    The Commissioning Process is a quality-oriented process for achieving, verifying, and documenting that the performance of facilities, systems, and assemblies meets defined objectives and criteria.

    Commissioning is an all-inclusive process for planning, delivery, verification, and risk management of critical functions performed in facilities.

    Commissioning ensures building quality using peer review and in-field or on-site verification. Commissioning also accomplishes higher energy efficiency, environmental sustainability, occupant safety and health and improves indoor air quality by making sure the building components are working correctly and that the plans are implemented with the greatest efficiency.

    Commissioning is a quality assurance-based process that delivers preventive and predictive maintenance plans, tailored operating manuals and training procedures for all users to follow.

    Essentially, the commissioning process formalizes review and integration of all project expectations during planning, design, construction, and occupancy phases through inspection, functional performance, testing and supervision of operator training and record documentation.

    Pre-Design The Commissioning Team is assembled to facilitate and oversee commissioning activities during the Planning and PreDesign phases of the project. During the Preliminary Phase, IBLS and Partners:

    Assists the client in defining the Owners Project Requirements (OPR)

    Compiles a detailed draft Commissioning Plan to ensure that all parties of the Commissioning Team comprehend the commissioning process and roles specified therein.

    Design A correct, functional, and coordinated control system in the design stage greatly facilitates the bidding, construction and functional testing of the project.

    During the Design Phase, IBLS and Partners:

    Conducts several design reviews to determine the level of quality control and conformance to the OPR by the design team. Of particular importance in this process is the development and review of the system design.

    Pre Construction In this pre construction stage commissioning is focused on review of the design. During the Pre-Construction Phase, IBLS and Partners:

    Proposes modifications to the design. Revisits the client requirements.

    Completes the commissioning specification and realizes the update of the commissioning plan. The requirements of the Commissioning process are clearly defined in the tender documentation.

    Explains the commissioning process to the trade contractors during the tender and appointment process and verifies the capability of trade contractors to meet the requirements of the commissioning process. Clearly defines the requirements of the commissioning process in the contract documentation of specialist trade contractors.

    Construction During the Construction Phase of the project delivery process, systems and assemblies are installed, inspected, tested, and placed into service to meet the Owner's Project Requirements.

    During the Construction Phase, IBLS and Partners:

    Updates the Owners Project Requirements. Updates the Commissioning Plan. Produces first draft

    O&M manuals, commissioning method statements, checklists and tests sheets, and the offsite commissioning strategy before the start of installation works.

    Verifies that the drawings and submittals meet the Owners Project Requirements and all aspects that may compromise performance, efficient operation or maintenance are highlighted, discussed and resolved

    Develops detailed test procedures and data forms. Verifies that systems and assemblies comply with the

    Owners Project Requirements. Conducts pre-commissioning works, involving verification of installation works and tests. Verifies and documents that the required performance figures and criteria have been met.

    Commissioning of Building Services During the Commissioning phase, IBLS and Partners:

    Performs the setting-to-work of systems. Verifies and documents that the required performance figures and criteria have been met.

    Carries out regulation of systems. Verifies and documents that the required performance figures and criteria have been met.

    Undertakes performance testing of the building. Verifies and documents that the required performance

    figures and criteria have been met. Our expertise is used in resolving site testing problems.

    Involves facilities management personnel in the commissioning works.

    Co-ordinates third party involvement in the commissioning works.

    Compiles the commissioning checklists and test sheets in the format agreed by the commissioning team.

    Finishes the production of the O&M manuals and the building logbook and integrates the required commissioning information.

    Follows verification of stand-alone equipment operation, and tests the overall building systems performance to ensure it meets design criteria and owners project requirements.

    Pre - Handover During the Pre-Handover phase, IBLS and Partners:

    Verifies the quality of the evidence documented in the course of the commissioning process works.

    Ensures that all required statutory documentation has been produced.

    Conducts training of users and operators. Produces and circulates a building users guide. Checks and updates the client brief and the design brief to

    reflect approved changes. Updates the commissioning plan. Changes made and

    knowledge gained during site based works should be reflected in post-handover works.

    Undertakes commissioning team administration.

    Initial Occupancy During the Initial Occupancy phase, IBLS and Partners:

    Introduces users to their building and demonstrate how it operates.

    Helps the facilities management team with initial building operation.

    Observes occupant use of the building and fine-tunes systems where necessary.

    Updates commissioning records in accordance with any approved changes.

    Updates the O&M manuals and the building logbook in accordance with any approved change.

    Produces a lessons-learned report about the commissioning process.

    Undertakes commissioning team administration.

    Post Occupancy Aftercare Continuous commissioning is an ongoing process to resolve operating problems and fine tune the building and its services.

    During Post-Occupancy Aftercare phase, IBLS and Partners:

    Carries out seasonal commissioning. Collects and reviews evidence about building performance. Updates the commissioning records, O&M manuals and

    the building logbook in accordance with any seasonal commissioning and fine tuning works.

    Produces a lessons-learned report comparing building performance with design intent, client stakeholder expectations and benchmarks.

    Operation Maintenance and Training Manuals

    Operation Maintenance & Training Manuals provide a survey of the installations, based on the As Built Drawings, Material Submittals and on-site Inspections and Commissioning Reports.

    Operation Maintenance & Training Manuals play an important part in the delivery and acceptance of building services installations, as they are used to educate and train the end user personnel who will run the installations and repair them in case of malfunction.

    In order to achieve accuracy and a thorough survey and presentation of facilities, manuals are produced by engineers, experts in their field, who employ their knowhow and work method in order to provide extensive and at the same time focused information, so as to analyze and present the installation and the manual in a way that is easy for less experienced or less educated staff to use and understand.
