    1 Putney Embankment Foreshore

    1.1 General

    1.1.1 All works covered within this document are to be managed and performedto the culture within the Thames Tideway Tunnel vision of Zero Incidents,Zero Harm, Zero Compromise.

    1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

    a. Part A: General requirements. These measures are applicableproject-wide.

    b. Part B: Site-specific requirements. These are site-specific measures,where there are deviations from the general requirements indicated inPart A.

    1.1.3 This document comprises the CoCPPart B for the Thames TidewayTunnel project works at Putney Embankment Foreshore site and identifiesthe detailed site-specific measures including working hours, site set upand servicing arrangements, taking into account the environmental issuesand consultations with the London Borough of Wandsworth and otherstakeholders.

    1.1.4 For ease of reference the CoCPPart B mirrors the headings in Part A.The CoCPPart B sets out site-specific issues and deviations from Part Aso where there are no site-specific measures reference should be made tothe measures set out in Part A.

    2 General requirements

    2.1.1 As per text in CoCPPart A.

    4 Site operation

    Working hours This site shall adhere to the following working hours:

    a. standard

    b. continuous (for the Putney Bridge connectiontunnel construction).

    When other types of working hours (CoCPPart A,Table 4.1) are required, these shall be subject to

    agreement with the local authority through theSection 61 process.

    No Sunday working, to include maintenance of plant

    and / or equipment, shall be conducted either uponPutney Bridge, within the vaults beneath the bridgeor on land located to the east of the bridge adjacentto St Marys Church, before 11.30am.

    Site layout The existing public slipway/drawdock to bemaintained until the temporary slipway isoperational. The temporary slipway shall bemaintained until reinstatement of the publicslipway/drawdock.

    The slipway construction is to be of steel modularelements or similar.

    Emergency egress points for vaults located beneathLower Richmond Road, egress across WatermansGreen to be maintained during the majority of theconstruction period, and their use shall remainunaffected should existing planning permission intocafes or restaurants be implemented.

    Access across Watermans Green shall be restrictedduring the later stages of construction. During thisperiod, pedestrian access to the eastern end of theGreen shall be available by utilising the existing

    stairway located adjacent to the disused publicconvenience.

    Site security / hoardingrequirements

    Timber hoarding shall be used on WatermansGreen to limit the worksite to the western part andprovide protection from construction for users ofWatermans Green.

    The hoarding is to be as defined in CoCPPart Aparas. 4.3.4(a) and (b) and be incorporating suitableart work and viewing windows. If cafe businessesoccupy Watermans Green during construction

    period, Thames Tideway Tunnel shall need to workwith cafe owner(s) to develop suitable hoarding.Transparent hoarding may be considered for use, ifagreed with the relevant stakeholders.

    River works As per text in CoCPPart A.

    Other items Ensure integrity of retaining wall to WatermansGreen and other flood defence walls are maintainedduring works.

    The on-site lighting will be designed in liaison withlocal businesses adjacent to the work site to limitadverse impacts. Lighting will be directed away fromsensitive receptors and light spill will be minimised,

    for example through the use of directional, cappedand cowled lighting.

    5 Public access, highway and river transport

    Site access and gates The site shall be accessed from Putney High street(A219) via Putney Bridge Road, traffic shall then turnleft onto lower Richmond road and right into the sitefrom the embankment.

    During the construction of temporary slipwayconstruction traffic shall access the site by turningright from Lower Richmond Road into GlendarvonStreet and turning right into Embankment.Construction vehicles shall then stop at a designatedlocation on Embankment adjacent to the site toload/unload. When leaving the site constructionvehicles shall route east along Embankment andright turn into Thames Place then left turn into LowerRichmond Road.

    Traffic management Main site:

    It is proposed to change the operation ofEmbankment between the new site access and thejunction with Lower Richmond Road to two-way forconstruction vehicles only, during the main siteworks. A minimum carriageway width of 3.25m shallbe retained in each direction.

    Two-way flow on Embankment at temporary slip wayconstruction to be maintained for general trafficusing a priority traffic management system asrequired.

    Construction vehicles associated with the mainconstruction site shall not use Glendarvon Street.

    Small section of on-street parking to be suspendedon the eastern end of Embankment whereEmbankment shall operate as two-way forconstruction vehicles.

    Temporary slipway site:

    Construction vehicles associated with either theconstruction or subsequent dismantling of thetemporary slipway shall only access via GlendarvonStreet between the hours of 10.00 and 15.00 hrsMonday to Friday. Construction vehicles shall not be

    permitted to use Glendarvon Street outside thisperiod.

    Suspension of the majority of on-street parking onEmbankment between Thames Place andGlendarvon Street during construction of temporaryslipway and subsequent removal.

    Suspension of a small section of parking on thesouthern end of Glendarvon Street to facilitate thepassing of vehicles during construction of theslipway and subsequent removal.

    Parking bays located at the southern end ofGlendarvon Street to facilitate construction vehiclemovements shall be replaced (subject to agreementwith the London Borough of Wandsworth) withparking restrictions, such that local residents maypark outside of these hours, when the parking

    restrictions are inactive. A traffic marshal shall be inplace if large vehicles are required to reverse out ofthe site onto Embankment.

    Traffic management plan to address potentialconflict between construction vehicles and otherlarge vehicles such as vehicles transporting boats atGlendarvon Street junction with Embankment bymeasures such as timed deliveries, traffic marshalsor priority signage.

    Construction vehicle drivers to be advised in

    advance of the restricted road width alongGlendarvon Street and to look out for potentialconflicts with oncoming vehicles.

    The cycle stands on Embankment shall be relocatedapproximately 20m to the west.

    Event restrictions Further event restrictions may be required followingdiscussions with key stakeholders. Identified riverrace events, including the University Boat Race shallnot be restricted by the works. The construction siteshall not be removed but construction shall be

    temporarily suspended. Any barges associated withthe works shall be removed for any identified keyevents.

    For the University Boat Race the contractor shall berequired to have arrangements in place for additionalsecurity and other measures within the site securityplan, to ensure the site is contained and to preventpublic climbing hoardings or entering the site.

    River transport River transport and working is restricted to Mondayto Friday.

    Access to the Putney Pier shall be maintained forthe duration of the construction works. The

    contractor shall liaise with Transport for London(London River Services), and the pier owners.

    Other A removable chain shall be installed across the

    temporary slipway to prevent unauthorised parkingwhilst maintaining access for launching vessels.

    The contractor shall produce and implement a plan,in consultation with St Marys Church, to ensure safepassage of persons to the Church and Busy Bee bythe Bridge Nursery School. The plan shall includemeasures to ensure no conflict occurs between themovement of staff, materials and associatedtools/machinery relating to works in the vaults on theeastern side of Putney Bridge and those accessingthe Church and Busy Bee by the Bridge Nursery

    School.

    Where appropriate signage and warning systemsshall be installed to direct rowers and other riverusers around structures within the foreshore.

    6 Noise and vibration

    The loading and unloading of barges shall only becarried out during standard working hours.

    During connection tunnel works outside of standardworking hours the use of surface cranes shall beminimised. This shall involve the stockpiling ofmaterials/ equipment at the bottom of the shaft foruse during the evening and night for removal duringstandard working hours. In addition the work shallutilise measures to reduce noise including the use ofelectric gantry cranes, gas/electric fork lift and

    measures to reduce noise from skip movements andunloading.

    2.4m high noise screen to be located on the westernedge of the cofferdam sections perpendicular to theriver wall.

    12 Historic environment

    Other The attachment of the cofferdam against the Listedsouthern abutment of Putney Bridge shall avoidcutting into the stonework facings of the abutment,unless agreed otherwise through a separate

    consent.Hand railings along Watermans Green shall beprotected and reinstated after the completion ofconstruction activities.

    Existing slipway to be protected during construction.Localised areas of cobbles to be removed, storedand reinstated to the existing conditions of theslipway as far as is possible.

    Protect University Boat Race starting stone fromdamage.

    Remove, protect and reinstate Listed bollards. Listedbollards shall be securely stored for the duration ofthe works.

    The contractor shall identify any requirements totemporarily remove the statue load which is locatedat the junction of Lower Richmond Road and theEmbankment carriageways. Measures to protect thestatue, whether it is required to be temporarilyremoved or kept in situ for the duration of the works,shall be submitted to and agreed in writing with the

    local authority. If removed, the statue shall besecurely stored for the duration of the works.

    The Contractors working methods are to minimiserisk of accidental striking the listed bridge.Protection barriers shall be installed as required butnot attached to the structure unless otherwiseagreed.
