● Many thanks to the ~100 members who responded to the committee level-of-interest survey; from this list we have now refreshed all of the committees, including some 2nd term members for continuity.

● What is the role of the Technical Council now that the project is established?○ “It is anticipated that the role of and/or the need for the Technical Council

will be readdressed in these Bylaws when the CMB-S4 Project is established.”

○ TWGs have effectively transitioned to Project WBS L2s, but TWG co-ordinators are term appointments.

○ It is very valuable to have the TC chairs on the Executive Team.

● Is it time to establish the External Collaborators Committee?○ “The role of the External Collaborators Committee (ECC) is to provide the

necessary link to external follow-up observations or survey data that are required to maximize the science return from CMB-S4.”

○ Very pertinent to the theme of this workshop (eg. joint simulations).

● Up until now, all of our reviews have been self-imposed.

● Now that we are a project we will be formally reviewed by the Agencies.

● Each Agency Review is preceded by a Directors Review, answering the same charge and with reviewers who are asked to cast a particularly critical eye.

● Given our current status, this year we have○ A Directors’ Review (plural, absent a single lead lab)○ A DOE Review with NSF observers (pending Astro2020) & joint charge

● At these reviews we are presenting the current status of the Preliminary Baseline Design (PBD), which will need to be sufficient to meet CD-1/PDR requirements next spring.

The committee is requested to perform a general assessment of the project’s progress, current status, and identification of potential issues, as well as addressing the following specific questions:1. 1. The CMB-S4 team has made admirable progress toward CD-1/PDR, especially given the delay in announcement of the Lead Lab. The team is aware of gaps that exist and working towards closing them with personnel largely on donated time. Agency support is vital to achieve the currently presented schedule. Funding and the anticipation of the Lead Lab decision are the main delays associated with areas of the project not advancing.

2. Some of the recommendations from past reviews are in progress and should be completed prior to CD-1 ... there is a substantial lack of Environment, Safety, Health, and Quality Assurance (ESH&Q) addressed across the entire project. The information provided by the project team does not describe how ESH&Q is managed at the project level nor within each of the subsystems.

3. The project team needs to review the way the science flows down to requirements and present these in a clearer manner. As currently shown, the requirements flowdown and how the conceptual design meets these requirements was not clear during the plenary presentations nor in subcommittee discussions. Requirements should cover the full system including performance and measurement, they should have identified parent requirements such that validation can trace fully back to the base science requirements.

4. The review committee is confident each of the key elements outlined above, and those provided in detailed recommendations within the report, are able to be addressed by the project team before the DOE review in August 2020.
