·Several telephone discussions were held in December; 1981 concerning ·the Reference (b) questions on our Reference (a) transmittal of draft Und.ervol tage Protection Technical Specifications for Dresden Units 2 ~~d 3 and Quad ~ities Units 1 and 2. Attached, as discussed; are marked:up diaft Technical Specifications incorporating the.changes requested, e~cept as noted below;

The following comments address the five Reference (b). question$:

1. The existing Dresden and Quad Cities Technical Specifications (Table 4;2;1) require an instrument functional test on the currently installed undervoltage relays to be performed each refueling outage. based on our present testing ~ractice and the excellent past history of operatlons of these relays; it would seem 1 ogical that the n.ew degraded voltage re lays be tested in a similar fashion and ti~e period; A mar~ frequent testing period wo~ld not be required until a decay in relay performance justified such a change.

However if the NRC can not revise their position on Functional Testing; we would propose to test the relays by first pulling all the test switches on the required

aux relays~ and then activate the undervoltage relays to verify that on activations the required relay targets are received as designed; Notwithstanding~ the proposed monthly testing is time consuming and unnecessarily offers opportunity for a single spurious trip to remove a 4 KV bus's ciffsite power source on an operating unit. As a minimum; we believe a quarterly surveillance would be more appropriate then a monthly surveillance;

3. Dresden presently has adequate protecton for the subject inter~unit 4160 V us tie and intra~unit 480 V bus tie (Buses 28~1 and 29~1 already have undervoltage alarms and relays):
