Dear Colleagues, Dear Friends,
Having dealt with a number of emergencies related to the Covid-19 crisis, we are all struggling and yearning to get back to some sort of normality. This applies also to our legislative work, which needs to focus again on some important files, such as the new Regulation on Fisheries control (for which over 1000 amendments have been tabled!), the transposition of the management plan for the Bluefin tuna in the eastern Atlantic and Mediterranean, or the ratification of relevant Fisheries Agreements with our partner countries in Africa and the Indian Ocean. Equally important, the inter -institutional negotiations on the new European Maritime and Fisheries Fund (EMFF) and on the Eastern Baltic cod need to resume as soon as the conditions allow.
One urgent file is still on the table, for which a tight deadline looms and the fisheries sector needs clarity and legal certainty: the future fisheries relations with the United Kingdom. Negotiations with the UK have been slowed by the pandemic and, as of today, it is stil l uncertain whether the UK will request for an extension of the transitional period ending in December 2020. In our draft opinion we underline once more the firm conditionality between the access to UK waters and the access to the EU common market for UK fisheries products. Also, an agreement on the fisheries relations must be an indispensable part of the overall trade agreement between the EU and the UK.
We trust that our British friends will realize, as we do, the importance of a joint, sustainable management of fish stocks for the benefit of fishermen and fisheries stakeholders on both sides of the Channel.

MEPs endorse amendments to the International Convention for the Conservation of Atlantic Tunas

The European Parliament gave green light
to the conclusion, on behalf of the EU, of the
Protocol to amend the International
Convention for the Conservation of Atlantic
Tunas. The legislative resolution was adopted with
667 votes in favour, 2 against and 13 abstentions. The package of amendments to the International Convention for the Conservation
of Atlantic Tunas (ICCAT Convention) modernises its text and extends its scope to manage oceanic, pelagic, and highly migratory species of sharks and rays. These amendments
bring the Convention in line with those of other regional fisheries management organizations (RFMOs) around the world and modernise the ICCAT Commission’s working methods and
decision-making procedures in order to strengthen the organisation and make it more effective and ready to meet current and future challenges. The amendments are in line with
the Common Fisheries Policy, in particular its external dimension. The main amendments include:
broadening the scope of the
Convention as regards shark conservation and management;
clarifying voting rules and quorum in the ICCAT Commission, in particular
majority requirements in situations where consensus cannot be achieved;
shortening the entry into effect period for recommendations adopted by the
ICCAT Commission from six to four months after notification to ICCAT Members;
introducing an ICCAT dispute
settlement mechanism which is voluntary, but the outcome of which
will be final and binding on the parties that have recourse to it.
Background
The ICCAT Convention entered into force in 1969 and established the ICCAT Commission. The Convention aims to promote cooperation in maintaining the populations of tuna and
tuna-like fish in the Atlantic Ocean at levels that permit the maximum sustainable catch. The EU became a contracting party to the Convention in 1986, where it has full
participation and voting rights. From 2013 to 2018, discussions took place within the ICCAT Commission on the changes that are needed to the Convention, in order to
improve its effectiveness and strengthen the conservation and management of species. As a result, a Protocol was drafted to amend the Convention. The Contracting Parties adopted
the Protocol at the 28th meeting of the ICCAT Commission in November 2019. The European Parliament was required to give its consent to the draft Council decision adopting
the amendments. The Fisheries Committee unanimously adopted the recommendation to conclude the Protocol on 23 April 2020.
EP adopts one-year extension of EU-Mauritania fisheries agreement

MEPs endorsed a one-year extension of the
current fishing opportunities for the EU
fleet in Mauritania, pending completion of
negotiations for a new Fisheries Partnership
Agreement. Following the adoption in the Fisheries Committee on 23 April, the European
Parliament gave its consent to the conclusion of the agreement, in the form of an exchange of letters between the EU and Mauritania, concerning the extension of the Protocol setting out the fishing opportunities and
financial contribution provided for in the Fisheries Partnership Agreement (FPA). The legislative resolution was adopted with 575 votes in favour, 58 against and 57 abstentions.
Under the Protocol, the EU fleet can fish in Mauritanian waters for shrimp, demersal fish, tuna and small pelagic fish, up to a total of

287,050 tons a year. In addition to the fees paid by the European fleet, the EU pays a financial contribution of €61,625,000 per year,
comprising of €57,500,000 for the access to waters and €4,125,000 for supporting local fishing communities in Mauritania and improving fisheries governance.
Background The Fisheries Partnership Agreement (FPA) with Mauritania is the most important of the EU's current fisheries agreements with third
countries. The first agreement was signed more than 30 years ago, and it currently allows a maximum of 58 vessels, from Spain, Italy, Portugal, the Netherlands, Lithuania, Latvia,
Poland, Germany, the United Kingdom, Ireland and France, to fish in Mauritanian waters. The FPA provides significant fishing
opportunities targeting demersal and pelagic species, as well as tuna and highly migratory species, for the EU fleet. The last Protocol expired on 15 November 2019.
On 8 July 2019, the Council adopted a mandate authorising the European Commission to open negotiations to renew the FPA between the EU and Mauritania. The mandate lays down that if
negotiations take longer than expected, and to avoid fishing activity being interrupted for a long period of time, the Commission should be able to agree on a one-year extension to the
current Protocol with Mauritania. Pending completion of the negotiations on the FPA renewal, the Commission negotiated with Mauritania, on behalf of the EU, an Agreement
in the form of an Exchange of Letters extending by one year the Protocol to the Partnership Agreement. The Agreement in the form of an Exchange of Letters was signed on
13 November 2019.

Open public consultation on the deep-sea access regulation

On 13 May, the Commission launched a
public consultation on the evaluation of the
deep-sea access regulation.
The regulation aims to support the sustainability of deep-sea stocks by reducing the environmental impact of deep-sea fisheries, preventing adverse impacts on
vulnerable marine ecosystems, and supporting improvements to scientific knowledge. We are looking for feedback from as many people/organisations as possible, including the
general public and those with specialist knowledge or insights. Thank you for sharing your views. The consultation survey takes only 15 minutes to complete and is available on the
EU survey website. For those who would like to give a more in-depth view, you may also upload your position paper to the consultation site. The deadline for submissions is 5 August

Public consultation on the evaluation of deep-sea access regulation
EU, Norway and the Faroe Islands reach an agreement for better monitoring and control of pelagic fish stocks

On 22 April, the European Union, Norway
and the Faroe Islands reached a coastal
states agreement for the monitoring, control
and surveillance (MSC) of shared pelagic
stocks fisheries in the North-East Atlantic
(mackerel, horse mackerel, blue whiting
and herring). This is the first dedicated agreement on fisheries control and a major step in progressively achieving a level playing field on control and management of these pelagic
stocks. The agreement is open for the signature of other coastal and fishing states. Greenland, Iceland and the Russian Federation were, regrettably, not in a position to commit to the
agreement. However, these coastal states can and are encouraged to join it fully in the future. The three signatories commit to adopt a number of control measures for these fisheries

in order to avoid discards and to monitor the landing and weighing operations. To ensure compliance with the landing obligation,
several measures to prevent illegal discards will be mandatory. Measures such as providing control authorities with real-time access to weighing data and
camera surveillance of landing and processing facilities will ensure better control and monitoring of catches. The signatories also agreed, for the first time, a number of measures
aimed at ensuring accurate weighing and catch recording. In addition, an ambitious plan to test Remote Electronic Monitoring systems on board fishing vessel, such as cameras and
sensors, will be implemented. The agreement calls for a regular review of the achievements, so that the measures could be enhanced in the future.

EFCA reports on 2019 activities

The 2019 Annual Report of the European
Fisheries Control Agency (EFCA) was
published today.
EFCA’s mission is to promote the highest common standards for control, inspection and surveillance under the EU’s common fisheries policy. Its primary role is to organise
coordination and cooperation between national control and inspection activities so that the rules of the CFP are respected and applied effectively.
Throughout 2019, the agency supported Member States and the European Commission in the implementation of the CFP’s control regime. This involved the coordination of joint deployment plans, the development of specific
projects related to compliance with the landing obligation (LO) and new technologies such as remote electronic monitoring (REM) and capacity building operations in relation to third
countries. The European cooperation on coast guard functions enhanced EFCA’s capacity to contribute to an effective and uniform
implementation of the CFP. During the year, the agency extended operational cooperation with EUROPOL and EUROJUST in the
framework of the European multidisciplinary platform against criminal threats, thus reinforcing the fight against illegal fishing activities.

EU adopts emergency aid for fisheries and aquaculture

The European Commission welcomes the
quick adoption by the European
Parliament, with the Council following very
soon, of its initiative to modify the European
Maritime and Fisheries Fund (EMFF) to
mitigate the impact of coronavirus on the
fisheries and aquaculture sectors.
Part of the Coronavirus Response Investment Initiative Plus, these exceptional measures include support for the temporary cessation of fishing activities due to coronavirus, financial
compensations to aquaculture farmers and to processing enterprises, specific measures for the outermost regions and support to producer organisations for the storage of fishery and
aquaculture products. Additional amendments to the EMFF Regulation allow for more flexible reallocation of financial resources within the operational programmes of each
Member State and a simplified procedure for amending operational programmes with respect to the introduction of the new measures. Operations supported under the
temporary coronavirus-related measures will be retroactively eligible as of 1 February 2020 until 31 December 2020. Therefore, Member States can already start selecting and supporting these operations.
EU Fleet Register gets new user-friendly interface

The new, user friendly interface of the EU
Fleet Register is now available, featuring

additional filters to access administrative or
technical data on EU fishing vessels. The revamped interface allows all web users to
easily obtain vessel information, download data and access fleet capacity information and entry/exit statistics. With over one million records representing 30 years of data, the
register is updated almost in real time by Member States through the FLUX (Fisheries Language for Universal eXchange) standard. More information

COVID-19: Council adopts rules to help EU fishermen

The Council adopted new rules intended to mitigate the impact of the COVID-19 outbreak on the fishery and aquaculture sector. The new rules take the form of amendments to the
regulation on the European maritime and fisheries fund (EMFF) and the regulation on the common market organisation (CMO). They are expected to enter into force by the end
of the week. The new act introduces the following specific measures:
support in relation to the temporary
cessation of fishing activities with a maximum co-financing rate of 75 % of eligible public expenditure
support in relation to the temporary
suspension or reduction of aquaculture production and sales
inclusion of fishermen on foot as eligible for support in case of
temporary cessation derogation for temporary cessation for
new vessels
flexibility in order to use 10% of the budgetary funds allocated to Union Priority 3
granting working capital and compensating the reduction of sales and additional storage costs for aquaculture farmers and processors
provisions for Outermost regions adapted to deal with the consequences of the crisis
In relation to storage, the new rules also
provide for support to producer organisations and associations of producer organisations for the storage of fishery and aquaculture products. The quantities eligible for storage aid
will be increased to 25 % of the annual quantities of the products concerned. Further to that, an amendment to the CMO regulation makes possible the resort to the storage
mechanism if member states have not set and published trigger prices. It also allows aquaculture producer organisations to benefit from the storage mechanism.
The expenditure for the operations supported under these new measures will be eligible as of 1 February 2020. The Council's vote on the amendments was
taken by means of a written procedure, which was concluded today. The European Parliament voted on 17 April. Both institutions negotiated and processed the proposal as a
matter of urgency. It is expected that the amending regulation will be published in the EU Official Journal on 24 April 2020. It will enter into force on the day

The first round of negotiation took place from 2 to 4 September 2019 in Brussels,
during which a 1-year extension of the current protocol was agreed. This extension
was signed on 13 November 2019 and applies provisionally from 16 November
2019. The second round took place in November 2019 in Nouakchott and the third
one in February 2020. EP gave its consent in May 2020.
