    sources of home mortgage and commu-nity credit. There are twelve FederalHome Loan Banks, including one inBoston, each located in different re-gions of the country. Their cooperativestructure is ideal for serving the sys-tems 8,100 member lenders.

    Today, the Federal Home LoanBanks provide billions of dollars of pri-mary liquidity to approximately 80 per-cent of the Nations financial institu-tions. By providing this additional stu-dent loan authorization to its mem-bers, member institutions will be ableto remain active in the student loanmarketplace and help students pay fortheir education.

    common life-threatening genetic diseases inthe United States and one for which there isno known cure;

    Whereas the average life expectancy of anindividual with cystic fibrosis is 37 years, animprovement from a life expectancy in the1960s where children did not live long enoughto attend elementary school, but still unac-ceptably short;

    Whereas approximately 30,000 people in theUnited States have cystic fibrosis, more thanhalf of them children;

    Whereas 1 of every 3,500 babies born in theUnited States is born with cystic fibrosis;

    Whereas more than 10,000,000 Americansare unknowing, symptom-free carriers of thecystic fibrosis gene;

    Whereas the Centers for Disease Controland Prevention recommend that all Statesconsider newborn screening for cystic fibro-sis;

    Whereas the Cystic Fibrosis Foundationurges all States to implement newbornscreening for cystic fibrosis to facilitateearly diagnosis and treatment which im-proves health and life expectancy;

    Whereas prompt, aggressive treatment ofthe symptoms of cystic fibrosis can extendthe lives of people who have the disease;

    Whereas recent advances in cystic fibrosisresearch have produced promising leads ingene, protein, and drug therapies beneficialto people who have the disease;

    Whereas innovative research is progressingfaster and is being conducted more aggres-sively than ever before, due, in part, to theCystic Fibrosis Foundations establishmentof a model clinical trials network;

    Whereas, although the Cystic FibrosisFoundation continues to fund a researchpipeline for more than 30 potential therapiesand funds a nationwide network of care cen-ters that extend the length and quality oflife for people with cystic fibrosis, lives con-tinue to be lost to this disease every day;

    Whereas education of the public about cys-tic fibrosis, including the symptoms of the

    Whereas the Constitution of the UnitedStates requires that, to be eligible for the Of-

    fice of the President, a person must be anatural born Citizen of the United States;

    Whereas the term natural born Citizen,as that term appears in Article II, Section 1,is not defined in the Constitution of theUnited States;

    Whereas there is no evidence of the inten-tion of the Framers or any Congress to limitthe constitutional rights of children born toAmericans serving in the military nor toprevent those children from serving as theircountrys President;

    Whereas such limitations would be incon-sistent with the purpose and intent of thenatural born Citizen clause of the Con-stitution of the United States, as evidencedby the First Congresss own statute definingthe term natural born Citizen;

    Whereas the well-being of all citizens of

    the United States is preserved and enhancedby the men and women who are assigned toserve our country outside of our nationalborders;

    Whereas previous presidential candidates,were born outside of the United States ofAmerica and were understood to be eligibleto be President; and

    Mr. LEAHY. Mr. President, today Ijoin Senator CLAIRE MCCASKILL in in-troducing a resolution to express thecommon sense of everyone here thatSenator MCCAIN is a natural born Cit-izen, as the term is used in the Con-stitution of the United States. OurConstitution contains three require-ments for a person to be eligible to bePresidentthe person must havereached the age of 35; must have re-sided in America for 14 years; and must

    be a

    natural born Citizen

    of theUnited States. Certainly there is nodoubt that Senator MCCAIN is of suffi-cient years on this earth and in thiscountry given that he has been servingin Washington for over 25 years. How-ever, some pundits have raised thequestion of whether he is a naturalborn Citizen because he was born out-side of the official borders of theUnited States.

    JOHN SIDNEY MCCAIN, III, was born toAmerican citizens on an AmericanNaval base in the Panama Canal Zonein 1936. Numerous legal scholars havelooked into the purpose and intent ofthe natural born Citizen require-ment. As far as I am aware, no one hasunearthed any reason to think that theFramers would have wanted to limitthe rights of children born to militaryfamilies stationed abroad or that sucha limited view would serve any noblepurpose enshrined in our founding doc-ument. Based on the understanding ofthe pertinent sources of constitutionalmeaning, it is widely believed that ifsomeone is born to American citizensanywhere in the world they are naturalborn citizens.

    It is interesting to note that anotherprevious presidential candidate, GeorgeRomney, was also born outside of theUnited States. He was widely under-stood to be eligible to be President.

    Senator Barry Goldwater was born in aU.S. territory that later became theState of Arizona so some even ques-tioned his eligibility. Certainly themillions of Americans who voted forthese two Republican candidates be-lieved that they were eligible to as-sume the office of the President. Thesame is true today.

    Because he was born to Americancitizens, there is no doubt in my mindthat Senator MCCAIN is a natural borncitizen. I recently asked Secretary ofHomeland Security Michael Chertoff, aformer Federal judge, if he had anydoubts in his mind. He did not.

    mous resolution of the Senate and Ithank the Senator from Missouri forworking with me on this.

I havenever had any question in my mind that hemeets our constitutional requirement. Youare a former Federal judge. You are the headof the agency that executes Federal immi-gration law. Do you have any doubt in yourmindI mean, I have none in mine. Do youhave any doubt in your mind that he is con-stitutionally eligible to become President?

    patriot with the passing of Charlton Heston;Whereas Charlton Heston first became be-

    loved by the Nation as a great actor and por-trayed many heroic figures, including Moses,Michelangelo, Andrew Jackson, John theBaptist, Mark Antony, and El Cid in epicmovies of the 1950s and 1960s, and won the1959 Best Actor Academy Award (Oscar) forplaying the title character in Ben-Hur;

    Whereas Charlton Heston was a leader inmany areas of life outside of acting, includ-ing serving as president of the Screen ActorsGuild, which he helped to integrate withRonald Reagan, and as chairman of theAmerican Film Institute;

    Whereas Charlton Heston was an activesupporter of the civil rights movement, in-

    cluding protesting the showing of his film ata segregated movie theater in OklahomaCity and participating in and leading theArts Group in the 1963 civil rights march onWashington;

    Whereas, in the last major public role ofhis life, Charlton Heston was president of theNational Rifle Association from June 1998until April 2003;

    Evanston, Illinois, on October 4, 1923, and hisparents moved to St. Helen, Michigan, wherehe grew up;

    Whereas in 1943 Charlton Heston enlistedin the Army Air Forces and served as aradio-gunner in the Aleutian Islands of Alas-ka, and in 1947 he was discharged from theArmy;

    Whereas in 1944 Charlton Heston marriedthe love of his life, Lydia Clarke, to whom hehad been married 64 years at his death;

    Mr. COLEMAN (for himself and Mr.HARKIN) submitted the following con-current resolution; which was referredto the Committee on Armed Services:

    Whereas the Secretary of Defense has stat-utory authority under section 3070 of title 10,United States Code, to appoint doctors ofchiropractic as commissioned officers in theArmed Forces, but has not yet made such ap-pointments;

    Whereas the urgent needs of military per-sonnel in the field of operations include ac-cess to the widest possible range of healthcare options, especially in the area of care ofthe spine and related structures of the body;

    Whereas providing military personnel inthe field of operations with access to chiro-practic care will increase the cost effective-ness of military health care expenditures bytaking advantage of the conservative,drugless, and non-surgical care option of-fered by chiropractic care;

    Whereas back injuries are the leadingcause of lost service time and disability inthe Armed Forces;

    Whereas military personnel in the field ofoperations or on shipboard can access chiro-practic care only through commissionedchiropractic officers;

    Whereas access to chiropractic carethrough commissioned chiropractic officerswill enhance the combat readiness of mili-tary personnel by offering a non-pharma-ceutical option for the health care needs ofsuch personnel; and

    Whereas the appointment of doctors ofchiropractic as commissioned offices willmake use of a highly skilled and trained poolof health care professionals and help to meetthe growing demand for chiropractic care inthe Armed Forces: Now, therefore, be it

    Resolved by the Senate (the House of Rep-

    resentatives concurring), That it is the senseof Congress that the Secretary of Defenseshould take immediate steps to establish acareer path for doctors of chiropractic to beappointed as commissioned officers in allbranches of the Armed Forces for purposes of

    providing chiropractic services to membersof the Armed Forces.
