W elcome to February, the shortest month of the year! Our January meeting hosted by Jim Acosta (Retired, Downey Fire Department) was held at Geezers Restau-
rant in Santa Fe Spring. We had a cozy 53 in attendance. I would like recognize Gary Kimmerle of Dailey Wells for a very informative and entertaining presentation “Next Gen-eration LMR/LTE Radios” and for sponsoring our January meeting. You support is much appreciated. Thank you. Gary’s presentation focused on developments for the next generation radios. I took note of the ability to add Band Class 14 capabilities to a LMR radio. Although for the foreseeable future LMR will still be the mainstay for Public Safety communication it’s good that the manufacturers are designing the ability to transition into the next generation technology. This capability is especially notable as it was reported in the trade media that the Los Angeles Regional Interoperable Communications System (LARICS) has deployed a band class 14 system in Los Angeles County, and has also reported successfully demonstrated its capability at the New Year’s Rose Parade. The LARICS system will be inte-grated into the nationwide FirstNet system. Looking forward as FirstNet recently released its RFP for a nationwide public safety network we are beginning seeing a number of carriers interested in competing to construct the system. We have seen reports that ATT, Verizon and Rivada may be interested in proving proposals. From my viewpoint our paradigm towards public safety communication provi-sioning and operations will be evolving and probably change. This year’s nominations for the annual RF & IT Technologist Award are open. The nomination committee has simpli-fied the nomination process making it very painless to recognize your people. This is an outstanding opportunity to rec-ognize performers in you organization. Check the CPRA Website for the nomination forms and information. Finally I would like congratulate Adriana Spirescu from the Orange County Sheriff Department for attaining Senior Membership in APCO. Adriana has served the chapter well, and it is a status well deserved. The February 18th meeting will be at the Rio Hondo Golf Course, with a presentation on earthquake early warning. Fre-quency coordination takes place after lunch, often FCC regulatory issues are discussed in more detail during frequency coordination. As public safety communications issues develop CPRA will continue to bring to our chapter membership the most cur-rent information on technology, operational and regulatory issues. Please join us this month with your colleagues from the many agencies and vendors in Southern California. As always please check the CPRA Website, CPRA.ORG for the latest information on activities and meetings.

Treasurer’s Report: See comments Program: Dailey-Wells – “Next Generation LMR/LTE Radios” Attendance: 53 AGENDA Call to Order – Ron Wong. The meeting was called to order at 10:00 A.M. Welcoming Remarks – Ron Wong. Ron W. invited Mike Rowles to lead the Pledge of Alle-giance. November Chapter Meeting Minutes Approval – Ron Wong. Ron asked for a motion to ap-prove last month’s Chapter Meeting Minutes. Don M made the motion. Dick G seconded the motion. No discussion ensued. The motion carried. Self and Commercial Member Introductions: Members were welcomed. Everyone in attendance introduced themselves to the group. The various Commercial Members intro-duced themselves and spoke briefly of the products and services they offer. Chapter Officer Reports: Future Meetings Report-Dale Digiambattista – The February 18th meeting will be at the Rio Hondo Golf Course, with a presentation on earthquake early warning. The meeting for March 17th will be at the Hughes Center in Claremont. For the April 14th meeting at the Knott’s Berry Farm Resort, the Riverside County DA’s office will be giving a presentation on dispatch recordings as evidence, followed by the Annual Telecommunicators Banquet. Membership Report – Scott Espindola – Scott reported we have one new member. Jeffrey Nelson from Russ Bassett Corporation is a new Commercial Member. Current total mem-bership includes 181 Full Members, 50 Commercial Members, 100 Online Members and 15 Associate Members. Treasurers Report – Joe Parrino – Joe reported on the current account balances and expend-itures for the last 30 days. APCO-International Report: Executive Council Delegate Report – Jim Acosta – Jim provided an APCO-International Executive Council Report. See Attachment #1. Regulatory Update: FCC Update Information – Gary Gray. The FCC is taking steps to ensure licensees comply with narrowbanding requirements. In the absence of approved exceptions, the Commission will begin rejecting applications for renewal or modification that list wideband emission designators. Senior Member Candidate Nomination: Gary Gray presented the nomination of Adriana Spirescu for Senior Member. Gary outlined her qualifications and advised she meets the requirements for that honor. Dick G made a motion to nominate her, Don M seconded. After no discussion, the motion carried unani-mously.

For those that didn’t get the survey in email, printed copies were made available at this morning’s meeting. RF & IT Technologist Award Nominations: Mike Rowles talked about the RF & IT Technologist Awards. Anna will be taking this responsibility starting next year. Mike demonstrated a new “Invitation to Nominate” award recipients. This invitation is intended to identify points of contact for potential nominations. Mike requested members distribute this invitation to anybody who might be in a position to make a nomination. The invitation will be available on the Website. Program: Dailey Wells – “Next Generation LMR/LTE Radios” Dale introduced Gary Kimmerle, who gave a report and demonstration of Harris’s newest handheld radio. Meeting Adjourned. On December 3, First Vice President Cheryl Greathouse continued her service on the Communications, Secu-
rity, Reliability and Interoperability Council (CSRIC) with participation in its latest quarterly meeting in
Washington, DC.
FirstNet PSAC
On December 8-9, Mr. Lee attended the FirstNet Public Safety Advisory Committee (PSAC) meeting in Hou-
ston, TX.
International Executive Council Representative
Acting in the capacity as the officers of the International Chapter, the Executive Committee selected and noti-
fied Deborah Weiss of Australia on December 10 of her appointment to the post of Executive Council Repre-
sentative for the International Chapter for calendar years 2016 and 2017. It bears noting that APCO Australa-
sia officially ceased operations in September 2015, so Ms. Weiss is appropriately a member of the Internation-
al Chapter going forward.
Audit
On December 11, the audit team from Weston & Gregory reviewed its findings with the Executive Commit-
tee. The auditors rendered an unmodified opinion (its highest level of opinion) on the FY2015 financials,
which is available on the governance web page under the “Board of Directors” tab.

Our selection process is ending today and we’re hoping to send our recommendation to Derek
Poarch by the end of today so that maybe the BoD will have a chance to approve it this weekend.
