Title of Committee: Academic Relations

Charge: Establish connections with students and faculty at UC Berkeley School of

Information Management and Systems and San Jose State University School of Library and Information Science, for the purpose of promoting law librarianship and recruiting new law librarians into the profession.

As a secondary charge, establish connections with Northern California law schools for the purpose of promoting law librarianship and recruiting new law librarians into the profession.

Duties: Make faculty and students aware of NOCALL activities by making sure the

schools receive and encouraging them to post the NOCALL newsletter. Encourage students to become active in NOCALL and AALL by mailing meeting

announcements and having committee members greet and talk to students who attend meetings and join NOCALL.

Write regular committee report for NOCALL newsletter. Work with Grants Committee to disseminate grant applications for workshops,

institutes and annual meetings. Participate in receptions and career panels at schools. Invite Deans to speak to NOCALL members on an annual basis and/or

interview them for NOCALL newsletter. Work with other NOCALL committees to develop and coordinate internships,

job counseling, and mentoring relationships for students.

Accomplishments:

1) Submitted a report in January 2008 to the AALL Recruitment Committee, reporting on NOCALL Academic Relations Committee recruitment efforts at SJSU SLIS and area law schools. Suggested that the AALL Recruitment Committee develop some giveaways and marketing materials, which regional chapters, including NOCALL, could distribute at career fairs. The Recruitment Committee just completed a new brochure on careers in law librarianship, which will be ready in a few weeks. NOCALL members can request copies of the brochure for distribution at career fairs and other recruitment events.

2) Continued to contact all new NOCALL student members, offering to put them in touch with NOCALL members willing to mentor student members and dispensing tips on job searches, interviewing, and library school course and internship selections.

Title of Committee: Archives

Charge:

The Archivist collects and makes available NOCALL historical information and materials. The Archives committee assists members and other committees in compiling, verifying and researching NOCALL information.

Duties:

The Archivist serves the Associations, collects and organizes NOCALL documents and publications, maintains and makes available the archival collection, and performs historical research as requested.

The archives received two donations of materials this year. The first was from past NOCALL Secretary Diane Rodriguez. Diane donated several binders full of NOCALL material from her days as secretary. The second donation came in the form of several old volumes of old NOCALL Newsletters. Nancy Carol Carter, Legal Research Center Director at the University of San Diego School of Law, sent the Newsletters our way.

Inquiries:

Internally, Janet Fischer, NOCALL Webmaster, contacted the archives in search of several back issues of the Newsletter in order to complete the online library of NOCALL publications. While the archives did house one of the lost issues, several others were unable to be located in either the archives or the Stanford Law Library collection. This is similar to a request fielded by the archives in March of 2007. At that time a request for the Spring 1999 issue of the Newsletter was made and it was determined that the issue was not published.

Complete a comprehensive audit of the contents of the archive and create a master list of the contents.

2007-2008 Awards Committee Annual Report

The committee posted requests for nominations for the Professional Achievement Award in the newsletter and on the listserv. Announcements were also made at the Business Meetings.

The Executive Board agreed to change the deadline to be 2 weeks earlier to give more time for creation of the plaques. It was also decided that the outgoing president will now receive a plaque, along with her parting gift rather than give it to the outgoing Past President. This allows for the Past president to order both plaques. So there year 3 plaques were obtained.

The updated procedures were given to the Web Committee to be placed on the website.

Title of Committee: Government Relations

Charge: The NOCALL GRC shall monitor all federal and state legislative, regulatory and judicial development that would affect NOCALL, the practice of law librarianship, or the dissemination of information. For those matters which the Committee deem sufficiently important, it shall inform the membership about the issue through the newsletter or other means. The Committee shall coordinate efforts to communicate NOCALL views on information policy issues, and these will be consistent with the AALL Government Relations Policy Statement as applicable to the NOCALL Chapter. The Committee may, on its own initiative, communicate NOCALL views to appropriate government bodies and other interest groups and shall keep the Executive Board informed of all such efforts. The Committee shall also keep the AALL GRC informed of such efforts as appropriate. The Chair of NOCALL’s GRC shall be the official liaison to the AALL GRC.

Duties: Monitor legislation and legislative issues; report to NOCALL members via NOCALL listserv; advocate and represent NOCALL member concerns before elected officials; liaison with the AALL GRC and other professional groups, e.g., CLA-GRC, SLA-GRC, the NOCALL Board, and other special bodies, including State Library committees.

Accomplishments:

2008 Sunshine Week Program:NOCALL GRC and the Special Libraries Association, San Francisco Bay Region Chapter, presented their annual Sunshine Week program on March 21st, 2008, in San Francisco. The “Government Secrecy: Censoring Your Right to Know” web cast, sponsored by OpenTheGovernment.org and other sponsors, including AALL, comprised the first part of the NOCALL/SLA program. It was followed by a luncheon panel of local invited speakers who are open government advocates.

Carl Malamud, president of Public Resource.Org, Inc, covered a number public access issues, including how the courts are the most closed branch of the government. Mr. Malamud’s organization is working with the Smithsonian Institution to release items from their photography archives. His organization supports the web cast of congressional hearings and works toward making databases of public domain information available to the general public, not only the wealthy.

Marcia Hoffman, staff attorney with the Electronic Frontier Foundation (EFF), addressed the difficulty of obtaining information through the FOIA. Ms. Hoffman reported that the EFF has urged that the National Security Letter (NSL) provision be struck down, on the basis that the FBI can use NSLs to obtain private communication without court approval. NSLs are an expansion of federal surveillance law, supported by the PATRIOT Act.

Brewster Kahle, Digital Librarian, Director and Co-Founder of the Internet Archive, invented WAIS (Wide Area Information System) in 1989. He is founder of the Internet Archive, which is part of the Open Content Alliance, an initiative to provide free digital access to works in the public domain. Mr. Kahle called upon librarians to promote the development of a digital library and offered to work with librarians to

build targeted digital collections.

To plan the program, Michele Finerty initiated a series of conference calls with Susanne Dyer, Greg Fite, Susan Nevelow Mart, and SLA GRC chair, Anne Barker. Susan Nevelow Mart and Anne Barker suggested the names of the three prominent individuals who are active in furthering open government and they were successful in getting them as speakers. A summary of the event was published in the AALL Washington E-Bulletin, along with photographs of the speakers and attendees, taken by Greg Fite.

Posting developments in Federal and California State Legislative actionsGreg Fite routinely posts to the NOCALL membership ongoing developments that are of concern to law librarians.

Response to AALL Action AlertMichele Finerty called the office of Dianne Feinstein, member of the Senate Judiciary Committee, to express NOCALL’s opposition to the “Dark Archive” provision of the Orphan Works Act. A request was posted to the NOCALL listserv, asking members to call Senator Feinstein as well.

Letters in Support of GPO’s FDLP and FDsysKelly Browne, NOCALL President, and Michele Finerty signed letters to California representatives Barbara Lee and Mike Honda. The letters were in support of the testimony Mary Alice Baish gave on funding GPO.

1. Review feasibility of facilitating Sunshine Week presentations in more than one location, or at alternate locations on a year-to-year basis (e.g., San Francisco, Sacramento, Oakland, etc.) At the March 21, 2008, Sunshine Week program in San Francisco, only three NOCALL members were present.

2. In an effort to preserve important paper legislative documents and make them easily accessible, investigate the possibility of digitizing or putting on microform the legislative documents held in paper at the State Library. This would include identifying the location of documents at the State and other libraries, looking into the conversion cost and possible funding. This is a long-term goal, extending beyond the next committee year.

3. Continuing interaction with the AALL GRC and AALL Washington Affairs Representative, to support initiatives of concern to law librarianship or the dissemination of information.

Charge: To administer all NOCALL grants given out during the year.

Duties: Manages distribution of NOCALL grants for the AALL Annual Meeting, the AALL Winter Institute, and the NOCALL Annual Workshop, Institute and other non-AALL and NOCALL sponsored programs.

Accomplishments: Provided 1 grant for NOCALL Spring Institute and 3 for AALL Annual Meeting. The grants given this year included full-funding to AALL Annual Meeting for one member who was financially restricted by her employer.

Title of Committee: Nominations

Charge: To develop a slate of worthy candidates for election to the various offices of NOCALL.  The committee shall present a slate that, if needed, would maintain a balance on the Executive Board of members by library type to the extent possible.  The committee shall solicit names of possible nominees from the membership and propose possible nominees itself.  The committee shall select from those names viable candidates to provide leadership to NOCALL.

Duties: Obtain a list of current active members from the Membership chair. Solicit the membership, chairs, and Board for the names of interested

members for open Executive Board positions. Review and consider the individuals suggested for candidacy and submit a list

of nominees to the Board and membership. The committee is responsible for finding two candidates per open office. The committee must contact all individuals nominated providing them with he

duties and responsibilities of the nominated office as compiled and revised by prior office holders.

Since the office of President is critical, the following desirable qualifications for Vice-President/President-Elect should be sought:  The candidate should possess inherent leadership characteristics and should be situated economically and personally to devote considerable time during the term of office to the business of NOCALL.  (The latter implies favorable employment conditions for handling the responsibilities and correspondence of the office.)  Other qualifications for candidacy include active committee participation, prior committee chair-ships, or Executive Board experience and NOCALL meeting attendance.

The committee will submit a slate of candidates to the Board by December 15.  The Board will notify the membership of the slate by January 20.

Additional candidates may be added by petition in accordance with guidelines set forth in the Bylaws (Article IV, Sec. 3).

Title of Committee: Public Access

Charge:

Contact and serve as resource person to publicly-supported libraries and organization, including but not limited to: public libraries, academic libraries and cooperative organizations.  Prepare, gather and distribute pertinent materials for use by non-law librarians and their patrons. Investigate the public’s access to legal materials.

Duties:Provide and/or oversee the provisions of training and education on basic legal materials for individuals working in organizations described above. Evaluate the legal collections of libraries describe above, to insure that a basic level of accuracy and currency is met. Publicize the committee’s services as described above to the appropriate organizations.

This committee of two has been working like a well oiled machine. Jennifer Pesetsky picks up the postings on the listserv and posts them immediately on Sparta Jobs at SJSU, enabling us to reach more potential candidates.

We continue to receive postings for positions outside the area as well as local postings. Next year my plan is to make a spreadsheet to track where the jobs are as well as how many. Additionally, the Committee will work on a follow-up plan to find out which jobs are filled and we will remove them accordingly.

We posted about the same number of positions this year as last year.

To promote NOCALL to the legal community and the local community. To promote librarianship to the legal community and the local community. To promote NOCALL to law librarians. To assist members in promoting themselves and their services within their

institutions.Duties:

Promote NOCALL’s activities and achievements to its members and the community at large.

Write a column for each NOCALL newsletter. Create and maintain the NOCALL brochure and other promotional materials. Act as liaison for NOCALL to the San Francisco Daily Journal, the Recorder, and

the AALL Newsletter and other news media. Work with other committee chairs to promote their activities. Communicate with the Board through the designated liaison. Arrange for transportation of materials to and from regional meetings, annual

meetings, conferences and programs. Identify and investigate potential promotional opportunities and recommend

appropriate activities to the Board. Inform AALL Chapter news editor about NOCALL activities; inform AALL

Educational coordinator about continuing education activities; inform the AALL newsletter editor about changes in offices and/or committee chairs during the year.

BASF Bulletin. Organized and presented NOCALL promotional table at the AALL conference in

New Orleans, where Les Forrester outdid herself with the best giveaway: NOCALL voodoo dolls.

Accomplishments: We digitized and posted all back issues of our newsletter, NOCALL News. My institution had some back issues on hand and others were sent by Ellen Platt from Santa Clara’s Heafey Law Library, Holly Riccio, and Julie Horst. Without the assistance of Siri Berdahl in the GGU Law Library this project would never have been completed as she did ALL of the scanning, creating all of the pdf files. Until missing issues are found by someone, all available issues are now posted.
