1/ THE NEED

VINELAND'S REQUEST

We would like to increase and improve on the

communication paths between citizens and various

departments when handling citizen reports,

complaints, and comments on environmental issues

requiring attention, and in turn, streamline our

efforts to have a more efficient response.

2/ OUR SOLUTION: 311 VINELAND

311 Vineland is a mobile app that city residents can

use to capture the location and photograph of a

physical problem that has occurred somewhere in the

city and send it along with their comment to a city

employee and get notified of the progress and

resolution of their report; a cloud-based database

that captures this information; and desktop software

which city employees will use to interact with the

database and to communicate with residents on the

progress of the incidents they report.

3A/ HOW IT WORKS: USER

USER NOTIFICATION TOOL

• User creates a user profile in order to log-in to app and submit

incident reports.

• Interface allows user to access her mobile device's GPS to capture

location, take single or multiple photos, show the nature of the report

and enter a description of the issue.

• Users will see a screen instructing them to call 911 in case their

incident is of an emergent nature.

• User's report feeds into a cloud database.

• Concurrently, email is pushed out to a city contact who will assign

the report to a follow-up person.

• Dashboard is accessible through a laptop or desktop computer.

• When updates are made and saved the reporting user will be

notified.

• When an issue is resolved, the status will be toggled to resolved and

the user will be notified of the issue's resolution.

• 311 Vineland provides the city with the means to crowdsource

valuable information about the municipality in real time.

• Residents get an easy portal to help increase the safety and upkeep

of their city's roads and other physical assets.

• Tool helps officials stay on top of repairs and maintenance.

• Tool provides transparent accountability for both residents and

government staff to track actions taken on reported incidents.  

4B/ BENEFITS – LONG TERM

LONG TERM

• Residents become partners in improving the city's physical

wellbeing.

• Tool makes it easier for city officials to identify issues of concern.

• Municipality gains the ability to address incidents in a timely fashion,

reducing:

      • Exposure to liability

      • The escalating cost of tardy repairs.

• Tool helps to develop trust and goodwill between Vineland residents

and city officials.

5/ ORIGINALITY

311 Vineland's is a 100% original system the creation

of which is based entirely on Vineland's stated need.

6/ SCALABILITY

The 311 Vineland system is an easily customizable

software and mobile app solution which can be

adapted for use by other communities simply by:

1/   Adding a recipient for the automated emails the

mobile app sends out to the primary municipal

contact; and by

2/ Adding a customized splash screen.

The system is completely scalable, with no

foreseeable limitations.

7/ USER READINESS

• The 311 Vineland system is a mobile and cloud

based solution which can be used by any municipality

right out of the box.

• The employee learning curve is about five minutes. 

• No maintenance of the software is required.

It just works.

But please note, our GUI and database backend are

still in development and will be completed by the CfC

project end deadline.
