● What is the role of the Technical Council now that the project is established?○ “It is anticipated that the role of and/or the need for the Technical Council

will be readdressed in these Bylaws when the CMB-S4 Project is established.”

○ TWGs have effectively transitioned to Project WBS L2s, but TWG co-ordinators are term appointments.

○ It is very valuable to have the TC chairs on the Executive Team.

● Is it time to establish the External Collaborators Committee?○ “The role of the External Collaborators Committee (ECC) is to provide the

necessary link to external follow-up observations or survey data that are required to maximize the science return from CMB-S4.”

Forecast paper for primordial gravitational waves is nearing completion! Many thanks to the former publications chair, the publications board, and the review team (Douglas Scott and Giulio Fabbian and Martina Gerbino) for all their hard work getting the paper to this point. ● Working Groups are the collaboration’s primary interface with the project

● Technical Working groups have evolved into the Project Subsystems○ Detector; Readout; Module Assembly/Testing; LATs; SATs; Data

○ Focus on experiment design & development (“WBS Level 2”)

Overview


● Reference Design fully TRACE-ed (Technical, Risk, And Cost Evaluation)○ Several follow-on requests for budget & schedule information met

● Astro2020 Committees are meeting, planning for an early 2021 report○ This could also serve as the NSF PDR review of our overall science

case.

● Our next step is develop the Reference Design presented to Astro2020 into the Preliminary Baseline Design for DOE CD-1 & NSF PDR:○ DOE: conceptual design & cost range○ NSF: science case, preliminary design & cost cap

● As the Decadal Survey Report was to Astro2020, so the Preliminary Baseline Design Report will be to CD-1/PDR

Decadal Survey


● Up until now, all of our reviews have been self-imposed.

● Now that we are a project we will be formally reviewed by the Agencies.

● Each Agency Review is preceded by a Directors Review, answering the same charge and with reviewers who are asked to cast a particularly critical eye.

● Given our current status, this year we have○ A Directors’ Review (plural, absent a single lead lab)○ A DOE Review with NSF observers (pending Astro2020) & joint charge

● At these reviews we are presenting the current status of the Preliminary Baseline Design (PBD), which will need to be sufficient to meet CD-1/PDR requirements next spring.

The committee is requested to perform a general assessment of the project’s progress, current status, and identification of potential issues, as well as addressing the following specific questions:1. Have the science requirements been clearly defined and articulated?2. Has the project conceptual design advanced to a level where the sufficiency

of the technical performance requirements, as derived from the science requirements, can be assessed?

3. Is the technical status appropriate for this stage and are the processes for the major technology selections on track to meet the goals?

4. Are the current cost and schedule planning processes, and current estimate, appropriately understood and justified for this stage of the project?

5. Are the ES&H aspects being properly addressed and is the planning sufficient for this stage of the project?

6. Has the project satisfactorily responded to the recommendations from previous reviews?

Directors’ Review: July 14-16


1. The CMB-S4 team has made admirable progress toward CD-1/PDR, especially given the delay in announcement of the Lead Lab. The team is aware of gaps that exist and working towards closing them with personnel largely on donated time. Agency support is vital to achieve the currently presented schedule. Funding and the anticipation of the Lead Lab decision are the main delays associated with areas of the project not advancing.

2. Some of the recommendations from past reviews are in progress and should be completed prior to CD-1 ... there is a substantial lack of Environment, Safety, Health, and Quality Assurance (ESH&Q) addressed across the entire project. The information provided by the project team does not describe how ESH&Q is managed at the project level nor within each of the subsystems.

Directors Review: Executive Summary


3. The project team needs to review the way the science flows down to requirements and present these in a clearer manner. As currently shown, the requirements flowdown and how the conceptual design meets these requirements was not clear during the plenary presentations nor in subcommittee discussions. Requirements should cover the full system including performance and measurement, they should have identified parent requirements such that validation can trace fully back to the base science requirements.

4. The review committee is confident each of the key elements outlined above, and those provided in detailed recommendations within the report, are able to be addressed by the project team before the DOE review in August 2020.
