   5 September, 2012        Dear Colleagues,  Countries participating in ComDef have, since its inception 25 years ago, experienced an increasingly enhanced capability through cooperative endeavor. This capability has extended beyond the operational to include education training, and a pooling of assets and procurement streamlining.  Key programs like NATO Sea Sparrow and JSF proceed apace.    The challenges are still out there.  Potential antagonists have still to be deterred.  The costs of maintaining an adequate defense posture have still to be met.  ComDef 2012 will look at what needs to be done; and how this might be afforded.  A lively discussion is in the offing.   Warmest Regards,   David Whiteree Chief Executive.

Norman R. Augustine is the retired chairman and chief executive officer of the Lockheed Martin Corporation, and a former under secretary of the Army. He is a longtime proponent for ensuring the place of science and engineering on the nation’s list of priorities. He is a member of the advisory board to the Department of Homeland Security and he was a member of the Hart/Rudman Commission on National Security. He served for 16 years on the President’s council of advisors on Science and Technology. He is a member of the American Philosophical Society, the National Academy of Sciences and the Council on Foreign Affairs and he is a fellow of the National Academy of Arts and Sciences and the Explorers Club. Augustine graduated magna cum laude from Princeton University, where he earned bachelor’s and master’s degrees in engineering. He is the author of Augustine’s Travels, The Defense Revolution, and Augustine’s Laws.

Robert A. Basil is President and Chief Executive Officer of RBI, Inc., an international advisory group founded in 1978 whose clients have included almost all of the prestigious U.S. and European defense and aerospace corporations. In 2003, Mr. Basil expanded RBI, Inc. to include the critical international priorities of infrastructure, energy, water, and food security. Prior to forming RBI, Inc, Mr. Basil was the original architect of the Department of Defense policies and organizational machinery to establish and implement trans-Atlantic cooperation in defense R&D and procurement and coined the phrase “Two-Way Street”. Before joining the Department of Defense, he worked at Hughes Aircraft in engineering and advanced program development on radar fire control systems, missiles and space systems, and at Rockwell International as F-111D avionics program manager.

Dr. Hans Binnendijk is a Senior Fellow at the Johns Hopkins University Paul H. Nitze School of Advanced International Studies (SAIS). Dr. Binnendijk most recently served as vice president for research and applied learning at the National Defense University (NDU). Binnendijk also served as director of NDU’s Institute for National Strategic Studies and was the founding director of its Center for Technology and National Security Policy. He previously was on the National Security Council staff as special assistant to the president and senior director for defense policy and arms control; principal deputy director of the U.S. Department of State’s Policy Planning Staff; deputy staff director and legislative director of the Senate Foreign Relations Committee; and editor of “Survival”. He currently serves as vice chairman of the board of Tufts University’s Fletcher School of Law and Diploma.

H.E. Claudio Bisogniero, who has been posted to the U.S. on two previous occasions, officially took the reins as Italy’s ambassador to the U.S. on February 6, 2012. Claudio Bisogniero earned a degree in Political Science from the University of Rome in 1976, and served as an officer in the Italian Army in 1976 and 1977. He then entered the Italian Foreign Service in May 1978. For his first overseas posting, Bisogniero served as first secretary for economic and commercial affairs at the Italian embassy in Beijing, China, from September 1981 to 1984. From 1984 to 1989 he served at the Permanent Mission of Italy to NATO in Brussels, Belgium. From 1996 – 1999, he served at the Permanent Mission of Italy to the United Nations in New York, after which he returned to Rome to ser ve at the Foreign Affairs Ministry for the next eight years.In October, 2007 Bisogniero was named NATO Deputy Secretary General, serving in Brussels until late 2011 when he was named Ambassador to the United States.

The Honorable Marion C. Blakey is President and Chief Executive Officer of the Aerospace Industries Association. She joined AIA from the Federal Aviation Administration, where she completed a five-year term as administrator in September 2007. At the FAA, Blakey oversaw the safest period for air travel in United States history. She also instituted solid business practices at the agency, with more than 97 percent of the agency’s major programs coming in on time and on budget. Under her leadership, the Next Generation Air Transportation System, known as NextGen, was launched and significant progress made toward its implementation. She previously served as chairman of the National Transportation Safety Board and administrator of the National Highway Traffic Safety Administration, as well as in key positions at the Departments of Commerce, Education and Transportation and the National Endowment for the Humanities and the White House.

Major General Mark S. Bowman is the Director Command, Control, Communications and Computers (C4), Chief Information Officer, Joint Staff, J6/CIO, the Pentagon, Washington, D.C. He develops C4 capabilities; conducts analysis and assessments; provides Joint and Combined Force C4 guidance, and evaluates C4 requirements, plans, programs and strategies for the Chairman of the Joint Chiefs of Staff.Most recently, he served as the Director of Architecture, Operations, Networks, and Space, Office of the Army CIO/G-6 for establishing and maintaining strategy, policy, and guidance to build, integrate, communicate, and facilitate the seamless implementation of the Army’s network (LandWarNet) in a Joint and Coalition environment. Major General Bowman has a Bachelor’s Degree in History from Norwich University, VT, where he received his commission. He holds a Master’s Degree in Public Administration from Shippensburg University, PA.

Dr. Stephen Bryen is CEO and President of SDB-Partners, a global defense, homeland security and high technology specialist group. Previously he was President of Finmeccanica North America and was the first Director and founder of the Defense Technology Security Administration. Dr. Bryen is also President of MS-Tech North America and Chairman of the Board of Elsag North America. Dr. Bryen holds a PhD in International Politics from Tulane University.

Håkan Buskhe has served as the Chief Executive Officer and President of Saab AB since November 1, 2010. Mr. Buskhe served as the President and Chief Executive Officer of E.ON Sverige AB at E.ON Nordic AB since January 1, 2008 and served as its Member of Management Board. He served as President of the Electricity Production Business Sector and Senior Executive Vice President of E.ON Sverige AB since March 1, 2006 and also served as its Deputy Chief Executive Officer. He joined E.ON Sverige in March 2006. He served as the Chief Executive Officer of Schenker North AB for Schenker AG since November 1, 2002. He holds a Master of Science in Engineering (MSc) and a Licentiate of Engineering in Transportation and Logistics of the Chalmers University of Technology, Gothenburg, as well as a Diploma in Corporate Management from the Swedish Institute of Management, Sigtuna, Sweden.

Lt Gen (Ret) Charles “Charlie” Croom, joined Lockheed Information Systems & Global Services as Vice President of Cyber Security Solutions in October of 2008. In this capacity, he shapes the corporation’s cyber security strategy with insight from his 35 years of distinguished service, leadership, and technology experience from the U.S. Air Force. Croom retired as a U.S. Air Force Lieutenant General, Director of the Defense Information Systems Agency (DISA), and the Commander of the Joint Task Force for Global Network Operations in September 2008. He holds bachelors’ degrees in both Economics and Electrical Engineering from Rutgers University, a master’s degree in Management and Business Administration from Webster College, and Distinguished graduate degrees from both Squadron Officer School, and Air Command and Staff College at Maxwell Air Force Base. Additionally, he has completed Executive Development programs at Harvard University, Cornell University, and the National War College.

Thomas M. Culligan is senior vice president of Business Develop-ment for Raytheon Company, and CEO of Raytheon International, Inc. Culligan is responsible for worldwide sales and marketing, Raytheon’s international business and its government relations and operations. He also is responsible for developing and leading the ex-ecution of Raytheon’s business strategy. Culligan joined Raytheon in March 2001 from Honeywell International Inc., where he was vice president and general manager of Defense and Space. He earned a bachelor’s degree in government and a master’s degree in public administration at Florida State University and attended professional development courses at Harvard University and the Wharton School at the University of Pennsylvania. In the 1970s, Culligan served in the U.S. Air Force after receiving his ROTC commission.

The Honorable Jacques S. Gansler, former Under Secretary of Defense for Acquisition, Technology and Logistics, is the first holder of the Roger C. Lipitz Chair in Public Policy and Private Enterprise, University of Maryland School of Public Policy. As the third ranking civilian at the Pentagon from 1997 to 2001, Professor Gansler was responsible for all research and development, acquisition reform, lo-gistics, advanced technology, environmental security, defense indus-try, and numerous other security programs. Before joining the Clinton Administration, Dr. Gansler held a variety of positions in government and the private sector, including Deputy Assistant Secretary of De-fense (Material Acquisition), Assistant Director of Defense Research and Engineering (Electronics), Vice President of ITT, and engineering and management positions with Singer and Raytheon Corporations. He is a member of the National Academy of Engineering and a Fellow of the National Academy of Public Administration.

Richard A. Genaille, Jr., a member of the Senior Executive Service, was appointed to the position of Deputy Director, Defense Security Cooperation Agency May 24, 2010. As the Director’s principal assistant, he provides leadership, management, and oversight for the implementation of a diverse portfolio of security cooperation and partner capacity building programs including Foreign Military Sales (FMS), Foreign Military Financing (FMF), International Military Education and Training (IMET), End Use Monitoring (EUM) and Humanitarian Assistance, Disaster Relief, and Mine Action. He is also responsible for leading a professional security cooperation work force of military and civilian personnel located around the world.

Ron Genemans is the Defense Cooperation Attaché at the Embassy of The Netherlands. He assumed this position in July 2009. In his previous assign-ments Mr. Genemans served as a senior policy advisor to the Netherlands Minister of Defence. In earlier positions he worked at the Arms Export Control Department of the Netherlands Ministry of Economic Affairs, the Netherlands Military Intelligence Service and the Royal Netherlands Air Force. In 2005 he worked as an industrial analyst for the Deputy Under Secretary of Defence for Industrial Policy at the US Department of Defense in Washington DC. Ron Gen-emans is the current Chairman of the Defense MOU Attachés Group (DMAG), a group of 21 countries with bilateral reciprocal defense procurement agree-ments with the US.

The Hon. John J. Hamre was elected president and CEO of CSIS in Janu-ary 2000. Before joining CSIS, he served as the 26th U.S. deputy secretary of defense. Prior to holding that post, he was the under secretary of defense (comptroller) from 1993 to 1997. As comptroller, Dr. Hamre was the principal assistant to the secretary of defense for the preparation, presentation, and ex-ecution of the defense budget and management improvement programs. In 2007, Secretary of Defense Robert Gates appointed Dr. Hamre to serve as chairman of the Defense Policy Board. Before serving in the Department of Defense, Dr. Hamre worked for 10 years as a professional staff member of the Senate Armed Services Committee. Dr. Hamre received his Ph.D., with distinction, in 1978 from the School of Advanced International Studies at Johns Hopkins University in Washington, D.C. In 1972, he received his B.A., with high distinction, from Augustana College in Sioux Falls, South Dakota. The follow-ing year he studied as a Rockefeller fellow at the Harvard Divinity School in Cambridge, Massachusetts.

Van Hipp is the Chairman of the Washington, D.C., consulting firm American Defense International, Inc., (ADI), Hipp, a veteran of the United States military and an authority on the country’s war on terror, has written articles for Fox News and appeared on the organization’s cable channel as a commentator more than 400 times. Van Hipp has also made appearances on CBS Evening News, CNN, MSNBC, and Sky News Channel based in London. Van Hipp grew up in South Carolina and earned his Juris Doctor from the University of South Carolina School of Law. Early in his career, Van Hipp was elected to the position of Chairman of the South Carolina Republican Party in 1986. Holding this post through the 1988 elections, he participated as a member of the Presidential Electoral College and introduced former Speaker of the House Newt Gingrich at the Republican National Convention. He subsequently assumed the role of Deputy Assistant Secretary of the Army. Since ending his military service, Hipp has participated as a member of the President’s Council within the National Safe Skies Alliance. He also served South Carolina as Ambassador for Economic Development in 2002. James A. Hursch, a member of the Senior Executive Service, was appointed to the position of Director of the Defense Technology Security Administration (DTSA) in March 2010, having previously served as the Acting Director since October 2008 and Acting Deputy Director prior to that. In this capacity, he manages a staff of 220 policy analysts, engineers, and licensing officers responsible for developing and implementing DoD technology security policies for international transfers of defense-related goods, services, and technologies. Before his as-signment to Defense Technology Security Administration, Jim served as a Special Assistant to the Assistant Secretary of Defense for International Security Affairs from October 2007 to January 2008. Jim attended the University of Colorado where he graduated Phi Beta Kappa and magna cum laude in International Relations. He received his Masters Degree in Public and International Affairs from the Woodrow Wilson School at Princeton University in 1985.

Will Jessett, CBE, Minister Defence Materiel and Civil Secretary, is the senior United Kingdom Ministry of Defence Civil Servant in the US. He is responsible for all aspects of the US-US defense relationship, and is focusing on acquisition and trade, strategy and defense transformation, and operational policy matters. Until August 2010, Will Jessett was Prin-cipal Private Secretary to the UK Defence Secretary, in which he helped Bob Ainsworth to deliver his key priorities on Afghanistan and a Defence Green Paper. After graduating with a BA in politics and economics from Leicester University in 1981, he worked in the private sector (mainly in marketing) before joining the MOD in 1985. He studied part-time for an MA in war studies at Kings College, London, and graduated in 1988. Be-tween 2006 and 2009 he was the MOD’s Director for policy on counter-terrorism and UK operations.

Frank D. Kenlon is the Director, International Negotiations in the Office of the Under Secretary of Defense for Acquisition, Technology and Logis-tics (AT&L), Office of the Director for International Cooperation. He has served in this position since 2006 as a member of the Senior Executive Service. Mr. Kenlon is responsible for AT&L international agreements, technology transfer, and export control business process oversight and improvements. Mr. Kenlon was the Chief Negotiator for the Joint Strike Fighter Memoranda of Understanding that establish the framework for the nine-nation cooperation on the design, development, production, and follow-on support of the JSF. He also served as a key negotiation team member for the US-UK & US-Australia Defense Trade Cooperation Trea-ties. Mr. Kenlon received a Master’s degree in International Transactions from George Mason University. He received a Diploma from the Naval War College’s Command and Staff Seminar Program and his Bachelor’s degree in European History from the University of Pennsylvania.

The Hon. Frank Kendall is Under Secretary of Defense for Acquisition, Technology and Logistics (AT&L), and was confirmed by the Senate in May 2012. He is the leader of the Department of Defense’s efforts to in-crease the Department’s buying power and improve the performance of the defense acquisition enterprise. Prior to this appointment, from March 2010 – May 2012, he served as the Principal Deputy Under Secretary and also as the Acting Under Secretary. Mr. Kendall has over 40 years of experience in engineering, management, defense acquisition, and na-tional security affairs in private industry, government, and the military. Mr. Kendall is a Distinguished Graduate of the U.S. Military Academy at West Point and he holds a Masters Degree in Aerospace Engineering from California Institute of Technology, a Master of Business Administra-tion degree from the C.W. Post Center of Long Island University, and a Juris Doctor degree from Georgetown University Law Center.

The Hon. Kenneth J. Krieg runs Samford Global Strategies, a consulting practice focused on helping clients through periods of strategic change. He is a board member for a number of companies and is also an Executive in Residence with Renaissance Strategic Advisors. He previously served as the Under Secretary of Defense for Acquisition, Technology and Logistics and as Special Assistant to the Secretary of Defense and Director for Program Analysis & Evaluation. Prior to joining the Department of Defense, Mr. Krieg worked for International Paper, most recently as Vice President and General Manager of the Office and Consumer Papers Division. Mr. Krieg received his BA degree in history from Davidson College and his Masters in Public Policy from the Kennedy School of Government at Harvard University.

The Hon. William J. Lynn is the Chief Executive Officer of DRS Tech-nologies. Prior to joining DRS in 2012, Mr. Lynn served as the 30th United States Deputy Secretary of Defense from 2009 until 2011. Serving under Secretaries Robert Gates and Leon Panetta, he managed three million personnel and oversaw an annual budget of $700 billion. He also person-ally led the Department’s efforts in cyber security, space strategy and energy policy. From 2002 to 2009, Mr. Lynn was Senior Vice President of Government Operations and Strategy at the Raytheon Company. Mr. Lynn holds a law degree from Cornell Law School and a Master’s degree in Public Affairs from the Woodrow Wilson School of Public and Interna-tional Affairs at Princeton University. He is also a graduate of Dartmouth College.

Beth M. McCormick, a member of the Senior Executive Service, was ap-pointed to the position of Deputy Assistant Secretary of State for Defense Trade and Regional Security in the Bureau of Political-Military Affairs on February 14, 2010. In this position, she manages two of the Bureaus main organizations, specifically the Directorate of Defense Trade Controls (DDTC), and the Office of Regional Security and Arms Transfers (RSAT). She provides overall policy guidance regarding the transfer of defense technologies to other countries, through commercial defense trade and foreign military sales, and serves as one of the key links between the State and Defense Departments on regional security issues. Ms. Mc-Cormick previously served as the Deputy Director of the Defense Security Cooperation Agency. Ms. McCormick received her B.A. from Dickinson College, Carlisle, Pennsylvania in Political Science, Russian and Soviet Area Studies in 1981. She received her M.A. in Security Policy Studies from George Washington University in 1983.

Thomas C. Moore has served as a Senior Professional Staff Member on the Senate Committee on Foreign Relations since 2003. He has primary responsibility for all matters related to the non-proliferation of WMD and conventional weapons, associated treaty regimes, international organiza-tions and groups, export controls, and all related U.S. statutes, regulations and programs. He was the lead staff member for Senate advice and consent to ratification and Congressional approval of implementing legislation on the U.S.-IAEA Additional Protocol, legislation governing U.S.-India nuclear trade, and Senate advice and consent to ratification of the Moscow and New START Treaties. He is lead staff member for Committee review of all U.S. agreements for nuclear cooperation under the Atomic Energy Act. He is responsible for U.S. defense trade controls and Committee review of all U.S. Government and commercial sales of defense equipment sold, leased and transferred under the Arms Export Control and Foreign Assistance Acts. Mr. Moore has a Bachelor of Arts degree in History and Russian and East European Studies from the University of Kansas (Phi Beta Kappa, with Distinction).

Vago Muradian is the editor of Defense News, the world’s top defense news weekly with correspondents in 16 countries. Before joining Defense News in 2002, he was the managing editor of Defense Daily International and the business and international reporter for Defense Daily, a newsletter covering the defense and aerospace industry. Muradian joined Defense Daily from Air Force Times, the leading independent U.S. publication covering the U.S. Air Force. He covered global operations, including in Europe, Haiti, Somalia and Zaire. Before covering the Air Force, he served as Defense News’ land warfare reporter. Muradian started his career at Inside the Army.

Major-General Neasmith was promoted to his current rank on 17 June 2011 and assumed the duties of the CF J6 and Chief of Staff (Information Management) effective 04 July 11. He is also the Branch Leader for the Communication and Electronics (C&E) Branch. From March 2010 until March 2011, Major-General Neasmith was deployed to Kabul, Afghanistan as the Assistant Commanding General Afghan National Army (ANA) Development. He oversaw the continued development of the ANA as a professional fighting force, and set the conditions for Canada’s increased involvement in the training mission (Op ATTENTION). Major-General Neasmith attended the United States National Defence University’s National War College, in Washington D.C. as part of the International Fellows Program, completing a Masters Degree in Science (National Security Strategy) in 2006.

Martin Neill, CPhys was appointed the Counsellor for Defence Acquisition and Technology (C/DAT) at the British Embassy Washington in August 2009. This new position combines the posts of both Counsellor Defence Equipment and Counsellor Defence Science and Technology. Prior to this Martin was in London as the Director for Science and Technology for Counter-Terrorism and Support to Operations for 2 years. From Feb 2006 to July 2007, he was the Special Advisor to the Under Secretary of Defense for Acquisition, Technology and Lo-gistics. Martin started his career within the Ministry of Defence as a Physicist in 1993, conducting electro-optical research for the British Army.

Andrew Radcliffe is Vice President, US-UK Relations, Military Air Solutions and President, BAE Systems Holdings Inc. Mr. Radcliffe was previously Counsellor De-fence Equipment, British Embassy, Washington DC. During his time with the UK Min-istry of Defence, he undertook multiple roles in acquisition, international relations, policy, and science & technology in the UK, US and with NATO. He has a BA in Geography, is a Member of the Chartered Institute of Purchasing and Supply and has a Diploma in Purchasing and Supply.

Andrea Rigoni is Director General of the “Global Cyber Security Center” (GCSEC) and Director of eCommerce in Poste Italiane. He is a member of different interna-tional expert groups, including ICANN, ISO and ISACA and he is actively involved in many international initiatives. In 2009, Mr. Rigoni joined Booz and Company as Se-nior Advisor to provide independent consultancy to national governments, European institutions and European critical infrastructures on Cyber Security. In this role, he has been responsible for EU Funded Projects for the Protection of the European Critical Infrastructures, in particular in the area of Shares Situational Awareness, where he has worked with governments to define international standards. From 2003 to 2008 he worked for Symantec with responsibilities for European Commission and Critical Infrastructure Protection. He has a MSc in Information Security from Royal Holloway, University of London.

Kent R. Schneider, AFCEA’s president and chief executive officer, is a 26-year veteran of the U.S. Army Signal Corps. He was previously with Northrop Grumman Corporation’s Information Technology sector, where he served as president of the Defense Group, president of Northrop Grumman Information Technology Global, the International arm, and vice president of business development. After retiring from the Army in 1994, Mr. Schneider became the director of C4I Initiatives at Litton PRC. His subsequent positions include defense systems director of Advanced Programs; general manager, Maritime and Ground Systems;

vice president and general manager, C3I Systems; senior vice president and general manager, Defense Systems sector; and president, Defense Systems division. Mr. Schneider earned a bachelor’s degree in business management from Augusta College, and a Master’s in information systems management from the University of Southern California. He is also a graduate of the National War College.

David Whiteree is Chairman of IDEEA, Inc., a Virginia company founded in 1985. He is Chief Executive and Founder of the ComDef series of exhibitions and symposia. IDEEA, Inc. is a full service international business development and marketing company established in Washington DC. Mr. Whiteree is founder/publisher of “Common Defense Quarterly”.

Quentin Whiteree has been President and Chief Operating Officer of IDEEA, Inc. since 1 January, 1999. Prior to this, he was Vice President of the company, responsible for business focus, with an emphasis on emerging information and computer technologies. He joined IDEEA, Inc. in 1987 and has held a series of appointments within the company. Mr. Whiteree is Managing Editor of Common Defense Quarterly, an international defense cooperation publication. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland and is a past President of its Wine Appreciation Society. Mr. Whiteree is a member of the National Press Club; Secretary of the Royal Aeronautical Society, Washington, DC Branch and a Director of the British American Business Association.

Marc Whittingham is President and Chief Executive Officer of the Canadian Commercial Corporation (CCC), a federal Crown Corporation mandated to facilitate international trade on behalf of Canada’s defense, aerospace, security and infrastructure industries, on a Government-to-Government basis and sup-porting bilateral economic and commercial cooperation between Canada and other nations. Prior to his appointment, he served as Assistant Deputy Minister for Strategic Policy and Portfolio Relations at Public Safety Canada. During Mr. Whittingham’s 40-year career in the public service, he held various senior executive-level positions with the Department of National Defence, Government of Canada Privy Council Office, Industry Canada and Department of Fisheries and Oceans.Mr. Whittingham holds a Bachelor of Administration degree from the Université de Sherbrooke (Québec, Canada) and a Master of Arts in Strategic Studies from the Royal Military College of Canada.

Kevin J. Wolf was sworn in as Assistant Secretary of Commerce for Export Administration on February 19, 2010. Prior to his joining the Obama Administration, he was a partner in the Washington, D.C. office of Bryan Cave LLP. His practice over the course of his nearly 17 years with the firm covered most aspects of the law and policy of international trade, but focused on the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), sanctions administered by the Office of Foreign Assets Control (OFAC), the antiboycott regulations, the Foreign Corrupt Practices Act (FCPA), and multilateral trade controls. From 1996-1997, he was the Assistant Special Counsel to the House Committee on Standards of Official Conduct. He has a B.A. degree from the University of Missouri-Columbia, a M.A. from the University of Minnesota’s Humphrey Institute of Public Affairs, and a J.D. from the University of Minnesota Law School.
