COGCC Staffing News Hiring and re-allocation of internal staff is ongoing to continue to best meet SB 19-181 implementation needs.

● Recent Management and supervisor changes/retirements

● Units reorganized (Environmental, Field Inspection, Community Relations)

● Sabrina Trask named Senior OGLA Specialist (transferred from Permitting Unit)

● Three new OGLA (Form 2A) Specialists hired - (Stephen Schwartz, Brian Christopher, & James Hix)

● Total COGCC staff now ~ 119 FTEs

Rulemaking Update• Due to SB 19-181, COGCC now embarking on 10-12 rulemakings (one completed) over

next 1 to 1.5 years.

• COGCC launched online portal to accept public comments on four ongoing and initially required rulemakings (Flowlines, Mission Change/PHSWE&W, Alternate Location Analyses,& Cumulative Impacts). Attachments are allowed with comments.

• Rulemaking Calendar launched, under SB 19-181 website menu.

Rulemaking (Continued)• Rulemaking Process Guidebook now available – Is a key document for those

planning to attain “Party Status”. Among other things, it provides guidance for those wishing to submit “510 Statements” rather than attain party status, while getting views on record.

• Online Rulemaking Calendar available (color coded, key dates, stakeholder meetings, hearings, document submittals)

• Online Portal for public / stakeholder comment on four initial Rulemakings now available

• Director’s August 21 Presentation summarizes RM policy goals; located on SB 19-181 website menu; then under Guidance

Permitting Update (Form 2s and 2As)SB-181 changed COGCC’s daily permitting protocol. Recent management team changes have helped create a structure for success.

• Industry provides COGCC with their monthly list of “priority” Permit Applications

• Internal process created to streamline and prioritize backlog

• Form 2A approval goal: 7 per week minimum
