ABOUT CAPAM

CAPAM was established in 1994 to encourage the exchange of knowledge pertaining to public administration and good governance between Commonwealth countries. The organisation grew from the commitment of its members who are most often senior public servants, elected officials or academics with a vested interest in promoting the fundamental values outlined in the Commonwealth Heads of Government meeting in Harare, Zimbabwe in 1991.

CAPAM is a centre of excellence that promotes active exchange of ideas related to innovation in the public service, encourages citizen-centred service delivery and leadership development for its membership. Through its journal, the

Commonwealth Innovations Review, as well as through access to other world class journals, CAPAM constantly endeavours to provide its membership with the latest cutting-edge research in public administration. CAPAM’s biennial conferences are attended by large numbers of public servants from around the world and there is a great demand for its custom learning programs and country specific learning activities.

The organisation is based in Ottawa, Canada, and is steered by a board of directors, who are senior public servants from around the world. Our leadership firmly believes in the role of a strong professional network eager to promote good governance.

MESSAGE FROM THE PRESIDENTAs we convene to hold CAPAM’s General Members Meeting and review our 2012-2013 activities and financial position, we will be embarking on a new phase in CAPAM development after the first 20 years working with our public service members from across the Commonwealth. As President over the past four years, I am proud of CAPAM’s achievements, but even more, I am especially struck by the people who cross paths in this organisation. CAPAM has been blessed to have many of our members’ most senior statesmen, public servants, academics and consultants rally to our mission to share a richness of career experience and expertise.

Like the public service everywhere, the past two years have been marked by change for CAPAM. We have experienced new leadership at the staff level with the arrival of Gay Hamilton as Chief Executive Officer, and the legislation governing our charter has changed, prompting an in-depth review of our bylaws and governance structure. We have not, however, allowed ourselves to be distracted by these

internal shifts and have carried on with learning programmes and regional conferences as well as networking and building relationships.

This General Members Meeting is taking place amid the organisation of our 10th Biennial Conference and our 20th anniversary. We are very pleased to be hosted by the Government of Malaysia, which has been a long-standing supporter of CAPAM from its founding days, in serving a term as President, to hosting the 1998 Biennial Conference. It is therefore quite fitting to be in Malaysia at this important time in CAPAM’s history. True to form, Malaysia has collaborated with CAPAM’s team to put on a very special programme along with social events that ensure that all our guests will ‘experience Malaysia’.

Also on the agenda is the Fifth Commonwealth Public Service Ministers Forum organized by another very important CAPAM partner, the Commonwealth Secretariat. The Secretariat has worked with us over the years and has been present at all our Biennial Conferences.

MESSAGE FROM THE CHIEF EXECUTIVE OFFICERRounding out my second year with CAPAM, I am pleased to present the membership with our 2012-2013 report on the activities and financial position of CAPAM. I never cease to be amazed at what the organization does, how much it does and where it winds up doing it. At this meeting of members, we are launching the 20th anniversary commemorative book titled, CAPAM, Commemorating 20 Years of Learning and Exchange. This volume of photos and memories of past events and activities required arduous searches through records and photos, much editing and fact verification, which brought together a colourful and impressive history. It serves as a history lesson for both staff and board members old and new and, of course, is the springboard for the next decade or more of CAPAM activities.

This report sets out the various events that CAPAM undertook around the Commonwealth and highlights some of the results achieved. Financial statements are not the most scintillating documents but I am

very pleased to present a report that shows an improvement in our position. Furthermore, CAPAM gratefully acknoledges the support provided by the Canada School of Public Service associated with our renewed memorandum of understanding for donated office facilities.

We are also delighted to be working with the Government of Malaysia and the Commonwealth Secretariat. At the very end of 2013 we began collaborating with these entities, resulting in the 10th Biennial Conference scheduled to begin immediately after this General Members Meeting. Our combined efforts have resulted in an array of speakers and facilitators who will present some of the latest thinking on citizen engagement, motivation of public servants and capacity building for the next generation of public servants. The programme appeals to CAPAM’s notion of innovation in practice and sustainability within the global context as objectives of public service transformation.

Finally, my sincere thanks go to our President, Paul Zahra and all the Directors on the Board who have helped me understand the organization in its many and diverse facets, to our partners and colleagues who continue to support CAPAM and very importantly, our team at HQ who work tirelessly to make each and every project a success.

This event was hosted in partnership with the Commonwealth Secretariat and the Sri Lankan Ministry of Public Administration and Home Affairs. Highlights include:

• participation by over 120 senior executives representing 32 ministries;

• examination of public service excellence requirements to advance Sri Lanka’s developmental goals and achieve objectives for social and economic growth;

CAPAM further collaborated on the delivery of the Ministers’ Forum on Public Administration, which was held concurrently with the Biennial Conference.

Symposium on Public Administration – Colombo, Sri Lanka, 8-10 May, 2012

• exploration of opportunities for the Commonwealth Secretariat and CAPAM to be of assistance to the Sri Lankan Government in this area; and

• determination that results of the deliberations will guide future collaborative programmes between Sri Lanka, the Commonwealth Secretariat and CAPAM.

CAPAM 2012 Biennial Conference and Ministerial Forum – New Delhi, India, 24-26 October, 2012A Public Service Fit for the Future

Senior Leaders Forum – Ottawa, Canada, 6-7 June, 2012Building Capacity in Human Resources Management across the Commonwealth

The Senior Leaders Forum was attended by over 35 delegates, including ministers, secretaries to cabinet, chief executives and heads of human resources representing ten countries from across the Commonwealth, as well as the World Bank and Commonwealth Secretariat. The forum:

• encouraged knowledge-sharing about challenges and trends in human resource management;

• promoted collaborative efforts to address them; and

• shared a Canadian perspective and innovative responses to these challenges.

Participants supported the establishment of a Commonwealth human resources network to facilitate on-going dialogue on priority issues.

Attended by 300 delegates from 32 countries, the Conference was opened by the Commonwealth Secretary-General, HE Kamalesh Sharma. The event focused on how the reality of a turbulent, unpredictable and interconnected world is challenging models for public policy and public administration of the past and shaping public administration processes across the Commonwealth.

Africa Regional Conference – Pretoria, South Africa, 4 -6 March, 2013Public Service Research and Innovation: A Quest for Sustained Service Delivery

CAPAM, in partnership with the Public Administration Leadership and Management Academy (PALAMA), hosted the African Regional Conference on the theme: “Public Service Research and Innovation: A Quest for Sustained Service Delivery.”

Over the course of three days, conference participants had the opportunity to hear from political leaders, public service executives and expert practitioners on the efficacy of public service innovation and research. Through presentations, case studies and peer dialogue, participants discussed emerging issues in public service research and innovation; explored strategies for meeting challenges and shared experiences and insights for strengthening public service governance.

Topics discussed included:

• research and public sector innovation;• fostering a culture of public sector

innovation;• leading change for productivity and

innovation;

• entrepreneurship in public service innovation; and

• building public service capacity to innovate.

Asia Regional Forum - Kuching, Malaysia, 27-30 October, 2013Strategic Management: Enhancing Service Delivery through Accountable and Responsive Service Delivery

Close to 300 delegates from 16 countries attended the CAPAM Asia Regional Forum in Kuching, Sarawak, Malaysia from October 27 to 30, 2013.

The forum focused on how strategic management approaches are challenging models for public policy and public administration and shaping public administration processes across the Commonwealth.

The participants included cabinet ministers, secretaries to cabinet, permanent/principal

secretaries, chairpersons and commissioners of public service commissions, heads of management in development institutes and other high ranking government officials from throughout the Commonwealth. Also participating were middle management public servants with an avid interest in gaining a deeper understanding of public service issues.

The main speaker at the opening plenary was the Honourable Senator Dato’ Sri Idris Jala, Minister in the Prime Minister’s Office, Malaysia and Chief Executive Officer of the Performance Management and Delivery Unit (PEMANDU).

Over the three-day period, conference participants worked in four plenary sessions, two concurrent workshops and a project showcase to explore challenges facing their respective nations and determine innovative ways to strategically position the public service to address emergent and divergent needs.

Projects

CAPAM wrapped up a project in collaboration with the Commonwealth Secretariat. Eight case studies are now available to members at the CAPAM E-library. These case studies allow training institutions to explore the intricacies of public administration within the context of Commonwealth countries.

Commonwealth Innovations Review

The Commonwealth Innovations Review (CIR) is CAPAM’s flagship publication, for the sole use of its members. It serves as a platform for sharing best practices, expertise and knowledge between members. The CIR is published quarterly and is distributed to the CAPAM membership worldwide. It keeps its readership in touch with current developments and practices in public administration throughout the Commonwealth. CAPAM’s members can submit articles to be considered for publication.

Eight issues of Commonwealth Innovations Review were published in 2012- 2013. Two featured reports on priority issues in public administration were also published.

CAPAM Website & E-Library

CAPAM’s website (www.capam.org) is a knowledge transfer platform through the members-only E-library. The CAPAM E-library serves as an online tool for conference, programme, research and publication access and retrieval. It is also CAPAM’s repository for all its knowledge exchange activities. An extensive makeover of CAPAM’s website is planned for 2014 to make it more interactive and responsive to current technology.

Communications & Social Media Tools

CAPAM currently uses the following social media sites for communication: Facebook, Twitter, & LinkedIn. There is also a monthly E-newsletter to keep CAPAM’s membership updated.

Awards

Gordon Draper Award Winner – 2012

The 2012 Gordon Draper Award winner is Wayne Wouters, Clerk of the Privy Council and Secretary to the Cabinet, Government of Canada. The CAPAM Gordon Draper award recognizes outstanding leadership and contributions in public administration in the Commonwealth. The award honours the memory of the first CAPAM president, Mr. Gordon Draper and his contribution in developing international public administration practices and promoting good governance and accountability in the Commonwealth.

Over ten nominations representing six different countries were received for 2012. The process of selecting a winner was made all the more difficult by the tremendous qualifications and merit of the nominees. The Chair of this year’s selection committee was Mrs. Avril Gollop, former Cabinet Secretary and Head of the Civil Service, Barbados. Her

committee members included, Dr. Maria Barrados, Former President, Public Service Commission, Canada and Winston Cox former Commonwealth Deputy Secretary-General. Wayne Wouters is a strong proponent of horizontal government and appreciates the value of speedy and effective collaboration across departmental lines, across government jurisdictions, and across borders. His collaborative leadership skills foster a “whole of government” approach to resolving many difficult and vexing challenges. Mr. Wouters encourages innovation and responsible risk taking across government organizations. He supports new ideas and gives them space for experimentation and development. Leading by example, Wayne was the first Secretary to Cabinet to establish a website and engaged in dialogue with public servants using on-line collaborative tools.

Wayne Wouters was appointed Clerk of the Privy Council and Secretary to the Cabinet on July 1, 2009. Prior to that, he had served as Secretary of the Treasury Board from 2004. Wouters started his career as a public servant in 1977 when he joined the Government of Saskatchewan. He moved to Ottawa in 1982 when he took over as Director of Industry Analysis at the Department of Energy, Mines and Resources. Wouters was born and raised in Edam, Saskatchewan. He has a Master’s degree in Economics from Queen’s University.

International Innovations Awards - 2012

The CAPAM International Innovations Awards (IIA) encourage public service organizations to cultivate the necessary culture for innovation. It celebrates the spirit of innovation in the public service by recognizing those who have made significant contributions to improving governance and services in the public sector. IIA is a means to inspire and encourage innovators to improve public service governance, and the quality of life of citizens, communities and nations.

Created in 1998, the award has received over 1000 submissions from more than 25 countries across the Commonwealth. Reviewing the submissions and selecting the winners is the responsibility of an international panel of jurors from senior levels of government and experts in public service innovation. In 2012, the CAPAM International Innovation Awards acknowledged excellence in four areas:

• innovation in public service management and accountability;• innovation in government services and programmes;• innovation in citizen engagement and dialogue; and• innovative use of technology in the public service.

CAPAM received over 120 submissions to the awards. The 2012 International Innovation Awards Gold Medal was won by Sugarcane Information Systems, India. The submission also won the category Innovative Use of Technology in Public Service. The awards were presented to the winning finalist at the CAPAM biennial conference in New Delhi, India. Kamran Rizvi, Sugarcane Commissioner, Uttar Pradesh, accepted the awards.

The Innovation in Citizen Engagement and Dialogue win went to Singapore for the submission Intergenerational IT Bootcamp. The award was accepted by Ms. Wong Shiow Pyng, Assistant Director, Infocomm Development Agency of Singapore.

Dr. Ado Jimada Gana Muhammad, Dr. Ugo Okoli and their team from the Midwives Services Scheme, Nigeria received the award for Innovation in Government Services and Programmes.

Malaysia took the award for Innovation in Public Service Management and Accountability. Lt. Col. Mohamad Shuairi bin Abdullah and his team from the Ministry of Defense accepted the prize for their project entitled Accountability Index Monitoring System (AIMS).

The awards jury for 2012 included: • Mr. Ryan Orange, Deputy Commissioner, State Sector Results, State Services Commission, New

Zealand was the Chair of the Jury Committee.• Mr. Arun Jha, Joint Secretary Department of Administrative Reforms and Public Grievances,

CAPAM BOARD OF DIRECTORS 2012 – 2014

PresidentMr. Paul Zahra, Permanent Secretary, European Affairs, Government of Malta

Mr. Zahra joined the Malta Public Service in 1984 and served at the Economic Division within the Office of the Prime Minister. During 1989-1992, he was personal assistant to the Economic Secretary and Chief Economics Officer at the Ministry of Finance. In 1993 he was appointed Head of the Economic Policy Division and subsequently Director (Economic Strategy) and Director General (Economic Policy). Since 2001 Mr. Zahra discharged duties as

Permanent Secretary in the Ministry for Economic Services and the Ministry of Finance. Mr. Zahra is also the Chairman of the State Aid Monitoring Board. Mr. Zahra was appointed Permanent Secretary (Policy), OPM in March 2006 and re-designated Permanent Secretary (Operations), OPM in June 2008.

Vice PresidentHonourable Tan Sri Dr. Ali Hamsa, Chief Secretary to the Government, Malaysia

Honourable Tan Sri Dr. Ali Hamsa was appointed as the Chief Secretary to the Government of Malaysia effective June 24, 2012. He started his career in the Administrative and Diplomatic Service as Assistant Secretary at the Ministry of Trade and Industry in 1981. He served the Economic Planning Unit of the Prime Minister’s Department until 2009. At the Prime Minister’s Department,

he held the positions of Director of Disbursement Division, and Deputy Director-General of the National Transformation and Advancement Programme before being appointed as Director-General of Public-Private Partnerships Unit in the Prime Minister’s Department on April 22, 2009. He holds a PhD in Environmental Science and Economics at Oklahoma State University.

Honourary TreasurerMs. Amal Pepple, CFR, Nigeria

Hon. Amal Inyingiala Pepple, CFR, was, until June 2009, the Head of the Civil Service of the Federal Republic of Nigeria. A very distinguished bureaucrat with a track record of excellence in public service, she has served in various strategic leadership positions at the Federal and State levels for over three decades. Prior to her appointment as the Head of the Civil Service of the Federation in June 2008, she was one of the most experienced bureaucrats in

the Federal Civil Service going by her breadth of experience as Permanent Secretary in the following key Ministries: Federal Ministry of Transport, FMOT (June 1999 - Feb.2000), Federal Ministry of Information and National Orientation, FMI & NO (Feb. 2000 - Jan. 2001), Ministry of Petroleum Resources (Jan. 2001 - Jan. 2004), Federal Ministry of Commerce (Jan. 2004 - May 2005), Federal Ministry of Agriculture and Water Resources (May 2005 - Nov. 2007), and Federal Ministry of Finance (Nov. 2007 - June 2008). Ms. Pepple’s most recent appointment was Honourable Minister of the Federal Ministry of Lands, Housing & Urban Development (FMLHUD), Nigeria.

Directors

Mr. Stephen Sedgwick, Australian Public Service Commissioner, Australia

Mr. Sedgwick has had a long and distinguished career in the public sector having served as the Secretary to the Commonwealth Departments of Finance, Employment and Education between 1992 and 2002. He became Australian Public Service Commissioner in December 2009 after a period as Professor and Director of the Melbourne Institute of Applied Economic and Social Research at the University of Melbourne. He is a former Commissioner and Chairperson of the Industry Commission, a former senior officer of

the Department of the Prime Minister and Cabinet and was the Senior Economic Adviser to Prime Minister Hawke from 1985 to 1988.

Mr. Eric Molale, Permanent Secretary to the President and Head of the Public Service, Botswana

Mr. Molale started his working career as an Assistant District Officer (Development) in Tsabong in 1981. He joined the Ministry of Local Government, Lands and Housing as the Chief Housing Officer in 1988. He went back to work in Tsabong as a District Commissioner 1991. Thereafter, he assumed position as Private Secretary to the Vice President in 1994. He joined the Ministry of Finance and Development Planning as Chief Economist (Rural

Mr Molale continued to work in the public service and went back to the Ministry of Local Government, Lands and Housing as Deputy Permanent Secretary in 1996. He took position as Senior Private Secretary to the President in 1998.

Mr. Daniel Watson, Chief Human Resources Officer for the Government of Canada

As a graduate of the University of British Columbia, Mr. Watson started his career as a supervisor at a Canada Employment Centre for Students in East Vancouver. He subsequently moved to the Policy and Research group of Saskatchewan’s Department of Education, Training and Employment, then to British Columbia’s Ministry of Aboriginal Affairs, where he was involved in all aspects of modern treaty negotiations. Mr. Watson returned to the federal

government in 1999 as Director of Aboriginal and Territorial Relations at Indian and Northern Affairs Canada (INAC) in Yellowknife. Two years later, he became Director General of the Aboriginal Justice Directorate at Justice Canada in Ottawa. He was then appointed Assistant Deputy Minister at Western Economic Diversification Canada in Saskatchewan in 2003, and Senior Assistant Deputy Minister responsible for Policy and Strategic Direction at INAC in 2006. Mr. Watson returned to Western Diversification as Associate Deputy Minister in March 2009, and on July 16 of that same year, was appointed Deputy Minister. On September 4, 2012, Mr. Watson was appointed as the Chief Human Resources Officer for the Government of Canada.

Mr. Benjamin C. Eghan, Ghana’s Ambassador to Malaysia, Indonesia, The Philippines, Thailand, Cambodia, Laos, Vietnam, East Timor, Brunei and Myanmar

Prior to his appointment as Secretary to the Cabinet, Mr. Eghan was the immediate Past Dean of the GIMPA Public Services School (GPSS). Before that, Mr. Eghan served from 1993 to 2002 as a Chief Director, Permanent Secretary, beginning with the Ministries of; Environment; Science and Technology; Communication; Transport and Communication; and finally,

Manpower Development and Employment. Prior to that, he was a Senior Lecturer at GIMPA and at the same time worked in advisory capacity in Government contributing greatly to the restructuring of ministerial organizations and decentralization of national administration. He has served on numerous committees including for the International Labor Organization (ILO) and Economic Commission for Africa).

Mr. Sanjay Kothari, Secretary, Department of Administrative Reforms and Public Grievances, India

Mr. Kothari, a Secretary to Government in the Ministry of Personnel,Public Grievances and Pensions, has spent more than 8 years in personneland administrative reforms in the State of Haryana. The primary concernand interest of Mr. Sanjay Kothari has been in the creation of innovativeinstitutions and carrying out reforms for ‘good governance.’ He has authoreda book entitled “good governance initiatives and reforms,” and he was

instrumental in setting up an annual event ‘surajkund crafts mela’ in 1987, which is a celebration of rich handloom and handicrafts traditions of India in rural ambiance.

Mr. Kwek Mean Luck, Dean and CEO, Civil Service College & Deputy Secretary (Development), Public Service Division, Prime Minister’s Office, Singapore

Mr. Kwek Mean Luck is the Dean & CEO of Singapore’s Civil Service College (CSC), and concurrently Deputy Secretary (Development) in the Public Service Division of the Prime Minister’s Office. Prior to his current appointment, Mr. Kwek was the Deputy Secretary (Industry) in the Ministry of Trade and Industry. Prior to joining the Singapore Administrative Service,

he served in the Singapore judiciary, where he had been a District Judge of the Subordinate Courts and Senior Assistant Registrar of the Supreme Court, as well as a Justice’s Law Clerk of the Supreme Court. He holds a Diploma in Singapore Law from the National University of Singapore and was called to the Singapore Bar as an Advocate and Solicitor.

Sandi Beatie, Deputy State Services Commissioner, New Zealand

Sandi was appointed Deputy State Services Commissioner on 1 April 2013. Prior to this she was on secondment to the SSC as a Deputy Commissioner and lead for the Sector and Agency Performance Group. Before joining SSC in 2011, Sandi was Deputy Chief Executive at the Ministry of Justice. She led collaborative efforts across the justice sector including strategy development and four-year budget planning. Sandi has extensive experience in leading and implementing change and in her final months in Justice ensured the

merger of the Legal Services Agency into the Ministry and the accompanying policy and functional changes. In mid 2009 she was seconded to the Department of Corrections for 18 months where she led a programme of work to lift departmental performance. She also led the contracting out of the management of Mt Eden prison to the private sector and laid the foundations for a public private partnership approach to the development of a new prison at Wiri. Sandi has held senior roles in the private sector and local government. She was also a member of the Better Public Services Advisory Group. As Deputy State Services Commissioner, Sandi continues to lead the Sector and Agency Performance Group and supports the Commissioner in the exercise of his statutory functions.
