James B. Gibson Professional Biography

James B. Gibson is the President of VEGAS.com, a privately owned, family-run company that has developed significant relationships and interests in various industries including media, travel and tourism, communications, real estate and gaming.

He is a native Nevadan, born in Las Vegas and a resident of Henderson for over 56 years. He was educated in the Clark County School District, earned his bachelor’s degree from Brigham Young University in 1972 and his law degree from the California Western School of Law in 1975.

He formerly served as general counsel for the operating subsidiaries of American Pacific Corporation and has been a practicing attorney in the areas of business and commercial law, renewable energy and litigation for 33 years.

Mr. Gibson was elected mayor of the City of Henderson in 1997 and served 12 years, the maximum allowed due to term limits. As the mayor, he guided the City through an unprecedented period of growth. Henderson developed into one of the fastest growing cities in America. Henderson is now the second largest city in Nevada with a population of approximately 280,000. Henderson’s population is projected to exceed 517,000 by 2030.

Mayor Gibson was instrumental in the adoption of a vision for the City and for the development of business plans for each of the city’s departments. Named in 2006 by MONEY Magazine as one of the top 20 places in the United States to live, Henderson was recognized again in 2008 as one of America’s top communities. Rating agencies have awarded the city of Henderson the highest bond rating for a city in the state of Nevada.

During his time in office, Mayor Gibson provided direction for projects and policies that have helped define the City and guide it into the future. Under his leadership, the City established an aggressive Open Space and Trails Plan, secured Henderson a national gold medal for parks and recreation and earned accolades from organizations such as Sports Illustrated naming Henderson as one of its “Sportstown USA” cities.

Mayor Gibson was instrumental in updating the City’s comprehensive plan, creating the Boulder Highway Investment Corridor strategy, establishing direction for the Henderson Redevelopment Agency, and creating Henderson’s nationally award-winning Development Services Center. He helped establish the City’s commitment to conservation and energy efficiency in signing the Mayor’s Climate Protection Agreement.

Under his leadership the City also expanded its commitment to education. He led the effort to create Nevada State College which is situated in Henderson on more than 500

acres of land secured from the federal government by the City. Under Mayor Gibson’s direction the City also developed the APPLE Partnership, an innovative literacy partnership benefiting thousands of children and their families across the city every year.

During his tenure he has served on boards and commissions including the Las Vegas Convention and Visitors Authority Board of Directors, the Nevada Development Authority Board of Directors, the Las Vegas Events Board of Directors, the Regional Transportation Commission and the Nellis Air Force Base Civilian Military Council. He has been recognized for his many contributions by local, state and national organizations.

Among the awards he has received are the Henderson Chamber of Commerce Outstanding Member Award and the 2002 Humanitarian Award from the National Jewish Medical and Research Center. The Boy Scouts of America awarded Mayor Gibson the Good Scout Award from the Boulder Dam Area Council in 2002 and the prestigious Silver Beaver Award in 2004. Mayor Gibson was recognized by the Henderson Community Foundation as a 2005 Outstanding Citizen, and the Lili Claire Foundation recognized him with its Spirit of Leadership Award in the same year. In 2007, Mayor Gibson received the Nevada State College President’s Medal and the Clark County School District Crystal Apple Award. He was recognized by the Henderson Development Association and the City of Henderson as the 2008 O’Callaghan Public Sector Person of the Year for economic development, and the Commercial Managers Group awarded Mayor Gibson with its Vision 2009 award.

Mr. Wayne Aiken 637 S. 400 East Cedar City, Utah 84720 February 8, 2010 To Whom It May Concern: It was requested that I make a statement about why Nevada has no certification (licensing) program anymore. Back in the 1980’s or the 1990’s, Nevada suspended its Certification program. The explanation given to me at that time was that it cost the State of Nevada $3,600,000 a year to watch over 96 assayers. The state determined that it was no longer cost effective to spend over $300,000 per man to watch over these professional assayers. I asked what are my clients to do if they want verification that they are hiring a knowledgeable individual to perform their lab work. I was told that my clients will need to ask for references to verify they are hiring the right man (they used as an example that if you need someone to paint your house, you should get references from the previous customers. The same goes for finding the right person to do your analytical work). Presently, the only state left that has any type of certification or registration is Arizona. But because of the economy, Arizona may also do away with its registration program in the near future. I have checked into becoming a registered assayer for the state of Arizona (I even have the paperwork needed to apply) but after talking with a couple of registered assayers, I was told that I would only be able to perform fire assays. This would destroy better that 90% of my present and past analytical work. It would limit the type of work most of my clients need and have requested.
