixtures, in-cluding latest generation products based on polycarboxylate ether (PCE) technol-ogy. Production focuses on innovative ad-mixtures for accelerated concrete curing and prolonged workability even at low temperatures. Specifically geared toward supporting the Russian construction sec-tor, these admixtures can, for example, help to extend construction phases even during longer cold spells. When formulat-ing admixtures, the BASF experts factor in the properties of the regional cement and other regional concrete raw materi-als, thereby providing their clients with tailored solutions. In addition, the con-crete admixtures are specifically adjusted to their respective areas of application which include ready mix concrete, pre-cast concrete elements, road pavings, and manufactured concrete products such as paving stones. A dedicated laboratory en-sures quality and analyzes raw materials and finished products locally.

The value of the transaction was undisclosed.

    International Paint Sees Significant Uptake in New Fouling Control TechnologiesInternational Paint announced that its two latest hull-coating technologies have already made a significant impact on the market within months of their launch in

    March.     AkzoNobel to Streamline Structure and Office Footprint in GermanyFollowing the recent announcements of plans to divest both its Building Adhesives business and Decorative Paints stores in

    Germany, AkzoNobel has informed em-ployees of its intention to streamline its organizational structure in the country.

    The proposals involve reducing the number of office locations from eight to three by the summer of 2014. The three offices will be based in Cologne, Hamburg and Stuttgart.

    By bringing office-based management and supporting staff together in fewer lo-cations and better aligning them with the needs of our businesses in Germany, we aim to improve our operational effective-ness as well as lowering overheads, said AkzoNobel Executive Committee mem-ber Werner Fuhrmann.

    Currently, office employees working for diverse business units and the coun-try organization are based in eight office locations spread across Germany. This highly fragmented footprint is the result of various mergers and acquisitions that have occurred during the years.

    AkzoNobels main offices in Germany will be sited at a new location in Cologne, providing workspaces for approximatley 250 people. Sales offices in the north and south of the country will be consolidated in Hamburg and Stuttgart. The company expects to have completed the move by summer 2014.

    The need to further streamline our organizational structure in Germany has become increasingly clear in light of recent developments, continued Fuhrmann.

    This June, AkzoNobels Decorative Paints business in Germany announced plans to divest its network of more than 70 stores for professional painters, hav-ing determined it can better cater to this market by focusing distribution through independent wholesalers.

    In August, AkzoNobel agreed to sell its Building Adhesives business to Sika AG. Nearly two thirds of Building Adhesives approximately 550 personnel are based in Germany. Going forward, AkzoNobel will align the supporting management and staff functions for the country with the organizations changing dimensions.

    When completed, these developments will result in a reduction of more than 25 percent in the total number of personnel employed by AkzoNobel in Germany to approximately 2,600.CW
