1 College of Engineering and Applied Science Bylaws I. PURPOSE The Bylaws of the College of Engineering and Applied Science are established by provision of UW Regulation 2-411 (Academic Organization). II. MISSION The College of Engineering and Applied Science (CEAS) will provide programs of education and research capitalizing on areas of distinction important to Wyoming and the nation, competitive with America’s best programs, and ensuring strong demand for the college’s graduates, expertise, and research products. III. DEFINITIONS: A. PERSONNEL Faculty include all tenured, tenure-track, or non-tenure track faculty (as defined by UW Reg. 2-1 (III, A-C). Adjunct and Visiting appointments are typically short-term arrangements, so for the purposes of these Bylaws these individuals are not considered voting faculty despite their important contributions to educating students. Staff include office associates, academic advising professionals, accounting staff, staff engineers, and others whose appointments facilitate execution of the college’s mission in ways that are not primarily through teaching and research. B. STUDENTS Students are those enrolled in degree programs and taking courses to earn a degree in engineering, computer science, or atmospheric science. IV. VOTING PRIVILEGES, RESPONSIBLITIES AND RIGHTS OF FACULTY MEMBERS In accordance with UW Regulation 2-411, College Bylaws must be approved by 2/3 of a faculty quorum, where a quorum is defined as 50% of the faculty within the College.

I. PURPOSETheBylawsoftheCollegeofEngineeringandAppliedScienceareestablishedbyprovisionofUWRegulation2-411(AcademicOrganization).

II. MISSION

TheCollegeofEngineeringandAppliedScience(CEAS)willprovideprogramsofeducationandresearchcapitalizingonareasofdistinctionimportanttoWyomingandthenation,competitivewithAmerica’sbestprograms,andensuringstrongdemandforthecollege’sgraduates,expertise,andresearchproducts.

III. DEFINITIONS:

A. PERSONNEL

Facultyincludealltenured,tenure-track,ornon-tenuretrackfaculty(asdefinedbyUWReg.2-1(III,A-C).AdjunctandVisitingappointmentsaretypicallyshort-termarrangements,soforthepurposesoftheseBylawstheseindividualsarenotconsideredvotingfacultydespitetheirimportantcontributionstoeducatingstudents.

Staffincludeofficeassociates,academicadvisingprofessionals,accountingstaff,staffengineers,andotherswhoseappointmentsfacilitateexecutionofthecollege’smissioninwaysthatarenotprimarilythroughteachingandresearch.

B. STUDENTS

Studentsarethoseenrolledindegreeprogramsandtakingcoursestoearnadegreeinengineering,computerscience,oratmosphericscience.

IV. VOTINGPRIVILEGES,RESPONSIBLITIESANDRIGHTSOFFACULTYMEMBERSInaccordancewithUWRegulation2-411,CollegeBylawsmustbeapprovedby2/3ofafacultyquorum,whereaquorumisdefinedas50%ofthefacultywithintheCollege.

V. ORGANIZATIONANDGOVERNANCEA.Personnel

1. DeanTheCollegeshallbeheadedbyaDeanwhoisresponsibleforallmattersrelatingtotheeducational,research,service,andadministrativeaffairsoftheCollege.TheDeanshallpresideatmeetingsoftheCollegefaculty,administertheCollegebudget,andrecommendappointmentsandpromotionsforfacultyandstaffoftheCollege.

2. AssistantandAssociateDeansAssociateDeans,AssistantDeans,chairedprofessors,andadhocadministrativepositionsmaybeappointedbytheDeaninaccordancewithUWRegulations.TheseindividualsshallperformfunctionsassignedbytheDean.

3. DepartmentHeadsTheDeanshallappointaDepartmentHeadtoserveasthechiefadministrativeofficerofeachdepartment.HeadsreporttotheDeanandaretopromotethevisionoftheDeaninadvancingtheCollegemission.DepartmentHeadsshallhavegeneralresponsibilityfortheinstructional,research,service,budget,administrativeoperations,andpoliciesoftheirdepartments,inconsultationwiththemembersofthedepartment’sfaculty.

B.AcademicDepartmentsAcademicdepartmentswithintheCollegeshallinclude:

• AtmosphericScience• ChemicalEngineering• CivilandArchitecturalEngineering• ComputerScience• ElectricalandComputerEngineering• MechanicalEngineering• PetroleumEngineering.

Facultyintheseacademicdepartmentsareauthorizedtoconductinstruction,conductresearchrelevanttotheirdiscipline,andtoestablishdegreerequirementsfortheirprograms.

QuestionsofautonomyandjurisdictionbetweendepartmentsintheCollegeshallbedecidedbytheDean.

VI. MEETINGSTheDeanshallannounceandconductatleastonemeetingeachfallandspringsemestertoupdateCollegefacultyandstaffonissuesrelevanttotheCollege.Inaddition,theDeanshallcallandconductmeetingswithaLeadershipCouncil(definedbelow)asnecessaryforeffectivefunctioningoftheCollege.

VII. STANDINGCOMMITTEESThefollowingstandingcommitteesandcouncilsshallbeestablished.A. LeadershipCouncil

TheCouncilshallconsistoftheDean,AssociateandAssistantDeans,DepartmentHeads,DirectorofBusinessOperations,andotherswhomtheDeanmaydesignateasappropriate.TheCouncilwillmeetonaregularbasisasspecifiedbytheDean.LeadershipCouncildutiesinclude:

• Provideavenuefortheopenexchangeofinformation,ideas,concerns,andopinionsbetweentheDepartmentHeadsandDean’sOfficerepresentatives.

• PromotegoodrelationsandcooperationwithintheCollegewiththepurposeofcreatingcohesiveculture.

• Provideaforumforthediscussionandformulationoflong-termplanningfortheCollege.

• ProvideamechanismforthetimelydisseminationofinformationtofacultyandstaffwithintheCollege.

B. Reappointment,Tenure,andPromotionCommittee

TheReappointment,Tenure,andPromotionCommitteeshallreviewallcandidatesforreappointment,fixed-termrollingcontracts,promotion,andtenureintheCollegeandreporttheirrecommendationstotheDeaninwriting.TheCommitteeshallconsistofonetenured(full)Professorfromeachacademicdepartment.IfadepartmentdoesnothaveanyfacultyattherankofProfessorwhocanserve,atenuredAssociateProfessormayserve.TheDean,orhis/herrepresentative,willbeanex-officiomemberwithoutvote.Electedmembersshallservestaggeredthree-yeartermsandmaynotbere-electedformorethantwoconsecutivetermsifthereareothereligiblefacultywithinthedepartment.Amemberservingasareplacementmaybeelectedtoasubsequentfullterm.AssociateorAssistantDeansandDepartmentHeadsmaynotserveasmembersontheCommittee.MembersoftheUniversityReappointment,Tenure,andPromotionCommitteemaynotserveontheCollegeCommittee.AmemberoftheCommitteebeingconsideredforpromotionmaynotbepresentduringthediscussionandvoteonhis/herowncase.

Twonon-tenuretrackfacultyhavingrollingcontractswillbeelectedbyagroupoftheirpeers(i.e.,thegroupofnon-tenuretrackfacultywithrollingcontracts)toparticipateinCommitteediscussionsonlyforcasesthatpertaintoothernon-tenuretrackfaculty.Thenon-tenuretrackfacultyrepresentativeswillservestaggeredthree-yeartermsandmaynotbere-electedforconsecutivefulltermsifothereligiblecandidatesareavailable.Anon-tenuretrackfacultyservingasareplacementmaybeelectedtoasubsequentfullterm.Non-tenuretrackcommitteemembersmayparticipateandvoteonlyonnon-tenuretrackfacultycases.

C. AcademicProgramsCommittee

DutiesoftheAcademicProgramsCommitteearetooverseetheeducationalprogramsintheCollege,including:

• RepresenttheCollegefacultyinmakingrecommendationstotheDeanonmattersregardingcurricularaffairs.

• Reviewproposalsfornewdegree,minor,andcertificateprograms.• ReviewandmakerecommendationstotheDeanandtotheUniversityCourse

ReviewCommitteeregardingdepartmentalrequestsforadditions,deletions,andchangesintheircourseofferingsbyreviewingallCourseActionRequestFormsthataregeneratedwithintheCEAS.

• ProvideCollegerepresentationtotheUniversityCourseReviewCommittee.• Assistinassuringminimaloverlapofmaterialcoveredinvariouscourseofferings

andduplicationsoffacilitiesrequired.• AssistinfulfillmentoftheeducationalobjectivesoftheCollegeandtheUniversity.• ProvideoversightofCollege-wideandprogram-leveloutcomes-basedassessment

andaccreditationprocesses.• Serveasaforumforsharingbestpracticesincurriculardevelopment,innovation,

andassessment.• Coordinateassessmentactivitiesthatareapplicablewithinmorethanone

departmentintheCollegeorinvolveacademicprogramsoutsidetheCollege.• AssisttheDirectoroftheEngineeringScienceProgram(appointedbytheDean)in

thedevelopmentofmechanismstoassurequalitycontroloftheEngineeringScienceProgram.

• Coordinateofferingswiththetwo-yearcollegesinWyoming,andconsideranyothermattersrelatedtoprogramarticulation.

MembershipshallconsistoftwofacultymembersfromeachacademicdepartmentwithintheCEAS,andmemberswillservestaggered3-yearterms.UndergraduateProgramCoordinatorsandDepartmentHeadsareencouragedtorepresenttheirdepartmentsontheCommittee.

D. GraduateStudiesandResearchCommittee

• ActforthefacultyoftheCollegeinmakingrecommendationstotheDeanonmattersregardingpoliciesandprogramsrelatedtograduatestudiesandresearch.

• ProvidetheCollegewithapointofcontactfortheUniversityGraduateCouncil.• Assistinassuringminimaloverlapofmaterialcoveredinvariouscourseofferings

andduplicationoffacilities.• Assistinstimulatinginterdisciplinaryresearchandgraduateprograms.• Serveasaforumforsharingbestpracticesingraduateteaching,curriculum

assessment,andgraduatestudentrecruiting.

TheCommitteeshallconsistofonerepresentative,normallytheGraduateCoordinator,fromeachdepartmentintheCollege,anAssociateorAssistantDean,andallCollegerepresentativestotheUniversityGraduateCouncil.

E. StudentAppealsHearingPoolandHearingPanelsStudentappealsareheardbyahearingpanel.MembersofeachhearingpanelareselectedbytheDeanortheDean’sdesigneefromapoolofstudentsandfaculty.Ahearingpanelshallconsistofthreestudents,twoofwhommustbeofatleastseniorstanding,andtwofacultymembers.Thehearingpanelshallbechairedbyoneoftheseniorstudentmembers.TheproceduresfollowedbytheStudentAppealsHearingPanelshallbegovernedbytheapplicableportionsofUWRegulationsandtheCollegeStudentAppealsHearingProcedure.Thehearingpanelshallhearappealsconcerningmattersofacademicdishonesty,gradereview,andexceptionstoCollegerulesandregulationswhichinvolvestudents,faculty,academicprofessionals,oradministrativestaffintheCollege.ThehearingpanelshallpresentitsrecommendationsineachcaseconsideredtotheDeaninwriting.TheStudentAppealspoolconsistsofuptotenCEASstudentsselectedbytheCEASJointEngineeringCouncil.Aminimumofthreestudentswillbeofseniororgraduatestanding.Thetermofofficeforstudentmembersofthepoolshallbeoneyear.TheStudentAppealspoolshouldalsoincludeonefacultymemberfromeachdepartment.Thetermofofficeforfacultymembersshallbefouryearswithstaggeredreplacements.

F. AdHocCommitteesTheDeanmayappointadhoccommitteesorthefacultymayestablishandelectmembershiptothesecommitteestoaddressspecificissueswithintheCollege.TheDeanshalldefinethedutiesandresponsibilitiesofeachadhoccommitteeandshallappointthechairperson.Theadhoccommitteefunctionsshallnotusurpthefunctions,duties,orresponsibilitiesofanystandingcommittee.Adhoccommitteecharterswillnormallyexpireoneyearafterestablishment.

VIII. CURRICULUMOFTHECOLLEGEFacultyineachdepartmentareresponsiblefordeterminingandadministeringtheircurriculaandmaintainingaccreditation(whereapplicable).AllnewormodifiedcourseswillrequireaCourseActionRequestFormbeconsideredandapprovedbytheCollege’sAcademicProgramCommittee(describedabove),andthenbytheUniversity-levelCourseCommittee.DepartmentfacultyarealsoresponsibleforassuringthatassessmentandimprovementplansdevelopedthroughABETself-studiesareconsistentwiththeircurricularandprogramneeds.

IX. OTHERAMENDMENTOFTHEBYLAWSCEASBylawsoramendmentsthereofmustbeapprovedbyavoteofthefacultyasdescribedinParagraphIVoftheBylaws.TheBylawsmustalsobeapprovedbytheProvostandVicePresidentofAcademicAffairsandmustbereviewedeverythree(3)years.

X. CONFLICTBETWEENCOLLEGEBYLAWSANDUNIVERSITYREGULATIONS,POLICIESANDPROCEDURESUniversityofWyomingRegulationsandStandardAdministrativePoliciesandProcedures(SAPP)takeprecedenceoverCollegeandAcademicUnitBylaws.
