The disparity in Information and Communications Technology (ICT) infrastructure and connectivity within Asia has dramatically decreased. Indeed, a dedicated national research and education IT network has been established in most countries in Asia not only to develop human resources through the provision of higher education, vocational training, and continuing professional educational opportunities to various sectors, but also to encourage research collaboration among countries by leveraging on the innovative use of information and communication technologies. These emerging National Research and Education intra-Networks (NRENs) include Indonesian Higher Education and Research Network (INHERENT), Malaysian Research Network (MYREN), and Philippines National Research Network (PREGINET).

As the National Research Education Networks have emerged, there have been increasing demands to improve the connectivity among these networks in Asia and the Pacific countries and to establish a regional or sub-regional platform for research and human resource development especially in higher education. In 2002, the Association of Southeast Asian Nations (ASEAN) created an exclusive intra-ASEAN academic network AVIST (ASEAN Virtual Institute for Science and Technology) aiming at developing a region-wide network using mainly commercial internet connections, in addition to other network development initiatives like Asia-Pacific Advanced Network (APAN), the School on Internet Asia (SOI Asia) and Asian Internet Interconnection Initiative (AI3), the Trans-Eurasia link (TEIN) and Global Distance Learning Network (GDLN).

The network infrastructure has been developing through local and bilateral collaboration between NRENs, regional and other networks, and has been experiencing a shift from technology-driven to content/activity-driven needs. Indeed, educators for e-learning programmes have strongly sought the development and sharing of high quality contents that accommodate individual differences and needs of Asia and the Pacific countries. Many networks are also seeking ways to use ICT networks for research collaboration in particular in advanced science and technology area.

Given these needs and trends, UNESCO has first established formal partnerships as the School on Internet Asia Project (SOI Asia) and INHERENT. Then it has expanded its collaboration

with more NRENs to create a wider network called CONNECT-Asia (Collaboration for Network-eNabled Education, Culture, Technology and Sciences). The critical role of UNESCO in CONNECT-Asia is to provide the means of collaboration and to support capacity building by bringing together resources and expertise of regional universities towards a common interest in broadening the reach and scope of their educational activities. As UNESCO has developed extensive networks among research and education institutions and universities throughout the region and has a long standing commitment to building capacity in Education, CONNECT-Asia could effectively utilize UNESCO’s networks for building regional capacity to good effect.

UNESCO Jakarta has established formal partnerships with SOI and INHERENT by signing Memorandum of Understanding (MOU) with Keio

University in 2008 and Directorate General of Higher Education (DIKTI), Ministry of National Education, Indonesia in 2007, and

broadcasted renewable energy technology and policy courses. The collaboration has been expanded to other NRENs. In particular, the first experts’ meeting with these networks held in Bali in June 2009 has led to the creation of CONNECT-Asia aiming at sharing experiences on information and communication technologies and working together for education and research. Since then, UNESCO has been carried out many activities in collaboration with partner networks such as SOI Asia, INHERENT, MYREN, PREGINET, Inter-University Network (UNINET), Canal ASEAN Virtual Institute of Science and Technology (CanalAVIST), Lanka Education and Research Network (LEARN), Nepal Research and Education Network (NREN), Trans-Eurasia link (TEIN), Asia Pacific Advanced Network (APAN), Korea Research Environment Open NETwork (KREONET) and Pakistan Education & Research Network (PERN).

These networks have powerful technical infrastructure and expertise, allowing CONNECT-Asia

to reach a large audience over a wide geographic area in Asia and beyond. This partnership has been mobilizing high-level expertise in a broad range of science areas. In addition to ICT networks, CONNECT-Asia also involves regional Research & Development (R&D) institutions and institutions of higher learning in Asia and the Pacific.

CONNECT-Asia has held 6 meetings since its start in 2009. The 1st CONNECT Asia meeting initiated the collaboration and exchange of information on distance learning and effective use of ICT networks for higher Science and Technology education and collaborative R&D. The 2nd meeting dealt with financial sustainability of ICT networks and the development of a pilot research project involving all CONNECT-Asia partners. The 3rd meeting focused on the means to improve visibility of CONNECT-Asia. The 4th meeting referred to the accreditation for e-learning programmes. The 5th meeting, participants discussed OER (Open Educational Resources) and its impact on learning as well as the education environment in Asia. Eventually,

Regional context and South-South collaboration

CONNECT-Asia was created by UNESCO Jakarta Office and initially focused on Knowledge Sharing within Asian countries. CONNECT-Asia is now seeking to promote wider South-Southcollaboration and foster new partnerships for broader knowledge sharing with Africa and other regions.In Africa, the deployment of ICT in

There has been increasing interest in connect tertiary education and research institutions in Africa to the rest of the world, including to Asia.As the level of economic development and science and technology capability differs between regions, there is a wide range of experiences and

Besides, CONNECT-Asia’s mission meets the overarching objectives of UNESCO Medium-Term Strategy for

2009 - 2014, in particular in “Mobilizing science knowledge and policy for sustainable development” which aims to effectively and proactively leverage scientific knowledge, in “Attaining quality education for all and lifelong learning”, and in “Building inclusive knowledge societies through information and communication.”

resources from which lessons can be drawn and mutual learning can be forged.

In April 2013, UNESCO Jakarta and Addis Ababa organized a panel discussion session on “Africa - Asia Cooperation for Post 2015 Agenda.” The session connected experts from Asia and Africa via video conferencing system supported by CONNECT-Asia and SOI. The session was part of the Workshop on “Sustainability Science: A Science based Approach to realize the Future We Want for All” held in Kuala Lumpur, Malaysia, organized by UNESCO in collaboration with the International Science, Technology and Innovation Centre for South – South Cooperation, and the Ministry of Education, Culture, Sports, Science, and Technology, Japan.

The participants are from African Union Commission, the United Nations Economic Commission for Africa, and also experts from Ethiopian Academy of Sciences and the Ministry of Science and Technology, Ethiopia. The discussions particularly focused on cooperation for human capital development in Africa. This was the first connection to Africa.

Renewable energy is now an integral component of energy policy all over the world. We need to be fully aware of the issues involved in the use of renewable energy resources to ensure their equitable, optimal and sustainable development. UNESCO works with a network of universities and research institutes to develop human resources geared towards energy education and information sharing, aimed at raising public awareness and addressing developmental goals. Through these e-learning hubs we maintain a discussion forum where traditional and technological knowledge on renewable energy can be shared and studied.

UNESCO has supported Prof. Kamaruddin Abdullah’s Energy Independent Village project. This project was based on the E3i concept, which aims to contribute to the sustainable development of rural communities in terms of (1) sustainable use of energy (Energy), (2) development of local economies and income generation (Economy), with (3) minimum negative environmental consequences (Environment).

This course was developed and organized in collaboration with the Faculty of Public Health of the University of Indonesia.Topics covered:• Basic information on HIV/AIDS;• Review of the current HIV/AIDS

the UNESCO Jakarta Office to Phnom Penh through JICAnet. Topics included “ASEAN’s experiences on S&T governance” and “The role of UNESCO in S&T innovation policy development”.

UNESCO works for broad issues in the fields of education, science, culture and communication. Experts in the UNESCO Jakarta and Bangkok offices gave 12 sessions with various topics in different disciplines. The course was offered to general public who has interests in Education, Higher Education, Ecology, Disaster, Science & Technology policy, Hydrology, Geology, Marine, Primary education, Media & communications and Cultural issues.

This course provides useful practical knowledge to university technology managers, government policymakers, researchers and students to build capacity for mutually beneficial university industry partnership development and effective private sector involvement in education and research.

Science, Technology and Innovation for Development in Asia: A Platform for Information Sharing and Learning

UNESCO Jakarta has initiated an e-forum on science, technology and innovation (STI) policy issues ( http://www.stepan.org/eforum ) where government policymakers, researchers and students, and development workers from NGOs and networks, as well as other

interested parties, can contribute to an asynchronous exchange of views on specific policy themes such as S&T human resource development and financing of R&D, posted by a moderator from UNESCO. The e-forum is envisioned as part of the ongoing capacity building efforts by UNESCO and its partner networks and institutions to expand the pool of learning resources available to http://e-learning.connect-asia.org

Science, Technology, and Innovation (STI) Policy Forum

IHP is the only intergovernmental programme of the UN system devoted to water research, water resources management, and education and capacity building.

The IHP Nagoya Training Courses have been conducted since 1991 and were attended by more than 200 participants

from various research institutions and governmental organizations.CONNECT-Asia broadcast IHP courses since 2009.

The IHP Nagoya Training Courses are organized by UNESCO Jakarta Hydrology Unit and the Institute of Hydrospheric-Atmospheric Sciences of Nagoya University in Japan. CONNECT-Asia broadcast IHP training courses since 2009.

■ The 19th IHP Training Course - Water Resources and Water-Related Disasters under Climate Change - Prediction, Impact Assessment and Adaptation

■ The 20th IHP Training Course - Groundwater as a Key for Adaptation to Changing Climate and Society

Groundwater is a major source of daily water for people in Asia-Pacific region and around the world. It is important component in the global water cycle, and also a potential water buffer to problems posed by irregular precipitation, including drought, increasing human demand for water and associated pressures on surface water. Groundwater resources are also vulnerable, however, and may be negatively affected by human activity and contemporary climate change.

■ The 21st IHP Training Course - Introduction to River Basin Environment Assessment under Climate Change

The 21st IHP training course is focused on three major objectives:(1) to acquire the latest knowledge on hydrological and environmental assessment under climate changes

at river basin scale in the Asia-Pacific region,(2) to make practice for selected topics on successful simulations to make use of the river basin environment assessment, and(3) to discuss the possibility to apply the river basin environment assessment into some hydrological and environmental managements.

■ The 22nd IHP Training Course - Precipitation Measurement From Space And Its Applications

Precipitation is one of the major components of the Earth climate system. Precipitation has also a big impact as a major fresh water resource to the ecosystem and human activity. Thus, observation of precipitation distribution is crucial not only for understanding and predicting changes of precipitation under the current global climate change but also for human activities. Global or even locally, precipitation observation is, however, difficult, because it has large spatio temporal variations.

The course is composed of a series of lectures and practice sessions which will introduce the basics of precipitation retrieval from space and current global precipitation maps and include the accuracy. Examples of global precipitation maps from space will be demonstrated. Practices are for learning skills to utilize the precipitation maps.

Comprehensive Programme to Enhance Technology, Engineering and Science Education in Asia (COMPETENCE) project focuses on rethinking science education to put it in the context of Education for Sustainable Development (ESD), and introduces innovations into the teaching of science, technology and engineering in higher institutions of learning and research and development bodies in Asia and the Pacific to make it a more effective tool to build their knowledge, skills and attitudes for sustainable living.

One of the project activities is to provide a multi- and inter-disciplinary higher education renewable energy course as a model course for regional countries to advocate the creation of a new discipline for sustainable development, and also to raise awareness of the issues involved in the use of renewable energy resources for its equitable, optimal and sustainable development.

This course has received 600 registrants from 23 countries in EU and Central Asia. The Energy Issues, which

were focused on were National Policy, Available Resources and Culture. The course was delivered by Asian energy experts including Sivanappan Kumar (AIT), Christina Aristanti (Dian Desa, ENERGIA), V.K. Vijay (IIT), Bundit Funtamasan (JGSEE), Tetsuo Tezuka (Kyoto U), Hideaki Ohgaki (Kyoto U), Keichi Ishihara (Kyoto U), Low Seow Chay (Nanyang Tech U), Yanjia Wang (Tsinghua U), P. Ravindra (U Malaysia Sabah) and Hubert Gijzen (UNESCO).

As part of the COMPETENCE (Comprehensive Programme to Enhance Technology, Engineering and Science Education in Asia) project, UNESCO Jakarta collaborated with Center for Sustainability Science (CENSUS), Hokkaido University, Japan delivered a new e-learning course with titled Sustainability Science.

This course is expected to provide a model for sustainability education among higher educational and governmental institutions. The course covers comprehensive framework of sustainability, such as concepts, sustainable resource use (energy, water, food, materials, etc), institution, economy, social capital and human capital. Two hundred twenty five participants from 21 countries joined

the course through live streaming and NRENs.

CONNECT-Asia organised an online seminar entitled “Building a Green Society” on November 25th, 2011. The seminar connected experts worldwide to share their vision on creating green societies such as Jeffrey Sachs,

Martin Lees, Jun Murai, Hans van Ginkel, Emil Salim, Faridah Noor Mohd Noor and UNESCO Goodwill Ambassador and jazz legend, Herbie Hancock. Participants from around the world interacted in this discussion, centred in Asia, through

video conferencing from their own universities.

This seminar provided insights from Education, Culture, Science and Communication sectors. It was expected to ignite collaboration and cooperation among the participating parties on the sustainable development while also encouraging participants to share their own ideas. It also initiated the preparatory discussion for ‘Rio+20: United Nations Conference on Sustainable Development’ in 2012.

The seminar also aims to improve the visibility of National Research and Education Networks (NREN) in the region and raise awareness of the importance of mobilizing science knowledge for sustainable development through the use of ICTs and blended learning, CONNECT-Asia organizes the CONNECTivity event, titled “Building a Green Society”. The seminar was connect experts worldwide to share their vision on creating green societies. Participants from around the world will interact in this discussion centred in

2009 was the International Year of Astronomy, a global effort initiated by the International Astronomical Union (IAU) and UNESCO. This event was a special mark this year. The Global Kids Eclipse 2009 brought Science closer to children in Asia and motivated their interest in this field.

In July 22th, 2009, UNESCO collaborated with SOI Asia and INHERENT DIKTI to share the longest total solar eclipse of this century with children and young people from different countries, locations and backgrounds and promote a multicultural exchange with student in Indonesia. While the event enabled children in several places in Asia to observe the eclipse together through Internet broadcast,

it also encouraged intercultural communication and understanding among these children coming from different parts of the world.

SOI provided a common virtual space for children in Asia where they saw the eclipse images transmitted from other locations, participated in other real-time interaction activities related

Asia through video conferencing from their own universities.

Five hundred and thirteen people participated via video conference and 2,592 people joined via our live

streaming websites from all over the world. This event also set a Guinness World Record for “The largest online ecology seminar”, and was achieved by UNESCO Office, Jakarta & CONNECT-Asia in Jakarta, Indonesia.

to the event, and utilized the Internet platform to connect several other locations in Asia.

DIKTI and Indonesian National Commission for UNESCO invited more than 50 students in high schools around Jakarta and 5 students from Jakarta Japanese School to join this

event in DIKTI to have rare experience together with students from all over Asia. This event was opened by Prof. Nizam of Directorate General of Higher Education Indonesia (DIKTI), and the participants were also presented with a public lecture on solar eclipse by the Director of Bosscha Observatory, Lembang Indonesia, Dr. Taufik Hidayat.

UNESCO Jakarta organized the RobotCamp in Phnom Penh, Cambodia, in 2009, in collaboration with the Ministry of Education, Youth and Sports of Cambodia, the Royal University of Phnom Penh and the UNESCO Phnom Penh Office. The camp was attended by 52 children between 10 and 15 years of age from Cambodia, Laos, Malaysia, Thailand, Brunei, Indonesia, Singapore and Timor-Leste. During the camp, two hands-on robotics programmes

were implemented by the University of Indonesia in collaboration with LEGO Education and Tokyo Institute of Technology. A robot scavenging competition at the end of the camp was broadcast to Indonesia, Singapore, Thailand and Japan with supportfrom the National University of Singapore, and Directorate General of Higher Education, Ministry of Education in Indonesia, through the SOI and INHERENT networks.

On June 14th, 2012, UNESCO Jakarta in collaboration with INHERENT held an e-learning event titled Rio+20: “My Idea of Sustainable Lifestyle (MISL)” for university students in Indonesia. The aim of the event was to gather ideas from youth about how they want their future to be – in concurrence with sustainable development ideas of Rio+20 Conference.

A month before the event, students are invited to submit their ideas of sustainable lifestyle and the future they want in the form of artworks. Out of all submissions received, there were 5 students selected to present their ideas in the live event. They were from President University, Bandung Institute of Technology (ITB), Parahyangan Catholic University, Brawijaya University, and Politeknik Negeri Semarang, with ideas ranging from using recyclable materials to create

crafts and accessories to creative painting and video showing eco-friendly acts anyone can do every day.

In 2008 UNESCO Jakarta Office in corporation with the Directorate General of Higher Education, Ministry of National Education, Indonesia and JBIC (Japan Bank for International Cooperation) held a one-day conference on “Financing Renewable Energy Projects”. The objective of the teleconference was to explore effective ways and means to link between the available financing scheme and the ready to apply renewable energy technology. This, in turn, will hopefully accelerate the industrialization pace at the village level and thereby providing more job opportunities and source of income to the population still living under prolonged poverty.

Panelists ranged from private companies, banks, governmental institutions to international organizations. The conference started with the elaboration of the current issues and perspectives on financing of renewable energy projects, continued with an overview on the successful financing for small projects including the possibility of using the Clean Development Mechanism scheme. The conference concluded after the discussion on barriers to financing renewable energy projects and strategies to overcome them was conducted.

The live audience who was present in the studio were students from Atma Jaya University and activists from Greenpreneurs Indonesia.

Asia is vast. It stretches across almost half of the globe’s circumference, occupying about 30% of the planet’s land surface, the biggest of all the continents. Asia embraces distinct differences and a huge diversity of people, cultures and landscapes.

On November 1st, 2012, UNESCO Jakarta held an event called “One Day in Asia” (ODIA). The idea was to utilize the power of CONNECT-Asia ICT networks and mobile technology to livestream a broadcast from UNESCO World Heritage sites located in multiple countries. The whole event would go from noon in Nepal to night-time in Australia, wrapping up one whole day in Asia within the two-hour event, with the addition of morning in Greenwich, England.

With the cooperation of our NREN partners, we successfully livestreamed

broadcast from nine countries’ cultural heritage sites. We utilized USTREAM® and mobile device (such as iPhone, iPad, Android phone, etc) for the broadcast from each site and to worldwide audience, and video conference system to connect the whole experience.

AGORAsia was an online environment where university students, lecturers and other audiences gather to listen, discuss, create and share knowledge, from Asia to the world. The name AGORAsia is derived from two words: ‘Agora’ means ‘public place of assembly’ in ancient Greek, and ‘Asia’ represents the origin of this project.

This series of lectures and workshops explored the students’ opportunities in contributing for sustainable development from the following aspects: science and technology, preserved world heritage, and international cooperation. At the same time, it was aiming to stimulate communication among students, making the best use of ICT to promote real time multilateral communication, and promoting interaction and collaborative works among multi sites.

AGORAsia Youth 2012

Designed as a joint effort by Keio Media Design’s Global Education project,

UNESCO and SOI Asia, AGORAsia Youth was an online environment to stimulate global discussion on sustainable development among young students in Asia from different countries, locations and backgrounds.

This edition of AGORAsia Youth stimulated high schools students in Asia to think, reflect and discuss about one of most challenging global issues: Energy. Participants learned more about the importance of energy in daily lives, the influence on a nation’s development and what was sustainable energy and the need to study this subject now. Together they tried to find a way to contribute to the spread of sustainable energy.

The School on Internet Asia (SOI Asia) Project was launched in 2001 as a platform for collaborative higher education programs among universities throughout Asia, with the purpose of establishing an Internet education platform utilizing satellite technologies, collaborating with AI3 project. This platform enables sharing of both real time and archived lectures as well as supporting an array of other educational programs that facilitate the development of constructive and cooperative relationships among members.

As of December 2012, SOI Asia has 27 universities and research institute partners in 14 countries in Asia, and has conducted graduate level courses and real time sessions including conference broadcasting and seminars, which have been shared by more than 3,000 students in the region.

In recent years, SOI Asia has begun collaborations with NRENs (National Research Education Networks) in several countries utilizing strong relationships with its partners as hubs and bases for collaborations with NRENs in several nations, including UNINET (Thailand), INHERENT (Indonesia), MYREN (Malaysia), and VINAREN (Vietnam). A networking project called TEIN linking Europe and Asian countries is also a new partner for extending collaboration.

coordinating Information and Communication Technology networks in Asia to share knowledge and expertise with the University National of Timor Leste in developing and disseminating e-learning materials and tools, and in using existing educational and teaching materials for human resource development.

University National of Timor Leste (UNTL), which was previously known as UNTIM (Universitas Timor-Timur) during the period 1986 – 1998, is the only state university in Timor Leste. Located at the center of Dili, the capital city of Timor Leste, the University started to operate on November 17th, 2000, soon after the independence of Timor Leste. Currently, UNTL has the total of 15.000 students registered.

UNESCO, together with SOI Asia, encourages UNTL to join SOI Asia Distance Learning Community. By joining this community, there are many benefits for UNTL to improve its Human Resource Development. The latest site survey undertaken by UNESCO and SOI ASIA showed that UNTL possesses a great potential

of human resources but a lack of facilities. The aim of this project is to improve the capacity building of UNTL students and lecturer by taking advantage of the opportunity to use SOI Asia distance learning platform

to share knowledge with all Asian universities and education institutions.

Objectives:• To broaden and enhance access of

the University National of Timor Leste to educational materials and improve information/knowledge flow between Timor Leste and other Asian countries by connecting the university to the regional ICT networks.

The inauguration ceremony was participated through the connection by UNESCO, CONNECT-Asia partners, and SOI member universities in many Asian countries including Timor Leste, Indonesia, Malaysia, the Philippines, Japan and Bangladesh.

Timor Leste, the youngest and one of the least developed countries in the Asia-Pacific region urgently needs to improve the capacity of its local human resources. UNESCO and CONNECT-Asia partners

(www.connect-asia.org) responded to this need by coordinating ICT networks in Asia to share knowledge and expertise with UNTL in developing and disseminating e-learning materials and tools. After a year of preparation, system installation and training, UNTL was linked up to the Regional Information and Communication Technology network via SOI. The National University of East Timor (UNTL) inaugurated a satellite connection to the School on Internet Asia (SOI) project on December 9th, 2010.

Two months after the inauguration event, UNESCO collaboration with Sepuluh Nopember Institute of Technology (ITS) Surabaya delivered e-leaning courses on Renewable Energy, Advanced Statics and Dynamics and Corrosion for Faculty of Engineering, National University of East Timor (UNTL). Among the panelists, there were United Nations Secretary-General Mr. Ban Ki-moon, Mr. Afonso Soares (Director of Policy and Planning Development of the Ministry of Education in Timor-Leste), Ms. Takaho Fukami (Chief of Education

From many messages that Ban Ki-moon conveys in front of the National University of Timor Leste students, he emphasized that “education promotes equality and lifts people out of poverty. Following the lecture, a Q&A session was facilitated by UNESCO Director General Ms. Irina Bokova and UK’s former Prime Minister Mr. Gordon Brown, who came to Timor Leste as the UN Special Envoy for Global Education. INHERENT was established in 2006 to address the need for an ICT network in higher education and research. It was intended as a scale-free in-country network that would grow in line with need. Initially designed as a network of nodes with infrastructure leased from telecom providers, it is now moving towards a full network with its own broadband infrastructure backbone.

The network is unique in terms of its organization and management, which is federated to member institutions rather than centrally controlled. INHERENT has grown from around 100 universities at the start to more than 300 public and private higher education and research institutions. The main objective of the network is to promote resource sharing and collaboration amongst these institutions, which will improve the quality of higher education in Indonesia and facilitate information sharing among national programs on digital journal database subscriptions, national e-journal development, teleteaching, research collaboration,

grid computing, data/information sharing, e-libraries, etc.

The network also form the basis for the National Higher Education Database/ Information System (PDPT). Since its inception, INHERENT has adopted the Open Educational Resources (OER) principle. The network is also linked to international and global networks such as GDLN, TEIN3, and is moving towards Internet2 by adopting the IPv6 protocol. INHERENT actively collaborates with national and international partners such as UNESCO, WHO, ASEAN, ILO, OCW Consortium and Creative-Commons. In June 2009, in collaboration with UNESCO and other research and education networks (RENs) in the region, INHERENT jointly established CONNECT-Asia.

INHERENT promotes the use of ICT in various higher education and research activities. INHERENT’s regular programs include teleteaching sessions and other video teleconferences, through which universities share their classes with each other.

The network also provides capacity building for its members on various aspects of the network’s activities such as network management and maintenance, e-learning material development, video conference management, e-publishing, etc. In addition, INHERENT actively participates in international video conferences, seminars and courses with institutions such as GDLN and UNESCO.

Promoting the OER initiative is another major aim of the network, through open content, open courseware, open journals, open facilities, open library, open professor, open e-books and

open learning. Credit earning and credit transfer initiatives are also being developed and facilitated.

On November 25th, 2011, together with UNESCO, CONNECT-Asia and SOI-Asia, INHERENT set a Guinness World Record for holding the largest online ecology seminar. The event involved 2,592 participants in a video teleconference and interactive online streaming that covered 17 time zones with resource persons delivering speeches from seven countries.

Launched in March 2005 under the governance of the Ministry of Education and the management of Multimedia Development Corporation (MDeC), the Malaysian Research & Education Network (MYREN) has been aggressively striving to reach its objective of enabling high speed dedicated network connectivity to enhance the education sector while exploring the research capacity and capability of the Malaysian education and research sectors.

A self-managed network through its extension of six regional Points of Presence (PoPs), it links over 300,000 researchers, academicians and students in Malaysia, enabling closer collaboration to underpin critical applications, education and research activities across the country. MYREN has thus far connected all public universities, a few private universities,

all polytechnics and college communities as well as a number of research institutes in the country. MYREN’s next targets of connectivity are the remaining research institutes, private universities and colleges and, most importantly, the hospitals in Malaysia.

MYREN is linked to other national research and education networks (NRENs) via the Trans-Eurasia Information Network (TEIN3), which offers the Asia-Pacific region a gateway for global collaboration, enabling over 45 million users at more than 8,000 research and academic centres to participate in joint projects with their peers in Europe, the United States and other parts of the world.

MYREN’s core activities leverage its key components of network infrastructure, network operations, human capital programmes, research communities and international partners. MYREN is well equipped with state-of-the-art facilities and services for its members to take advantage of for their academic and research purposes, especially video conferencing facilities.

These are shared, transferred and made accessible to local partners on areas such as agriculture, bioinformatics, disaster management, distance education, networking and telehealth. PREGINET is the only NREN in the Philippines with links to international research and education networks such as the Asia-Pacific Advanced Network (APAN), Asian Internet Interconnection Initiatives (AI3), Trans-Eurasia Information Network 3 (TEIN3), School-on-the-Internet Asia (SOI) and COllaboration for Network-eNabled Education, Culture, Technology and sciences (CONNECT)-Asia.

By enabling direct interconnectivity among users, richer network connectivities are enabled throughout the Philippines. The NREN is solely used by institutions that are part of the network, making it advantageous in terms of the reduced cost compared to

internet service providers, decreased latency and high bandwidth. Moreover, PREGINET’s linkage with international RENs has enabled the Philippines to become an integrated part of the global research community. Research collaborations between PREGINET’s local partners and their colleagues in other countries result in developmental benefits. These facilitate enhanced knowledge sharing and research collaboration within the research and education community.

Due to its ability to facilitate collaboration in regionally dispersed areas and its dedicated bandwidth, PREGINET has established strategic partnerships and continues to forge new partnerships with academic, government, medical and research and development institutions in the Philippines. On November 25th, 2011, the PREGINET Team, the University of the Philippines-Diliman Interactive Learning Center and the Ateneo de Manila University remotely joined CONNECT-Asia’s Building a Green Society online seminar. The seminar aimed to

improve the visibility of RENs and increase awareness about the benefits of mobilizing science knowledge for sustainable development through the use of ICT.

On September 22th, 2012, the University of the Philippines-Los Baños, through PREGINET, remotely participated in the Mozilla Summer Code Party, an online web-making seminar-workshop supported by CONNECT-Asia and SOI.

The Lanka Education And Research Network is the NREN (National Research and Education Network) of Sri Lanka, which interconnects Educational and Research institutions across the country, and provide network related services to them.

It currently interconnects 21 education and 8 research institutions including all of the UGC funded state universities, a number of public universities under other ministries and private universities, the University Grants Commission, the Ministry of Higher Education, and a number of national research institutions including the National Science Foundation.

LEARN network is an advanced network supporting IPv6 and multicast. It includes optical fiber links ranging from 34Mbps to 10Mbps to most campuses, and 2Mbps links to universities at distant locations where optical fiber is not available. Smaller institutions/campuses are connected with links ranging from 2Mbps to 128kbps.

The Pakistan Education and Research Network (PERN), an erstwhile ‘educational intranet,’ was initiated as a project in early 2002 and became operational in 2003, with a majority of universities and institutions connecting to the network. PERN is both part of the overall vision and one of the objectives of the IT Action Plan. It was intended to be an integral part of the overall education system of the country and is designed to interlink all public/private sector chartered universities and degree awarding institutes, as well as other academic and research institutes. The Higher Education Commission of Pakistan has redesigned PERN and established a dedicated high speed national research and education network (NREN) as PERN2 for universities and institutes and other academic and research organizations in Pakistan. This provides students,

faculty members and researchers with a fully integrated and dedicated communication infrastructure using advanced information and communication technologies. This NREN was established to ensure true collaborative research, knowledge and resource sharing and distance learning. PERN2 has R&E connectivity with other NRENs all over the world, including APAN (Asia), Internet2 (USA) and GEANT2 (Europe), and initiates collaborative research with these NREN consortiums.

PERN is a technology highway on which many collaborative services are running.

Video conferencing (VC) is a cost-effective way to achieve the objectives and benefits of interactive communication without requiring travel and physical attendance at meetings and discussions. The National Video Conferencing Network of Higher Education Institutes (HEIs) was

envisaged in 2004, and a pilot of the network was put in place in 2006. This facility was further expanded over the next few years and is now available at all public sector universities through purpose built e-classrooms. The facility is primarily aimed at delivering lectures, conferences, seminars,

workshops and PhD defence under the Virtual Education Program of Pakistan (VEPP); however, interactive meetings, interviews and other events are also organized extensively through this mode of virtual interaction. A fully fledged world class video conferencing classroom environment has been established at all public sector HEIs across the country, accommodating some fifty participants in each HEI, while up to 100 video sites can be connected in a single video conference through the video conferencing network along with online/offline streaming support. In addition, the PERN video conference network is also used for telemedicine activities.

The Nepal Research and Education Network (NREN), a not-for-profit organization, is a national research and education network that connects researchers and institutions in Nepal with their regional and global counterparts via dedicated high speed international connectivity links. This entity has been recognized as a facilitator for the sharing of knowledge and information, support for ICT initiatives and as a leading agency in the development of an advanced research and education networking environment in the country.

The impetus for the establishment of NREN was the need to create a better research environment by connecting people and content, to bridge the gap between knowledge and its dissemination, and to lobby the relevant authorities to adopt proper policies

and allocate sufficient resources. NREN’s current network members include universities, colleges, libraries, hospitals and research institutions in Nepal.

NREN is a primary member of the Asia-Pacific Advanced Network (APAN), the umbrella organization for research and education networks in the Asia-Pacific region, as well as being a partner of CONNECT-Asia and the country representative for the Fourth Generation Trans-Eurasia Information Network (TEIN4).

I. Advocacy for a Research and Education (R&E) NetworkProper awareness is essential for the better use and sustainability of any new initiative. NREN has been conducting meetings and consultation workshops with universities, colleges and government and non-government research institutions to advocate for the necessity of an R&E network in Nepal.

II.Connecting Institutions to the High Speed Research and Education NetworkIn common with other national research and education network operators, NREN is continuously working towards connecting more institutions to the high speed research and education network. NREN is connected with global R&E communities via the world’s largest research and education network, the Trans Eurasia Information Network. Universities, colleges, research institutions and other knowledge institutions that are affiliated with NREN are getting the very real benefits of a global research and education network.

III. Bridging the Health Divide: TelemedicineNREN is working closely with the Telemedicine Society of Nepal and

Kathmandu Model Hospital on regular telemedicine activities both inside and outside the country. These activities include live surgery demonstrations, critical case consultations, medical teaching and remote diagnostics and consultations. Dozens of rural health posts and district hospitals are connected via wireless and other available technology with the centre in Kathmandu. Especially, NREN more involves for technical facilitation and coordination.

IV. Glacier Monitoring through Wireless and Sensor TechnologyWith the support of Keio University, Japan, and other organizations, NREN established a wireless network to monitor the potentially vulnerable Imza Tsho glacier in the Everest region in 2007. The idea behind this initiative was to connect the glacier and its surroundings to the network, and utilize the network for further study on glacier melting and climate change issues. Sensors and field server technology were deployed to get the required information. The network service at the glacier is currently discontinued. NREN is now trying to revive this initiative, with more components and greater participation.

KREONET (Korea Research Environment Open NETwork) provides advanced networking services for various science technologies, supercomputing and e-science applications to about 200 key R&D organisations, including national research institutes and labs, major universities, hospitals and libraries in the industrial, academic and corporate sectors. It is a national R&D network supported by MEST (the Ministry of Education, Science and Technology), and has been managed and operated by KISTI (the Korea Institute of Science and Technology Information) since 1988.

KREONET is a high performance hybrid network enabling packet and circuit switching networking services. It comprises 16 local network centres (GigaPoP), and the backbone bandwidth between Seoul and Daejeon is more

than 100Gbps with 100Gbps/Lambda optical transmission technology. KREONET provides 1Gbps or 10Gbps connectivity to more than 60 users and the key network services are lambda networking services, dynamic Ethernet services based on carrier Ethernet technology, IPv6, QoS, performance management services and so on. KREONET-NOC (Network Operation Center) offers 24/365 network management services.

Moreover, KISTI is a core member of GLORIAD (Global Ring Network for Advanced Applications Development)

and provides international connectivity to support global collaborative research through two 12.5Gbps links that form the international network of KREONET. One is between Daejeon and Hong Kong, and the other is between Daejeon and Seattle. KISTI operates KRLight infrastructure as a GOLE (GLIF Open Lightpath Exchange) in the GLIF (Global Lambda Integrated Facility) Community using GLORIAD connectivity. Through KRLight, KREONET users can reach other NRENs (national research and education networks) such as ESnet, Internet2, NLR, CANARIE, CSTNET, CERNET, StarLight, Pacific Wave, NetherLight, ASGC, APAN-JP, University of Hong Kong, CUHK, AARNet, TWAREN and CENIC.

Activities

KREONET supports large-scale scientific and educational applications based on high performance hybrid network infrastructure. In practical terms, KREONET focuses on ten advanced application areas—supercomputing, high energy physics, weather & climate change, distance education, medical science, astronomy, new medicine & bio, culture and art, construction and architecture, and future internet—with strategic supporting programs. KREONET and KRLight offer locally and internationally bandwidth guaranteed networking services such as optical private networks (OPN).

APAN (the Asia-Pacific Advanced Network) refers to both the organization and to the backbone network that connects the research and education networks of its member countries/economies with each other and to other research networks around the world.

APAN’s members are organizations that represent research and education network interests in the countries and economies of Asia and Oceania.

APAN Ltd. is the not-for-profit association created to coordinate developments and collaborations among its members, and with peer international organisations, in network technology and applications. It is

fundamental in promoting network enabled research collaboration, knowledge discovery, improved health outcomes and disaster mitigation. APAN organizes two meetings each year for its members and other interested participants who come together in working groups, BoFs, committees, plenary sessions and side meetings to review progress, demonstrate advances in technology and applications, and make plans for future activities.

APAN’s Working Groups and WorkshopsThe APAN meetings (each one held in a different location in the region) are based around active Working Groups and focussed Workshops in a range of disciplines that are relevant to the opportunities and challenges faced in the region. On the technology side these include Network Engineering; Future Internet; Sensor Networks; Network Research; Advanced Audio Visual developments and Unified Communications.

On the applications side there is emphasis on utilising network technology and advanced communications to improve health outcomes (eg. teleconsultation, remote surgical training, emerging infections, etc); as well as in areas such as food security and water management (eg. improved seed propagation); saving and improving lives (eg. using advances in network technology to improve natural disaster mitigation and response and improved extreme weather prediction). The Earth Monitoring Working Group and Sensor Network Group frequently work closely with other working groups

to provide a combined synergistic approach to the many challenges faced in the region (eg. 60% of the World’s population live in the Asian Monsoon zones). The e-Culture Working Group plays a key role in preserving the diversity of cultural values of APAN member countries, focussing on the cultural dimensions of technology and harnessing networks and advanced AV for cultural exchange.

APAN’s Fellowship ProgramThe objective of the APAN Fellowship Program is foster and mentor the next generation of the region’s network engineers, application specialists and audio visual technicians through applicants’ participation in APAN meetings. The meetings provide them with the environment to “network” with other researchers and specialists.
