Main difference: the CHF has two funding windows
Twice a year, the Humanitarian Coordinator
allocates funding to clusters, based on
humanitarian needs and priorities
The allocation to individual projects takes place
at cluster level
For these discussions at cluster level, an NGO
co-lead works together with the cluster lead
The cluster submits a list of projects and the
funding level for each to the HC for final
approval
Project duration: up to 1 year
Budget: up to $500,000

The main objectives stay the same
Enable NGOs and UN agencies to respond
quickly and effectively to worsening situation
by:
Making funds available for priority, underfunded CAP projects
Making funds available to cover start-up costs
Making funds available in cases of rapidly changing circumstances and humanitarian needs where gaps need to be filled and other donor mechanisms are unavailable
Ensure humanitarian needs are addressed in
collaborative spirit, fostering understanding
and coordination within and between clusters
and humanitarian organisations

The ERF has been strengthened for a smooth move to the CHF
Donor/NGO/UN missions monitor and evaluate selected projects
Priority, underfunded CAP projects are now also eligible for ERF funding

Advantages of the CHF
The CHF allows for more strategic humanitarian funding, while keeping a
reserve for rapid response
More predictable funding, earlier in the year with standard allocations
The CHF has a more robust structure than the ERF, particularly with the
standard allocation model
Donors decided to put in place a CHF in CAR, so there might well be more,
and additional funding in 2008
Donors that don’t have a presence in CAR can fund humanitarian action
without important administrative investments
Simple, standardized design for strategic humanitarian funding and rapid response
