The annual Surplus Property Disposition Plan, required by Act 48 of 1981, provides for the systematic management of Com- monwealth-owned real estate assets and the efficient disposition of surplus holdings. The Plan also ensures that all conveyances are made for fair consideration predicated upon fair market value. Contained in the Plan for I984 are eight (8) properties whose usefulness to State Government has ceased. However, their desir- ability and value for other purposes is substantial. The properties vary in size, nature, and geographic locations. Any special con- siderations, such as zoning restrictions, retention of mineral rights, and easements and leases presently in effect, have been identified for each parcel. Pursuant to Act 48 of 1981, the Plan was transmitted to the Chairmen and the Minority Chairmen of the House and Senate State Government Committees. The House and Senate Commit- tees conducted joint public hearings on September 18, 1984, and October 26, 1984, as a part of their review of the Plan and advised the Department of General Services of their findings. The Department of General Services also invited public com- ments on the Plan through publication in the Pennsylvania Bulle- t&, Vol. 14, No. 35, Saturday, September 1, 1984. In addition, Pursuant to Act 48, the Department requested and received the Attorney General's review of the Plan for form and legality. Legislative consideration of the sale of the con- tained in the Plan will result in substantial benefits to the Com- monwealth, including the return of idle real estate to local tax rolls, the reduction of state exposure to liability and other insur- ance risks, and the elimination of excessive security and mainte- nance costs. I, therefore, again transmit to you and urge your approval of the 1984 Surplus Property Disposition Plan.

By the authority vested in me by Article XXIV.4 of the act of ~~l~ 1, 1981 ( p . ~ . 143, p ~ ~ . 48) entitled 's~isposit ion of corn. monwealth Surplus Land," I retransmit herewith the 1984 Surplus Property Disposition Plan, which was originally submit- ted for your consideration during the past legislative session. Due to adjournment of the General Assembly sine die, however, there was insufficient time for both chambers to take final action upon the 1984 surplus property ~ i ~ ~ ~ ~ i ~ i ~ ~ plan.

The annual Surplus Property Disposition Plan, required by Act 48 of 1981, provides for the systematic management of Com- monwealth-owned real estate assets and the efficient disposition of surplus holdings. The Plan also ensures that all conveyances are made for fair consideration predicated upon fair market value.

Mr. Speaker, we sent up to Legislative Reference a correction to HR 25 to add the 1 day like Repre- sentative Pitts said, but there is a delay up there, and not to hold the House any longer, I talked to Representative Mand- erino and he is in concurrence, along with Representative Pitts, that we just suspend the rules, add the 1 day, and we will get out of here.

Mr. Pitts, is that all right with you? Mr. PITTS. Instead of 1 day, you meant 1 week. Change 13

to 14; that is the proposed amendment, I think. Mr. PETRAKCA. From 13 weeks to 14 weeks. Yes, Mr.
