Minutes of the Committee of the Whole Workshop of the President and the Board of TrusteesHeld on November 26, 2018

In the Boardroom

Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Larson, Trustee Newton, Trustee O’Rourke, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Jake Melrose, Economic Development Manager; Allen Persons, Public Works Director; Ken Goska, Building Official; and John Konopek, Police Chief. There was approximately 6 persons in the audience.

Trustee Larson moved to approve the Minutes of the Special Committee of the Whole Workshop held on October 29, 2018. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried.

PRESIDENTIAL COMMENTSCommented on how well Public Works handled the snow storm.

TRUSTEE COMMENTSTrustee Bonuchi asked the staff to look into trucks using air brakes at Route 30 and Spangler and dumping at the old truck stop.

Trustee Larson commented out Toys for Tots donations.

PUBLIC COMMENTSNo Comments.

WORKSHOP1) WILL COUNTY BIKEWAY PLANMs. Corinne Crawford, Will County Forest Preserve District, gave a presentation highlighting the Will County Bikeway Plan and highlighted the corridors in the Village of Plainfield. Ms. Crawford pointed out that the plan is not a just a Forest Preserve plan, it’s a guide for future regional bikeway planning and encouraged the Board to adopt the plan.

Trustee Lamb recommended implemeting a strategic plan process to help accomplish the plan’s objectives.

Mayor Collins thanked Ms. Crawford for the presentation and asked staff to bring the resolution to the next Board Meeting.

#2 GREENBRIAR RESIDENTIAL DEVELOPMENTMr. Edward Mattox, Kipling Group and Mr. Gene Kripak, Landmark Asset Partners, gave a presentation regarding a proposed plan for single family, duplex, and apartments to be located generally north of Route 126 and 143rd Street, immediately west of Liberty Grove. The applicants reviewed overall phasing of the project, timing of construction, and Homeowners Associations.

Trustee O’Rourke expressed concern regarding the number of Homeowners Associations, ownershipof the properties compared to rentals, and the timing of the project. Trustee Larson expressed concern the number of Homeowners Associations, the number of apartments that have already been approved, and felt that the concept was too eclectic for one area. Trustee Bonuchi expressed concern with the number of apartments. Trustee Wojowski expressed concern that the rentals will not be 4

Staff will continue working with the applicant.

#3 FIRE SPRINKLER AND ALARM GRANT PROGRAMMr. Jake Melrose reviewed the proposed joint grant program with the Plainfield Fire Protection District that would provide financial assistance in implementing fire life and safety systems for commercial buildings in the traditional downtown area. Mr. Melrose reviewed the proposed program structure and pointed out the Village and Fire Department will be splitting the grant reimbursement 50/50. The maximum grant funding would be $20,000.

There was some general discussion regarding the proposed grant program. Trustee Wojowski expressed concern with the 50/50 reimbursement and felt that the Plainfield Fire Protection District should pay more.

Mayor Collins thanked staff for the presentation and requested the program be brought to a future Board Meeting for formal adoption.

The meeting adjourned at 8:50 p.m.

Dear Mayor Collins,

I' d like to thank you and all the people from your staff that helped make Rocktober Beerfest possible. It was an amazing first-year festival and we are

looking forward to continuing this partnership for many years to come.

Driving thousands of residents to the area obviously created a positive economic impact for the Village of Plainfield. We estimate that about 5, 000people attended over the course of the three day festival. The outreach of our marketing campaign was able to reach over 200, 000 people and will

continue to grow over the next few seasons.

At StarEvents, we pride ourselves on creating fun, safe, and exciting festivals. We are happy to report that our first year had no security issues or

need for police or ambulance services. Outside of some minor parking concerns, the festival went off without a hitch.

We' d like to thank your Police Department for all of their support. Special thanks to Commander Ken Ruggles and Chief John Konopek who each

attended the event throughout the weekend to ensure it was run properly.

We really enjoyed our first year working in the Village of Plainfield. We were able to make so many great relationships throughout the process. Weworked closely with your RiverFront Foundation and the Chamber of Commerce and can' t wait to develop these partnerships further in the future.

Festivals are a great way to showcase the community and our event will continue to generate a positive economic impact for years to come. We plan

on involving many of your local businesses in the future and have heard from many of them about their desire to be involved.

Again, thank you and your team for all of their support! It was our pleasure to be a part of such a great community. Please review the attached wrapup report and let us know if you have any questions or concerns. We' d love to get slated for a city council meeting soon to start the process for 2019.

During Village Board consideration of a recent special use request for a vapor/ electroniccigarette business, there was a suggestion to discuss the topic at a future meeting of theCommittee of the Whole. Staff has placed the item on the agenda for the December 10, 2018meeting.

At the upcoming meeting, staff will provide an overview of the emerging landscape of electronicand vapor cigarettes and " vaping". The presentation will include information on zoning of usesthat include electronic cigarettes, business licensing, and enforcement. Staff will be prepared toaddress recommendations from the Village Board, including a discussion of legal options.
