a competitive standardization environment e.g. if participating non-ITU-T partners require an

"equal partner" status. A new mechanism seems needed to facilitate

participation of non-ITU-T entities Intra-ITU considerations: a cross-Sector

platform e.g. revival of Joint Rapporteur Group concept
